A man came to Campbell PD to pay for a parking violation. He paid with a check drawn on an account that he had closed the same day. On North San Tomas a resident found a 1993 Honda Accord parked in her parking space which had been stolen in San Jose the day before. A purse was taken from a car on Union Avenue after the thief broke a window. A young man knocked on the front door of a home an Almarida. Then he went into the backyard and started knocking on the back door and said he was looking for a party. It was 1:30 in the morning and it was determined he was intoxicated. An unlocked front door of a home on Villarita Avenue allowed an intruder to come in and take a game console, laptop, and an electronic book reader. A man took items without paying on Bascom Avenue. When questioned he was found to have prior arrests for theft and was on active parole. He was booked into jail. On Weston Drive, Harrison Avenue, and on Silacci Drive, tailgates were taken from Toyota pickups. At Poplar Avenue and El Patio several signs were taken, including a stop sign, a street sigh and a “caution children playing” were taken. A woman drove off from the 2000 block on Winchester Blvd with her wallet on top of her car. When she realized and returned, there was no sign of the wallet. However, charges had already been made on her credit card. Even though the skate board park at the Community Center was closed for the night, police responded to a report that there were some trespassers. The right front window of a Ford on Hollis Avenue was broken and the GPS unit was taken. Two men apparently planned to steal merchandise by putting items near an emergency exit at a business on E. Hamilton Avenue. A second man grabbed the bags to leave the store but when confronted, he dropped them. Both men fled in a 90s white pickup truck. Taking the year registration sticker off of a license plate was apparently a goal of this unknown person who also broke the driver’s side window of a Chevy and took a backpack on McGlincy Lane. This year’s event was held at Sonoma Chicken Coop and emceeing the event was Carl San Miguel, former Chamber prexie who could easily be a professional auctioneer. This year he was assisted by Bethany Locascio of Just B Dance. The two of them played off each other very effectively. It’s great that Sonoma Chicken hosts this event, but a lot of us are hoping we can go back to Orchard City Hall at the Community Center next year. Chairing for the Chamber side of the Toy Program is Cary Stover, who is also the guy who decorated the magnolia trees at Orchard City Green, along with help from A Tool Shed. Speaking of A Tool Shed, there’s no way we could pull off the Carol of Lights event without their help. I thank the late Larry Pedersen every time this event rolls around. Larry was such a wonderful strong supporter of ALL things volunteer in our community and his sons, Lars and Rob, have never hesitated to step up and help out. -------I try to keep up with all the high school music programs but I get behind sometimes. Was so pleased recently to hear a performance by Prospect High School’s string orchestra at the County Woman’s Club meeting. Then Westmont High School has a concert (Dec 15) as does Del Mar High. Westmont is lucky enough to have their new theater in which to perform, while Del Mar and Prospect have to make use of their “old” venues (cafeterias) because their theatres aren’t yet habitable. Del Mar’s concert is Home for the Holidays on Thursday evening, December 16 at 7 p.m. They are selling tickets on-line at www.delmarpa. org. --------- Country Woman’s Club, by the way, has started selling tickets for their annual crab feed, scheduled again this year at the Portuguese Hall in Santa Clara. This event has become a tradition for the club. Proceeds are expended in June, with scholarships going to students in Campbell Union High School District. --------- Our friend Debbie Phelps has again stretched our imagination by decorating the apartment house at the back of Safeway (on Nido) with every kind of light possible. She’s turned the occasion for a stop to walk around the complex into a charitable one with a barrel for Second Harvest Food Bank, so you can buy a couple of extra items at the grocery and put them in her collection. -------- We were delighted to have the Billy Jones Wildcat Railroad train parked on Campbell Avenue during the Carol of Lights, occasionally blowing off steam and tooting the whistle. Train volunteers take the train down Los Gatos Blvd for their annual parade and then bring it to us. That night, they leave it on the flatbed because Sunday morning, it goes to San Jose for that town’s parade. We know that for sure because late on Sunday morning, we heard the whistle and saw a cloud of steam as they tooted their way back towards Oak Meadow Park. --------Just caught on to a great community event. The members of the Downtown Campbell Neighborhood Association are