include: communications, county
relations, deed restrictions,
finance, membership, and events.
Deed Restrictions

VIOLATIONS
Residents can request an investigation of deed restriction violations.
Complaints (in most neighborhoods)
do not necessarily need to be in writing. The NCA conducts periodic
neighborhood inspections and will
act on their findings when necessary.

prefer to mail us a complaint then
print out a form on line, or pick one
up at the UPS store or the Sheriff's
station in the BOCC building and
send it to NCA Deed Restrictions at
3837 Northdale Blvd. #374, Tampa
FL 33624.
When a violation occurs a letter will
be sent to the violating homeowner
with a request to correct the problem.
After a reasonable amount of time
passes, and the problem persists, the
coordinator may contact you with the
available options. Some of these
options could include legal action
against the homeowner.
The NCA will not become involved
in conflicts between neighbors, animal problems or landscape issues
due to drought.

What is the NCA?
What is the NCA? The Northdale Civic Association
is a volunteer organization of
concerned citizens whose mission
is to make Northdale a better
place to live and increase property
values by providing assistance in
enforcing the deed restrictions to
which each homeowner is legally
subject. The NCA is also the
organized voice of Northdale, and
represents residents when issues
affecting Northdale are raised by
Hillsborough County, the State of
Florida or other governing bodies.
The NCA issues this Newsletter
and organizes the following events
and programs: the Welcome
Wagon Program, the annual
Easter Egg Hunt, Community
Garage Sales, the Family Fun
Festival, the Northdale Pumpkin
Run, the Holiday Decorating
Contest, the Northdale OWLS
(Older, Wiser, Lively, Seniors),
and all NCA Board Meetings
including special events such as
the Meet the Candidates Night.

edition of the Northdale
Newsletter. There are also forms

www.northdale.org. The cost of
annual membership is currently
$35.
HOW TO JOIN THE BOARD
All members are eligible to run
for NCA Board positions in
elections held each May. There
are also periodic openings when
an existing board member resigns.
Elections for those positions are
made by the sitting board at the
monthly board meetings. The
dates of those meetings are posted
in the Community Calendar

The 2012-2013 Northdale Civic Association membership numbers were the best we’ve ever had. We hope to
gain even greater numbers of active members during the 2013-2014 membership campaign. The NCA will

Since our last report we continue to see our community improving. We still have some sore spots, but
vacancies and foreclosures are dwindling and the homes are being improved and either leased or sold. Our
Realtor friends tell us that home sales have increased significantly over the past few
years. They also tell us that property values have gone up by almost 12% in one
year. We are still far away from the values that existed in 2006, but we are going
in the right direction. In addition to the improvements being made in the common
areas, it is in the best interest of homeowners to do the little things that increase the
value of their respective homes and at the same time all of Northdale. In drive by
inspections we still see a few unkempt properties that keep ladders, barbeque pits and gas cans in their
driveways. Why not store them out of site? Regardless of how often we mention this, we still find the
same vehicles blocking walking paths. And, parking on the grass is totally unnecessary.
NCA Deed Restriction Rules: Vehicles, including but not limited to automobiles,
trucks, motorcycles, trailers and watercraft must not block the clear path of the
sidewalks or obstruct in any way the view from the street of oncoming traffic or the
right of way. Parking on lawns is strictly prohibited. Boats, watercraft and their
trailers must be parked out of site in a garage or behind a fence. The safety of our
neighbors is paramount.
We would like to again take the time to thank most of Northdale residents that do what
they can to keep up property values. In my conversations with Northdale residents they
often refer to someone local that did something to their property that made a nice
improvement. I often suggest that they themselves compliment that neighbor especially if
they do not know those folks. What a nice way to introduce yourself and make your
neighbor feel good about their efforts.
The NCA has made some changes to our web site regarding the handling of Deed
Restriction complaints. You will now have a choice of filing directly on line or
printing out a complaint form and mailing it in. The choice is yours. We recommend
you review the Restrictions for your neighborhood before submitting a complaint. For
those who have no computer access we will have complaint forms available at the
Sheriff’s station in the BOCC building on Premiere Drive from 8 AM to 4 PM and the
UPS store on Northdale Blvd. during business hours. We suggest those without
computer access, and want a copy of your Deed Restrictions, write to us with a phone
number and we will work something out to get you a copy.

