The demography of the district of Cherbourg has
been stable for more than 20 years. Between
1990 and 2011, Cotentin passed from 191,593 to
190,855 inhabitants, which is an evolution of
-0.4%.
The territory remains relatively young compared
to the department of the Manche ; 34.9% of the
population of Cotentin has less than 30 years
compared with 33.1% for the Manche and 35% for
Basse-Normandie. Nevertheless, between 2006
and 2011, the age group under 30 years
displays a more pronounced fall in Cotentin;
-4.8%, against -2.5% in the Manche, and -2.1% in
Basse-Normandie.

MANAGEMENT ON THE INCREASE
Pensioners
represent
the
largest
socioprofessional category in the Cotentin, as in the
national territory, Basse-Normandie or the
Manche. They represent 29.9% of the population
aged 15 or over in the Cotentin against 33.6% in
the Manche, 31.2% in Basse-Normandie and
26.4% in France.
Between 2006 and 2011, management staff and
higher intellectual professions show the
largest increase, +21.6%. The number of farmers
decreased by 19.3%.

The structure of employment in the Cotentin
is close to that of Basse-Normandie, marked
by its rural and industrial character.
The share of employment in industry is
large, as it represents 19.9% of the active
population as opposed to 17.7% in the
Manche, 16.1% in Basse-Normandie and
13.1% in France.
Between 2008 and 2013, unemployment
progressed less in Cotentin than
anywhere else : +1 point in the district of
Cherbourg against 1.3 in the Manche, 1.5 in

The territory benefits from the presence of major
contractors such as Areva NC, EDF and DCNS
with salaries higher than in the Manche or
Basse-Normandie, for management, intermediate
professions and qualified workers.
The net average hourly wage for full-time
employment in the Cotentin rose by 5.1% in
constant euros between 2005 and 2010 from
€12.2 to €12.8.

NEARLY 2,500 STUDENTS
The Cotentin has nearly 2,500 students registered
in Higher Education.
The department of the Manche has the highest
success rate for the Baccalauréat général in the
three departments of Basse-Normandie, with a
score of 94.3% in 2013 as opposed to 91.9% on a
national scale.

WATCHWORD
: ACCESS
The RN13 links Cherbourg to Caen in 1h15, Paris
in 3h30 and Rennes via the A84 in 2h20.
Several modernisation and development projects
of the road network are underway :
 RD 901 from Tourlaville to Maupertus/Mer
: to increase safety and improve the road
conditions to the airport at Maupertus. The
RD901 must be able to withstand 20 000
vehicles a day by 2025
 RN174 to complete the section between
the RN13 and the RN 174 as a dual
carriageway, opening end 2012
 The western bypass of Cherbourg
 The Valognes bypass
 The Montebourg bypass
The Manéo bus service, proposed by the Council
of the Manche (Conseil Général de la Manche),
serves all the department. Manéo also operates
school buses and local services.
Several car-pooling schemes have also been set
up in the Manche :

RAIL, SEA AND LAND
At the moment, the railway links Cherbourg to
Paris in 2h46. The project of a fast rail service
would reduce the journey time to under 2h30. The
Basse-Normandie region has also set up the Plan
Rail 2020 which has for objective to define the
railway network of tomorrow.
The commercial port of Cherbourg is a
deepwater port, which allows access to all vessels
up to a draft of 13 meters. It is open 24 hours a
day, 7 days a week, with direct access to the
quays, with no locks. The commercial port is
owned by the joint regional association, Ports
Normands Associés (PNA). It has given
management responsibility to SAS Port de
Cherbourg for Channel activity.
Early 2013, a new company named SPEC was
created to facilitate the arrival of marine renewable
energy.
From Cherbourg there are car ferry links with
England, (Poole and Portsmouth), and Ireland
(Rosslare and Dublin). Freight links are also
ensured to Poole and Rosslare.
With the storage and multi-purpose lifting
capacities, Cherbourg can offer adaptable
solutions for most sorts of traffic : bulk and dry
conventional traffic, heavy loads, dangerous
products and refrigerated products.
The airport at Maupertus, located 11km from
Cherbourg offers mainly charter flights, 18 flights
are scheduled in 2012.

Finally, local developments are underway to
promote the use of bicycles for journeys from
home to work, home to place of study and leisure
and tourism. The Basse-Normandie region has
launched a charter to boost the development and
use of the bicycle in Basse-Normandie. It aims
notably to create cycle tracks to promote this
method of transport.
The Manche department’s cycle plan has the same
objectives.
DIGITAL TECHNOLOGY
The digital development of the Manche and the
Cotentin is backed by the joint association Manche
Numérique. Digital coverage in the department is
particularly well advanced, the Manche is a model
example on a national scale:
 99,92% of the population is covered by
broadband
 95% of households in the Manche are
unbundled subscribers
 240 Wifi sites, the biggest Wifimax network
in Europe
 26,000 households connectable to fibre
optics and very fast internet connections,
mainly in the Cherbourg and St.Lô districts