creating a tradition. For the third year they have pooled their resources and bought Christmas trees to decorate in their front yards. Barry Shilman, DCNA president, seems to be the guy, who with his spouse Susan Blake, spearheaded this, says they delivered 107 trees and 25 wreathes around the neighborhood—many of them on Alice Avenue and North Second St. All this was done by volunteers at an extremely reasonable price, just to keep the spirit of the season. The island was first settled by the Rapanui people who are Polynesian as confirmed by DNA tests on old skeletons. According to local legend, some 1,500 years ago a Polynesian chief named Hotu Matu’a (“The Great Parent”.) sailed here in a double canoe from an unknown island with his wife and extended family, including the progenitors of nine subservient clans. They found large palm forests, lush greenery, and plentiful fishing. They planted the banana trees and taro root they brought with them (and also perhaps the sweet potato). Living was easy; at first there was plenty of food for everybody. What happened next is horrifying. From at least AD 1000 to 1680, Rapa Nui’s population increased to an estimated 9,000. Food production couldn’t keep up. Sculpting the big stone face ancestral statues at a modest pace probably had started soon after they arrived. But from 1400 to 1600 AD statue sculpting and moving them to special clan places increased dramatically. Some experts suspect rival clans fiercely competed to build the most Moai. Whether this was to beg the ancestor Gods for more food, is not known. Nevertheless all the palm trees, which had traditionally made canoes for fishing, were cut down, and used to move Moai to their clan positions. All this activity suddenly stopped just 122 years before the first European arrived. In those 122 years, Rapa Nui changed radically. Core sampling from the island has revealed total deforestation and the inevitable soil depletion and erosion. It is not hard to imagine the collapse of society and civil war caused by food shortages for the huge population. More than half the population starved or was killed. There is even scant (contested) evidence of cannibalism. Evidently clans also toppled each others’ statues. Rapa Nui, once a tropical paradise, became a poor and troubled island. The island’s first recorded European visitor was the Dutch explorer Jacob Roggeveen who gave it the name Easter Island (in Dutch) when he sighted it on Easter Sunday, April 5, 1722. His captain’s log reads, “... of yams bananas and small coconut palms we saw little and no other trees or crops.” In 1774 British explorer James Cook visited the Island, he reported the statues as being neglected with some having fallen down. Jean-Francoise de la Perouse visited Easter Island In 1786. His gardener declared that “three days’ work a year” would be enough to support the population of 2000 to 3000. In 1825, the British ship HMS Blossom reported having seen no standing statues in the places they visited. Easter Island was approached many times during the 19th century, but by then the islanders had become openly hostile towards any attempt to land, and very little new information was reported before the 1860s. Catholic missionaries arrived in the1850s and recorded the oral traditions of the remaining natives. In 1862, Peruvian slavers took 1500 men and women, more than half the island’s population, including the island’s paramount chief and his heir, the only ones who could read rongorongo script, the only known Polynesian script. When the slavers were forced to repatriate the people, they knowingly included smallpox carriers, creating an epidemic that killed almost everyone. JeanBaptiste Dutrou-Bornier then bought up much of the island and moved more than 100 natives to Tahiti to work on his backers’ plantations. Chile annexed the island in 1888, named it Isla de Pascua (Spanish for Easter Island), established local government, stood up all the fallen statues, and brought in hundreds of non-native people. The 20th century brought hotels, cruises and tourists. The very few remaining natives work to please the tourists. I would like to make some suggestions towards your new years resolutions. I’m going to try to propose only those things that are achievable. Number one is to get a physical. Many of our physical ailments sneak up on us over time. It is good to get an objective take on our health. Number two is to start a walking program where you walk for 30 minutes at least four times a week. The v cumulative benefit of this, over a year’s time, is immense. Number three is to not charge anything that isn’t paid off each month. Having available credit on the credit card statement is not the same thing as having money. Money in the bank is real money. Available credit on the credit card statement is a trap. Number four is to make all debt payments on time. Number five is to take one class that enhances your skills in your