1893 - Bangunan Sekolah Victoria lama ini terletak di Jalan Tun H.S. Lee (Jalan Bandar) adalah
antara sekolah Inggeris terawal di Tanah Melayu dan sekolah lnggeris pertama di Selangor yang
mula dibina pada tahun 1893 dan siap 1894. Dinamakan Sekolah Victoria kerana sekolah ini dibina
atas lebihan wang dana derma dari penduduk Kuala Lumpur untuk menyambut perayaan Jubli
Intan pemerintahan Ratu Victoria England (1837 - 190 I). Sultan Abdul Samad Selangor dan Kapitan
China Yap Kwan Seng adalah antara penaja utama sekolah VI ini.
1927 - Bangunan Sekolah Menengah Victoria yang ada sekarang telah dibina atas kawasan yang
luas dengan segala kemudahan termasuk kolam renang dan padang permainan untuk menampung
keramaian pelajar yang mendadak. Dibina di atas Bukit Petaling pada tahun 1929. Bangunan baru
ini mempunyai beranda yang lebar dan panjang, jam besar, kubah dan bumbung yang tinggi dengan
senibina neo-classical telah menjadikannya satu tonjolan identity bagi sekolah elit ini.

The shield, it will be observed, carries the letters VI in dark blue on a light blue
ground, thus displaying the school colours. The star and cre cent and the head of
a Seladang will be recognized as symbolic of the State and its people. The key is
the Key of Kno vledge and the goals, wide and narrov are the goals to be won
not only on the playing field, but in the world after school days are over.

Chapter 2
Genesis
here was a felt need for a good English school in Kuala Lumpur in the
1880s. The British administrators realized that soon the FMS government
would need more clerical staff and technical personnel who were literate
in English. There was also much enthusiasm among leading members of
the Asian communities in Kuala Lumpur for a school comparable to Raffles Institution
in Singapore. Three persons were prominent supporters of the idea of founding a
good English school. They were the Capitan China of Kuala Lumpur, Yap Kwan
Seng, Towkay Loke Yew and Tamboosamy Pillay . Fortunately for them, there was an
approachable and understanding British Resident in Selangor at that time. William
Hood Treacher was more than sympathetic. He was aware that a sum of $3,188 wa s
lying in the Treasury. This was the unspent money that had been raised by public subscription on the occasion of the Golden Jubilee of Queen Victoria in 1887. The leading
citizens of Kuala Lumpur town had wanted an enduring memorial of the queen's jubilee. That jubilee had been celebrated with great pomp and ceremony throughout the
far-flung British Empire. It was the heyday of British power and their 'dominion over
palm and pine', to quote Rudyard Kipling.
Treacher had evidently expressed his willingness to treat the sum of $3,188 in the
Treasury as the nucleus of a larger amount that would be required for establishing a
school. He was able to mention $5,000 from government funds. The Sultan of Selangor
gave $1,100. The three Asian community leaders also contributed $1,100 each. Soon,
the total contributed exceeded $21,000. The cherished goal of starting the VI was becoming a reality!
Events moved rapidly in 1893. On 15 June a meeting was called by the sponsors of the
Jubilee Fund and it was presided over by Treacher. Several resolutions were passed at
this gathering and a firm decision was taken to use the money available for an educational purpose, namely a boys' school. The precedent of Raffles Institution in Singapore was of course present in the minds of many people. There was wide support for
an institution "to be maintained primarily for the purpose of providing instruction in
the English language to day scholars of all nationalities and classes resident in the
State and for other educational purposes." And by this time, the consensus was to
name the school VICTORIA INSTITUTION.