ECONOMIC FABRIC AND COMPANIES
AN INDUSTRIALIZED AREA
The economic fabric of the Cherbourg district is
marked by the presence of four major companies
representing nearly 20% of local private sector
employment : Areva NC, DCNS, EDF Flamanville
and the dairies of Maîtres Laitiers du Cotentin.
The economy of the area is mainly built around the
energy and shipbuilding sectors. These 4
establishments provide subcontracted work for
numerous other industrial or service-industry
companies.
Other sectors have also developed such as a
strong boating activity, design and engineering
as well as information and communication
technologies, both backed by the major energy
and shipbuilding establishments.
It is also important to note the agro-industry
sector, mainly represented by Les Maîtres Laitiers
du Cotentin and the sector of marine-agroindustry, backed by the fishing industry and
companies marketing and processing seafoods.
The presence of these contractors has allowed for
the acquisition of high level skills and
knowledge in the nuclear, shipbuilding and
engineering industries.

The
Cotentin
is
marked
by
major
industrialization; construction and industrial
companies employ nearly 40% of the private
sector employees, according to Urssaf’s figures.
The workforce is mainly located in the Cherbourg
Urban Community (54.7%) and La Hague (23.8%)
for the districts of Beaumont-Hague and Les Pieux.

CRISIS-RESISTANT
Backed by the major industries, the Cotentin is
resisting particularly well to the crisis.
According to figures from Urssaf, the workforce is
rising in the zone of employment of Cherbourg
between 2008 and 2013, + 3.7%. In the Manche,
in Basse-Normandie or in France, the number of
employees in the trade sector shows respective
falls of -0.6%, -3.5% and -1.5%.
In 2013, Cotentin knows an increase of new
business start-ups and displays a balance

and regional trends, business failures are

SECTORS AND CLUSTERS
3 SECTORS
Three main sectors are represented in the
Cotentin:
 The nuclear sector with the association
Nucléopolis
 The nautical & marine sector with the
association F2N
 The seafoods sector
The Normandy nautical & marine sector, F2N,
has nearly 100 members. Its aim is to bring marine
professionals closer together and to promote the
development of nautical industries in BasseNormandie. F2N was the winner in 2011 of the
call for projects « Grappe d’entreprises » of the
Ministry of agriculture, food, fisheries, rural affairs
and territorial development.
Nucléopolis, Norman hub of nuclear sciences and
applications, groups together about fifty members
of which the 3 Cotentin contractors (Areva NC,
EDF and DCNS) small and medium enterprises of
the sector and training and research organizations.
The sector objective is “to make Basse-Normandie
the European leader in the field of fundamental
and applied nuclear sciences by building on the
skills and knowledge of the companies, of regional
training and research”.
Fishing is also an important part of the economy
in the Cotentin. The seafood sector is organized
around the Cherbourg Fish Auction, managed by
the Cherbourg Cotentin Chamber of Commerce.
The shipowners’ cooperative (CAPAM), the
professional associations and federations, training
organizations and companies of the sector
complete the industry.

AWAITING THE RME
Finally, the renewable marine energy sector is
full of promise with the building of an Alstom plant
on the port of Cherbourg for the manufacture of the
blades and masts for the offshore windfarms. The
installation of tidal turbines is also planned in the
Raz Blanchard, one of the strongest currents in
Europe, located between the Cap de la Hague and
Alderney. A call for expression of interest was
issued in 2013 for the construction of pilot farms.
Besides these major sectors, there are several
clusters, consortiums, clubs and networks in
the Cotentin :

services for complex systems)
 Sotraban (Association of sub-contractors
of Basse-Normandie)
 Novimage (3D imaging and virtual reality)
 GECO (Employers’ alliance of the
Cotentin)

TOURISM
AN UNSPOILT AREA
The Cotentin enjoys obvious tourist assets :
kilometers of beaches and coastline, a protected
and varied landscape, local driving forces such as
La Cité de la Mer and “remembrance” tourism on
the D.Day Beaches.
From the Pointe de La Hague to the Val de Saire,
passing Cherbourg, the bocage and the Island
Coast, the Cotentin offers a wide diversity of sites
and landscape.

The Cotentin is located close to some of the most
popular tourist sites in the world such as the
Mont-Saint-Michel and the D-day Beaches and is a
stone’s throw from the Channel Islands.
It is also a land of hiking and rambling, the place to
be for nautical activities, offering numerous
protected natural sites and unspoilt landscapes.

QUALITY OF LIFE
NOT SO RAINY
Well-known for its umbrellas, Cherbourg is
however, far from being the rainiest town in
France. It is quite arid compared to the annual
rainfall of 1,482mm in Biarritz.
Concerning the hours of sunlight, only 10 sunny
days separate us from Nantes or Biarritz, 6 from
Paris… To which we can add a “good to very
good” quality of air according to Air C.O.M.
which keeps an eye on the quality of air in BasseNormandie.

A SAFE TOWN
Cherbourg and the department of the Manche
have some of the lowest criminal rates in
France.
In 2011, the department of the Manche was the
15th safest department in France with a criminal
rate of 3.66 for 1,000 inhabitants compared to 7.49
recorded in mainland France.