current position or makes you more attractive to future employers if you lose your current position. Get on an internet job site and look up the kind of job you would apply for if you lost your job and see what the qualifications are. Get through these this year and next year I’ll suggest getting an appropriate amount of life insurance, getting estate planning documents drawn up, saving for retirement, getting out of debt, and enjoying life more. In a large bowl mix all remaining ingredients and stir until fully mixed. Place the chicken into the marinade and let sit overnight. Place them either onto presoaked wooden or metal skewers. ( You may want to wear gloves to do this ) Traditionally these are grilled on special grills but I will explain two methods. Grilling: Place the skewers on to the grill trying to keep the wooden part away from the heat so they don’t burn. Brush some of the remaining marinade onto the chicken while cooking. Cook until the chicken is cooked all the way through. Sautee: Heat your sautee pan with about 1T of oil in it until it smokes. Place the skewers into the pan and cook through. You will want to brush them with the marinade and turn them occasionally. When the chicken is cooked serve with peanut and cucumber vinegar sauce, Enjoy! This can be made in advance and frozen until needed. Peanut sauce Yield 2 Cups ½ stalk lemon grass 1C Coconut cream finely sliced 1/8 C Fish sauce 1 Shallot finely 1/4 C Palm sugar chopped 1/4 C Tamarind juice 1T Vegetable oil 1T Yellow curry powder 1T Massaman curry 1/2 C Roasted unsalted paste peanuts, finely ground 1/8 C Vegetable oil 1/4 C Peanut butter Method: Place the lemon grass, shallot and oil into a sauce pan and place over medium heat. Cook until aromatic. Add in the curry paste and oil and cook again while stirring until fragrant. Stir in the coconut cream, fish sauce, palm sugar, tamarind sauce and yellow curry powder and mix until fully incorporated, about two minutes. Add the peanuts and peanut butter mix and mix well. Bring to a simmer and cook until the sauce is thick. Remove from heat and serve! This can be made days in advance and held in the refrigerator. Cucumber vinegar sauce Yield ¾ C ¼ C ¼ C 2t ¼ C Rice wine vinegar Sugar Salt Cucumbers, small dice 2 1 shallots, small dice Thai chili finely sliced Method: Combine vinegar and sugar and bring to a boil. Remove from heat pour over remaing ingredients. Let cool and serve. This can be made days in advance and held in the refrigerator. 5 Stage Reverse Osmosis Purification System The Campbell junior midget Bears had a game scheduled Tuesday for the consolation award after losing their first Super Bowl game Saturday. The Brookfield Bobcats of Connecticut beat the Campbell Bears 22-16 at the sudden death game on December 2 in Orlando, Florida. The Bears were scheduled to meet the New York Chili Lions Tuesday afternoon at the Disney’s Wide World of Sports Complex in Florida where the games are played. Earlier, the local team beat 10 top teams of surrounding leagues to win the Peninsula Pop Warner D-II title. They went on to trounce the Carson City Senators 34-14 to claim the Pacific Northwest Regional title and a trip to the nationals. School for budding thespians A new theater arts school for kids, called Stage Kids CA, has been established by Michelle McCormick, who recently directed Castlemont School’s The Aristocats. The school was launched in September and 30 kids are able to enjoy dance lessons, voice lessons and acting classes in their age group. While at school in Humboldt County, McCall attended a dance at the Grange Hall in Loleta. It was at this dance that a beautiful blonde named Betty caught his eye. He strolled over and asked her to dance and they spent the rest of the evening together. According to McCall, they had pretty much decided that night that they would get married. Betty adored spending time on the beach and was always tanned. She was an artist, a painter, who loved to walk along the beach and gather rocks and shells to paint. After completing his veterinarian studies, the couple married and started the clinic on Winchester Boulevard, where he still serves the community today. The couple had two children, Andy, who is now a machinist in the Mountain View area, and Donna, who works at the clinic with McCall and runs an e-Bay store. For a time, McCall took up the hobby of boat racing. He had an eight-foot-long one-man boat called a Del Toro that was developed by some enthusiasts in the Richmond Yacht Club. He purchased a camper so that he could take the whole family on these outdoor excursions. They spent weekends camping and things were going well until a tragic incident would change the family forever. In 1970, Betty went to have a planned hysterectomy at a Los Gatos facility. There were complications due to endometriosis and she developed an infection. She spent two weeks in the hospital and never returned home. According to