Ridgefield Wastewater Treatment Plant SEPA Review Relating to the
2015 General Permit for Biosolids Management
Introduction. The Ridgefield Wastewater Treatment Plant (RFWTP) is in the process of applying
for coverage under the new 2015 General Permit for Biosolids Management (GPBM) issued by
the Department of Ecology (Ecology) effective September 4, 2015. This application is being
submitted in order to continue the current biosolids management program for the RFWTP, a
facility owned by the Discovery Clean Water Alliance as of January 1, 2015.
Biosolids Management Program. At the present time, the RFWTP generates approximately 80
dry tons of waste activated sludge annually that is stored on site in concrete basins and then
transported to the Salmon Creek Wastewater Treatment Plant (SCWTP) for processing, storage,
transportation and land application.
Requirement for SEPA Review. In accordance with Ecology’s application instructions, the act of
applying for coverage under this permit triggers a requirement for review under the State
Environmental Policy Act (SEPA) Chapter 197-11 WAC.
SEPA Review. The previous SEPA environmental review submitted to the Department of Ecology
in November 2010 was examined. This review was based on the 2007 update of the City of
Ridgefield’s General Sewer and Facilities Plan (Plan). This same environmental review was also
included in the previous 2010 Application for Coverage under the GPBM for this facility. The Plan
anticipated four phases of expansion over a 20-year planning period. Phase 1 of the Plan has
been constructed, bringing the facility to its current permitted flow capacity of 0.7 million gallons
per day (MGD). This is the most recent plant expansion that provided both the environmental
review and the biosolids management facilities in operation today. In addition, the 2010
affidavit for public notice was also reviewed to confirm that statements consistent with the
current biosolids management plan were provided as part of the public notice process.
Conclusion. This SEPA review indicates that the current biosolids management program was
adequately depicted and reviewed in a previous SEPA process, and it is still valid. Therefore,
there is no need to complete additional review as part of the process of applying for
coverage under the new General Permit for Biosolids Management.

Management. Tribeca Transport LLC hauls waste activated sludge regularly from the Discovery Clean
Water Alliance’s Ridgefield Wastewater Treatment Plant at 109 West Division Street, Ridgefield WA
98642 to the Discovery Clean Water Alliance’s Salmon Creek Wastewater Treatment Plant at 15100 NW
McCann Road, Vancouver WA 98668.

Tribeca Transport utilizes the following route to transport the waste activated sludge:

Spill Prevention Measures
To minimize the possibility of spills, Tribeca Transport LLC has implemented the following measures:
•
All Vehicles are regularly inspected and serviced.
•
Drivers follow posted speed limit and only travel at speeds appropriate for current road
conditions.
•
Vehicles are inspected daily to ensure there are no leaks.
•
Drivers are properly trained and understand how to transfer product to and from the tanker
without spilling product.
•
Drivers are given current weather and road conditions from our dispatcher during inclement
weather.
Equipment To Address A Spill
In order to be able to promptly and properly respond to a spill, Tribeca Transport equips all tanker
vehicles with the following:
•
A copy of the most current Spill Prevention/Response Plan.
•
A cell phone
•
Gloves and boots
•
Hazard flares
•
Reflective traffic triangles
•
Shovel
•
Spill Response kits
Spill Response Measures
In the event of a spill, the following measures may occur:
•
Safely exit roadway if possible.
•
Place reflective traffic cones along roadway leading up to the spill.
•
If the spill has or could result in an emergency situation: dial 911.
•
If the spill is large, contact the Department of Ecology’s Spill Response Team.
•
All spills large or small must be reported to the Environmental Director at Tribeca Transport.
•
The Environmental Director will work with the driver and dispatcher to ensure the proper
equipment and personnel are sent to the scene of the spill if needed.
•
If the spill is on a state or interstate roadway and may obstruct traffic for an extended period,
contact the appropriate Washington State Department of Transportation regional office.
•
If the spill is small, use a shovel and kitty litter to scoop up the biosolids.
•
Contact the Biosolids Coordinator at the Department of Ecology’s Southwest Regional Office as
soon as possible, but not more than 24 hours following the spill. Unless waived by Ecology,
submit a written explanation of the spill within 5 days. The written explanation must include the
following.
o
A description of the spill and its cause.
o
The exact date and time of the spill, and, if it has not been cleaned-up, the anticipated
time when cleanup will occur.
o
Steps taken or planned to reduce, eliminate, and prevent reoccurrence of spills.
•
Contact the appropriate staff at the local health department if there is a potential health risk.
•
If the spill may have affected natural resources other than fish or wildlife, contact the
Department of Natural Resources regional office.
•
If the spill may have affected fish or wildlife, contact the Department of Fish and Wildlife
regional office.

