The same can be said for a community,
particularly the Jewish community of
Winnipeg. In many ways, we function
as a family. We take care of our most
vulnerable members; we teach and we
learn from each other; we mourn; we
celebrate; we share. And, consistent
with Jewish values, we reach out to
other communities, to other families.

A community’s success is anchored by
institutions pursuing and achieving
excellence. That pursuit requires
a sound financial base. For our
community – our family – that base is
the Jewish Foundation of Manitoba. In
fact, it could be said that the JFM is our
community’s “family business.”
Today, the family business has assets of
roughly $73 million. Last year, nearly
$3 million in revenues were distributed
through grants and scholarships, and
through donor-advised funds. JFM is
proud that our efforts enhance life in
the community.

For Marjorie Blankstein the parallel
between community and family is clear.
“In a family, you have a sense of love
and responsibility for each other,” she
says. “You have a commitment to ensure
the family’s safety and to ensure its
future. It’s the same for a community.”

Marjorie Blankstein is a well-known
volunteer, fundraiser, and leader in the
Jewish and general communities. More
than 30 organizations have benefited
from her involvement over the years.
Today, she represents the Jewish
Foundation of Manitoba’s Board of
Governors on the Foundation’s Board
of Directors.
She is extremely proud of the success
our community has enjoyed in the last
quarter-century.
“Twenty-five years ago we had no idea
what our community was going to

look like today,” she says. “Through
hard work and with the opening of
the Campus and the launch of Grow
Winnipeg, it has been an exciting
time! Our newcomers have been a
tremendous asset and they’ve added
vibrancy to the community, Rady JCC,
the Federation, Jewish Child and Family
Service, our synagogues, and more.”
She points out, though, that as our
community changes, so will the needs.
“We will need more daycare spaces,
more camping spaces, more programs
for seniors, and services we might not
even know about yet.”
Marjorie Blankstein believes that the
Jewish Foundation of Manitoba will
have an important role to play.
“With a strong Foundation, our funds
are there to secure the well-being of
the community in perpetuity.”
Making a Difference in Our Community
The Board and Staff of the Jewish Foundation of
Manitoba thank Marjorie and Morley Blankstein
for their exceptional generosity with their recent gift
of $2.4 million to the JFM. This gift will perpetually
endow an annual legacy to nine organizations in
our community, including: the Jewish Federation of
Winnipeg, the United Way of Winnipeg, and Jewish
Child and Family Service. This kindness will change lives
and enhance our community. Marjorie and Morley are
true role models. We are grateful for their leadership.

“The essence of Judaism, Jewish values,
and Jewish life in Winnipeg is at least
partly determined by the strength of
our institutions and their programming,”
says Larry Vickar, a member of the
JFM Executive Committee. “And
financial sustainability is the lifeblood
of these institutions.”
Larry Vickar has been actively involved
in many Winnipeg organizations, both
in the Jewish community and in the
general community. “I see volunteerism
as a responsibility, not as a burden.”
Community involvement is a value near
and dear to him and it’s a value he shares
with his family and with his employees.
What excites him about the Jewish
Foundation of Manitoba, in particular,
is its enormous potential and the
remarkable sense of responsibility
he feels as a member of the Executive.
“The community – our family, past
and present – has entrusted us with
$73 million,” he says. “It’s our
responsibility to make sure that we
make the best possible decisions about
the distribution of funds. We need to
understand the needs of today and
tomorrow. It’s a huge challenge, but it’s
also a rewarding opportunity.”

For Larry Vickar, philanthropy is
a cornerstone. “Gifting through
the Foundation is a way of being
philanthropic when your years are over.
A way of demonstrating your love of
community – forever,” he says.
“That’s very powerful.”
Allison Axelrod
For Allison Axelrod, her husband Bob,
and their two sons, the Jewish Foundation
of Manitoba provides a “focus and an
opportunity to talk about life in the
Jewish community.”
Their sons, Gavin and Steven, were
fortunate to have Bar Mitzvah funds
opened for them at the JFM by their
grandfather, Robert Hyman and his
wife Barbara.
“Having the funds has helped us look
at philanthropy in different ways with
our kids,” Allison says. “They go to
Gray Academy and BB Camp and now
understand that those organizations and
others need funds to stay strong. They
understand that some of that money
comes from the Jewish Foundation of
Manitoba and they also understand that
through their funds at the JFM they, too,
will be donors.”
Jewish community and Jewish living
have always been essential parts of
Allison’s life – through Ramah School, USY,
BBYO, BB Camp, Shaarey Zedek, the Rady
JCC, Gray Academy, and others.

