We are pleased to present to
you this special budget edition of
our Saber Views district newsletter.
Please take the time to carefully
look over the details of the spending plan we are proposing for the
2015-2016 school year. The proposed budget totals $36,926,024,
an increase in spending of 1.01%,
and calls for an increase in the district property tax levy of 1.74%. This is
the lowest proposed tax levy increase in Susquehanna Valley since the
1998-99 school year.

Our budget team has worked diligently to create a spending plan
that meets the needs of our students while being fiscally responsible to our
stakeholders. When we begin the budget process each year, we do so with a
focus on offering to our students as exceptional academic and co-curricular
programs as our residents are able to support. We believe the proposed budget meets those criteria.
While we are grateful for an increase in state aid, it should be noted
that our state aid amount is still far less than it was prior to implementation
of the GEA, or Gap Elimination Adjustment. The GEA was first introduced
for the 2010-11 fiscal year as a way to help close New York’s then $10 billion
budget defecit, and has remained in place in a time of state budget surplus.
Since its enactment, the GEA has cost schools in the Broome-Tioga BOCES
region a combined $155 million in promised state aid, leading to a wide range
of program cuts and hundreds of layoffs. We are joining with school districts
around the state in calling for an end to the GEA to provide more direct funding for education.
Over the past several budget cycles, we have taken proactive steps
to mitigate the impacts of a still-struggling economy on our school district.
We have adjusted our staffing levels as enrollment has declined, while still
protecting our excellent program. The proposed 2015-16 budget reduces the
appropriated fund balance from last year’s $750,000 to $500,000 as we continue to strengthen the financial stability of the district. In addition, we are
looking, where possible, at enrollment-based reductions in staff through attrition (retirements, etc.).
Our district is grateful to our stakeholders - our partners in education - for continued support of our mission to provide students with diverse
opportunities in an environment conducive to learning. Because of your support, our students take challenging courses, participate in athletics, engage in
extracurricular activities, learn trade skills, are safely transported on a daily
basis, express creativity, enjoy numerous clubs, and are exposed to an array
of interests. We couldn’t do what we do without you. Throughout the pages
of this newsletter, you will find countless examples of the many varied ways
our students are succeeding both in and outside the classroom - the things that
make Susquehanna Valley a great place to live and learn.
We encourage you to attend the annual public hearing Tuesday, May
12, 6:30 p.m., in the Richard T. Stank Middle School cafeteria, and to go to
the polls May 19, 12:00-9:00 p.m., in the SV High School gymnasium.

Wagstaff earns spot in SkillsUSA Nationals
Susquehanna Valley High School senior
Megan Wagstaff celebrated her birthday in style
this year, by earning a spot in the SkillsUSA National
competition! She did that by finishing first in the state
competition April 25 in Cosmetology II.
Megan scored a perfect 100% in a demonstration of an “Up-Do”, a formal hairstyle, such as
those thousands of young girls will be seeking soon
for proms, dances and weddings.
That perfect score and first place finish means Megan will be off on
an all-expenses-paid trip to Louisville, Kentucky at the end of June to compete in the Nationals.
As for her future plans, Megan wants to be a sign language translator
and practice cosmetology on the side.

A Look at the May 19, 2015 ballot
When you enter the voting booth Tuesday, May 19, 2015:
• You will be asked to consider a spending plan for the 2015-16 school
year totaling $36,926,024. This represents an increase in spending over
the current year’s budget of $370,194 or 1.01% and calls for an increase
in the district property tax levy of 1.74%.