The scheme received warm support from Sir Cecil Clementi Smith, Governor of the
Straits Settlements and High Commissioner of the Federated Malay States (FMS). He
wrote, "1 am very glad that it has fallen to me to give general approval of this scheme
which has now been satisfactorily and creditably worked out by the Resident."
Treacher was elected president of twelve trustees who were appointed to manage the
proposed institution.
Thumb-nail sketches of the founders of the VI are now appropriate. William Hood
Treacher was a graduateof Oxford University. He went to Labuan in 1871 and joined
the government service there in 1873. In 1881 he became the first governor of British
North Borneo (now Sabah) which was then ruled by the British North Borneo
Company. However, he resigned from the service of the Company and rejoined the
Colonial Service. He was appointed Secretary to the government of Perak. He served
in Perak state until 1893 when he was posted to Kuala Lumpur as British Resident of
Selangor. He succeeded Sir Frank Swettenham as Resident-General and thus returned
to Kuala Lumpur.
J.M. Gullick is of the opinion that Treacher's encouragement of the scheme for the Victoria Institution was the most memorable part of his brief tenure of office in Selangor
as Resident.
Loke Yew had come to Kuala Lumpur in the 1880s. When he arrived in Singapore as a
penniless immigrant, he was only 13 years old . His is a typical rags-to-riches story.
Through hard work, thrift and careful investments he had become a rich man. He was
appointed to the Selangor State Council in 1892. He died in 1917.
Yap Kwan Seng was Capitan China from 1890 until his death in 1902, and he was the
last holder of the unique office . Basically the Capitan served as an important link between the British and the Chinese community. He died in 1901.
Thamboosamy Pillay (whose name has been spelt in at least four different ways) came
from Singapore with Mr. J.G. Davidson the first British Resident, as one of his clerks.
He did well in government service and became chief clerk. He resigned from government service in 1889 and went into partnership with Loke Yew in the mining industry.
He became a wealthy man, with a variety of business interests and he also held several public offices. He died in Singapore in 1902.
The statutory framework
No school in the FMS has been the subject of as much legislation as the VI.
The Selangor Gazette of 1 August 1896 carried a notification whereby the Resident,
in the exercise of the powers vested in him by section 5 of the Land Code, had been
pleased to declare a specified area of land "to be reserved for the purposes of an
English school to be maintained and kept in order by the Trustees of the Victoria

Institution'. The location was identified as allotments 1 and 2 of section 27 of the town
of Kuala Lumpur and the area was given as: 5 acres 3 roods 20.1 perches 'more or
less' . On 11 March 1899 the Selangor State Council enacted the Victoria Institution Enactment No . II of 1899. The long title of the enactment reads: An Enactment for the Incorporation of the Trustees of the Victoria Institution and for other purposes. The Preamble to the enactment recites:
Whereas it is expedient to incorporate the Trustees of the Victoria Institution in
Selangor and to provide by law for the appointment of new Trustees and for other
matters connected with the said Institution ....
The body of the enactment mentions all the Trustees by name or in the case of the exofficio trustees, the relevant designations. The trustees were empowered "to sue and
to be sued, make contracts, and to acquire, purchase, take, hold and enjoy moveable
and immovable property of every description". The other sections deal with matters
such as vesting of property, signing of cheques and the keeping of accounts.
The trustees were to meet at least once in every three months at a convenient place.
The Headmaster of the Victoria Institution was ex-officio Secretary of the Corporation.
In this capacity, he was responsible for all the administrative work, like the keeping of
accounts, and all financial papers and records including vouchers and receipts. All accounts had to be audited by the Selangor State Auditor.

On 15 November 1899 the Selangor Council repealed Enactment II and re-enacted it
'w ith alterations'. This was effected by Enactment XXIII and the long title reads: An
Enactment to repeal and re-enact with alterations the Victoria Institution Enactment
1899. The main purpose was to set out more fully the origin and the objects of the Victoria Institution. There is a much longer Preamble drafted in the customary sonorous

