Presentation Agence Nationale de Promotion de l’Emploi et des Compétences [National Agency for the Promotion of Employment and Skills] ANAPEC Dakar, 17 & 18 September 2015 1 2 The law governing the ANAPEC The Agence Nationale de Promotion de l’Emploi et des Compétences is a public institution with legal personality and financial autonomy, created in 2000 by Law 51-99, it was launched in September 2001 Missions of the ANAPEC 1/2 The Agency's mission is to contribute to the organisation and implementation of the qualified employment promotion programmes decided upon by the public authorities To this end, it is charged with: 1- Seeking out and gathering job offers from employers and providing a link between the supply and demand of employment; 2- Welcoming and providing information and guidance to job-seekers; 3- Informing and guiding young entrepreneurs in the execution of their economic projects; 4- Assisting and advising employers in defining their skills requirements; 5- Implementing professional adaptation and training programmes and programmes aimed at integrating people into working life, in conjunction with employers and training organisations; 3 Missions of the ANAPEC 2/2 6- Concluding agreements with the professional associations for the development of self-employment and the encouragement of initiative among young people; 7- Performing any and all missions associated with its competences that may be entrusted to it by the State, local authorities or public institutions as part of agreements; 8- Periodically providing the supervisory authority with information on the functioning of the labour market and competences; 9- Drafting and updating descriptive lists of jobs and careers; 10- Processing job offers from abroad and seeking out any and all opportunities to place nationals who are candidates for emigration abroad. 4 Main clients of the ANAPEC The ANAPEC provides support to: Job-seekers Employers Project leaders Candidates for emigration 5 The ANAPEC at present Jobseeker » 1,500 instances of support provided for creation » » Project leader » 300,000 entries received » 70,000 placement interviews » 45,000 recipients of the backto-work allowance 75 agencies 610 executives Employer » 100,000 positions to fill » 60,000 placements 6 Services for job-seekers Welcome Self-Service Guidance Business creator Qualification of the project Drafting of the business plan Assistance with establishment Post-start-up support Non-independent job-seeker Independent job-seeker Definition of the professional project Training resulting in qualification Internship Placing into contact with Businesses Integration support 7 Anapec services for unqualified workers • Making job offers available; • Broadcasting job offers on the website: www.anapec.org • Preparation for integration through job-seeking workshops (drafting of CVs and covering letters, interview preparation, etc.); • Organisation of training through apprenticeships; • Support for self-employment; • Validation of knowledge obtained through experience. 8 Services for project leaders Entrepreneurial guidance; Support with drafting a business plan; Support with launching businesses and incomegenerating activities. 9 Services for employers Support with the recruitment process; Assistance with benefiting from measures to encourage employment; Anticipating recruitment needs (Creation of skills pools); Support for emerging sectors, platforms and large companies. This support is provided through: A single point of contact: an employment adviser; E-intermediation portal and a rich, diversified and constantly updated file of candidates; A strengthened partnership with training centres. 10 Finance in addition to the State Budget The ANAPEC budget (Article 10 Law 51-99) 1. For resources: • Equipment and operational subsidies assigned by the State and local authorities, as well as contributions from public or private bodies; • Borrowing authorised in accordance with the legislation in force; • Income from services provided to businesses or from the sale of editions and publications; • Donations and national and international bequests accepted by the Managing Board; • All other income that may be attributed to it subsequently by legal or regulatory provisions, in particular that emanating from public funds for the promotion of employment and that related with its missions; • Various income. 2. For expenses: • Operating and investment expenses; • Reimbursements for advances and loans. Sources of finance • Initiative Nationale du Développement Humain [National Human Development Initiative] (INDH) • Regional councils • Provincial councils (= French departments) • Local authorities • Technical assistance provided by the ANAPEC as part of international cooperation Areas of finance • • • • • • Agency premises Equipment Provision of human resources Training resulting in qualification Self-employment investment/projects Personnel training (international cooperation) Methods of raising finance • Signing of partnership agreements establishing the undertakings of the ANAPEC and the party providing finance • Transfer of credit to a dedicated account, or direct assumption of the expense Some examples from the Rabat-Salé-Zemmour-Zaër Region • Training resulting in qualification for unqualified persons (Agreement signed with the Wilaya/INDH): training for young people with little schooling, according to the needs of the labour market (Amount allocated: DH 2 million or €180,000; people trained so far: 180) • Provision of premises by the Urban Commune of Sidi Slimane for the opening of a local ANAPEC agency, with two staff Some examples from the Rabat-Salé-Zemmour-Zaër Region Cooperative / private education created in Salé (selfemployment) with the aim of integrated 200-plus people who have been laid off (a 1st school was launched in September 2014, a 2nd school is being set up) 1.
