Heavy Expandable Mobility Tactical Truck ACAT I – P&D (HEMTT) PEO CS&CSS/PM TS/PdM HTV Program Description Recent Milestones or Events • The HEMTT 10-ton, 8-wheel drive is designed for cross-country • HEMTT RECAP production ongoing military missions up to 11 tons to transport ammunition, petroleum, oils and lubricants. Palletized Load System (PLS) ACAT I – P&D PEO CS&CSS/PM TS/PdM HTV Program Description Recent Milestones or Events • The PLSA1 Truck/Trailer is a 16.5-ton payload system (10x10) with an Onboard Load Handling system (LHS) . The primary mission of the PLSA1 is the rapid movement of combat configured loads of ammunition and all other classes of supply, either containerized 20’ ISO containers (utilizing the Enhanced Container Handling Unit (E-CHU) / Container Handling Unit (CHU) or non-containerized. Modular Catastrophic Recovery System (MCRS) ACAT III Program Description Milestones and Events Completed • The MCRS, formerly known as the Interim Stryker Recovery System Generation II (ISRS GEN II), is designed to significantly enhance the Commander’s ability to recover large wheeled vehicle platforms in severe off-road conditions either in lift/tow or transport mode. • Coupled with the Prime Mover (M983A4 LET), MCRS is capable of recovering all Stryker variants and an estimated 95% of Mine Resistant Ambush Protected (MRAPs) currently in theater. • Includes an upgraded 35K winch, a winch control kit that allows tandem winching operations, remote control winch operations, expandable reinforced solid deck, pneumatic third axle on trailer, sliding trailer axle, tilt deck trailer, & 90 degree recovery capability. • Contractor: TRU-HITCH Inc, Pleasant Valley, CT New Production of 20 Fifth Wheel Towing Recovery Devices (FWTRD) & 49 Winch Control Kits (WCK) awarded 22 Oct 2015 Refurbishment contract for 11 FWTRD & 36 Tilt Deck Recovery Trailers (TDRT) awarded 5 November 2015 Urgent Material Release (UMR) approved 2 February 2016 to support 2nd Cavalry Regiment (2CR) in Europe with 8 MCRS Assets Completed successful Field Lighting Kits (FLK) Installation Verification 9 February 2016 & approved proto-type production for test Near Term Milestones and Events • 2CR De-processing, New Equipment Training (NET) & Hand-Off NLT 30 April 2016 • MCRS Full Material Release (FMR) Testing to start May 2016 • J&A Approval for 8 FWTRDs/6 TDRTs May 2016 • J&A Approval for RESET May 2016 • Type Classification (TC) / FMR target 4QFY2017 Program Schedule, Budget and Status NOW 6 GO HEAVY and GO Home! Heavy Dump Truck (HDT) ACAT III – (Pre Milestone C) Program Description Milestones and Events Completed • The HDT supports construction projects by loading, transporting and dumping payloads of sand and gravel aggregates, crushed rock, hot asphalt mixes, earth, clay, rubble, large boulders and other materials up to gross vehicle weight rating to job sites under worldwide climatic conditions. • The HDT will also serve as a quarry truck for the quick transport of bulk raw earth material to and from the crushing screening and washing plant and the asphalt mixing plant. • HDT also serves as a transportation asset for engineering equipment. • The current HDT will be procured with an Armor Solution that is in compliance with the Long Term Armor Strategy (LTAS) v3.6 perimeter ballistic specification and Mine Resistant Ambush Protected (MRAP) v1.1 underbody ballistic specification CPD approved 22 October 2013 PEO Programmatic Review Decision 4 November 2014 Industry Day Force Protection Level Review DOORS – Dynamic Object Oriented Requirements System to crosswalk past and current requirements Force Development – Army assigned HDT Affordability Cap Configuration Steering Board (September 2015) WSTA – Whole Systems Trade-Study Analysis Near Term Milestones and Events • Nevada Automotive Test Center Trade Study - 1 May 2016 • P-Spec requirements conversion - 1 June 2016 • Generate program documentation; Acquisition Strategy, Test and Evaluation Master Plan (TEMP), Life Cycle Sustainment Plan (LCSP), System Engineering Plan (SEP) and Acquisition Program Baseline (APB),etc. Program Schedule and Status NOW 7 GO HEAVY and GO Home! 25T Semitrailer Low Bed(STLB) ACAT III Program Description Milestones and Events • The STLB will be a commercially based semi-trailer used to transport construction equipment, miscellaneous equipment, disabled equipment, Class IV, and logistical provisions. • • • • • • CASCOM trailer study: M172 and M870A4 • Phase I complete 6 Mar 2015; 25 ton trailer not part of additional phases. • MDD = 4QTR FY17 25T Trailer will feature a fixed goose with a flat/level deck and rear • Contract award = 3QTR FY19 loading ramps • FRP Decision = 2QTR FY21 • ADM Approved 9 May 2015 to accelerate schedule by 2 years The trailer will be employed to perform line-haul, local-haul, • MDA approved use of HTV RDT&E FY15 funds to support pre-MDD administrative and evacuation missions and supports efforts for the 25 ton trailer program (ADM signed 9 May 2015) loading/unloading of equipment from the rear of the trailer through • 14 Aug 2015 – RDT&E funding rescinded by Congress the use of rear loading ramps. • 7 March 2016 – Briefed PEO on 3 COA’s for program. PEO concurred verbally with COA 3 to initiate program at production, Prime movers : M1088, M983, M915/M916 perform a bid sample test, down select and award at MS C w/NATC Contract Type: TBD trade study. COA depends on willingness of prospective contractors Prime Contractor: TBD to provide bid samples and will be determined by RFI results. • 20 April 2016 – RFI released to industry. M870A4 40-Ton Trailer ACAT III – Pre-MSC Program Description PEO CS&CSS/PM TS/PdM HTV Milestones and Events Completed •The M870A4 is a three-axle, dual wheel tactical, low-bed semitrailer used to transport tracked vehicles, wheeled vehicles and Engineer Construction Equipment (ECE) weighing up to 40 tons. • The M870A4 features mechanical folding gooseneck, level deck and rear ramps. • Contract Type: Multiple Award, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity w/ Options • Commercial Market will drive costs RFP released on 4 December 2015 (most recent ADM) Received proposals 11 January 2016 Source Selection Evaluation Board (SSEB) is continuing to evaluate.
