Country of employment
Wherever you are employed at Lugera, you always have your guaranteed net hourly
salary!
You are preferably employed in Poland, Slovakia or Romania if you are from those
respective countries. But, it happens that for example our Polish temporary staff is
employed in Slovakia. This is because in Slovakia Lugera is NEN 4400-2 and VCA
certified and many clients in The Netherlands can only work with agencies having
these certifications.
At Lugera you will be employed in Poland, Slovakia, Romania or The Netherlands
depending on the requirements of the client and the most practical solution
You are Polish or Romanian and you are employed at Lugera in Slovakia
In this case, if you are Polish or Romanian, and you will have a labor contract with
Lugera in Slovakia, at the first month of employment it can happen that you will
have both a Dutch labor contract (with Lugera in The Netherlands) and a Slovak
labor contract with Lugera in Slovakia. The second month of employment you will
only have a Slovak labor contract. So you are employed in SK and you are working at
one of our clients in The Netherlands. We call this A1 Payrolling.
Why employed in Poland, Romania or Slovakia and working in The Netherlands?
One of the achievements of the EU is the free movement of people and goods. Every
person from the EU can work and live in every country of its choice. You can have
the Polish nationality, be employed in Slovakia and work in The Netherlands. This
way of employment and detachment has many advantages:
 You will have more benefits and earn more at Lugera than if you would be
working at a Dutch temporary staffing agency,
 The Dutch state receives wage tax for you but does not have to provide the
A1 temporary staff with social benefits in The Netherlands, which is a
substantial saving for The Netherlands: only income and no expenses,
 The Governments of Poland, Romania and Slovakia benefit greatly from the
transferred earnings from the temporary staff send back to the home
country: the positive effect on the trade balances of the home countries is
enormous.
A1 Payrolling is highly beneficiary for the temporary staff, the client and the
respective governments

Job mediation companies
A guaranteed net hourly rate
The recruitment of our temporary staff we mainly do ourselves but we also work
with other staffing or mediation agencies. Some of these agencies supply job
mediation services to job seekers and they charge a fee to you when they can
successfully find you a job. Usually you pay that agency a down payment and the
rest of their commission is being deducted from your first salary payment.
It also happens that you do not have to pay the mediation company. This is the case
when Lugera pays the agency for every successful introduced candidate.
As you are employed in, for example, Slovakia and you work in The Netherlands we
pay your social contributions in Slovakia and your wage tax in The Netherlands.
Because we operate in two different tax systems we ensure you a guaranteed net
hourly rate which you always receive after all the deductions made from your salary.
This way you always know what you earn. Your gross salary is always minimally at
the level of the obligatory salary levels in The Netherlands.
Lugera cooperates with job mediation companies. Please ask us which our official
partners are
Lugera guarantees you a net hourly income. The money you receive after all and any
deductions from your gross salary. In the end this is more than you can earn at other
agencies
Before paying mediation companies please check first
Lugera and its staff will never ask you money for mediation or for accepting a job at
Lugera. If somebody offers you jobs at Lugera and asks you money for this, please do
check first at Lugera if this is an official partner from Lugera. Sometimes it happens
people try to ask a monthly fee from you for getting or staying in the job at Lugera.
Please report this immediately to us as this is not acceptable at all and we will take
immediate measurements for your protection.
Check with Lugera if the job mediation company is an official partner of Lugera
before you pay any money

Your salary consists of three parts
You receive in the country of employment a basic salary which is applicable for work
in that country. The second part of your salary is the part for being detached in The
Netherlands. The third part of your salary is paid in kind and is for covering travelling
and housing expenses. In The Netherlands we pay your wage tax and in the home
country we pay social contributions and company contributions.
Your entire income & benefits consists of, amongst others:
 Basic salary in the country of employment,
 Salary for working abroad in The Netherlands,
 Surplus wage tax paid by Lugera and returned to you by the NL tax
authorities (extra benefit),
 Monthly food package (extra benefit),
 Extra travel and accident insurance (extra benefit),
 Housing
 Extra housing facilities (extra benefit),
 International travelling costs twice € 80,- (extra benefit),
 Job-mate support, 24/7 service line, translation services etc.
 Home-work travelling,
 Holiday allowance,
 Holidays
Both money and services provided in kind are being taxed in The Netherlands. The
total of all these items are always at least the height of the Gross Dutch Minimum
Legal Salary (WML) or at least at the CAO (Collective Labor Agreement) level.
Because you work in one country and you are employed in another country it is
difficult to give you a gross salary. That is why at Lugera we guarantee you a fixed
net agreed upon hourly salary after all and any deductions.
Example. If your hourly net minimum salary is € 5.75 and you have worked in one
month 167 hours you will earn net € 960.25. € 33.77 of this amount is reserved for
extra holiday money. You will receive this money when you take a holiday. Net paid
on your bank account is € 926.48 (€ 960.25 -/- € 33.77) or € 5.55 per hour. The € 0.20
is your extra holiday money. Compared to employment at a Dutch staffing agency
your net spendable income is higher at Lugera. Besides this net salary (which
includes all holiday’s and allowances), you have housing, travelling expenses, extra
insurance, food packages, international travelling allowance, extra housing facilities
and job-mate support.
At Lugera your net spendable income is higher compared to the temporary staffing
agencies in The Netherlands compared to the same job at the same client