equipment for the construction of Project Name: 2015 Sludge Haul in& Project

"Exhibit B" and/or plans and specifications for the amount bid, which are by this
reference incorporated herein and made a part hereof, and shall perform any
alterations in or additions to the work provided under this contract and every part
thereof.
The Contractor shall provide and bear the expense of all equipment, work and
labor of any sort whatsoever that may be required for the transfer of materials and
for constructing and completing the work provided for in these Contract
Documents except those items mentioned therein to be furnished by the City of
Ridgefield.
II.
The period of work is twelve ( 12) months beginning July 1, 2015 and
ending June 30, 2015.
The City of Ridgefield reserves the right to extend the contract resulting from this
bid for up to two separate periods of four (4) one-year periods each for a total
extension of four (4) years, with the same tenns and conditions, by service of a
written notice of the intention to do so sixty (60) days prior to the contract
termination date.
III.
The City of Ridgefield, Washington, hereby promises and agrees with the
Contractor to retain the Contractor to provide the materials and to perform the
above~described work and to complete and finish the same according to the
attached plans and specifications and the tenns and conditions herein contained
and hereby contracts to pay for the same according to the attached specifications
and the schedule of prices bid and hereto attached, at the time and in the manner
and upon the conditions provided for in this contract.
IV.
The Contractor for himself/herself, and for his/her heirs, executors,
administrators, successors, and assigns, does hereby agree to the full performance
of all the covenants contained herein.
V.
It is further provided that no liability shall attach to the City of Ridgefield,
Washington, by reason of entering into this contract, except as expressly provided
herein.
VI.