an anonymous source, McCall was never the same man after this devastating loss. This was the final straw for McCall and western medicine. Losing forever the woman he loved coupled with what he had seen as a vet compelled him to study holistic medicine. He aimed to heal his patients, which runs counter to an unfortunate popular mindset where healing a client means losing them as a customer. Plunging headlong into his studies of homeopathy, herbs, radiology and others, he continued on his new path as a vet and single father of two. He claimed that he was an inexperienced father and lacked much of what it took to raise children on his own, but then as now, he was part of a community. His friends stepped in to help here and there, but to hear his daughter Donna tell the story, he was a wonderful parent. “I felt like I was the luckiest person in the world,” Donna said verging on tears, “and I still am.” When she was a student in the sixth grade at Castlemont By J. Duncan Cook Elementary, the school was having an international day where students dressed up in garments from other cultures and enjoyed activities. She wanted to be a “Swiss Miss” for the celebration and McCall accommodated the best way he knew how. Using his skills as a surgeon from sewing stitches, he made her an outfit with his own hands and she proudly donned it for the event. Andy and Donna were probably the only kids in town to actually have their own pony as well. When Donna was aged five, like many children, she loved horses. McCall had a friend in Marin County that owned a Shetland pony who needed a home, so he quickly scooped him up. There was less land developed back then and they had a field adjacent to the property where they lived that was perfect for riding. His name was Pepper and he lived to the ripe old age of 35. McCall still has his saddle and bridle. McCall carried on with his family and clinic, but did not limit his charm and influence there. He formed a musical group dubbed Walt’s Wonders that played nursing homes and entertained audiences for 10 years. By Sally Howe I like Christmas shows so when I heard Tabard Theatre was offering Gift of the Magi and I had a free Sunday afternoon, I quickly called for a ticket. The show was well-attended. (They had had to cancel a show when a close member of one of the cast’s family was hospitalized). O. Henry’s short story is wellknown and I just expected one of those “feel-good” performances. Well, I got more than my money’s worth1 This musical combines two of his stories very skillfully and throws in some laughs that doesn’t eliminate the holiday warmth, but certainly fits very appropriately into today’s world. The entire cast is good, but I have to single out Irene Trapp— she’s one of those people who steps out onto the stage and you instantly “see” her. She has a beautiful voice and tremendous skills and uses them so well. Kevin Cornelius (Roberta Jones Theatre) gives us a talented performance as the newsy “Willy” and he and “Soapy” (Kurt Gravenhorst) have some great scenes together. A new character in Gift of the Magi is Soapy, kind of a homeless harmless street bum. Hats off to Director Diane Milo—you always know she’ll give you a “special” show. Behind a thin curtain I could see Karen and Stephen Adkins and John DiLoreto performing the very pleasant music that accompanies the show. A special treat were the Carolers. Local Campbell Express, December 8, 2010 - page 8 Pilot program What’s left on your plate might be compost By Pat Safford Come January the food you leave on your plate at a local restaurant could be making its way to a giant windrow (row of cut hay or small grain crop)at a composting site near Gilroy. Last Thursday the Board of Directors of the West Valley Solid Waste Management Authority (WVSWMA) gave the nod to the program. The Commercial Food Scrap Collection Program starts January 1 and involves special containers to be placed at participating restaurants and grocery stores. Representatives of West Valley Collection and Recycling began visiting the biggest grocers and restaurants last year to sign them up for the program, according to L. Scott Hobson, executive director of the Authority. “We have more than 100 cubic yards of capacity involved in the pilot project” Hobson explained. Come July 1, 2011 they hope to expand the program. “Our expectation is that customers will continue for the three year contract, then three more for potentially six years,” Hobson said. The food scraps will be collected by West Valley Collection and taken to the Green Team in San Jose. From there they will be trucked south to the Z-Best Composting Facility near Gilroy where it will be placed with other materials into a 350foot long bag that houses all compostable waste. PVC pipes are also in the bags and used to aerate the material. After about four months in the bag the contents are removed, turned and cured before screening. Composted materials are sent