language of preambles, recounting the basic facts of the school and its early history.
The reader will gather that:
1.
In 1887, a fund was raised by public subscription for the creation of a permanent
memorial of the Jubilee of the Queen.
2.
In 1893 the subscribers to the fund agreed that it should be devoted to the establishment of an Institution to be called 'The Victoria Institution'.
3.
The new institution was to be maintained for the purpose of providing instruction in the English language for day scholars of all nationalities and classes resident in the State and for other educational purposes.
4.
In the same year i.e. 1893 a further sum was raised by public subscription for the
same purpose.
5.
The Government added a further sum of money, and granted a rent-free site.
6.
By way of endowment the government also granted an annual rate not exceeding one per cent of the annual value of all houses and buildings in the town of
Kuala Lmpur.
7.
The government undertook to provide a sum not exceeding $3,000 yearly as a
grant-in-aid of the institution, which was built and opened on 30 July 1894.
It will be seen that the genesis of the VI is succinctly recounted in the Preamble of Enactment XXIII of 1899. In a sense this law provided the statutory framework within
which the school operated until 1925.
Enactment No. 10 of 1902 was an amendment to the existing Victoria Institution Enactment. It stipulated that the Secretary to the VI Trustees, meaning the Headmaster,
had to keep the accounts of the school and have them audited at regular intervals by
two auditors 'conjointly'. Both the auditors had to be appointed by the Resident and
they could also be removed from office by the Resident. The earlier legislation had
stipulated that the VI accounts were to be audited by the Selangor State auditor. The
audited annual statement of accounts had to be submitted to the Trustees.
Education Rate Legislation
The VI was the first and only school in the FMS to have the benefit of an education
rate levied from (or imposed upon) lands, houses and buildings in an urban area.
There were three such pieces of legislation. The first was Regulation XVIII of 1893, entitled the Education Rate Regulation. At that time any Selangor law was termed
'Regulation' .

The second was Enactment No . 21 of 1904. This enactment repealed the 1893 Regulation . It is described as 'an enactment to impose an education rate within the towns of
Kuala Lumpur and Sungei Besi'. However, it was decided after three years, to impose
the education rate on the village of Ampang as well. Therefore the 1904 enactment
was repealed and a new enactment came into force, thereby extending the levy to
Ampang village with effect from 1 January 1908.
The long title of Enactment No.6 of 1908 reads: An Enactment to impose an Education
Rate within the townships of Kuala Lumpur and Sungei Besi and the village of
Ampang.
Section 2 of the enactment set out the modalities for the collection of 'an annual rate
for the maintenance of the Victoria Institution.' The rate was to be fixed by the British
Resident, Selangor. It was to be imposed upon all lands, houses and buildings within
the Sanitary Board areas proclaimed for the townships of Kuala Lumpur and Sungei
Besi and for the village of Ampang. Those liable to pay this levy had to do so by halfyearly instalments in advance in January and July of each year, 'in advance, without
demand'.
The VI received mention in the statute book again in 1909, when the Victoria Institution Reserve Enactment was passed. It was a very brief enactment. The preamble referred to the Resident's notification of 1 August 1896 whereby he had reserved a certain portion of land for an English school to be maintained and kept in order by the
Trustees of the Victoria Institution. The preamble further states that it was expedient
and the trustees had desired that the notification be cancelled. Therefore with effect
from 31 December 1909 the land which formed part of the premises of the VI was
revested in HH the Sultan of Selangor.
II
Chapter 3
Victoria Institution - Early Years
ady Treacher laid the foundation stone of the Victoria Institution in High
Street on 14 August 1893. Sir William Hood Treacher, the British Resident of Selangor, was elected president of the 12 trustees who were appointed to manage the institution.
The first English School in Selangor had been housed in a bungalow belonging to the
Public Works Department in Malay Street. It was in the charge of Mr. Buxton. Later,
the school was moved to a larger building 'with an attap roof and plank walls'
situated at the junction of Foch Avenue and High Street. The school principal was Mr.
G. Hepponstall. When the Victoria Institution was completed in 1894 the entire batch
of boys in this school was admitted. Mr. Hepponstall was only the acting Headmaster,
pending the arrival of a suitable person from England to assume the position of Headmaster, Victoria Institution.
A Raja School had also been opened in Kuala Lumpur in December 1890, at the behest
of the Raja Muda. The school was meant for sons of Rajas and Chiefs . According to Dr.
Philip Loh Fook Seng, formerly Associate Professor at the Faculty of Education of the
University of Malaya, a Reverend F.e. Haines arrived from England in 1889. He took
charge of twelve Malay pupils drawn exclusively from Selangor royalty and the families of major chiefs. The tutoring was done in a government bungalow and the arrangement became conveniently known as Raja school. He continues:
In 1894 the Raja School was closed and in its place boarding arrangements were
made for the young Rajas to continue their education in the newly founded school,
Victoria Institution.
Some historians have concluded that the VI was a merger of the Government English
School and the Raja School.
Bennett Eyre Shaw was headmaster of the VI from July 1894 to February 1922. He was
born in Cork in February 1862 and was educated at King's College School, London.
After a very successful career at Oxford he taught for eleven years in England. His last
appointment before he sailed for Malaya in 1894 was that of Senior Modern Master at
the High School, Bishop Stortford.