• You will be asked to fill three seats on the Susquehanna Valley Board of
Education. These seats are currently held by Mark Leighton, Raymond
Storm, and Robert Strick. See page 8 for candidate bios.
Voter requirements include ID, proof of residency/age
According to Susquehanna Valley Board of Education Policy #1170, a person shall be entitled to vote for the election
of school district officers, and upon all other matters which may be brought before district voters who is:
• A citizen of the United States
• At least eighteen (18) years of age
• A resident within the district for a period of thirty days next preceding the meeting at which they offer to vote.
District election officials shall require voters at any school district meeting or election to provide proof of residency
and/or age. Acceptable forms of such proof are a driver’s license, a non-driver identification card containing the
required information, a tax or utility bill (residency proof) or a birth certificate (age proof). In the absence of such
proof of residency and/or age, the voter shall be required to sign a declaration of qualification as provided under
Section 2019 of the Education Law, and upon such execution, the individual shall be entitled to vote.
Any person who willfully makes a false statement or representation about his or her qualifications to vote may be
subject to civil or criminal penalties as provided under law.
Absentee Ballots
Annual Budget Hearing
Absentee ballots are available for qualified voters who
cannot appear in person due to the following reasons:
• Illness or physical disability.
• Out of town due to business, studies or duties.
• Out of town on vacation.
• Detained in jail awaiting grand jury action, awaiting
a trial, or confined in prison for an offense other
than a felony.
To request an application for an absentee ballot, qualified voters should call Karen Mullins, Secretary to the Superintendent, at 775-9100. Once a request is received, an application form will be mailed. To receive absentee
ballot information by mail, the application must be requested no later than Monday, May 11, 2015. All completed
absentee ballots must be received by the school district clerk at the district office by 12:00 p.m. (noon) on Tuesday,
May 19, 2015.

Two very intelligent, talented, involved young women lead the Susquehanna
Valley High School Class of 2015. Julia Allen (left) has been named Valedictorian, and Carly Hattala has been named Salutatorian. Both are outstanding
students, very engaged in activities in their school and community. Allen and

Program
STAR, the School Tax Relief program
launched in 1998-99, was originally
intended to assist homeowners age
65 and over, but was quickly expanded to include residential properties of
other school district taxpayers.
Qualified homeowners, who
must apply to participate in STAR
through their local assessor, receive
a partial property tax exemption under the program. The Basic and Enhanced STAR exemptions reduce
what homeowners would otherwise
owe on their property tax bills. Most
STAR recipients save several hundred dollars on their property taxes
each year.

Department of Taxation and Finance. A
homeowner’s property
tax bill clearly states
the exemption amount
and tax savings.
Local school districts are reimbursed by the state for
property tax revenues that go uncollected as a result of STAR exemptions. Since its inception, STAR has
shifted more than $3.4 billion from
the local tax burden to the state.
Although STAR exemptions apply to school property taxes,
school districts have no influence
over the exemptions or tax savings.
Assessment data and equalization
rates are not usually available during the spring school budget season.
Accurate tax information becomes
available later in the summer before
tax bills are sent to residents.
TWO TYPES OF STAR
BASIC STAR is available on a homeowner’s primary residence only
and for households with an income of less than $500,000. Homeowners
need apply only once for BASIC STAR, and it remains in effect until
ownership of the home changes. The exemption amount is calculated
each year, and actual tax savings may change annually.
ENHANCED STAR provides an increased benefit for the primary residences of senior citizens (age 65 and older) with qualifying incomes;
exempts the first $65,300 of the full value of a home from school taxes
as of 2015-16 school tax bills (up from $64,200 in 2014-15). STAR exemptions apply only to school district taxes. They don’t apply to property
taxes for other purposes, such as county, town or city. Enhanced STAR
is available on the homeowners’ primary residence only, and requires an
annual application with proof of income, typically by March 1.
Special eligibility rules apply for seniors with limited incomes, residents
of cooperative apartments and manufactured home parks, surviving
spouses, nursing home residents, trusts and life estates. Visit www.tax.