In Remembrance - Cara Biggs April 27, 1991–February 5, 2013
On April 27, 2013 (Cara’s Birthday), a Memorial Service and Tree
Planting was conducted at Northdale Park by the Northdale
Pharmacy in Cara’s honor. Family, friends and Northdale residents
gathered at the park to show love and support for one another. The
tree, like Cara, has taken hold and seems to be flourishing.
It is a perfect tribute to this amazing young woman who
has forever changed us.
Cara is remembered as someone who knew what she wanted and wasn’t afraid
to work hard to get it. She didn’t let anything stand in the way of her pursuit to
grab life with both hands and live it to the fullest. She was a young woman going into a
field that was typically reserved for males and no one doubted her ability to succeed. She
was a twin—she and her brother Blake were always together from the time they were
little enjoying childhood games to their latest adult
pursuit to become firefighters. Cara looked both up
to and after her brother Blake. She loved her siblings
deeply and was a trusted confidant to her older
brother Rocky and an enthusiastic aunt to Ashton,
her younger sister Haley’s son. This strong and
vibrant girl had a sensibility about her, always
looking out for her family and friends—defending
and protecting them loyally, vigilantly with all her
heart and spirit. We cannot remember this strength
without remembering where she began, as a tiny
four-pound infant with angelic white hair sticking
straight up on her head. Her family worried about
their beautiful little Cara being so tiny and fragile,
but her personality soon proved they had nothing to worry about. Cara was quick to
crawl and even quicker at getting into things. Even at this young age she knew what she
wanted and wasn’t afraid to go after it. She was never afraid to laugh at herself or to
offer comfort to anyone who needed it. We will remember her strong character, deep
sense of loyalty, and open loving heart.
We will honor Cara’s memory by never taking even one day for granted, showing loyalty
to loved ones, and working to make her proud as she looks down upon us. In our quiet
moments of remembrance may her infectious laughter fill our minds and hearts, allowing
us to heal in time and replace our great sadness with joy for having had her in our lives.

Northdale Special Tax District
NORTHDALE SPECIAL TAX DISTRICT REPORT
The Northdale wall project is nearing completion of phase I and it has been a success for the
Northdale Special Tax District despite several delays due to engineering and permit issues and
over the holidays the District chose to cease work.
In an effort to save dollars and be able to repair or replace additional walls in phase II, the
Board of Trustees decided to use a consulting engineer with a small local contractor as opposed to bringing in a large general contractor with full time employees on site and knocking
it out in a month or two.
The district saved tens of thousands of tax dollars doing it this way and while it has taken
longer, we can now do more with your tax money. The final work is being completed on
Dawnview and all construction should be completed by the end of August. While the contractor has a County permit to block traffic on Dawnview to complete this project, they have chosen to work around the traffic issue and not close Dawnview yet again.
Once the new section of wall is completed on Dawnview, it will be 30-45 days before the
stucco cures and they can paint the wall. At that time they will return to Northdale Extension
and paint the walls where replacements were recently completed. The District is looking forward to completing additional wall repairs in the near future.
We are entering our most active hurricane months so here are some things we should do
before the storm arrives and are often overlooked; dispose of household
and yard trash; proper tree pruning increases a tree’s ability to weather a
storm; bring in lawn furniture, garbage cans and carts and tie down any
other items that could become airborne. Once a hurricane warning is
declared, prepare and secure your home and property.
In case you missed this announcement in our July/August newsletter, back in 2006, the
residents of Northdale approved a referendum increasing the special district common area tax
cap from $100.00 to $130.00 per year. At the June 2013 board meeting the Trustees voted to
increase the annual tax to the approved cap of $130.00 which will appear on your 2013 tax
bills received on November first.