The "Straits Times" of 2 July 1894, contains an interesting news item about the Victoria
Institution: "The Victoria Institution was completed yesterday and is ready for opening. As no description has as yet, I believe, appeared in print, a few particulars of this
handsome structure may be of interest. The building consists of two floors, the lower
one designed for a playground suitable for all weathers. Above this is the large school
room about 100 x 35 feet with a classroom through large archways, so that the three
rooms can be turned into one if necessary. The rooms are well lighted on all four sides
by doors and windows, and the natural ventilation of the schoolroom is assisted by a
large fleche in the centre of the roof. The roof of the main building is open and ceiled
to portions, and the timbers are all wrought and chambered and the whole stained
and varnished. A wide verandah runs the whole wa y round the rooms. The style of
the work is Gothic with a considerable amount of half timber work above the ground
floor. The lower room consists of a series of open Gothic arches over which is the upper floor verandah. TIle main roof is broken at each end by the half timber gables over
the projecting classrooms in front, and at the side of these gables are gablets containing
carvings, representing the sun and the moon. In the centre of the hall turret and above
this, rise the fleche before mentioned . At the sid e, nearly over the main entrance is a
gable containing the royal coat of arms, the latter being a beautiful piece of work.

From the apex of the gable rises a flagstaff. Behind but connected with the main building , are the lavatories and at the side is the Headmaster's house. Mr. B.B. Shaw, M.A.,
appointed Headmaster by the Colonial Office, arrived by the "Sappho" on Monday.
The midsummer holidays has some time still to run, so, if there is to be an opening
ceremony, it will not take place just for the present."
In the event, the school was opened officially on 30 Jul y 1894. The British Resident,
William Treacher, wrote as follows in his Annual Report on the administration of
Selangor for the year 1894:
The principal event connected with education was the opening ofthe Victoria Institution in the month of July under the headmastership ofMr. BE. Shaw . The funds
fo r building this institution which provides a good English education fo r boys of
every nationality were partly raised by a Government grant of$5,000 and partly by
private subscription , HH . the Sultan and the Raja Muda as well as the leading Chinese and Tamils being liberal contributors. The advantages of this school are thoroughly appreciated , both by the boys and their parents , and the number of scholars
now amountin g to 150 is constantly increasing.
Mr . Shaw had arrived on 25 June 1894 to take charge of the school. There were over
one hundred boys. Among them were 21 'free' boys who were not required to pa y
school fees.

