Since the creation of PAEC in 1967, small, rural school districts
in the Florida Panhandle have benefitted from shared services
such as data management, risk management, technology,
professional development, and cooperative purchasing.
Over the decades, we have prided ourselves in being one of
Florida's leaders in multi-district initiatives. Success stories
include leadership in staff development initiatives, accountability
in business support operations, and Florida's first multi-district
distance learning program delivered through cutting edge
technologies.
Our Cooperative Purchasing Program was created and designed
with one simple goal in mind: Share our services to save our
districts time and money. By affiliating with the Association of
Educational Purchasing Agencies, PAEC can now offer
incredible savings to school districts, city and county
governments, and all non-profit organizations in the state.
We are very pleased to offer school and government leaders,
purchasing directors, finance directors, business partners and
others this unique opportunity to gather and discuss ways to
maximize financial efficiencies while providing superior services
to our constituents and customers.
It is only fitting that we offer this opportunity as part
of our 46th Annual Leadership Conference. Making
prudent and wise choices with tax dollars is part of
effective leadership.

Under each vendor listing is a contact name and number.
Contact the vendor directly to request PAEC Cooperative State
Purchasing bid prices and discounts. Mail your purchase order
to the vendor as directed (the PAEC Cooperative State
Purchasing contract has been promoted by all member vendors
and represent the "best" prices offered in the state for these
items).
Purchase orders must include the following wording: "As per
Bid Award of the PAEC Cooperative State Purchasing Under
Bid # AEPA IFB ____". These bid numbers are listed on our
website www.paeccoop.org/purchasing.html

The past few years have been among the toughest economic times
we have experienced in decades. Yet, through it all, we have
learned to do more with less while creating innovative solutions
to financial problems. By working together for common goals,
we have learned to harness our collective power and create

The PAEC State Cooperative Purchasing Program is the Florida
representative of the Association of Educational Purchasing
Agencies (AEPA). Through this affiliation, our contracts are
competitively bid and tailored to meet Florida’s strict purchasing
guidelines allowing us to streamline your purchases and ensure
all bidding requirements have been met on any product or service
we advertise. But the real strength in this affiliation lies in our
ability to leverage the purchasing power of 26 other states who
are also members of AEPA.
During the conference, you will hear from both cooperative
purchasing executives and vendors who will provide you with
great detail about the services your cooperative offers. Please ask
questions and take time to talk with our vendors. You will find
that the PAEC State Cooperative Purchasing Program is a great
benefit to your school and organization. You simply cannot find

In January of 2013, Scott Crosby was selected as
new Executive Director of the Association of
Educational Purchasing Agencies (AEPA), a
twenty-six state membership organization. As
the organization’s first Executive Director, he is
focusing on leadership structure, organization,
and operational direction to grow the association
for the future.

Dr. Phil Partenheimer, Executive Director of the
Wilson Education Center
In 2009, Dr. Partenheimer was selected as the
Executive Director of the Wilson Education
Center. Member corporations gain access to a
wide variety of programs, ranging from volume
purchasing to teacher training to student
enrichment opportunities.
The Center serves 166 schools, 27 public school
corporations, 11 private/parochial schools, 5,439
teachers and 80,393 students in 12 counties in
southeastern Indiana.

Scott Crosby
In January of 2013, Scott Crosby was selected as the new Executive Director
of the Association of Educational Purchasing Agencies (AEPA), a twenty-six
state membership organization. As the organization’s first
Executive Director, he is focusing on leadership structure,
organization, and operational direction to grow the association
for the future.
He will be completing a 33 year career in public education in
June, which included serving as a life skills and employability
skills classroom teacher, job placement specialist, Student
Services Director, Director of Career and Technical Education, and
Superintendent of Schools in a local school district and two Regional
Intermediate School Districts. Mr. Crosby will be retiring after serving the last
8 years as Superintendent of the Wexford-Missaukee Intermediate School
District in Cadillac, Michigan.
Dr. Phil Partenheimer is a career educator having worked as a school
superintendent, high school assistant principal, guidance counselor and coach.
He also worked as an adjunct professor at Indiana Wesleyan
University for 8 years at the Louisville Education Center.
In 2009, he was selected as the Executive Director of the
Wilson Education Center. Member corporations gain access to

teacher training to student enrichment opportunities.

Pamela A. Clover
Originally hired as the Director of Business/Treasurer, Pamela
Clover also assumed responsibility for the Wilson Education
Center’s Co-Operative Purchasing Program. Immediately, she
began searching for an e-procurement system capable of
meeting not only the needs of the Center but also the needs of
member School Corporations.
Ultimately, she designed and had built an e-procurement
system known today as IAESC Procurement (Indiana Approved Educational
Shopping Cooperative). Currently this system is used by schools in Indiana as
their primary method of purchasing through the Wilson Education Center’s
contracts.

Florida Statute 1000.42 Compliance Program
A Free Solution to Cooperative Purchasing
Requirements
New requirements from the Florida Legislature will require school districts to
enter into agreements with purchasing cooperatives to maximize the
purchasing power for goods and services. The Legislature and Governor are
sending a strong message to school districts to seek the best prices available to
achieve an overall 5% savings through the use of new cooperative
arrangements or consortium contracts.
In Florida, the Panhandle Area Educational Consortium (PAEC) provides a
perfect solution to the new legislation by offering pre-negotiated and legally
bid products for schools as well as other local and state agencies.
PAEC partners with the Association of Educational Purchasing Agencies
(AEPA) to leverage the purchasing power of 26 member states to benefit all
schools regardless of size, with the ability to purchase at equal buying levels.
The pre-bid contracts are available statewide with PAEC acting as the
representative in Florida on behalf of AEPA. Through our affiliation

Purchasing Power

When the Florida Legislature adjourned the 2012 session, many school administrators were left perplexed over a new state law requiring school districts
to enter into agreements with purchasing cooperatives to maximize the purchasing power for goods and services. Florida Statute 1001.42 Compliance
Program is designed to encourage districts to achieve an overall 5% savings
through the use of new cooperative arrangements or consortium contracts.
While many new state mandates may seem daunting at first, the new cooperative purchasing legislation will not only save school districts money but time
as well. Plus, finding a solution to the new mandate is easier than you might
think.
One of Florida’s most aggressive and extensive purchasing programs, the
Panhandle Area Educational Consortium’s (PAEC) State Cooperative Purchasing program, is tailor made for school districts as well as other governmental or non-profit organizations. The program partners with the Association of Educational Purchasing Agencies (AEPA) to leverage the purchasing
power of 26 member states to benefit all schools, regardless of size, with the
ability to purchase at equal buying levels.
Pre-bid contracts that meet or exceed Florida’s strict purchasing guidelines
are available statewide with PAEC acting as the representative in Florida on
behalf of AEPA. All contracts are nationally bid and locally awarded.
Through the PAEC/AEPA partnership, districts can purchase pre-negotiated,
pre-bid products ranging from office supplies, vehicles, Medicaid billing,
school maintenance, school security, and everything in between. District purchasing agents do not need to advertise or delay making important purchases
because all of the pre-purchasing work has been done on their behalf. If the
products desired are not available through the current vendors, AEPA will
locate a vendor and negotiate the best price for you while leveraging the buying power of the national consortium.