Lugera pays your wage taxes but the annual Dutch tax refund is for you
Further, as we pay your wage tax in The Netherlands at the end of the year you can
apply at the Dutch Tax Authority for a refund of taxes which in most cases will mean
that you receive taxes back. Lugera can file this tax return on your behalf. We charge
€ 100, - for this. You can also ask any other accountant to do this for you. This is
entirely up to you. Lugera always provides you with your end-of-year or end-ofemployment income statement (at no charge).
At Lugera we pay your wage tax for you but you receive the surplus on your bank
account which is an extra financial benefit for you
advances if you are short of cash. The money will be transferred on the bank account
you have given us. If you want your salary to be paid on somebody else’s bank
account we need a written order from you to do so. For Romanian temporary staff
the basic Romanian salary must be paid on a Romanian bank account in RON. The
salary component for working in The Netherlands can be paid on an account in any
other country and also in EURO. Make sure you have a bank account and a debit
card so you can withdraw money when in the Netherlands. Lugera does not provide
loans.
Salary payments are done before the 15th of the next month and you can ask for
advances or weekly payments
Worked hours and overtime allowances
Your monthly food basket
Please always register your own worked hours so that you can check this with the
information on your payslip. We receive the worked hours from the company where
you work and mistakes can be made by the company, by the payroll accountant, by
the data operators. In case of a difference or in case of doubt: please tell us
immediately! Please mind that the time for breaks for coffee and lunch are not paid
and are not part of the worked hours.
The Dutch legislation for overtime allowances is applicable. In The Netherlands there
are many different ways of paying overtime. Usually overtime starts after 45 worked
hours per week. Please ask the Lugera team how it is in your situation.
Everybody receives a monthly food basket after having worked a full month. So this
is usually the second month of work in The Netherlands. The food basket is delivered
at your house. On the delivery note you can check what should be delivered and if
something is missing please do contact us. If you have suggestions for the contents
please do notify us and we will try to accommodate your wishes, but please be
aware that many people receive the baskets having many different preferences. We
do not include meat or fish in the baskets due to short expiration dates. The baskets
cannot be changed for money or vouchers.
Everybody at Lugera receives a monthly food basket
Always keep track of your worked hours per week.
Salary payments
We pay your salary the next month before the 15th of that month. You can apply for

Your monthly salary slips
You will have an A1 document proving that your social contributions are paid in the
country of employment and not have to be paid in The Netherlands
You receive from us a salary slip from the country you are employed in and a salary
slip in The Netherlands. Please contact our Lugera team if you have received your
salary but not your salary slips. If you have finished working at Lugera please do ask,
if not received automatically, the closing statements for your entire working period.
You can also ask Lugera to file for you an end-of-year tax declaration as you often
will get taxes back from the Dutch tax authorities. We charge you € 100,- for this.
You can also ask any Dutch payroll accountant to do this for you. Some companies
are cheaper.
You receive every month a Dutch salary slip and one from the country in which you
are employed (PL-RO-SK)
Employment or A1 Payrolling
Once you are fully employed in PL-RO-SK you will receive from Lugera a copy of your
A1 document. This A1 document is proof that you are insured in the country of
employment and that all your social contributions are paid in that country. This is
proof that you (and Lugera) do not have to pay your social contributions in The
Netherlands. Your wage tax is paid in The Netherlands. And because you work in The
Netherlands you do not have to pay wage tax in the country of employment.
You can maximally work 24 months on A1 Payrolling
You can work on an A1 document in The Netherlands for maximally 24 months. If
you want to work again in The Netherlands on A1 Payrolling after these 24 months
you should wait for 2 months. You are not allowed to have in the same time a labor
contract in The Netherlands with another company. If this is the case you have to
inform us because than you have to pay all your social contributions in The
Netherlands.
So A1 Payrolling means that you are employed in one country (PL-RO-SK) and you
work in a second country (The Netherlands). We pay your taxes in The Netherlands
and your social contributions in the country of employment (PL-RO-SK).
You can maximally work 24 months on an A1 document and your taxes are being
paid in The Netherlands
On A1 Payrolling you cannot have a Dutch labor contract at the same time
If you are employed in PL/SK/RO and you are working for a client of Lugera in The
Netherlands through A1 Payrolling you cannot work for another company in The
Netherlands. If you will do this you will have to pay all your social contributions in
The Netherlands. This means that we have to make considerable extra deductions
from your salary. Always announce us first if you plan to do so.
If you are on A1 Payrolling you cannot have another labor contract with a Dutch
company

