High Noon at Tusco pages 12-13 Sergeant First Class Parker (USAMU/Omaha, Neb.) won the ISSF World Cup Final beating Han Jinseop of South Korea and Olympic finalist Ole Krsitian Bryhn of Norway. “It feels great to win the ISSF World Cup Final,” Parker said. Ranked ninth in the world, Parker finished in 30th place in London at the 2012 Olympic Games after posting a 1,159 in the qualifying round. He earned his invitation to Bangkok after winning the Milan World Cup earlier this season. OSU v Akron Pistol page 14 The 38-year-old Parker, no stranger to the World Cup Finals after six previous visits, made it to the final round with a head-start of four points after shooting an 1,171. He would manage his advantage right to the last shot. Scoring 95.5 points during the final, Parker finished on the highest step of the podium with an overall score of 1266.5 points. I need a bit of pressure, to do well in finals.” Parker added. “I have been competing in World Cup Finals since 1998, and dreaming of a gold medal since then. Gunsmoke December 2012 - January 2013 2 A Message from the President Bob Sacco president@orpa.net Allow me to introduce myself, I’m Bob Sacco and I was elected ORPA President by the Trustees at the Annual meeting Nov. 10, 2012. It is my pleasure and a great honor to serve the ORPA membership. I must start off with thanks and appreciation for our Past – President Gwen Bailey. I can’t say enough about her leadership of ORPA over the last three years. Gwen has gone above and beyond to represent ORPA at matches, women’s events and with the NRA. If you see Gwen out and about, take the time to thank her for her service to the association. My background is in Law Enforcement with over 39 years of service with the THANK YOU Hamilton County Sheriff’s Office. I hold NRA classifications for PPC, Bullseye and Highpower. I’ve shot some Smallbore as a Police and Fire Games competitor along with trap and skeet. I’m most likely a Marksman for life. I have served the Association as a Vice-President and was Cowboy Action Director as a Trustee. Cowboy is probably my favorite discipline as I get to play in costume with real guns and the wife shoots also. To insure the future of Ohio’s Second Amendment rights, ORPA has always supported programs that train children in the safe use of firearms. To further its support of youth sports shooting ORPA plans to promote other Ohio junior programs. Under the leadership of trustee Shannon Cherry, ORPA will compile a resource website of youth programs including firearms safety courses, introductory shooting classes, junior teams, youth hunting days, gun clinics, etc. This website will provide information for families looking for youth programs in their area and will also create a forum for program directors to share ideas. The day broke with overcast skies, temperatures hovering around forty degrees and a brisk northwest wind. Despite the conditions, these young athletes brought their ‘A’ game. Opinions range widely on how much of a threat it is to firearms ownership and our important Second Amendment rights. On its face, the treaty purports to regulate only the international transfer of the implements of war. How does it interact with our Constitution and Presidential powers? In order for a treaty (but not an executive agreement) to become binding on the United States, the Senate must provide its advice and consent to treaty ratification by a two thirds majority. Self-executing treaties have a status equal to federal statute, superior to state law, and inferior to the Constitution. Executive agreements may or may not have equal status, and are similarly superior to state law and inferior to the Constitution. Treaties or executive agreements that are not self-executing have limited status domestically; rather they depend on implementing legislation or regulations. How the courts will handle this is sometimes difficult to predict. ORPA rewarded trophies for the top three in Flushing Class and for the top three in the Pointing Class. For the Hunt Challenge, four birds were placed in a grass field and the hunters received a twenty minute time limit to hunt. Scoring was a combination of full and partial retrieves, the number of birds in hand, the shells used and the time. The weather was nice and the event ran well. Next year a youth category is being considered. To be placed on a contact list for the 2013 Hunt Challenge please contact Don Hunter at orpa@bright.net or (567) 278-1551.