the Consultant, for itself, its assignees, and successors in interest agrees to

CONDITIONS:
1.
Truck loading hours are from 8:00AM to 12:00 PM (Monday through Friday). All
trucks must be completely unloaded at the Salmon Creek WWTP by 1:00 PM.
There may be some circumstances that require extended hours.
2.
Trucks must arrive at the City's \MNTP empty, with the interior of the hauling
container clean and in a satisfactory condition to legally haul sludge. City Staff
may inspect the inside of the tank prior to truck being loaded. The City has the
right to reject the tanker at no cost to the City if there is more than a residual of
sludge in the tank prior to loading.
3.
Loading and unloading time is dependent on vendor's truck size and pumping
capacity.
4.
The vendor will be responsible for any fines or other costs incurred which result
from excess weight of load.
5.
Hauling days and times will be scheduled after award of contract is given and will
be based on vendor's truck capacity, City needs, and capacity at the Salmon
Creek WWTP. Based on past experience, the City anticipates a typical week of
hauling will include three (3) loads of sludge at approx imately 5,000 gallons per
load. Loads w ill typically be required to be spaced evenly throughout a week
(e.g. three loads per week would be delivered on Monday, Wednesday, and
Friday). As discussed above, the number of trips is not guaranteed and may be
more or less than the bid quantity depending on City of Ridgefield needs and the
processing availability at the Salmon Creek WWTP.
6.
All trucks must remain in "Good Vehicle Condition" and have an acceptable
maintenance record. The City of Ridgefield reserves the right to require
inspections of trucks and equipment. These inspections are typically done by a
Clark County Road Deputy at the truck scales located on 1-5 in the Ridgefield
area, but may occur at any location.
"Good Vehicle Condition" means the truck and containers/boxes are free of major
defects, have no major mechanical problems, paint and body have minor (if any)
blemishes or rust, tires have substantial tread left, there are no fluid leaks (with
the exception of condensate from air conditioning systems), and the veh icle does
not have a branded title (i.e. salvage, flood , etc.). Frames that have been altered
or repaired more than three times for major defects will be considered a major
defect in-and-of itself and the City reserves the right to accept or reject the
vehicle based on said condition. Vehicles and all relevan t equipment shall
basically appear and properly function in a new-from-factory condition for the
intents and purposes of the specification.
7.
All trucks must be equipped with appropriate valves , safety locks and other
mechanisms to prevent spillage and/or leakage. The City reserves the right to
inspect all trucks prior to loading and may reject unsatisfactory equipment and
vehicles.
13.
All trucks must be equipped with appropriate equipment to be able to load at the
City's WWTP and unload at the Salmon Creek WWTP without comprom ising
routine operations or needing special assistance from staff at either WWTP.
9.
Vendor must guarantee that trucks will be available to haul a min imum of 75,000
gallons per month.
10.
Hauling is subject to weather conditions. Loading of trucks will be discontinued in
the event of inclement weather that may cause unsafe hauling conditions.
11.
Haulers are expected to comply with all safety and traffic regulations. Failure to
meet this criterion will be grounds for immediate dismissal. Equipment may not
be utilized until it meets regulatory requirements . If the noncompliance was due
to driver oversight, driver may be permanently prohibited from performing any
further work at the discretion of the City of Ridgefield. If either of the
aforementioned occurs, the vendor must provide replacement equipment or
personnel prior to additional hauling.
12.
All trucks used to haul must have a current Spill Prevention and Response plan
that is specific to hauling between the City's WWTP and the Salmon Creek
WWTP. The Spill Prevention and Response Plan must be submitted and
reviewed and approved by the City prior to hauling the first load of sludge.
13.
If there is spillage of sludge due to mechanical failure or driver fault, then vendor
is responsible for any and all fines and clean up costs incurred by the City of
Ridgefield. The driver is responsible for immediately notifying the City of
Ridgefield and other primary contacts in the event that a spi ll occurs, regardless
of the amount of spillage.
14.
Another vendor may be temporarily or permanently chosen at the discretion of
the City of Ridgefield to fulfill or supplement the specifications herein. In the
event of a breach of terms herein by thf:l vendor, the vendor may be dismissed at
the discretion of the City of Ridgefield for up to the duration of this awarded bid ,
respectively rendering this awarded bid partially, temporarily, or totally ineffective.
Vendor must subm it cost adjustment requests at least one month, but not more than two
months, prior to the six-month anniversary of the contract award date to be eligible for
fuel cost adjustments. Adjustments to labor and other costs will not be accepted at the
six-month anniversary.
All changes or cost adjustments must be filed with, verified by, and approved by Clark
County Department of General Services.
The City of Ridgefield reserves the right to reject any and all bids, to waive any
informality in the bids, or to accept other than low bid if it appears to be in the best
interest of the City.
EXTENSIONS:
The City of Ridgefield reserves the right to extend the contract resulting from this bid for
a period of four (4), one-year periods, with the same terms and conditions, by service of
a written notice of its intention to do so prior to the contract termination date.
MOTOR VEHICLE INSURANCE:
Prior to awarding the contract, in addition to the City's standard contracting documents the
vendor selected must also provide a copy of the general casualty and motor vehicle
insurance instruments or certification of the same from the insurance issuing agency
with a minimum of $1,000,000 per occurrence. The insurance instrument will show the
coverage period and amount of coverage. Coverage shall include owned vehicle, nonowned vehicle and pollution coverage. The policy shall be endorsed to state that
coverage will not be suspended, voided, canceled, reduced in coverage or in limits
without a 30 day written notice by certified mail (return receipt requested) to the City.
PERMITTING:
Vendor shall be responsible for all required permits.
E-VERIFY
Effective November 1, 2010, to be considered responsive to any formal City of
Ridgefield Bid/RFP or Small Works Quote, all vendors shall submit before, include with
their response or within 24 hours after submittal, a recent copy of their E-Verify MOU or
proof of pending enrollment. The awarded contractor shall be responsible to provide the
City of Ridgefield with the same E-Verify enrollment documentation for each subcontractor ($25,000 or more) within thirty days after the subcontractor starts work .
Contractors and sub-contractors shall provide a report(s) showing status of new
employee's hired after the date of the MOU . The status report shall be directed to the
county department project manager at the end of the contract, or annually, which ever