monthly to an independent lab to be tested for nutrient value. The push to reduce waste and recycle got a big boost in the 1990s with Assembly Bill 239. This landmark legislation told cities they had to reduce what went into landfills by 50 percent by the year 2000, according to Bill Helms, project director for the Campbell Public Works Department. “We got there,” Helms says of the state edict,” but it was a major struggle.” For the group of restaurants Near Gilroy, giant equipment is used to fill the 350 footlong bags that are then placed in windrows to cure for four months. Chamber announces Biz Expo Campbell Chamber of Commerce has announced their 2011 Shop and Dine Business Expo for Wednesday, February 23 at Villa Ragusa. This highly successful event will be the sixth time the Chamber has sponsored the expo which last year attracted more than 40 local businesses and non-profit groups. Highlights of last year’s expo were the number of special offers given by vendors including samples, raffle prizes, and discounts. Simitian is “Legislator of the year” Lauding the efforts of State Senator Joe Simitian (D-Palo Alto) as an advocate for education, the California School Boards Association has honored him as 2010 “Outstanding Legislator of the Year.” Simitian was acknowledged by CSBA for his continuing efforts to ensure fair and adequate funding for K-12 education; for his legislation to develop a statewide data system that provides accountability and effectiveness in the state’s education system; and for his efforts to ensure that California’s recently enacted Open Enrollment Act works fairly and effectively for students and school districts throughout the state. Simitian’s signature accomplishment in 2010 was passage of his “Kindergarten Readiness Act” (Senate Bill 1381) which was signed into law by Governor Schwarzenegger this fall. The bill requires children to turn five before September 1 in order to begin kindergarten and establishes a new Transitional Kindergarten for “young fives” (i.e., younger five-year-olds with fall birthdays). “Senator Simitian understands the challenges our state’s schools face at the local level, and as a former school board member he knows what it takes to get the job done,” said Cupertino Union School District Board President Jo Lucey. “We commend him for his continuing efforts to ensure adequate school funding and success in the classroom, even with the difficult economy facing the state.” Improving K-12 education has been a priority for Simitian since he was first elected to the Legislature in 2000. Sworn into office were three candidates that had been elected to office following the passage of a resolution declaring the returns and results of the November 2 election. Jeff Cristina, Evan Low, and Rich Waterman each declared their willingness to serve and were seated on the council dais where they were each invited to share their thoughts with the packed audience of community and civic members. Low, who moved from his job as mayor, offered his thanks for the strong support from community, fellow council members, and city staff. Prior to the swearing in portion of the evening, outgoing council members Jane Kennedy and Dan Furtado also shared some reflections on the events that occurred during their tenure in office. Kennedy’s reminisces were primarily of benchmarks, such as the advent of the Light Rail, the founding of SVACA, (the animal control facility), and growth of the Campbell Museum. Local Campbell Express, December 8, 2010 - page 10 Postmaster hangs up his mail bag Campbell is losing a popular leader in the community on December 31 when Campbell Postmaster Joseph (Joe) Cole retires after 37 years of federal service. Cole, who spent three and a half years in the Navy was offered a job with the postal service in San Jose. He took their test and says he “just forgot about the PO” until they called one day. He started in 1979 as a letter carrier and after seven years in that job, took a management job as a supervisor. He went from there to superintendent and then became manager of a San Jose office. During his time in San Jose, he managed several other offices and it was in 1998 that he was promoted to Postmaster of Campbell. Although he was offered additional promotions he decided to stay here. Campbell has been eternally grateful for that decision, as Cole’s management of the Campbell facility meant that this post office was viewed as one of By Sally Howe the most successful operations in the district. Cole’s wife works in a Campbell business so his ties with the community are not being severed. He is hoping to spend some time working on a classic car and doing some traveling. He must have reflected his satisfaction with his chosen career as one of his two grown children continues in the postal world. Area residents, who call themselves the Campbell Village Neighborhood Association, have been vehemently opposed to becoming part of San