In the berthing areas ”ROMEO OSCAR” should be called (VHF Ch 11),hours 0800-2300 throughout. Outside of these hours “Genoa Radio” should be called (VHF Ch 12). 2.4 Identification Procedures All vessels arriving at Genoa for GARIBALDI TALL SHIPS REGATTA 2010 should give advance notice at least 24 hrs prior to arrival. The notice should include: - Vessel’s name - Flag - Captain’s name - ETA in Italian local time - 12 - Genoa 2.2 Frequencies VHF Channel 12 is the principal port operations frequency and should be used for all arrival communications, pilotage and tug requests, and critical/difficult situations. A listening watch is also held on CH 16. When approaching the berthing areas at Porto Antico vessels will be diverted to VHF CH 11 or VHF CH 71 Weather forecasts are continuously broadcasted on VHF CH 68. Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA Additional relevant information may be added. 2.5 Genoa Coastal Landmarks LANTERNA Lighthouse ( 44° 24’N-08° 54’E) is an ancient tall quadrangular grey coloured tower. At its base lies a black and white chequered building. 2.7 Harbour Entrance and Departure Acces to the harbour is allowed only by the eastern entrance. Departing vessels have right of way. Meeting vessels must keep a port to port course. In the entering channel approching berthings, sails are not to be used for navigation. Tall Ships berths will be located mainly in the “Porto Antico” area – Molo Vecchio and Ponte dei Mille -, inside the inner harbour, on the starboard side of entering vessels. For berthing procedures see 3.1. 2.8 Nautical Features The Port of Genoa is open to ships of any tonnage and safe in any weather condition. SEABED : generally good holding ground. WINDS: blows can be expected from North. High winds from the southern sector generate swell. Gales from the SW can be dangerous for ships entering or leaving port or in the roadstead. TIDES: can be discounted (heights between 0,24 and 0,34 m). CURRENTS: general flow to the W but never above 1 knot. 2.9 Pilots Pilotage is compulsory for all vessels over 500 Tons.; Pilots will be available for all vessels on arrival. For Pilot request procedure see 2.2 above. Pilot availability for departure/parade of sail may be limited due to number of large vessels expected. A convoy system will be in operation such that all vessels will be guided by radio ( VHF CH12) if the pilot will not be physically on board. - 13 - Genoa 2.6 Approaches to Genoa The coast should be approached guiding on Punta Vagno lighthouse well to the east of the harbour, since the entrance is on a East – West axis. When at no less than 5 miles off, the vessel should call Genoa Radio on CH 12 and then ROMEO OSCAR on Channel 11 to : - confirm name and flag; - update position; - advise whether pilotage tugs and riggers’ assistance are required (free of charge to all Tall Ships). Tall Ships are not supposed to anchor in the roadstead ; however, if it should occur for any specific reason, vessels should keep continuous watch on Channel 16. Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA Pilotage will be free of charge. 2.10 Tugs Tugs are available on request; for tug ordering procedure see 2.2 above. Tugs will be provided free of charge to those vessels which (in the opinion of the Port Authority) require them. Several tugs and other craft able to assist in un-berthing will be available for Departure/Parade of Sail. All tugs will be free of charge. Captains must communicate their likely requirements for tugs on the day of sail to the “Genoa Port Race Office” or through their Liaison Officer (LO) (see section 8) at least 48 hrs before departure. Weather forecast will be provided to assist the Captains. - 14 - Genoa 2.11 Customs & Immigration (Forms available in Section 13) For the sole purpose of GARIBALDI TALL SHIPS REGATTA 2010 , the participating vessels are classified as: - National Vessels : all Navy Ships and National Sail Training Ships. They don’t need any particular customs or immigration requirement, as long as they have carried out the traditional formalities. - Pleasure Vessels : all the others. The crews shall have a valid identification document if from an EEC Country ; a passport or other equivalent document recognized valid in Italy, if from other Countries. The entry visa, possibly multiple, is requested only when required by special agreements between Italy and the other Country. No restrictions for the transit through Italian territorial waters. Immediately upon arrival, Captains are required to submit a complete crew and passengers list to the STI Race Office; all persons listed must hold a valid ID (passport or order). STI will issue a special personal badge to all participants; it will allow visitors to move around in Genoa. The badges (accompanied by a valid ID) are strictly personal and holders will be held responsible for them. Any change to the list given at the arrival shall be promptly notified to the STI Race Office through the LO Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 3 BERTHING 3.1 Special Berthing Instructions th The berthing plan is on page 17. It will be in force from April 6 2010 All vessels planning to arrive in Genoa prior to such date should call in advance STA-Italia (see 1.1Port Commitee) to arrange for berthing, as illustrated on Port map. Changes may occur to the berthing plan; vessels concerned will be duly notified. 