Lake Elsinore Unified School District (LEUSD) in Alberhill
What communities make up Alberhill?
Alberhill is an area at the northwestern end of the City of Lake Elsinore, just south of the I-15 freeway. Castle & Cooke is a major landowner in Alberhill, with three planned communities in the
area totaling approximately 2,500 acres. The residential community of Alberhill Ranch sits atop 490 acres and is currently at 20 percent of its anticipated build out. Ranch also includes 64 acres
of community parks, private parks, open space and a Boys and Girls Club that was donated by Castle & Cooke.
Castle & Cooke has two other neighboring projects, known as Alberhill Ridge and Alberhill Villages. Alberhill Ridge encompasses 400 acres of planned residential and commercial use. Alberhill
Villages is a proposed mixed-use project on 1,400 acres, comprised of residential, commercial, higher education facilities and open space.
Where do current Alberhill students go to school?
The three schools that currently serve the Alberhill area are Machado Elementary School, Terra Cotta Middle School and
Lakeside High School. As of the 2014/15 school year, student enrollment per school facility was:
Machado Elementary School - 724 out of 800 capacity (availability for 76 students)
Terra Cotta Middle School - 1,140 out of 1,400 capacity (availability for 260 students)
Lakeside High School - 1,940 out of 2,500 capacity (availability for 560 students)

Are there plans for a new public elementary school to
accommodate the expected growth of the Alberhill area?
Yes, there is another elementary school site in the community of Alberhill Ranch. This site will also become a part of the LEUSD system and would accommodate 850 students. This school site is
approximately 10.26 acres.
The Alberhill Ranch School site has already been established by the City Council and the Lake Elsinore Unified School District. The school district, the developer, and the City have been working to
put together a financing plan to ensure that this school gets built as soon as possible.
How many more students will the Alberhill Villages project generate for LEUSD?
According to LEUSD, Alberhill Villages is expected to generate 3,340 students at final build out. The estimated breakdown of students is 1,623 elementary school students, 743 middle school
students, and 974 high school students. These new students, paired with the general rate of growth for elementary schools in Lake Elsinore, would exceed the capacity of the existing LEUSD
elementary schools (EIR 4.9-17 & 4.9-62).

Do the plans for Alberhill Villages include a new public elementary school
to handle this influx of new students?
Yes, one elementary school site has been identified within the Alberhill Villages Specific Plan to become a part of the LEUSD system. The school site encompasses 12 acres and would have a
capacity of approximately 850 students. This elementary school would also share joint use with the 19.5-acre neighborhood park that borders it (AVSP pgs. 27 & 41).
Alberhill Villages is still in the planning phase and will be reviewed by the City Planning Commission and City Council. Once approved, this elementary school would be built during the
fourth phase of construction.
Since Alberhill Villages is a mixed-use project, will the school be safe and easy to access?
Yes, one of the main objectives of Alberhill Villages is to “Strive to locate all neighborhoods conveniently close to an overall open space network and trail system that will provide access to
the mixed-use centers, parks, schools, and employment areas within the planned community” (EIR 2.0-6: 1.4). This means that the elementary school will be centrally located in Alberhill
Villages, within walking and biking distance along public sidewalks and multi-use trails from all other planning areas(AVSP pg. 88).
This project will also be consistent with the “Safe Routes to School” program that was created by the State and adopted in the City’s General Plan to construct safe pedestrian and bicycle
routes within a two mile radius of schools (AVSP pg. 88) (Lake Elsinore Climate Action Plan pgs. 87 – 90). Additionally, the convenience of the on-site commercial uses, schools and parks is
expected to reduce traffic through internal trips from one project use to another (EIR 4.7-59).

If the School District determines that more schools are needed in the years to come, schools may be added in Alberhill
Villages. School sites are permitted in any zone in the Alberhill Villages Specific Plan.