Jose since they learned that city was planning to annex their 103 acres into San Jose. It was Vice Mayor Judy Chirco, who leaves office at the end of this year, who proposed the Solomon-like solution to the impasse. The City was poised to proceed with the annexation vote while dozens of residents filled the gallery to protest that vote. Chirco made a motion that the annexation of Cambrian 36 go forward but that it not be registered for six months. That time is to allow Campbell and San Jose to meet and discuss several options such as pocket divisions, territory exchanges and service agreements. Those suggestions were contained in a letter from Campbell Mayor Evan Low to Mayor Chuck Reed and Council Members asking San Jose to renew discussions with Campbell regarding the annexation of Cambrian 36. The compromise won the unanimous approval of the 12-member City Council. After the meeting San Jose Planning Director Joseph Horwedel said he is willing to sit down and meet with the City By Pat Safford of Campbell. He is hoping that Campbell “will put forward a proposal for us to consider.” Previously, Campbell Village President Mike Krisman was the first to speak to the Council. He cited an earlier letter from the Local Agency Formation Commission (LAFCO) that referred to the two cities working together on the Cambrian area annexation. He asked the Council to “do the right thing for our community.” As Campbell Village residents trooped to the speaker’s podium with their comments, a common theme was that San Jose and Campbell should resume talks about Cambrian No. 36. As one man told the Council. “San Jose has been here well over 200 years without (the Cambrian) area. Surely it can last for a few more months.” Vice Mayor Chirco and Council Member Pete Constant had very different opinions about the letter from Mayor Low. Chirco called the Mayor’s message a “new offer” and wondered aloud why it had come, “at the eleventh hour of the eleventh hour.” Constant, who also serves on the LAFCO board, took exception to the eleventh hour comment. “I have been delivering a message from Campbell for over a year,” he told the Council. He also said resumed talks “can be a win, win, win situation.” For San Jose, for Campbell and for the residents of Campbell Village. Mayor to Mayor Campbell wants to renew discussions The Mayor of Campbell has sent an olive branch to the Mayor and City Council of San Jose. The issue is the annexation of Cambrian 36 and the object is to bring this city’s giant neighbor back to the table to discuss the unincorporated area just southeast of Campbell. In a letter dated December 1, Mayor Evan Low tells San Jose Mayor Chuck Reed and Council Members that Campbell wants to explore new alternatives and options with San Jose including pocket divisions, territory exchanges and service agreements. “As the annexation process has progressed,” Low’s letter states, “Campbell has become aware of several San Jose concerns that had not been addressed in previous discussions.” The disconnect between Campbell officials and San Jose staff became apparent earlier this year when San Jose began community meetings to tell Cambrian-area residents about the pocket annexation program. Under this program, areas of less than 150 acres can be annexed in a streamlined process that bypasses typical annexation procedures. The Cambrian area in question contains 103 gross acres. That area, that has renamed itself Campbell Village, is not buying the pocket process. They want to be part of Campbell, if they have to be part of any city at all. First, their zip code is 95008 (Campbell) and residents identify with the Orchard City, as they have for the past four or five decades, they say. At the community meeting in October, Planning Director James Horwedel told community members that San Jose was waiting for Campbell to come up with proposals to trade Campbell areas for San Jose. That was news to Campbell officials, who thought talks were going well until January of 2010 when they learned Vice Mayor Judy Chirco, who represents the surrounding West San Jose area, was now committed to going forward with annexing the area to San Jose. Campbell wants to renew talks with San Jose regarding Cambrian 36, Mayor Low wrote. “We believe that given the time, the two Cities can come to a mutually agreeable and beneficial solution regarding the annexation of Cambrian 36,” Low concluded. Water board slammed New director sees water Spending district reform coming and ethics abuses over the years cited By Pat Safford Linda LeZotte has plans for major reform as a new director of the Santa Clara Valley Water District. She represents District 4 which includes parts of west San Jose and all of the City of Campbell. She joins two other reform-minded directors, Don Gage (District 1) and Brian Schmidt (District 7), who won posts on the water district Board of Directors in the November 2 election. A fourth director, Joe Judge, is