Northdale Special Tax District
What is the NSTD?
The Northdale Special Taxing District is a Hillsborough
County dependent tax district. The District was originally
set-up under a State ordinance, but in 1992 was adopted
under County ordinance #92-35. The County collects the
taxes for the District and provides the ordinance or regulations that give authority to the District. Funds are derived
from the County non-ad valorem tax of $100 per residential unit. Residents in single family homes, along with
apartments and condominiums are assessed $100. Also, all
properties within Northdale boundaries including businesses and other non-profit groups are taxed based on an
equitable per residential unit basis.
The District is responsible for maintaining the common
areas throughout Northdale. These areas include the main
entrances coming into Northdale, landscaping in the common areas alongside roadways and medians, neighborhood
entrances, the outer surface of the block walls and along
the roadside. In addition, the District maintains selected
lakes and wetland areas along the main roadways in
Northdale.
The District is governed by a Board of nine trustees who
are elected by the public or appointed by the Board. Board
members must be registered voters and reside in Northdale. The trustees receive no compensation for their work.
The Board has hired an administrator to complete many of
the day-to-day details of the district. The administrator is a
sub-contracted (paid) position.
Although the District does maintain the common areas in
Northdale, there are many areas that the District does not
control. The District does not maintain roads, street lighting, street signs, or utility lines. Also, the District does not
maintain private property or enforce deed restrictions.
Deed restrictions are enforced by the Northdale Civic Association (NCA). The District and the Civic Association
are two different and separate bodies. The District is a
public governmental body and the Civic Association is a
private association of Northdale residents. Only the Civic
Association has the authority to issue deed restriction
warnings.

Mythology Club
Each year Mrs. Kline, the media specialist, holds a Mythology Club for
all interested fifth graders who have
read Rick Riordan's The Percy Jackson series. The first book is well
known and is called The Lightening
Thief.
The students discuss the
books, learn about mythology, and reflect and imagine if they lived in that
world. On May 29th the Mythology
Club went outside for the Greek Games.

More than Just a Great Golf Escape
Near Northdale’s organized chaos sits a golf gem – a golf getaway where you can relax and enjoy a round of
golf on more than 60 courses from around the world.
Located in the Carrollwood Center next to Publix, Golfer’s
Grail Indoor Golf & Tap boasts superior golf simulation
that allows players to travel the globe without having to
empty their bank account for airfare.
This indoor golf facility is more than just an escape though.
Its distinction as a PGA Recognized Indoor Golf Facility
and PGA Pro and Apprentices on staff add a level of
credibility to this venue. Golfers and non-golfers alike can
pop in for a quick round, practice on the driving range, take
a lesson from a professional or try out demolition golf. The
simulators offer a detailed swing analysis on every shot, which allows golfers to instantly visualize any
irregularities in their swing.
“Golfers of all playing levels can appreciate what Golfer’s Grail does for their game,” said Owner Jeff Sproat.
“But it’s the indoor and social aspects, along with our
advanced, that set us apart. It’s the perfect location for an
individual that wants to practice, the foursome looking for a
new course or a business person seeking an exciting venue
to host his or her next gathering.”
Throughout the summer, Golfer’s Grail will host several
week-long golf camps. The PGA Apprentice-taught camps
are geared for kids ages 5-14. Other programs held at
Golfer’s Grail include lessons, tournaments, demo nights,
leagues and yoga golf. Corporate events, client meetings,
team building activities, family functions and adult birthday
parties are also popular.
Sproat has done a great job creating a genuine clubhouse
feel. It maintains a brisk 72 degrees inside, perfect for
swinging a club and never breaking a sweat. Craft beer and
wines are served, and food is delivered in by local nearby
eateries.
Golfer’s Grail has only been open less than a year, but
everyone has taken notice and its popularity is growing. It
has been featured on Fox 13’s “Good Day Tampa Bay” and
WTSP 10 News’ “The Morning Show.” Articles have been
published in The Tampa Tribune and Business Observer,
formerly Gulf Coast Business Review.
