Commune
The investment project provides for the construction of a
sewage system on the territory of the ŁuŜna commune
(villages: Mszanka, Wola ŁuŜańska, ŁuŜna, Szalowa), which
will service approximately 74 % of the commune’s households
and public utility facilities. The project’s implementation covers

The New City Centre
A project of reconstruction and revitalisation of a 90-hectare
area located in the city centre. The programme is aimed at
economic and social regeneration of the central quarter of the
City and the creation of a new functional centre of Łódź. The
reconstruction concept was prepared by a Luxembourgian
architect and town-planner - Rob Krier. The area of the project
was divided into 2 zones: Zone One will fulfil a predominantly
cultural function. It will comprise the Special Art Zone - a
modern museum offering a wide range of educational activities.
Detailed description
That will be the first stage of building the new cultural centre of
the city.
The oldest power generating plant in Łódź - EC1, which is
situated in Zone One, will be specially adapted for cultural and
artistic purposes (it will house, among other things, a
planetarium, seminar and conference halls in EC1 East and the
interactive Science and Technology Centre in EC1 West, which
will serve as a museum as well as an education and
recreational centre). A use and financial programme for Zone
One has already been drawn up.
Zone Two (60 ha) is to be a place where commercial
undertakings will be carried out in cooperation with private
investors. The use programme and financing forms will be
designed with the involvement of potential partners.
Expected investor's contribution and
Zone Two will mainly fulfil service functions, playing a centrepreferred forms of cooperation
forming role. It will be an area for residential buildings as well
as offices, conference and service facilities, taking advantage of
the location of a multimodal railway station Łódź Fabryczna,
which will be reconstructed as an underground terminal.

Revitalisation programme for family houses
The 19th century family houses at Priest’s Mill (KsięŜy Młyn),
Victory Square (Pl. Zwycięstwa) and in Ogrodowa Street belong
to one of the most important buildings in Łódź due to their
historical and cultural value and their significance for the city’s
identity. Together with the residences of factory owners and
architectural complexes, these unique residential complexes
show how industrial architecture had evolved and represent the
legacy of the industrial past of Łódź.
The revitalization process of family houses will be based on a
real property exchange mechanism.
It is assumed that an investor, who will be selected by means of
a call for proposals, will build new residential buildings with flats
for the present residents of the family houses. Then, the
Investor will transfer the ownership of real estates with the
newly-erected buildings to the City. In return, he will receive the
family houses - 33 buildings with 1111 flats and 14 nonresidential premises with a total area of 75 thousand square
meters. Nearly 2.6 thousand people live in those buildings.
The standard of new buildings must be at least equivalent to
the standard of buildings that are currently built in Poland and
their usable area must be at least 10% larger that the one
received by the investor.
It is expected that the investor will modernize the existing family
houses, raising their standard, but at the same time preserving
their historic character in accordance with the guidelines of
architects and the inspector of monuments.

The construction of blocks of flats within the framework of PPP
The construction of blocks of flats based on the principle that
the implementation of the investment project is financed from
the resources of a private partner or from a bank credit granted
to a private partner on account of future incomes, for example,
from rents, which are guaranteed by the Commune under an
agreement on co-operation within the framework of a
publicprivate partnership (PPP). The purpose of the adopted
solution is urgent implementation of the investment project
allowing to meet the housing needs of persons waiting to be

Reconstruction of the building of the Old District office in Olkusz
and rearrangement of the surrounding grounds
The investment project covers the reconstruction of the building
of the old District Office in Olkusz and the rearrangement of its
grounds, which together constitute a complex of historical
value. The building is an example of classicistic architecture
and was constructed in 1828. Apart from this edifice the
complex covered by the project comprises a new building
serving as a back-up facility, and an internal yard. The complex
comprising the building of the old District Office has been
awarded the function of an educational, conference and culture
centre. At present the building is in bad technical condition and
requires a general overhaul. The investment project covers the
reconstruction and renovation of the building together with the
development of the surrounding grounds.
The reconstructed and renovated building is to be adapted to
fulfil new functions. For the ground floor a restaurant, a bar, a
cloakroom, a stairway, lavatories, multifunctional rooms (a
conference room and a lecture room) and administrative
premises have been designed. In the ground floor’s corridor
and conference and lecture rooms the existing fragments of
original flooring will be preserved.
On the first floor premises serving as a museum and exhibition
rooms will be arranged. The attic and cellars are to serve
utilitarian purposes. The project envisages the creation of an
internal yard and the construction of a building constituting a
back-up facility for the entire complex. During the
rearrangement of the garden situated in the back of the building
of the District Office work is to be done to ensure a view of the
uncovered masonry.