Gap Elimination Adjustment (GEA) and Combined Wealth Ratio (CWR)
Challenges impacting school district budgets
What is GEA?
It is the gap in the State budget between the state expenditures and the
state revenues available to support
those expenditures. It is a reduction
in state aid to schools to reduce the
state deficit.
Why does it matter?
The state’s funding shortfalls have
been passed onto school districts and
the local taxpayers. This began in
2015-16 Tax Levy
Information
The equation to calculate the
tax rate per thousand is comprised of
three components. The first two are
the assessed value of your property as
determined by your town’s assessor,
and the state equalization rate, which
is established by the Office of Real
Property Services in Albany. The assessed value of the property divided
by the equalization rate calculates
the true value of the property for tax
purposes. The equalization process
is designed to assure equitable property tax allocation among taxpayers
in jurisdictions in New York State.
The last component in the equation
is your school district’s tax levy.
Each tax payer’s situation is
unique, and many factors affect the
actual dollar amount. Individual tax
bills in each town may increase or
decrease because of equalization, assessment and STAR exemption rate
variables. The school district has
no direct or indirect control in determining assessed property value or
the calculation of equalization rates.
The final tax warrant is approved by
the Board of Education in August after the rates are set.
2010-11 and has continued to be an
annual take-back since then.
GEA Specifics
The GEA formula negatively impacts
lower wealth districts to a greater extent. Since the GEA was enacted in
2010-11, the Broome Tioga BOCES
districts will have lost over $154
million through the 2014-15 school
year.
Why does it matter?
Districts only have two options to
cover this shortfall: Increase taxes
(subject to the Maximum Allowable
Levy Limit) or reduce programs, ser-
vices and/or staff.
What is CWR?
It is a formula developed to measure
a district’s wealth. The formula has
two parts: The district’s personal income wealth and its property wealth.
The average ratio statewide is 1.00.
This measure is used to distribute
state aid more fairly. ALL districts in
this area are under 1.00. The districts
in our area have a lower ability to pay
for education at the local level.
Why does it matter?
State aid cuts (GEA) impact lower
wealth districts to a greater degree
than higher wealth districts. Also, a
higher amount of restorations have
gone to districts with a combined
wealth ratio of more than 1.00.
GEA and CWR Correlation
To be equitable the distribution of
the GEA restoration should be highly
correlated to the CWR. Less GEA
cuts should be taken from school
districts with the least fiscal capacity
compared to their wealthier counterparts, but this is not the case.

On the road to the NYSPHSAA Class B State Championship, the Sabers had to first capture their first-ever Section IV Class B title. They accomplished that with a 55-49 victory over Norwich on March 7. A week later, they added the regional title with a 47-41 win over Westhill.

Candidates for the Board of Education
When you go to the polls May 19, you will be asked to fill three (3) seats on the Susquehanna Valley Board of Education for three-year terms.
These seats are currently held by Robert Strick, Raymond Storm and Mark Leighton, who filled a vacant seat on the board earlier this year.
There are four candidates whose names will appear on the ballot in this order: Robert Strick, Mark Leighton, Raymond Storm and Ryan Andres.
The top three vote-getters will serve on the Board.
Candidates for the Board of Education are invited to submit biographical information and any other information they feel is relevant. Their information is reprinted here in the order in which
it was received.
Mark Leighton
Hi, My name is Mark Leighton
and I live on Morgan road with my wife,
Karen, and my four children, Daniel,
Katie, Emma, and Abigail, who all go to
Brookside Elementary. We have lived in
the district for three years but my family
has owned land in the Town of Binghamton for close to 50 years. We are currently
in the process of building a new house on
that land.
I have been in sales for many
years. The past eight years I have been in construction sales and have
sold products and rented equipment to may of the contractors working
on key projects all over the southern tier.
I would like to take my life experiences and apply them to the
BOE in SV. Managing budgets, people and buildings are all in my
background and I feel I can bring a level head and an objective approach to any issue that may be presented to the district.
Ryan Andres
My name is Ryan Andres. My
wife Jamie and I reside in Conklin with
our three children, Aiden 7, Averie 5, and
Ashlynn 3. I am running for the Susquehanna Valley School Board to make a
valuable difference in the education process and maintain an active role in the
community and lives of my children.
Also, I believe I can bring a fresh perspective, offering new ideas and practices to better the District.
I am an active member of the Susquehanna Valley Safety Committee and the head coach of Conklin Youth Basketball and Coach
Pitch Baseball.
I received my undergraduate degree from Mansfield University of Pennsylvania in Criminal Justice Administration and minored
in Business Management. While at Mansfield, I also played NCAA
Division II football. I then furthered my education by receiving my
graduate degree in Master of Science of Applied Intelligence from
Mercyhurst College in Erie, PA.
I am currently employed with Mirabito Holdings Inc., as an
Account Manager. I am responsible for the daily sales activities and
customer management of commercial and industrial fuel, natural gas
and electricity product lines throughout central NY. In 2012, I was
honored as Mirabito’s first “Salesperson of the Year” and in 2014 received the company’s Sales Surge Award, reflecting most outstanding annual sales growth. I currently sit on Mirabito’s 401(k) Trustees
Committee, am an active member of mychurch, serving on the Finance
Committee and teaching Sunday School and have previously served as
President of a local networking organization, Binghamton Breakfast
Club.