expected to join the three new members to form a new majority in many of the votes for change. Reelected to the Board was Tony Estremera, a former at-large director, who now represents District 6. LeZotte (pronounced La Zot) was an eight-year member of the San Jose City Council representing District 1, the west San Jose area. She was known as a strong advocate for her district. The attorney, who specializes in environmental and municipal law, was sworn in last week and will take her place on the Board at the December 14 meeting at the district headquarters in San Jose. “I want to assure the people that I represent the entire city of Campbell,” LeZotte declared. She plans to introduce herself to the City Council early next year. She wants city leaders to know if they need any help with water district matters, “I’m available.” One of LeZotte’s first proposals is to rescind the five per cent pay raise the water board gave themselves in October. Directors were receiving $260 per meeting up to a maximum of 10 meetings a month. The new meeting rate is $273. A tougher conflict-of-interest policy is also needed. The most recent county Civil Grand Jury report raised conflict-of-interest issues about Director Richard Santos, of Division 3. He is a strong advocate for Alviso, a city where he has considerable business and property interests. LeZotte is one vote Santos is not likely to get on future funding for Alviso. “I’m opposed to water district spending more money unless it relates to flood control, clean creeks or the delivery of water,” she declared. In her four year term LeZotte has several goals. She wants to: •“Gain a complete understanding of the status of our dams.” The district owns ten dams plus one reservoir (Rinconada). The dams were built in the 1930s and 1940s and the pipelines in the 1940s and 1950s, she said. The district should start looking at them one by one. •An asset audit. “What do we own?” What is the status of the assets and what are their needs? •Procurement practices. “We want to make sure there are no conflicts in bidding and in awarding of contracts so the taxpayers are getting the best value for their money,” LeZotte said. One reform new directors won’t have to tackle is the proposal to limit the chairmanship of the board to those with four years experience or more. This would have effectively eliminated any of the three new directors from the post. That notion proposed by two directors on October 29, got such a critical back lash that they both backed away from it at the next meeting. But the new directors will still have plenty to keep them busy next Friday, starting with taking another look at the latest pay raise. The Santa Clara Valley Water District Board of Directors has come under fire for years. The 2008-2009 county Civil Grand Jury Report devoted 18 pages, with several attachments, to examining the shortcomings of the Board. One conclusion: “There have been reports since 2000, including two comprehensive audits, a budget review, statewide reports on water districts, and proposed legislation, as well as two grand jury investigations, which all point out the spending and ethics abuses by the District over many years.” The District, which covers the county’s 1,300 square miles and serves 15 cities and 1.7 million residents, is highly regulated by the government agencies in its operations. Water quality and environmental impact reviews are scrutinized. But the Board of Directors is another story. The Board is solely responsible for the financial management, including capital programs, water rates and pump taxes. The only review of the District’s budget and spending is the District’s own Board of Directors. Former State Assembly Member Joe Coto (23rd District) wrote some reforms into law. Assembly Bill 466, passed in 2009, included eleven policy statements, adopted by the Board in February of 2009. It also set up the current Board with seven members, representing different geographic areas. Provisions include: •Directors shall not revise draft staff reports without full disclosure; •Staff memos are to be made available to the public a minimum of 10 days prior to being heard by the Board; •Directors shall refrain from any involvement or interference with the bidding or RFP process. •All travel by individual directors shall be approved by the entire board of directors; •Directors shall be exempt from seeking employment with the District for one year following completion of their service. The last policy was based on the fact that earlier, a director obtained employment with the District and then resigned from the Board. At the time the grand jury report was written term limits were also suggested. The report noted the average tenure on the Board was 15 years with the longest Director having served 29 years. Voters took care of that issue at the polls in November. Directors are now limited to three consecutive four year terms or 12 years maximum.