The location of Central Part Of Chelmek covers the building of
the former nursery school together with its foreground and
background, and the building of the Municipal Office together
with the adjacent tract of land. The prepared design envisages
the arrangement of a rectangular market (40 m wide and 110 m
long) in the foreground of the Municipal Office. On the northeastern side of the planned market’s plate (tennis courts at
present) a three-tier L-shaped house will be built. Beside the
former nursery school a building with a clock-tower, will be
constructed. The design also envisages the construction of twoand three-tier buildings (as well as attic rooms) in which the
ground floor will provide space for business facilities and the
upper floors will be destined for lodgings. In accordance with
the design a fountain situated in the middle of the market will be
its central point.
In the vicinity of the planned Central Part Of Chełmek an earlier
launched construction project is located – the foundations of an
apartment building, as well as some earlier built facilities which

Grudziądz local government is looking for an investor to build a
hotel complex. The city has its own brine intake. The hotel
could offer its services to both organizers of conferences,
trainings, symposiums, and conventions, as well as to individual
clients interested in health and rehabilitation and recreational
services based on brines. The complex shall consist of a 4-star
hotel with 100 rooms (72 double, 24 single, 4 suites), three
wimming pools, and a conference-cultural centre.

interactive and interesting way about the culture of Podhale.

The aim of the investment project is to adapt the historical
manor buildings and park in Breń for the purpose of cultural,
tourist and recreational activity. The Breń complex of old manor
buildings and the surrounding park is situated on the territory of
Olesno commune (village Podborze) in the Dąbrowski district
(poviat). The owner of the complex is the Dąbrowski district.
The property has been entered in the register of historical
monuments under number A – 125. Besides the old park the
complex currently comprises: a historical huntsman’s lodge, a
late baroque entrance gate with fragments of original fencing,
and a classicistic outbuilding. Plans for the huntsman’s lodge
envisage the creation of a hotel, a conference centre, a
restaurant and exhibition rooms. On the building’s ground floor
two conference rooms (for 60-70 persons) are to be organized.
The existing dining-room is to be transformed into a restaurant.
A part of the building is to be transformed into a hotel.
On the first floor a sun parlour (winter garden) will be arranged.
In the eastern part of the complex – in the building with stables
for carriage horses, a Polonia Centre (Polish Community
Centre) is to be created (two conference rooms, a reception
office, an exhibition room, an assembly room). On the first floor
administrative offices and hotel rooms are to be situated. Plans
have been made to construct sports and recreation facilities on
the land belonging to the complex (tennis courts, sports
grounds, a playing ground, a stadium for track-and-field sports).
The construction of a covered band shell is also envisaged. The
complex of manor buildings and park in Breń occupies 16
hectares of land. Plots of land adjacent to the park are the
property of the State Treasury’s Real Estate Agency (ANSP).
These plots of land can be destined for the construction of
facilities rendering hotel and related services.

Water Park in Katowice
The project is located at Kościuszki and Zgrzebnioka Street in
Katowice, within the distance of 2,2 km from the Katowice
central railway station and about 0,5 km from the A4 highway,

accessible. In the direct surroundings of the site there are
situated such green spaces as Kościuszko Park (51 hectares
big) and Katowice Forest Park (420 hectares big). The site is
situated between the town centre and residential areas,
proposed surface for development is 9,5 ha. The site is covered
by the Local Land Development Plan. The planned time for
carrying out the project is in the years 2009-2012. The centre
will perform recreational, sport and leisure swimming function,
both indoor and outdoor, with additional equipment for spa
exercises, entertainment and commercial zone, hotel facilities,
outdoor sport infrastructure and car parks. The range of
influence of the planned recreational complex in Katowice

The aim of project is to create leisure and training campus to

hectares which constitute the property of the Spytkowice
commune. The site of the planned investment project is located
in the direct vicinity of one of the most valuable historical
monuments of the Spytkowice commune – a RenaissanceGothic castle in Spytkowice. The site is situated close to the
county road running near the railway route which leads from