dentist yourself. This is very expensive in The Netherlands and we advise you to go
to the dentist in your home country before you come to NL.
Inform your family, friends or relatives that you go for work in NL and give them our
contact details and give Lugera their contact details in case of emergencies.
You need to have a bank account. You can have this in your own country and we
need your IBAN for us to be able to transfer your salary. You can also open a bank
account in The Netherlands but this is sometimes difficult to obtain.
Before travelling to The Netherlands, go to the dentist. Make sure you have a bank
account with a debit card
What to take with you
Make sure you have proper clothing. It rains a lot and it often blows in Holland. If
your job needs special clothing or shoes please take them with you. For matters of
hygiene take with you your own bath- and bed linen and enough underwear, shirts,
soap, deodorant, rain clothes etc. Bring ready-made food with you for a couple of
days as you may not have the time or the possibility to buy or prepare food. Always
have your valid ID with you. Make sure that you have a bank card so that you can
draw money from an ATM.
Bring with you good clothing and always your valid ID or passport
Arriving in The Netherlands.

this is not agreed.

In general you are living in a house with several persons. It is important to respect

actively contribute to this. Please respect somebody else’s property, food and drinks
in the refrigerator, personal belongings etc.
Please keep the house a clean and safe place and respect everybody’s privacy

Electricity & Heating
Cars and transportation
Energy is expensive in NL. Please be as economical with the heating and electricity as
at home. If you and the other residents will consume more than normal the surplus
will be charged to you.
Turn off the heating during day time, switch of the lights if nobody is in the room; do
not put the refrigerators on their maximum, etc.
If you live next to your work or at walking distance we will not arrange
transportation for you. In case you live in cycling distance we arrange a bicycle for
you (max 30 minutes travel). We ask you a deposit for the bicycle which you receive
back when you give us the bicycle back in good order.
In case you live further away we arrange for you a pick-up service which collects you
at home and at work at a specific time. Sometimes we arrange cars which you can
use to drive to work and home.
Use electricity and heating in a responsible and economical manner
Physical and psychological harassment at home or at work
As you live with many persons in one house it is of major importance that any
harassment, both of physical or psychological nature, is being reported. When
applicable this may be immediately reported to the police and it may result in
immediate resignation. Any act of aggression towards another person in the house
or at work leads to immediate resignation.
Any harassment and acts of aggression may lead to resignation and police filing
Neighbors
Please have consideration for your co-residents as well as the neighbors. In NL it is
forbidden to make noise disturbance between 22.00 and 08.00, also in the
weekends. Honking is forbidden as well and the police can give penalties.
Disturbance can lead to immediate resignation.
Silence between 22.00 and 08.00 is obligatory

In case you have a car from Lugera you will have to sign a document for being
responsible for that car. Further:
 There should be an emergency kit and a hammer to break the windows,
a fire extinguisher and a spare tier,
 Make sure that the car is always in a proper state,
 Keep the car clean from the inside and outside,
 Report malfunctions immediately and do not drive the car in case of any
alarm signal,
 You can only drive the car for work-home travelling. If you use the car
for private driving we have to pay taxes on your behalf to the tax
authority. These taxes will be settled with your salary.
 Speed, parking and other penalties are always at your own expense and
will be paid by us to the police and deducted from your net salary
payment. In NL there are many hidden speed controls and with wrong
parking you will often get a parking ticket. Control in NL is much higher
than you are used to in your own country. The tickets are also much
higher. For speeding 54 instead of 50 the minimum penalty is around €
57,-.
 In case we pay your petrol you will receive from us a tank-card. You can
tank petrol with this card and the surplus of tanked petrol we settle with
your salary payment. The amount of petrol you need for home-work
driving is precisely calculated and any petrol consumed for other
destinations will be charged back to you.
 It is not allowed to use the car for private purposes. In NL you have to
pay taxes in case you use a company car for private use.
 When you have an accident please immediately contact one of the
Lugera team members.
 If you do not return the car on the date and time as agreed we will
immediately declare the car stolen at the police.