named after Britain's longes treigning monarch. a new schoo l in Kuala
Lumpur took on the title oi a quee n who
had come to represent the very essence
oi thrift. sobriety and hard work.
Per ha ps it was inevitable that the
\ 'ictoria Institution would enjoy a similarly
illustrious reputation, becoming one of the
country's foremost schools and a training
ground ior some of its most prominent
citizens and royals. Today the Victoria
Institution verses about 1,200 pupils in
academic as well as sporting fields and
is renowned for its excellence and high
standards.
A century ago, of course, with Kuala
Lumpur in its infancy under British rule
ove r th e Mal ay states , th e st ude nt
population was not what it is today.
Nevertheless, British administra tors realised
the Federation of Malay States government
would need more clerical staff and technical
personnel who were literate in English.
And several leading memb er s of the Asian
community in Kuala Lumpur were keen
to see here a school of the same stature
as Singapore's Raffles Institution.
Among the promine nt supporte rs of
the idea of founding an English sch ool
were the last Capitan China of Kuala
Lumpur , Yap Kwan Seng, State Councillor
and millionair e tin miner Towkay Loke
Yew and wealthy businessman and Tamil
community leader Thamb oosam y Pillay.
When the thr ee approach ed the British
Resident in Selangor at that time, William
Hood T reac he r, th ey found him
sympathetic to their cause . Tr eacher was
able to provide $5,000 from government
coffers, plus some $3,000 raised by public
sub scription on the occasio n of th e Golden
Jubilee of Queen Victoria in 1887. Th e
Sultan of Selangor promised $1,100 and
the three Asian leaders also contrib ute d
$1,100 each. Other donors came forward ,
and soon the total exceeded $21,000 the goal of founding a school was fast
becoming reality.
On Jun e 15 1893, a meeting was held,
presided over by Tr eacher , at which it
was decided to set up a boys' school "for
the purpose of providing instru ction in the
English langu age to day scholars of all
nationalities and class es resident in the
State and for other educational purpo ses."
The school was to be called the Victoria
Instituti on.
Two month s later on Augu st 14, Lady
Treacher laid the foun dation stone of
Victoria Institution in High Street. The
following year, on July 30, the schoo l was
form all y decla re d o pe n by it s first
headmaster, Benne tt Eyre Shaw. Born in
Cork , Ireland and educate d at King' s
College School, London, Shaw taugh t for
11 years in England after a very successful
career at Oxford. He arr ived in Malaya
on Jun e 25 1894 and would remain head
until February 1922.

Shaw had the unique opportunity not
only to shape the institution for which
he was responsible but also to initiate
trad itions and practices that would be
emulated by othe r schools. Public education
was still in its infancy in the Malay States
and there was a crying need for leadership
in all aspects of education. Shaw was a
pioneer who over the years helped shape
not only VI traditions but also the English
ed ucatio n system in the Federation of
Malay States in later years.
Initially, Shaw had some 150
aged nine to 16, in his charge. At
time classification of primary or seco
levels did not exist and only the
promising young talents were admitted
the school imposed very high stan
entrance examinations. The school sy
includ ed Readin g, Writing, Arithm
and Drilling. Th er e were no sch
uniforms, therefore the students atte
school in their traditional attires: Chinese
boys in Chinese slacks and loose coats
with their towchangs or plaits tucked into
their pockets, Malay boys in sarongs and
songkok or hats, and Indians in vesti, a
loose cloth wrapped around the hips.
Nearly all of the boys were bare-footed.
One story about the VI that made
particularly interesting read ing might not
have appeared on the curriculum but it
certainly could have bee n penned by a
great murder-mystery writer. It began in
1911 when Shaw was on leave in Eng land
and his substitute, W. ]. Proudlock and
wife Ethel moved into the VI principal's
bunga low in High Street.
Late one night, six shots rang out from
the bunga low's verandah and it transpired
that the victim was William Crozier
Steward, a tin-mine manager. Rumour had
it that Ethel Proudlock was having an affair
with Steward and when she discovered
he had also been intimate with a Chinese
mistress at the mining settlement, rage and
jealousy led her to shoot him.
Ethel Proudlock however, protested
her innocence, saying Steward had come
to see her on the pretext of borrowing
a book. As she was retrieving it from
her bedroom, Steward followed and
attempted to rape her. In grop ing for the
light switch she came across a revolver
she kept and, panicked, she fired the shots
in self-defence.
The jury at Ethel's tr ial was not
convinced by her story and sentenced her
to death, whereupon Ethel appealed. A
petition for pardon dated June 29 was
signed by the VI staff, pupils, parents,
old VI boys and many leading members
of the British and Asian commun ities and
later forwarded to the Sultan of Selangor.
A full pardon was granted. Ethel escaped
to England but could not prevent the
gossips, who also came up with a version
that the rea l killer was another of Ethel's
lovers who had shot Stewa rd in and
escaped by swimming across the Klang
River. Somerset Mangham drama tised this
Proudlock case and made it famous as
The Letter, a successful 1927 Hollywood
stage play starring Jeanne Eage ls, Reginald
Owen and Herbert Marshall. In 1940 it
was made into a film starring Bette Davis.
However, apart from this one great
scandal. the remaining extra-curricular
activities were solely of a harmonious
commun ity nature . The VI was the first
school in the Federation of Malay States
to boast a cadet movement, inspired by
one of the school's most hardworking and
enthusiastic masters, A.c.]. Towers, who
started it in 1900. To this day the VI Cadet
Corps (VICC) is still active and the VICC
band has received much recognition for
its role as Malaysian representative in the
World Band Competition in Aust ralia. The
VI was also the only school in the FMS
to have a troop of Boy Scouts. The First
Selangor Troop was formed in 1910 by
Shaw, consisting of six patro ls of eight
Scouts each.

