Stevenson Rd Ottawa, IL 61350 815-433-0029 Dear Members, Visitors and Residents: Ottawa is a special place and this guide will acquaint you with many of the special things Ottawa has to offer. Ottawa, Illinois, a rural community 70 miles Southwest of Metro Chicago, linked by Interstate highways I-80 and I-39 and nestled between the Fox and the mighty Illinois rivers is, to those of us that live and work here, a big place in terms of natural beauty, quality of life, and a close-knit community. We also understand the challenges faced by any community, be it rural or urban, and the Ottawa Area Chamber of Commerce & Industry together with the City, Ottawa Visitors Center and our residents are continually working together to address them. Ottawa has become a destination for major companies, including Petsmart, Kohl’s, Tyson Foods, Mitsuboshi Belting, Clover Technologies Group, SABIC Innovative Plastics, Pilkington, US Silica Sand Co., Seattle Sutton’s Healthy Eating, International Titanium Powders and others. Heritage Harbor Resort, a multi-million dollar 700 multi-family home, 400 boat slip marina, yacht club, hotel, and Harbor Town sits one-mile east of Ottawa’s historic downtown. The Ottawa Area Chamber of Commerce & Industry is proud to present to you this edition of our Community Resource Guide. Just as the Chamber and the City of Ottawa have formed effective and productive partnerships, this guide is our partnership with you. Located in a beautiful valley at the confluence of the Fox and Illinois Rivers, Ottawa’s natural setting is as appealing today as it must have been when Native Americans, French explorers and early settlers traversed the woodlands and rivers. projects and the recreational development of our riverfronts. Revitalization efforts are evident in the downtown area and new industry and commerce provide new job opportunities. Hundreds of citizens serve on a myriad of committees, commissions and boards to further improve the community. The stately architecture in the city’s downtown and older neighborhoods reflects the aspirations and prosperity of our early citizens. The development of the Illinois & Michigan Canal literally placed Ottawa on the map. Canal surveyors platted Ottawa and Chicago at the same time. Prior to the Civil War, Ottawa had become a great center of commerce, agriculture, culture, law and politics. Abraham Lincoln had many friends and supporters in Ottawa and he often practiced law here before the local and state courts. Lincoln last visited Ottawa in 1858 to debate Stephen Douglas in the first of the Great Debates, an event that has been memorialized with heroic-sized bronze sculptures of these men in downtown Washington Square. Quality public and parochial schools are a source of pride and a commitment to a future generation of effective citizens. Ottawa Regional Hospital and Health Care Center continues to expand its facilities and services to meet the healthcare needs of the region. And Heritage Harbor Ottawa, a new marina resort community on the Illinois River, is springing up around a beautiful 30 acre harbor and promises to be one of the midwest’s most preeminent resorts. While visiting Ottawa, take time to explore Ottawa’s landscape, people and events. Be sure to take advantage of our many fine restaurants and unique shopping opportunities. Its beginnings are closely tied to the industrial and commercial development of the region. As early as 1823, settlers, trappers and traders moved into the area, trading with the native tribes living along the Illinois River. The name “Ottawa” comes from the Algonquin word “Adawe,” meaning, “trading place.” Ottawa has a long and storied past, earning a reputation for hard work, growth and good living. During the 1830s, a settlement formed at the confluence of the Illinois and Fox Rivers around Fort Ottawa. That year, the town of Ottawa was platted, and with the creation of LaSalle County in 1831, Ottawa was named the county seat. The town consisted of Fort Johnston (the county court) and a plank trading house. With the surrender of all native lands in Illinois to the federal government, the Ottawa area was opened to settlement. The rich soil in Illinois attracted the attention of European immigrant families, who began to arrive on a regular basis. 6 Ottawa Savings Bank is a Leading Lender in the Ottawa Area. The Illinois Valley Regional Airport is about 15 miles west of Ottawa. It has a 6,000-foot lighted, hard-surface runway and ground transportation to O’Hare and Midway airports. Ottawa’s own 5,000-foot airport, Skydive Chicago, is the base for locally owned aircraft. Ottawa also has convenient taxi services. 64 Located at the junction of two great rivers (the Illinois and the Fox), Ottawa is the county seat of LaSalle County. It is conveniently located near two important highways – Interstate 80 (which runs east to west along the city’s northern edge) and Interstate 39 (a north-south route that stretches between Rockford and Bloomington, Illinois). U.S. Highway 6 and Illinois Routes 23 and 71 crisscross the community, providing links with nearby cities and towns in the Illinois Valley Area. Carmi 51 45 Marion Carbondale 57 24 Three agribusiness barge terminals in the Ottawa vicinity serve the area’s burgeoning farm economy. Forty-five common carriers meet the transportation needs of the city’s manufacturers. In addition, industry is served by two railroads – Illinois Railway and CSX. 8 Business AND INDUSTRY Ottawa is a growing center for manufacturing, research and development, agriculture, warehouse, distribution and commercial development. This diverse commerce base continues to prosper due to Ottawa’s favorable location, tax incentives and quality workforce. Tax advantages and other economic incentives attract new business and industry, and encourage expansion by existing companies. Ottawa is ideally positioned on east-west Interstate 80, nine miles east of north-south Interstate 39 and just 90 miles from Chicago. A new industrial park is located two miles from I-80 at highways 71 and 6. Rail access is on site, and a barge terminal is nearby on the Illinois River. Tax advantages and other economic incentives attract new business and industry, and encourage expansion by existing companies. The city’s Enterprise Zone provides a waiver of sales tax on building materials and a waiver of permit fees and investment tax credits. Ottawa’s Tax Increment Financing (TIF) Districts allow reimbursements for a variety of eligible expenses – such as cost of property, site work, legal expense, engineering and architectural expenses. There are also a number of attractive TIF sites within a mile or two of Interstate 80 and a new industrial park at Route 71/US 6. The City of Ottawa utilizes a streamlined permitting process to help meet tight startup deadlines. A progressive banking community offers, in some circumstances, loan rates below current market levels. Agriculture is a significant part of the city’s economy as well, with 650,000 acres in production and approximately 1,700 full-time farmers. The farm population is twice the national average, close to 4.5 percent of LaSalle County’s population. These statistics support a growing desire for locally-produced food. In addition to a weekly Farmers Market, more locally grown produce is showing up in the grocery stores. Homes reflect the tradition of steady growth and progress while still maintaining the comfortable atmosphere of a family-oriented neighborhood. Houses range in style from 19th century mansions to cozy single-family dwellings, new condominiums and ample town homes. Fine 19th-century homes (including Victorian, Greek revival, Italianate and Colonial Revival styles) are found east of the Fox River and north of the Illinois. These homes are close to Ottawa High School and the Old Town shopping district. More homes are located on bluffs on either side of the Illinois River, overlooking downtown or the river basin. Current building guidelines limit the number of houses that are built per acre. Consequently, Ottawa is able to secure the integrity of its residential community but still accommodate growth. Many of the newest subdivisions feature executive-style homes on large, wooded lots. Elegant and affordable new homes can also be found throughout the city, with many options on the city’s far north side. More subdivisions are in the planning process, including Heritage Harbor Marina Resort on the Illinois River and others that will make use of the scenery along the Fox River.