She believes strongly that Jewish life in our
community is enhanced by welcoming,
purposeful institutions.
“We feel very much a part of this
community,” she says. “The community
is our extended family.”

Juan Mohadeb
Meet Juan Mohedeb – incoming VicePresident of the Student Council at the
Gray Academy of Jewish Education.
Juan and his family moved to Winnipeg
in 2001 from Buenos Aires, Argentina,
at a time when economic crisis had a grip
on the country. The Mohadebs came to
Canada in search of a better future.
Juan Mohadeb
“My parents saw Canada as a free
country where they could raise a Jewish
family and provide a good future for their
children,” says Juan. “One of the things
that attracted them to Winnipeg was the
nature of our Jewish community here.
I’m really happy they chose Winnipeg.”
Juan Mohadeb happily says he is
“surrounded by Jewish involvement
every day of the week! I feel very
connected to the Jewish community.
We look out for each other. That’s what
a community does.”
Now 16, Juan has a Bar Mitzvah Fund
at the Jewish Foundation of Manitoba.
“I wanted to give back to Jewish
community,” he says. “They helped
us settle in Winnipeg. Now that
we’re settled, I want to help
other newcomers.”
For Juan, helping others is part of his
responsibility as a young member of
the Jewish community. “Being Jewish is
something you can identify with no matter
where you live,” he says. “It unifies us all.”

The hard work, passion, and sense of
community connection shared by Marjorie
Blankstein, Larry Vickar, Allison Axelrod,
and Juan Mohedeb will ensure that there
is a strong, vital community for Liat Schultz
and her peers.

Liat is nine and is in Grade 4 at the Gray
Academy of Jewish Education. She goes
to synagogue regularly at Etz Chayim,
attends BB Camp, graduated from the
Kaufman Child Care Centre, and is excited
about Jewish holidays and Jewish life. Her
parents and teachers have described her as
caring, energetic, and smart.
It won’t be long before Liat becomes
a decision-maker in our community –
when she and her friends are leading
the family.
As a strong community and as a
remarkable family, we owe Liat and
her peers a strong Foundation. And
it will be Liat’s responsibility to leave
an even stronger Foundation for those
who follow her.
That’s what a successful community
does. And that’s what a successful
family does.
Message from the President and CEO
Take a look at the cover of this report. You’ll see
established community leaders; a young parent; a teen;
a child. An intergenerational snapshot of our Jewish
community – our family.
A strong family needs a stable home. A stable home
needs a strong foundation. We see the Jewish Foundation
of Manitoba as this family’s strength, as this community’s
source of stability for the future.
2011 was an important year for the JFM and an important
year for re-affirming our strength as Manitoba’s second largest
community foundation. The market, as we all know, has
been unkind in recent years, but we started to see a healthy
turnaround in late 2011 that carried into the new year. More
importantly, we attracted $5.4 million in new donations
in 2011. That’s a very strong statement of support from
the community, from our family. A true celebration of our
community’s commitment to tzedaka – to helping each
other, and others.
The year also provided some other important highlights.
There was the remarkable estate gift from the Silverberg
brothers – David, Morris, and Ernest – in honour of their
parents; our Women’s Endowment Fund reached $1 million
in total assets; we hired new personnel to make us more
nimble in working with donors; there were 31 new signers
of the Endowment Book of Life; 20 new Bar/Bat Mitzvah
Endowment Funds were opened; and we distributed more
than $2.8 million in grants, scholarships, and donor-advised
funds to worthy recipients and to organizations improving
lives in Manitoba.
2011 reminded us in no small way that this community is
indeed a family and the JFM is indeed a solid foundation
upon which a future can be built.
As in all families, success is based on partnership, good
communication, empathy, hard work, and passion. The Jewish
Foundation of Manitoba is committed to all that and more.
The late Spanish-American poet, George Santayana,
once described family as one of “nature’s masterpieces.”
The same can be said for our Jewish community.
Now in our 48th year, we look forward to great things;
we look forward to being the foundation of our everchanging masterpiece – of our ever-changing family.