The airport site and the lands located in its immediate
neighbourhood occupy the area of c.a. 200 ha. Pursuant to the
Resolution by the City Council on starting making out the
Spatial Develpment Plan „The Airport”, provision is made for
implementation of city functions such as i.a. air transport,
recreational and sporting function, city-wide general service
function, comprising trading and retail functions, with sale area
exceeding 2000 m2, production activity, storage and
warehousing functions, excluding those being environmentally
arduous.
The City plans modernisation of the airport so as to adjust it to
the sport/recreation airport standards.It is assumed in the
Project that the airstrip with grassy surface of 1300 m length
shall be built, as well as taxiway, apron, lighting system and
radionavigation aids; also the existing hangar shall be repaired,
and passenger traffic service pavilion shall be built. The plan of
the runway and of the manoeuvring area location should allow
for requirements associated with the airport class, needs of the
Flying Club and optimization of potential making use of the
commercial grounds around the airport. Possibility of
developing areas located around the Dąbie Lake into sites
performing sport/recreation functions is an important
complementing of the offer scope. Area of lands around the
lake designated for recreational functions is about. 316 ha. It is
proposed that within the framework of the proposed sporting
and recreational functions services relating to yachting and
water sports shall be developed, tourism facilities and hotel
infrastructure shall be extended, yacht wintering services shall
be developed and high standard residential buildings shall be
built.The lakeside land is currently developed to a small extent.
A fundamental principle in the construction of sports and
recreation facilities is that existing natural conditions be
disturbed to as small a degree as possible, and that excessive
development and strengthening of the lakeside be avoided.

The purpose of the investment project is to build a recreation
centre with geothermal swimming pools and facilities offering
various sports attractions, basing on the exploitation of the
existing thermal brine well (IG-1) situated in Poręba Wielka.
The complex comprises: geothermal swimming pools, water
slides, saunas, massage couches and devices serving
biological regeneration, etc. It will play the role of a spa, a
rehabilitation centre and amusement centre. The complex is
located at the foot of the Gorce mountains (northern part of the
area), close to a ski-lift in Koninki. The Poręba Wielka IG-1 well
is situated on a plot of land in the middle of the village Poręba
Wielka, which is owned by the State Treasury. The resources of
thermal water have been analysed in a “Study of methods to
obtain and utilize the energy of geothermal waters for purposes
of recreation and heating in the Niedźwiedź commune.”
Analyses of a sample of water drawn from the Poręba Wielka
IG-1 well and having the temperature of 42° C have indicated
that it possesses important chemical properties: Zn+ 0.8mg/l,
Cu2+ 0.02 mg/l, Ni2+ 0.02 mg/l, Pb2 0.61 mg/l, Al. 3+ 1.1 mg/l,
Cr 3+ 0.001 mg/l, No 4+ 0.008 mg/l. The chemical properties of
the tested waters suggest that they possess favourable
balneologic features and can be used for curative and
recreational purposes (e.g. in the treatment of rheumatic
disorders).

The Tatrzański Amphitheatre
The aim of the project is to develop the site of the present
square at the foot of the Gubałówka hill and to build there an
amphitheatre and create the accompanying infrastructure. The

PZL M-20 MEWA aircrafts are certified in accordance with the

engines, landing gear, and avionics without resuming the

further airframes is possible with the use of tools and

like to resume the production and sales of PZL M-20 MEWA,

Provision of freelanced, scientific and technical services
“Gdansk Science and Technology Park – Stage III”
The aim of the Project is to extend the Park. Its implementation
includes the creation of two combined office and technological
buildings. It is planned to connect the buildings by means of a
communication link, and integrating with the existing GSTP
building. Resulting from the implementation of the Project
GSTP there will be a large office, manufacturing and
technological complex. Development of the Park will enable
support for the investors of the Pomeranian Special Economic
Zone, who are leaders of global technology in research and
development activities, in cooperation with domestic and
foreign scientific institutions, thus guaranteeing long-term
continuation of their activities in Poland. What is more, there
are projects to create an infrastructure for the Institute of
Homeland Security Technology, which is a part of an activity
run by the Polish Platform for Homeland Security.
GSTP aims at creating an infrastructure for the Baltic Centre of
Biotechnology and Innovative Diagnostics, a consortium of
three largest Pomeranian schools. The Project will result in
launching a joint research and implementation centre equipped
with modern devices allowing them to conduct research on
biotechnology and innovative diagnostics at a world-class level,
to be used in the bio-economy in Poland.