th e VI, as was the VIE (Victoria Institution
Echo) magazi ne, first published in April
1923. A slim publication chron icling scho ol

by th e Debating Society while the VIMADS
(Victoria Instituti on Mus ical And Drama
Society) venture d into the production of
Shakesp ear ean plays.
On Sept ember 21, 1927, the first step
in the journey of the VI fro m High Stre et
to Petalin g Hill was mad e as the foundation
st one for th e new building was laid. The
old site's proximity to th e Klang River
had made it prone to flooding and therefore not a parti cularl y conducive place for
growing boys. High Com miss ione r, Sir
Hugh Clifford, officially opene d th e new
VI on Petaling Hill on Ma rch 26, 1929.
Standing majesti cally on a hill, it could
be viewed fro m vario us points in Kuala
Lumpur and boasted 16 classrooms. a
larg e hall , common room for masters and
prefects, Scout room , headma ster 's office,
armour y , woodwor king room and scie nce
block. Even Benn ett Eyre Shaw returned
to Kuala Lumpu r at the invitation of old
boys to witness the landmark event.
Fr om 1929 to 1936, a seco nd Shaw took
up th e reign s as headmaster , th is time
a Fr ed erick Lloyd Shaw who had bee n
educated at Christ's Hospit al and was a
graduate of th e Univers ity of London .
Rem emb er ed for inspiring good work and
team spirit among the boys and their
teach ers, one of his mast ers, Freder ick
Daniel, also became known as the man
who introduced scie nce to Malaya. A rare
personality and brillian t e d ucation ist,
Dani els made science an integral part of
eve ry boy's edu cation . For many yea rs
VI was th e only sc hoo l in FMS with
sc ience lab or atori es and app ar atu s for
science lessons.
On 19 Se pte mbe r 1936 an ' unu sua l
ph enom enon occ u r re d in th e school
compound of VI. Th e VIE quot ed the
incid ent as su ch :
"Eart hquakes are rar e experience s in
Malaya, and this one was perh aps the
seve re st that has eve r been reg iste re d in
the country. Th e cade ts who were on
para de state d that th ey felt the earth heave
ben eath th em. One drummer even went
so far as to claim th at his drums tick was
sha ke n out of his hand, bu t th is was
perhaps an adroit adaptation of a passi ng
phen omen on to acco unt for his clums iness
in dropping so essential a part of his
musi cal apparatus. Th e shoc k also caused
the scho ol clock to stop, but as we all
kn ow, th e sc hoo l clock is quite capa ble
of doing this without any assi sta nce from
any earthquake ."
T he Victo ria In sti tution had ma ny
firsts, one of the m bei ng th at it was the
first sch ool in th e Malay States to have
a swimming pool. During th e digging of
th e pool, contractors came upon a human
skull a gr uesome find that did not
exactly co me as a shock becau se it was
a well-known fact tha t the VI had been
built on the site of an old cemetery. The
skull was ext ricated and kept in one of
the laboratories as a specimen for scie nce
lesso ns .
When sc ho ol finished on Friday 5
Decemb er 1941, non e of th e VI students
or their peer s in oth er schools sus pecte d