Director of Finance & Operations
The glow of one warm thought is to me worth
more than money ~ Thomas Jefferson
We offer several warm thoughts as we contemplate
the cold reality of an investment market that returned
-2.6% (net) for the Foundation during 2011.
Despite the disappointing market performance,
the community’s confidence remains strong as
demonstrated by new contributions of $5.4 million in
2011. During this time of volatile market returns, the
last quarter of 2011 and first quarter of 2012 offered
positive net returns of 3.5% and 4.9% respectively.
These are the first two consecutive quarters of positive
returns during the last 12 months.
It is appropriate for a community foundation to
undertake regular reviews of investment structure
and activity. During 2011, the Investment Committee
launched an exhaustive exercise of due diligence in
reviewing the Foundation’s investment philosophy,
structure, advisors, and managers. We look forward
to receiving the Committee’s recommendations during
the summer of 2012.
Non-financially, activity is greater than ever at the
Foundation as measured through the continued
enthusiasm for the Foundation’s programs and activities.
For example, our highly successful Endowment Book
of Life program attracted 31 new signers in 2011;
671 in total. It’s a remarkable statement of our
community’s optimism and pride – not to mention a
statement of the power of endowment giving.
Our donors and grant recipients remain engaged and
enthusiastic, and our staff and volunteers continue to
raise the bar. Together, we are working toward the best
possible financial and community-building returns.
Notwithstanding some down market years from time
to time, the long-term horizon is very promising; the
Foundation will certainly grow and provide increasing
resources and leadership to the community.
On the topic of leadership, we are pleased to
report that during 2011 the Foundation hired its
first Grants Officer, Patricia Herd. Patricia brings
extensive knowledge of the community and will be an
important resource to the Grants Committee as well
as community organizations.
During 2011 the Foundation moved to a market
value-based distribution system in order to fairly value
individual endowment funds based on the timing of
contributions. The income earned by each fund is now
based on that fund’s market value. The endowment
funds now operate like pooled investment funds that
you might purchase through your financial advisor.
As we have since 1964, we continue to work diligently
for today and for the future by providing professional
stewardship of the community’s assets. We’re grateful
for your support.

statements, which comprise the summary
statement of financial position as at December
31, 2011, and the summary statement of
revenues, expenses and grant commitments for
the year then ended are derived from the audited
financial statements of The Jewish Foundation
of Manitoba for the year ended December 31,
2011. We expressed an unmodified audit opinion
on those financial statements in our report dated
May 22, 2012.
The summary financial statements do not
contain all the disclosures required by Canadian
generally accepted accounting principles.
Reading the summary financial statements,
therefore, is not a substitute for reading the
audited financial statements of The Jewish
Foundation of Manitoba.
Management’s Responsibility for the
Summary Financial Statements
Management is responsible for the preparation
of a summary of the audited financial statements
in accordance with Canadian generally accepted
accounting principles.

Our responsibility is to express an opinion on

Animal care continues to be a popular choice
as many Bar and Bat Mitzvah fund-holders
make their annual distribution decisions.
In 2011, the Winnipeg Humane Society
received almost $6,000 in donations from
the Foundation – a good portion of it from

During 2011, Gwen Secter Creative Living
Centre received grants from the Foundation
for women’s outreach as well as cultural
and social programs for immigrants. The
Centre continues to make strides to build
their endowment fund at the Foundation in
order to provide a sustainable future for the
organization. Pictured here is JFM Executive

The Gray Academy of Jewish Education receives funding from the Foundation for
scholarships and capital purchases. This year, a grant from the Foundation provided
monies to purchase new musical instruments to expand the Band component of
the school’s programming.
A donor-directed fund allows donors
to annually direct the income from
their fund to the charities of their
choice. During 2011, Siloam Mission
received over $11,000 from the
Foundation at the direction of several

In general, funds at the Foundation are either Undesignated or
Designated. Undesignated Funds give the Foundation flexibility
to address current and evolving community priorities and fulfill
annual scholarship and grant obligations. Designated Funds support
organizations and causes as directed by the donors either permanently
(directed in a will or fund agreement) or on an annual basis. All
distributions are approved by the Board.
These funds provide security for the Campus through a perpetual
income stream and a professionally managed revenue source that
they can rely on from year to year.

provides over $1,000 annually to the St. Amant School’s Music Therapy Program. Pictured

(Top right) In 2011, the Foundation was pleased to provide a substantial grant to the
Sarah Sommer Chai Folk Ensemble for a wireless in-ear monitor system. The new
system will benefit Chai with significant savings in rental costs, set-up times, as well as
personalized monitor levels for each performer.
(Bottom) The Foundation provides an annual amount to the Gray Academy’s “Youth in
Philanthropy” program. This program teaches Grade 10 students about philanthropy
and gives them an opportunity to identify needs in the community, to make informed
decisions and distribute small grants using the money provided. Pictured here are

Mission
The Jewish Foundation of Manitoba, in keeping with our Jewish
heritage and values, encourages and facilitates the creation
and growth of endowment funds to enable the community
to realize its potential. The Foundation maintains effective
stewardship over all assets entrusted to it; distributes grants
that reflect donors’ wishes and community priorities; and
provides leadership in the Jewish and general communities.