My name is Raymond Storm, but
everyone knows me as Rusty. I’ve lived
in the District my entire life. My wife,
children and myself are all graduates of
Susquehanna Valley and have a genuine
love for this district and community.
After graduation I attended
Broome Community College to study
Civil Engineering and continued my
training in the U.S. Coast Guard.
It would be my pleasure and
honor to serve the District as Board of Education member for another
term. I feel my experience in service to the BOE and community for
the last 15 yrs. would be valuable in upcoming decision making.

Robert Strick
My name is Robert Strick and I
am a resident of the town of Binghamton. I moved here with my family in
1994 because of my preference to have
my children attend the Susquehanna Valley Schools. I was very pleased with their
success and felt an obligation to serve the
district as a result.
I was honored to be elected to the
Board of Education three years ago and
chosen to serve as board president by my
fellow members. During this time we have faced numerous challenges
including the transition to a new district superintendent. I feel that my
experience as a parent, taxpayer and local business person have enabled me to have a broad perspective and common sense approach to
address the issues at hand within the district.
With the ever present financial pressures and increasing changes mandated by the State Education Department it is more critical than
ever to have a school board that is insightful, engaged and responsible
to deal with these issues.
It is my hope that the voters will allow me to continue my work
in an effort to provide our current and future students with the same
high level of educational opportunity that my children enjoyed here at
Susquehanna Valley.

A Whiz of a WIZ it Was!
Susquehanna Valley High School’s drama club, Saber Stage Productions,
brought the house down in their late March offering of the classic The Wizard of Oz. The weekend attendance established a new record for the drama
club. Just under 1,500 people sat along the yellow brick road and traveled
somewhere over the rainbow to witness the familiar story unfold. Dorothy,
Scarecrow, Tin Man, the Cowardly Lion and the rest of the ensemble brought
delighted crowds to their feet at each of the three performances.
An extra round of applause for Kory Harder (pictured below right),
who stepped into the roles of Oz and Emerald City Guard, along with that of
Professor Marvel, for Friday night’s performance due to a castmate’s illness. It literally
involved learning hundreds of lines of dialogue in just a few hours.

• Susquehanna Valley Names and Notes •
Richard T. Stank Middle School Social Worker Dan Kosick has been getting some much-deserved attention and recognition recently. In February,
the Tough Mudder organization released a promotional video featuring
Dan. (See it at: https://www.youtube.com/watch?v=MDUe7v2UsS0),
and shortly thereafter, Make-A-Wish of CNY profiled Dan on its website (http://asyouwishcny.com), and provided a link to the YouTube
video.
It wasn’t long before WBNG-TV, Action News picked up the story. Dan spent
quite a bit of

At RTS, Dan is also co-advisor for the YES! LEADS
group. On a recent semi-spring day, Dan and several YES
LEADers spent some time doing a little beautifying outside
the middle school entrance.

Honors for SV Alum Bordeau
Susquehanna Valley High School grad Brandon
Bordeau (Class of 2010) has received The Binghamton University Foundation’s Award for Excellence in
Biochemistry. The Award for Excellence is presented
to two outstanding graduating Binghamton University
senior biochemistry majors, based on their academic
excellence and research capability. Shortly after the
end of the academic year, Bordeau will receive a formal
notification of this honor from Dr. Steven H. Bloom,
chair of the Binghamton University Foundation, along with an award packet
including a financial award.
Bordeau has earned accolades outside the classroom and lab as well.
Bordeau was named to the America East Conference indoor track and field
All-Academic Team. He placed third in the America East Conference indoor
championships in the weight throw to earn his second indoor track All-Conference honor. Last year, he also earned induction into the National College
Athlete Honor Society.

The Positive School Environment Committee started a college shirt day at the high
school. The first Friday of each month, the
faculty and staff are asked to wear clothing
from the college they attended. Throughout the year, as seniors get accepted into
college they are asked to join us. This is
a picture of Marquis Jackson and I wearing our pride from Buffalo State: me, a
year 2000 graduate/alumnus, and Marquis
a 2015 future student. I think the picture
represents a common connection between teachers and students.

I had a “Book Tasting” in the
RTS library for Denise Miller’s AIS classes. Students
sampled several books during
their class period and used the
“Five Finger Test” to check
for appropriate reading level.
The library was set up like a
restaurant, with tablecloths,
candles, flowers, place mats
and even a “blazing fire” on
the SmartBoard.