TITLE VI ASSURANCES
During the perfonnance of this AGREEMENT, the CONSULTANT, for itself, its
assignees, and successors in interest agree as follows:
1. Compliance with Regulations:
The CONSULTANT shall comply with the
Regulations relative to non-discrimination in federally assisted programs of the
AGENCY, Title 49, Code of Federal Regulations, Part 21, as they may be
amended from time to time (hereinafter referred to as the "REGULATIONS"),
which are herein incorporated by reference and made a part of this
AGREEMENT.
2. Non-discrimination: The CONSULTANT, with regard to the work perfonned
during the AGREEMENT, shall not discriminate on the grounds of race, color,
sex, or national origin in the selection and retention of sub-consultants, including
procurement of materials and leases of equipment. The CONSULTANT shall not
participate either directly or indirectly in the discrimination prohibited by Section
21.5 of the REGULATIONS, including employment practices when the
AGREEMENT covers a program set forth in Appendix B of the
REGULATIONS.
3. Solicitations for Sub-consultants, Including Procurement of Materials and
Equipment: In all solicitations either by competitive bidding or negotiations
made by the CONSULTANT for work to be performed under a sub-contract,
including procurement of mate1ials or leases of equipment, each potential subconsultant or supplier shall be notified by the CONSULTANT of the
CONSULTANT's
obligations
under this
AGREEMENT
and
the
REGULATIONS relative to non-discrimination of the grounds ofrace, color, sex,
or national origin.
4. Information and Report: The CONSULTANT shall provide all information and
reports required by the REGULATIONS or directives issued pursuant thereto, and
shall permit access to its books, records, accounts, other sources of information,
and its facilities as may be detennined by AGENCY, STATE or the Federal
Highway Administration (FHWA) to be pertinent to ascertain compliance with
such REGULATIONS, orders and instructions. Where any information required
of a CONSULTANT is in the exclusive possession of another who fails or refuses
to furnish this information, the CONSULTANT shall so certify to the AGENCY,
STATE or FHW A as appropriate, and shall set forth what efforts it has made to
obtain the infonnation.
5. Sanctions for Non-compliance: In the event of the CONSULTANT's noncompliance with the non-discrimination provisions of this AGREEMENT, the
AGENCY shall impose such AGREEMENT sanctions as it, the STATE or the
FHW A may detennine to be appropriate, including, but not limited to:
•
Withholding of payments to the CONSULTANT under the AGREEMENT
until the CONSULT ANT complies, and/or;
•
Cancellation, tennination, or suspension of the AGREEMENT, in whole or in
part.
6. Incorporation of Provisions: The CONSULTANT shall include the provisions of
paragraphs (1) through (5) in every sub-contract, including procurement of
materials and leases of equipment, unless exempt by the REGULATIONS, or
directives issued pursuant thereto. The CONSULTANT shall take such action
with respect to any sub-consultant or procurement as the AGENCY, STATE, or
FHW A may direct as a means of enforcing such provisions including sanctions
for non-compliance.
Provided, however that in the event a CONSULTANT becomes involved in, or is
threatened with, litigation with a sub-consultant or supplier as a result of such
direction, the CONSULTANT may request the AGENCY and the STATE enter
into such litigation to protect the interests of the AGENCY and the STATE and,
in addition, the CONSULTANT may request the United States enter into such
litigation to protect the interests of the United States.

The quantities and items of work represent the City's best approximation of the work required to meet
the objectives of the proJeCt. The Ctty reserves the right to vary the line item quantities or delete line
items of work in their enttrety. The City has determined that this work does nQ!: require the payment of
prevailing wage rates. The contractor shall be paid for work performed at the negotiated line item unit
rates, which is inclusive of any and all applicable taxes, fees, permits, etc.
The selected contractor shall be responsible for the health and safety of their employees and for
compliance with all applicable federal, state and local laws. Bids shall be submitted on this bid form,
signed and submitted to Kirk Johnson by the date and time specified above. If sent via email, it must
be a scanned copy of the original signed and dated bid form. The City's intent is to move through the
award and contract phase so that a Notice to Proceed may be provided to the vendor in June 2015.
The period of performance shall be lor 12 months beginning July 1, 2015.