If you drive your own car in NL and you know you will be working for a
longer period in the Netherlands you have to pay taxes over your car in
NL. This is very expensive. You can drive with your car to NL and back
home, but if you want to drive during your stay the police can stop you
and charge you additional taxes.
Home-work commuting is arranged by Lugera unless work is at walking distance
At work
Every company has its own style and rules. What you will always find is that the
company wants you to work very hard. They all have their standards of minimum
output and if you do not reach the productivity which is the minimum standard you
will be sent back by them the very first week. If you are not prepared to work every
working hour very hard it is better that you do not start working in The Netherlands.
Clients expect you to work hard according the expected production standards

Start of work
Harassment and discrimination by (Dutch) colleagues
Always be on time. If you have to start at 09.00 it means that at 09.00 you start
executing your job, not that you enter the building. At 09.00 (or any other starting
time) you are usually expected to be at the production line working.
Nobody is allowed to harass or discriminate you in any way, nor physical nor
psychological. Please report incidents immediately and you can rely upon us that we
will totally support you and help you in case of any incident.
Be in time at work so you can start your work at the agreed upon starting time
Please report incidents of harassment immediately
Personal Protection Equipment (PPE)
Identification
At some clients of Lugera you have to wear PPE’s. In many cases the company
provides them but you have to pay for them (like shoes and clothing). We charge
you these costs and deduct them from your first salary payment. It may be that
when you return the PPE’s you will receive the money back. Lugera will inform you
up-front when this will occur.
It may occur that Personal Protection Equipment will be charged to you
Dutch mentality and way of communication
Dutch people may be very direct in their feedback and opinions. You could easily
think of them being very rude and you might think they are on purpose insulting
you. Often they are not. They are just used to communicate with each other in this
way and therefor also with you. They also like to make practical jokes with each
other. So be prepared that they will try some jokes also on you.
In NL you must always have a valid ID or passport with you for identification. Please
make sure you have it all the time with you.
Pension
If you have worked in your life less than 1 year in another country the PL-RO-SK
Pension Institution will pay your pension. If you have worked in your life more than
one year in different countries the pension houses of every country will pay your
pensions separately to you. Safe the important documents as you might need them
when you apply for your pension.
No matter where you are employed, your pensions will be paid in your home
country
Dutch people will appreciate if you tell them what you think of certain working
procedures and if you have improvements they will be happy to hear your ideas.
Dutch people communicate in a very direct manner. They are not trying to insult you

Insurance
Appointment with the Doctor, Dentist, prescription of medicines
You are insured for social benefits in the country of employment (PL-RO-SK). This
insurance is based on the social contributions you pay. The insurance includes health
insurance. We have also concluded for you an extra travel and accident insurance. In
some cases this is a collective insurance and you do not receive an insurance card. In
this case if you go to a doctor we will give you the general Lugera Insurance Card. In
other cases you will receive from us your personal insurance card. When the
insurance company does not have the card ready the moment you travel to NL we
will give you the card later on. But also without the card you are insured.
We help you with making an appointment with the doctor and if needed we will go
with you. We advise you to go to the dentist in your own country before you come
to NL because dentists in NL are very expensive and you are not insured for these
costs.
Doctors in NL do not prescribe medicines that quickly or that much. At least not so
much as you are used to in your own country. Certainly when having the flu or a cold
a doctor’s visit will be waste of time. Also doctors in NL will not tell you how long you
can stay at home. In NL you go to work the moment you feel you can work again.
Your social insurance is in the country where you are employed. Lugera has an extra
travel and accident insurance for you as well
Doctor’s in The Netherlands prescribe much less medicines than you are used to
Reporting sick
Doctor or hospital
If you have to go to the doctor or the hospital please tell us as soon as possible as we
can give you the insurance details. In some cases hospitals and doctors want you to
pay the bill on spot. You can do so but make sure that you take the bill with you. You
can give us this bill, we will pay it on your account and we will collect for you the
money from the insurance company.
If you will have to stay for a longer period in the hospital you can ask your partner or
anybody else to come over to NL. Lugera will pay for this person the housing so he or
she can be daily on your side.
When you are sick and cannot come to work please do communicate this
immediately to the Lugera Team (telephone, sms, e-mail, etc.) and not later than 60
minutes before the start of the job. In case you do not show up at work without any
message we will have to charge you € 50, - for the costs we have to make to check
where you are, to go to the house etc.
Report absenteeism the moment you know and at least 60 minutes before you have
to start working
Whenever you go to the doctor or hospital inform us so we can assist you. Our
insurance pays the bills, and in case the hospital/doctor needs cash please ask the
bill and we pay it back to you

Holiday
Please communicate when you would like to go on holiday as soon as you know this
and minimally two weeks before your planned leave. The client and you need to
mutually agree. For every month of work you have approximately 1.8 holidays.
Communicate your planned holiday in advance and you have around 1.8 holidays
per month

also the last day before you go home.

Reasons for immediate resignation
Being employed at Lugera means that both Lugera as you will have to meet our
mutual agreements and that we treat each other and our colleagues and clients in a
respectful and reliable manner. It however happened in the past that several of our
temporary staff violated normal social standards which are a reason for immediate
resignation and in which, if relevant, the costs are settled with the persons salary
payments:
