(Below) Sioux City West Middle School Student Council Donates Stuffed Animals On December 11, West Middle School teacher Kerri Johnson, (not pictured), Kaylyne Patterson (on left), and Brooke Larson (on right) stopped by the Sheriff’s Office to drop off more than 350 stuffed animals to Sheriff Drew. The West Middle School Student Council collected the stuffed animals during Red Ribbon Week back in October. Kaylyne and Brooke are both 8th grade members on the student council. During the course of the their duties, there are times when they come across age-appropriate children involved in traumatic situations. Deputies will give stuffed animals to children to help comfort them. Before I get to my first quarterly President’s Message, let me thank all of you who were responsible for placing me in this position and for putting your trust in me to lead the ISSDA. This position means a lot to me, and I’m honored by the privilege you have given me. You have my word that as president I will serve this Association to my fullest ability. I thought I would use this article to talk a little about the current status of the Association. Let’s talk first about membership. For 2014, the ISSDA had a total of 1,943 members comprised of 1,044 sheriffs and deputies, 432 jailers, 410 full-time civilian employees, and 57 lifetime members. This was up a total of 103 members from 2013, but down 22 members from 2012. When compared to the total number of sheriffs and deputies in Iowa – according to IPERS as of June 20, 2014 – we find 64.13% are ISSDA members. When compared to the total number of jailers in the state according to IPERS as of June 20, 2014, we find that 27.94% of them are ISSDA members. Although the member numbers for sheriffs and deputies are good – but could be better – it does show there is much room for improvement with the jailer membership numbers. Due to IPERS coding constraints, I was unable to get statewide information on the number of full-time civilian Sheriff’s Office employees. In order to encourage additional Association membership, at the January 2015 ISSDA Board meeting the Directors elected to offer an incentive for counties to have 100% membership in ISSDA. If a county has 100% annual membership, including the sheriff, all full-time deputies and all full-time sheriff’s office employees, it will be entitled to one or more free school registrations at an upcoming civil and/ or jail school for that calendar year. The number of free school registrations to which a county is entitled is determined by the total number of the county’s members, and ranges between one and four free attendees. If your county qualifies for this 100% membership, your sheriff can indicate this on the schools registration form when you register. 6 The Gold Star Sheriff Brian Gardner Linn County Sheriff’s Office Let’s next review the Association’s financial status. Quite honestly, we’re in great shape folks. As a quick reminder, there are two sides to our Association: the “Association” side, which is our membership, and the “Institute Side,” which is our honorary membership. For our 2015 budget, the Board of Directors created an Association budget with expenses at $141,400 and incomes at $179,100, showing a net profit of $37,700; and an Institute budget with expenses at $327,135 and incomes at $342,000, showing a net profit of $14,865. This gives us a total net profit from both sides at $52,565. In addition, last year the Board of Directors adopted and approved an investment policy. In January, we met with our financial advisors and verified we are adhering to that investment policy – utilizing the very same sound and guarded investment safeguards that large endowments and universities use. The year 2014 was a positive one for ISSDA investments, and as of Jan. 12, 2015, using our balanced model we had a combined investment portfolio of $455,864. These figures should demonstrate just how financially stable your Association actually is. As a side note, during the Past-President’s Luncheon at our recent Winter School, former Mon- roe County Sheriff Dennis Carr lamented when he was ISSDA President in 1976 and 1977, it was not uncommon for the Board to pass the hat around during Winter School just so the school would break even! We’ve definitely come a long way. Since you’re reading The Gold Star magazine, let’s talk briefly about the topic of photos appearing in the magazine that was also discussed at the January Board of Directors meeting. Specifically, the conversation centered on photos containing images of sheriffs, deputies, and marked Sheriff’s Office patrol vehicles that do not meet the standards as published in the ISSDA Uniform Regulations Manual. The Board of Directors has been steadfast in understanding the importance of having sheriffs adhere to our uniform and vehicle marking standards. By publishing photos in The Gold Star Magazine that do not meet these standards, it gives the impression that ISSDA is endorsing those images. In an attempt to garner additional voluntary compliance with the uniform and vehicle marking standards published in the ISSDA Uniform Regulations Manual, by motion, the Board of Directors unanimously decided that all photos appearing in The Gold Star are required to meet the uniform standards. Photos that do not meet the uniform standards will not be published in the magazine. When these discrepancies are discovered, the sheriff will be contacted, advised of the discrepancy and given the opportunity to resubmit photos that meet the proper uniform standards. Otherwise, the article will be published without the non-compliant photographs. Finally, although we’re in the middle of winter, let’s talk about the ISSDA YCamp. The ISSDA Board of Directors, at their January meeting, decided to increase the number of ISSDA-sponsored campers from 99 to 125. In 2014, only 55 counties sent campers to the Y-Camp. By increasing the number of sponsored campers to 125, counties that are interested should be able to send two campers this year instead of just one. In addition, this should allow counties that do not currently send campers to do so, if they so desire. As I close, I Secretary’s Message Improving Law Enforcement’s Image It is a difficult time right now to be a peace officer. There has been a considerable amount of negative publicity surrounding law enforcement, lately, that has shone a very bright light on very limited areas of our profession. Specifically: race relations, use of force, and allegations of discrimination in these areas have fueled a considerable amount of criticism from the public, the media, and some politicians. Much of the protests began after a Grand Jury declined to file charges against the officer involved in a shooting death of a young male in Ferguson (St. Louis), Missouri. There is much speculation and debate over the details of this incident, but I do not want to get involved in that here. Instead, using the reactions to the Ferguson case as an example, I’d like to ask all sheriffs, deputies, jailers, correctional officers and anyone else who comes into contact with the public in a criminal justice capacity to do everything possible to promote law enforcement in the positive and professional image that we all know it really is. I believe law enforcement has been very negatively portrayed lately in the media. That can get discouraging, but I believe the solution is for us to continue to hold on to the values that make us who we are, and to continue to strive to do the best job possible and be a positive role model both on Major John Godar Linn County Sheriff’s Office and off the job. Our image is important, and I believe we have to work very hard to protect it. Remember the first level of force on the old “Force Continuum”? It is “Officer Presence.” Our presence at a scene should be a positive and reassuring one, letting people know that we are responsible, professional and we are there to solve the problem; not make it worse. We need the public to respect our authority and we need to accept the responsibilities that go along with that authority. One negative public display by a deputy can ruin hundreds of positive acts by other deputies. In an effort to make the public aware of all the positive actions law enforcement personnel perform every year, I am asking each of you to do your best every day to promote a positive image of law enforcement. Educate the media, politicians and the public in a positive way when the full story has yet to be heard on a particular topic or issue. I also ask that you submit information to The Gold Star magazine on events that show the hard work deputies and others are doing in helping our communities and promoting a very positive image of law enforcement. Major John Godar ISSDA Secretary/Treasurer Daniel Elmore’s Family Makes Memorial Donation to ISSDA The family of Daniel Elmore presented a memorial donation to ISSDA during the January board meeting. Daniel Elmore, 58, passed away on Dec. 5th, 2014. Dan was the son of retired Washington County Deputy Clifford Elmore and the father of current Washington County Jailer Travis Elmore. Their donation will be used to send an additional young person camper to the 2015 ISSDA Y-Camp. First Quarter 2015 7 ISSDA Winter School Covers Drug Trends, By Sheriff Rick Penning Grundy County sheriff’s Office The Iowa State Sheriffs’ & Deputies’ Association 2014 Winter School of Instruction convened at the Embassy Suites in Des Moines from Sunday, December 7, through Wednesday, December 10. On Sunday afternoon registration was available, only to be followed by the evening banquet. Sunday night entertainment was blues musician Kevin Burt. On Monday morning, registration continued and ISSDA sales items were available. Attendees were welcomed by ISSDA President Don DeKock, a Mahaska County Deputy Sheriff. The presentation of the flags was done by the Polk County Sher- The Polk County Honor Guard at the Winter School opening ceremonies. Following lunch, DCI S/A Mike Motsinger and S/A Don Schnitker reported on the formation of the Iowa CART (Child Abduction Response Team) and the need for future local volunteer officers to assist in staffing. The membership then held their Annual Business Meeting. Tuesday evening was the President’s Banquet with Past President Don DeKoch presenting the gavel to Linn County Sheriff and 2015 ISSDA President Brian Gardner. Nylen Cancer Center to drop off the Woodbury County donations that were collected for “No Shave November” – the second annual No Shave November at the Sheriff’s Office and the first for all of the county offices and departments. Sheriff Drew had issued a challenge to the rest of the county offices on Nov. 1. It was a huge help when the other offices and departments got involved. As a county, we collected $2,005.00 for the Cancer Center. Cancer Center Director Karen Van De Steeg accepted the donations from Sheriff Drew. Thank you to all participants. God Bless. (Right) For the second year, Woodbury County staff and Reserve Deputies participated in the Goodwill Industries Shoe Drive, which puts shoes and socks on eligible Siouxland children. Woodbury County staff and other volunteers helped children get fitted with proper-size shoes and a pair of socks just before Christmas – as well as got to sit on Santa’s lap and visit with him about their Christmas wishes. (Above) Thank you Kurt and Brad Bornholtz of Sioux Sales for donating enough money to purchase 14 new bikes from Walmart that made 14 children a lot happier at Christmas. The Sheriff’s Office delivered the bikes to seven rural school districts in Woodbury County, and each district chose a girl and boy to receive a bike. It’s generosity like this that makes the holidays a wonderful time. First Quarter 2015 13 Floyd County S.O.’s “No Shave November” Raised More Than $8,000 to Fight Cancer For the 2nd year now, the Floyd County Sheriff’s Office has participated in “No Shave November” by not shaving during the month of November to bring awareness to cancer. They also took it one step further by raising money for the Floyd County Cancer Friends, a non-profit organization that gives money to those affected by cancer in Floyd County by paying for travel expenses and medical bills. In the two years doing this, the sheriff’s office has raised over $8,000. Jon Wolf Joins Muscatine County Sheriff’s Office Deputy Jon Wolf (70-16) began employment with the Muscatine County Sheriff’s Office in November 2014. Deputy Wolf comes to Muscatine County after being employed by the Louisa County Sheriff’s Office for five years. He previously volunteered for the Muscatine County Sheriff’s Office as a Sheriff’s Patrol member. Deputy Wolf graduated from Muscatine High School in 2004, and in 2006 from Muscatine Community College with an Associate of Arts Degree. In 2008, Deputy Wolf earned his Bachelor’s Degree in Law Enforcement and Justice Administration with a minor in Security Administration from Western Illinois University. Deputy Wolf graduated from the Iowa Law Enforcement Academy in 2009. Muscatine County would like to welcome Deputy Jon Wolf to the Sheriff’s Office. Deb Lowenberg Retires, Jennifer Van Ausdall Hired as Lee County Sheriff’s Administrative Assistant The Lee County Sheriff’s Office has said goodbye to a long time administrative assistant – Deb Lowenberg – who served our county for more than 24 years. Lowenberg retired in January of 2015. We wish to announce that Jennifer Van Ausdall (in photo at right) is our new administrative assistant. We were fortunate that Van Ausdall began training with Lowenberg before she retired, as a wealth of experience was walking out the door. 14 The Gold Star Jennifer Van Ausdall and her husband reside in the Donnellson area. They are raising two boys; Gage, age 5 and Grahm, age 3. She enjoys time with her family, reading books, playing board games and outside activities. Van Ausdall enjoys crafting and reading in her spare time. She graduated in May 2010 with a Bachelor of Science degree in business management, and looks forward to a career with the Lee County Sheriff’s Office. The Board approved the idea, and I sent out a “wish list” request for the 2014 Winter School. The goal was to fill my Ford Expedition patrol vehicle, and you can see by the picture below of myself with 2014 ISSDA President Don DeKock, we easily reached that goal before Monday by noon. I had a wishful backup plan and a friend, Thomas Craighton, brought a 12 x 6 covered trailer for my use. I moved the items from my vehicle to the trailer, along with the donations from the rest of the Conference, and we covered the floor of the trailer. Pocahontas County Sheriff Robert Lampe came up to me on Monday and advised that my “Expedition wasn’t big enough.” The picture below of me, Sheriff Lampe, and 2014 ISSDA President DeKock shows the donations from one of two vehicle loads that Pocahontas County brought. Sheriff Lampe advised that the items from both vehicles were from one person, Lee Holder, from Pocahontas County. This is the most from one agency. There were items of all kinds from the wish list: cleaning supplies, food stuffs, tee-shirts, personal hygiene items and several individuals left checks and cash for the Camp Courageous. Thrifty-White Pharmacy was one of the vendors for the Conference, and their representative, Erin Moss, donated a shopping bag of items at the conference and she made arrangements with me to pick up some over-the-counter items they had just purchased from a pharmacy. Several days after my return to Franklin County, I received a phone call from Erin and she advised that they had six boxes of items for me at their Clear Lake store. I took my personal vehicle up and Val, Tisha and Katie from Thrifty-White Pharmacy store #62 had the items all boxed up and waiting. ISSDA came through for Camp Courageous, and several people come up to me at Val, Tisha and Katie the Conference and wanted to make sure I was going to do this again next year. I will as long as the Association lets me. “Thank You” to 2014 ISSDA President Don DeKock and the Board for letting me do this. I would like to thank all ISSDA members for donating, and the vendors who contributed to this year’s project. When I delivered the donated items to Camp Courageous Director Charlie Becker, he understood what I meant when I told him, “The Sheriffs’ and Deputies’ Association and all their staffs back home are very caring and want to help all people in Iowa.” My red wagon will see you again next year! P.S. - The goal is to fill the trailer next year, so start early! Pottawattamie County S.O. Lt. Dwayne Riche Retires The Pottawattamie County Sheriff’s Office announces the retirement of Lt. Dwayne Riche. Lt. Riche started his career with the Pottawattamie County Sheriff’s Office in 1984 by working in the jail, and on July 20, 1987, was sworn in as a court deputy. Over his 31-yearcareer, Lt. Riche has held the title of jailer, court deputy, deputy sheriff, corporal (Road Division), corporal (Investigations Division), sergeant (Investigations Division), and most recently lieutenant (Road Division). While serving in these capacities, he has also been a member of the Emergency Response Team (ERT), Bicycle Officer Program, and instrumental in training many young deputies over 20 The Gold Star his career. He has not only been an icon at the Sheriff’s Office, he was also instrumental in starting the Bicycle Officer Training Program at the Iowa Law Enforcement Academy.