3.2 Formalities - Dress Ship: all ships are invited to “Dress Overall” during their stay in Genoa weather permitting. - 15 - Genoa Bething procedures will be as follows: - if pilot is on board, berthing will be in accordance with his advice, inclusive of assistance from tugs and shore handlers: - if pilotage is not requested, entering vessels will be assisted by a “follow me” Pilot Boat showing a STA-I flag. (Captains and Skippers should remember that pilots, tugs and rigger services will not be charged). Any specific or additional requirement concerning berthing, such as extended stay in port, should be notified through the LOs or directly to the STI Race Office. Captains are reminded that they must ensure that access to their vessel is safe. Vessels will in general provide their own gangways and fenders. Genoa - 24 - Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 8 LIAISON SYSTEM 8.1 Liaison System (Explanation of system) A least one dedicated Liason Officer (LO) will be assigned to each vessel participating in the Garibaldi Tall Ships Regatta. LOs will meet the vessel on arrival at Genoa. Your LO will provide essential information, much of which is contained within this Manual, and up date you with any revised or new material throughout the stay in Genoa. Your LO will assist with any queries and help with various arrangements that will be required during the stay – some details of which appear in this Manual. LOs aim is to enable Captains and Crews to enjoy the visit to Genoa. He/she will advise on full details of the social events organised for Captains and Crews. Cdr Andrea FERRARINI Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 8.4 Badges and Wristband for trainees Badges will be provided to Captains at the STI office when they report there for their initial briefing on arrival in port. Wristbands will be issued to Captains or a ship’s officer on completion and return of the appropriate form and on successful completion of the Vessel Inspection by STI staff. The form will be in the pack given to Captains at the same initial arrival briefing. Genoa - 26 - Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 9 SHIP SERVICES 9.1 Fuel Large vessels can obtain bunkering through the Agent available at the OpsDesk. Small vessels can fuel at the following fuelling points: o ERG, located in “Calata Darsena” ( Ph 010 2470060) o AGIP, located near the YCI (Ph 010 2461206) LOs will give appropriate directions. To avoid interfering with ships visits and formal activities, bunkering from the pier should be completed by 1000 hrs each day. 9.3 Electricity Shore power is available in the berthing area free of charge for B,C and D class vessels. Advice on connections will be notified on arrival. 9.4 Waste A strict compliance with national laws on pollution prevention is required from all participants; therefore: o no sludge can be discharged; o sludge to be notified to the LO for appropriate arrangements (barge or tanker); o on entering Italian waters, garbage should be kept on board and disposed of, ashore as indicated; o a garbage disposal service will operate the following facilities: •barge alongside ( on request – large vessels) •tour of berthing area by disposal launch (sealed bags only), •garbage cans on pier (sealed bags only- no disposal after ...(time tbc)). 9.5 Gas Bottle gas can be filled, exchanged or obtained through the LO system using Provveditoria Marittima – S.Giorgio Genova 010 2477424 9.6 Repairs Provisions can be arranged via your LO. 9.7 Stores Provisions can be arranged via your LO. - 27 - Genoa 9.2 Water Fresh water will be available to all vessels participating to the “Garibaldi Tall Ships Regatta 2010”, at the piers, free of charge. Water mains are equipped with UNI 45 international fittings: vessels are required to be properly equipped for the connection. Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 9.8 Ship Agents The agent available at the CLOs office will advise on Chandlers and Suppliers (*). If requested, the LO will assist : however they will not be responsible for the related financial dealings. Should specific spares be needed before arrival, early notice should be given to the CLOs office to place the order in advance : in such case no responsibility for the finances involved in the deal will be taken. The use of toilets and showers is compulsory to avoid water pollution. Genoa - 30 - Garibaldi Tall Ships Regatta 2010 Captains’ Manual GENOA 11 PARADE OF SAILS 11.1 The Parade Sunday 11th April 2010. Radio: Participating Vessels are to set Watch on Channel 72 VHF from undocking until the end of the Parade. Details of the Parade will be given at the Captain’s Briefing - 31 - Genoa Vessels will be ready to move from their berths at 10.30 hrs in sequence as directed by Parade Commander. After unmooring they will proceed toward the “Waiting Area” located outside the Genoa Breakwater (circular area radius 1 mile centred in Lat 44° 22’,5N Long 008°54’E - see map) and remain in the that area in the established sequence until the start of the Parade. Its Palinuro will open the Parade transiting abeam the red light of the Breakwater at 12.00 hrs. Vessels will then follow in the sequence, forming the column spaced out by larger ships, as listed in pgf 11.2, and closed by Nave Italia. Distance between Vessels (stern to bow) 200 - 300 meters or more at the Masters/Captains discretion and depending on the weather, speed 4 - 5 Knots. Its Palinuro will proceed to the buoy located in proximity of Quarto dei Mille (the site of the departure for Marsala of Garibaldi in 1860 and the start of the Parade Lat 44°22’,7N Long 008° 59’,6E) then, at 12.30 hrs set course 107 ° and proceed for 6,5 miles toward an orange cylindrical buoy encircled by a white ribbon with the inscription STA – ITALIA placed 242° Green Light Camogli 0,5 mile (Lat.44°20’,75N Long 009°08’,4E) Nave ITALIA , closing the Parade will transit near the end buoy around 14.00 hrs. All Vessels at the end of the Parade will steer seawards and proceed to the start area for the “Garibaldi Tall Ships Regatta 2010”.