they would not be returning to th eir desks
for thr ee to four years. Th e Jap anese army
was preparin g to launch its attac k in
Malaya and war broke out just as the
Cambridge School Ce rtificate exami natio ns
were b eginning . Stu de nts we re s till
sc ribbling the last of the ir answe rs whe n
the sound of fighting shatte re d th e stillness
in the examination hall.
"As the Japane se occ upie d town after
town, the schoo l buildings were looted . In
all centres it was the same story of the
looting or bu rnin g of sc hoo l libr aries and
eq uipme nt and of the disappearance of
anyt hing of value, especially furn iture ,
whic h co uld be us ed . Th e J apan es e
complete d the process by tearin g down
doors and windows for fue l for their
kitch en s" stated a pos t-war repor t.
As Eng lish was co nde mned as th e
enemy language, Jap anese or "Nippon -go",
Japanese military songs, folklore and histo ry
were taug ht instead. T he Victoria Institution
itself was used as a Japan ese military
establis h ment because of its strategic
position , high up on Petaling Hill. For thr ee
and a half years, education in Malaya
came to a virtual standstill. Sch ools wer e
used as milita ry barrack s, st or es and
trai ning ce ntres for the Ke mpet ai or
Japanese sec ret police.
September 12 1945 was Victory Day
for Malaya. At an impressive ce remony
in Singapo re, Lord Loui s Mou ntba tten
acce pte d th e form al, un conditi on al
surrende r of all Ja panese forces in Southeas t Asia. It had been decid ed th at a
se parate su rre nde r ceremo ny sho uld take
place in the Malay peni nsula - the venue
was the hall of the Victoria Institution and
the time was to be 2pm on the following
day. The Malay Mail recorded the event
as "the most historic ceremony that has
taken place anywhe re in the Malay States ".
On Se pte mbe r 9 1946, th e VI boys and
their tea ch er s were able to return to the ir
beloved sc hool on the hill, but it was a
sorry sight compa red to its fo rme r
splendour. The library was non-existent as
all its contents had been looted or burnt
and all the trop hies had gone. Even the
school bell was missing and th e eq uipme nt
and mater ials from th e geo gra phy room
had also vanished . Th e veil of war had
been lifted and the Victoria Institution was
officially re-open ed in Octobe r 1946 by th e

A year later saw the onslaugh t of a
veritable soc ial revolution, when girls were

Yan Yoong was the first girl to e nro l in
the post-school certificate arts clas s. TIl e

By 1975, th e sc hoo l has 1.747 pupils
and 67 teachers . Th e Mini st er for Edu cation
had stated in his addres s to th e sch ool
in April 1974 that th e VI had been chosen
as one of th e sch oo ls in Selangor for the
special pro gramme of th e Min istry whe re by
rural bumipu tr as wo uld b e g ive n the
op por tunity to st udy in le adin g ur ban
sc hoo ls. T h is rancangan khas or spec ial
pr ogramme had started in 1970. By this
time of co urse, the old system of allowing
only the cre me de la creme to enter the
VI had long disappeared .
