Response time to your street will depend on several factors, including snow moisture, storm duration and timing. Did you know that snow comes in different weights and densities? Fluffy, dry snow requires less de-icing materials and plowing than heavy wet snow. Wet snow may result in very slippery conditions, especially when snow freezes on pavement. f 1 The timing of a storm can also determine when crews begin cleanup. During high commuting times, crews will make every effort to keep major streets clear of snow and ice. Secondary and side streets will be cleared as soon as possible. Top priority will be given to heavily traveled roads and bus routes to ensure everyone’s safety. Snow that falls on these roads often becomes packed by cars, making it more difficult to remove. During evening and early morning storms, Public Works crews should have ample time to prepare the roads for commuting hours. f The duration of a storm plays an important role in snow plowing operations. 1 2 Storms of extended duration require all available resources to keep roads open over an extended period of time. A snow storm of four inches over a 24-hour period will require more time and man-hours than a storm of six inches over an eight-hour period. Park City Public Works strives to ensure the safest possible conditions during and after winter storms. Plows will continue to clean, treat and widen roadways until reasonably safe conditions are met. Know that plows are still hard at work well after the snow has stopped falling. 1 Priorities 111 222 333 From November 1 to April 30, snow removal crews are prepared to work 24 hours a day. Streets with the most traffic receive top plowing priority. These include bus routes, Old Town streets, Royal Street and core business areas. Once these streets are safe and passable, crews proceed with second and third-priority streets and cul-desacs in residential areas. As long as the snow keeps falling, the City’s top priority is to keep the main roads open and passable. As soon as all priority streets are clear, plows will move into residential areas. Cul-de-sacs and dead-end streets are plowed last, as they carry the lowest volume of traffic. The color-coded map on the back of this brochure shows the priority of your street. 2 3 Parking From November 1 to April 30, special ordinances apply to facilitate snow removal and emergency access. For a complete list of regulations, call Public Works at 435-615-5301. • Never park any vehicle or place any object that interferes with snow plowing or removal efforts on any Park City street. • No parking on the downhill side of any street south of 12th Street. The downhill side of the street is the side on which the natural slope is away from the street surface, where natural drainage flows. • Main Street, Park Avenue north of Heber Avenue and Swede Alley are not included in this regulation; however, parking is prohibited on these streets between 2 a.m. and 6 a.m. 3 Obstructions The City right-of-way for snow storage extends five to ten feet back from the curb. Landscaping installed within the right-of-way is at the property owner’s risk. It is best to place a stake near fencing, trees, lot corners and ornamental rocks to protect your personal property and make the plow routes safer for drivers. 2 3 When hiring an independent snowplow service, make sure the contractor is licensed by Park City and complies with codes. Please make sure your service does not plow snow onto a neighbor’s yard or onto the public right-of-way. On trash day, the optimal location of your trash bin and recycling container is at the end of the curb or driveway. Please remove it as soon as possible. For municipal codes and snow removal ordinances, please visit www.parkcity.org/government. f SIDEWALKS Shoveling sidewalks is a property or business owner’s responsibility. Sidewalks and stairways on Main Street, Park Avenue and Kearns Boulevard will be cleared by Public Works on a priority basis. Bike paths from Main Street to Prospector Park will also be plowed – time allowing. Our goal is to accomplish clearing within eight hours of a storm. The color-coded map in the back of this brochure indicates the clearing of your sidewalk. 1 2 f Residents in subdivisions are encouraged to park off the street during a storm. If a snow emergency is declared, it will be illegal to park on the street. f MAILBOXES 1 To ensure regular mail delivery by the U.S. Postal Service, clear snow around your mailbox. Each mailbox installation should be sufficiently solid to withstand snow-clearing efforts. Mailboxes installed in the right-ofway are placed at the owner’s risk. f If your mailbox has been damaged by direct contact with a city snowplow or city sidewalk plow, contact Public Works at 435-615-5346. With sufficient evidence, we'll schedule a repair, once all emergency and snow-related priorities are completed. 3FIRE 1HYDRANTS2& 1 Park City Public Works makes every effort to minimize the amount of snow plowed into driveways. Plow operators are unable to lift plow blades as they pass driveways, it is almost inevitable that this will occur. You may want to clear your driveway several times during a storm or wait until city plowing activities have ended. Please keep in mind that one of the last steps in any snowplowing operation is to push the edges back to widen the road and allow for future snow storage. Unfortunately, this standard operation may result in snow at the end of your driveway. Shoveling, plowing or blowing snow back into the street by homeowners, businesses or Park City-licensed snow removal contractors is prohibited and may be enforced with a fine. One suggestion to minimize the amount of snow remaining in front of your driveway, is to clear an area to the left of the driveway entrance. That way, when your street is plowed, snow from the plow can be unloaded in this area instead of your driveway. • R espect parking restrictions to help snowplows navigate narrow streets. 2 3 • In Old Town, do not park on the downside slope of any street. Cars that remain on the street and restrict plowing may be ticketed and/or towed. • Pay close attention to the weather forecast. • Do not pile snow around or near fire hydrants. • D o not plow, shovel or blow snow onto the street. 2 • Observe all winter parking bans. 3 3 Handy Phone Numbers STORM DRAINS DRIVEWAYS, RIGHT-OF-WAYS & SNOW STORAGE WINTER TIPS Tall poles are placed adjacent to fire hydrants on public streets so they can be seen from snowplows and fire vehicles. If you notice a fire hydrant that has not been marked, please call Public Works at 435615-5301. It is extremely important to keep fire hydrants accessible to assist fire crews in the event of an emergency. It is the responsibility of the homeowner who has a fire hydrant at the perimeter of their property to keep the hydrant clear at all times. 1 SNOW EMERGENCY During a snow removal emergency declared by the City, it is unlawful to park any vehicle on any bus route or first-priority street (listed in the Municipal Codes). Cars impeding snow removal may be impounded. If you think your car has been towed, call Park City Police Impound at 435-615-5500.
