Judge Overturns Jury’s Decision
Circuit Court gives former county police officer convicted on assault charges, probation before judgment

COLLEGE PARK—A Prince
George’s County Circuit judge
overturned the jury’s conviction of
a former county police officer on
assault charges for allegedly beating a University of Maryland student following a basketball game
in 2010.
According to court documents, former Prince George’s
County police officers James Harrison and Reginald Baker beat
Jack McKenna, 21 at the time, following a win by Maryland’s basketball team over Duke. A circuit
court jury found Harrison guilty of
second-degree assault in 2012, and
found Baker not guilty. However,
last month Judge Beverly Woodard
reversed the jury’s decision and
awarded Harrison probation before judgment without any official
explanation.
McKenna’s lawyer, Terry
Roberts, said Harrision’s conviction means nothing because of
Woodard’s decision.
“(McKenna) was defenseless,
didn’t assault the officers, didn’t
do anything. Yet he got beaten
pretty severely,” Roberts said.
“This is the end result. He gets no
conviction. In my mind, it’s unjust.
Now we’ve got a situation where a
police officer who was found
guilty by a jury walks. It sends a
pretty bad message on an important case.”

UPPER MARLBORO –
Prince George’s County government launched a website last week
granting residents access to certain
county records in an effort to increase transparency, but county is
not releasing information about
employees’ salaries.
The portal, Data Prince
George’s, allows residents to view
extensive datasets on things like
crime statistics, 311 service requests and locations of county
buildings, said Vennard Wright,
director of the county’s office of
information technology.
A governance board assessed
each dataset, then decided whether
it will be uploaded to the site or
withheld, Wright said. The dataset
containing the salaries of county
employees is among the information being withheld.
“That just wasn’t a popular
dataset to put out there,” Wright
said. “The same level of comfort
wasn’t there.”

“If this guy can get away with
beating me up for doing absolutely
nothing—it’s caught on video, it’s
blown up on national media—if he
can get away with that under those
circumstances, then it makes you
think about what else that police
force can get away with when the
cameras aren’t on them.”
The Prince George’s County
police department had no knowledge of the court’s decision and
did not play a role in the judgment
of the case, said Lt. William
Alexander, a spokesman for the
department. However, he said the
department has taken measures
since the incident in 2010 to prevent similar ones from happening
in the future.
Each officer deployed as part
of the civil disturbance unit has
their ID number permanently affixed to their helmet for easy identification, Alexander said. The department has also acquired additional cameras to better record and
capture events during deployment.
The entire department has
been trained on the department’s
new civil disturbance unit deployment procedures and the department developed a special investigation response team.

Gwynn Park community supporting cheerleader’s fight against cancer

BRANDYWINE - As a high
school freshman, Alexandria Herndon flew into the air doing back
handsprings and tucks as a cheerleader.
However, doctors diagnosed
Herndon with osteosarcoma, a cancerous bone tumor, during her freshman year at Gwynn Park High
School, cutting her cheerleading career short. Still, her peers say, the junior is still the best cheerleader at the
school.
“I’ve never kept my head
down,” Herndon said. “I’ve had a
positive attitude since day one.”
On Wednesday night, the school
held a celebration called “Golden
Day” in her honor. The school sold
buttons and t-shirts to raise funds to
help pay Herndon’s medical bills.
People packed the cafeteria, donating food and drinks. Music from the
high school’s band filled the room,
and the dance team and cheerleading
squad each performed.
“I’m speechless,” Herndon said
with a smile. “Who can say your high
school raised money for your medical
bills and threw you a celebration?”
Ironically, cheerleading is what
led Herndon to discovering she had
cancer. After making the cheerleading squad, Herndon’s left leg would
swell repeatedly. Icing the leg and
resting had no effect on the swelling.
“Her leg swelled up to the size
of a balloon,” said Kim Christian, the
school’s cheerleading coach.
Christian urged Herndon’s family to get her leg checked out.
An MRI scan revealed Herndon
had a tumor in her knee. Doctors removed the tumor and placed a titanium rod in her knee, said Herndon,
who now has to use crutches.
“Life changed really dramatically,” Herndon said. “I wanted to do
cheerleading, basketball, other
sports. I ended up not being able to
do everything I wanted to do.”
After a short remission, doctors
again diagnosed Herndon with cancer again, this time in her lungs.
The lows of having cancer include undergoing chemotherapy
treatment, and the sickness that
comes with it, Herndon said. Sometimes, she has to miss school because
of the treatment. Still, she remains
positive.
“I think of the good out of
everything,” Herndon said. “Live
life as it is.”
Herndon now helps manage the
school’s cheerleading squad. She
said watching the team perform
gives her motivation.
“I’ve seen what cancer can do to
the spirit,” said Christian, who
watched her own father battle cancer.
“But Alexx, she’s a fighter. Her energy is our motivation.”
Gayle Coles, Herndon’s grandmother and guardian, said Herndon’s
positivity makes it easier for the family to cope.
“When she goes through the
tough times, the pain and effects of
the chemo, then you know, of course
your heart hurts,” Coles said. “But
you have to keep up the positivity,
even when she’s a little down, so she
won’t fall into that trap as well.”
Herndon’s classmates said they
sometimes find it hard to believe she
has cancer.
“She’s outgoing and goofy,”
said Temia Mitchell, a junior. “You’d
never know what she’s going
through.”
Donetello Kelley-Jones, a junior, said the diagnosed surprised
him.
“She’s always happy,” KellyJones said. “She always keeps her
head above water.”
PTSA President Pamela KingWilliams, a breast cancer survivor,
helped organize the school event because she wanted to give Herndon
hope.

“It’s a tough thing to go
through,” King-Williams said. “I
was 30 years old at the time. I can’t
imagine being 16 years old. She’s
such a sweet, beautiful child. I hope
this event encourages her and her
family.”
Herndon, who is thinking of going into the medical field, said she is
confident she will win her fight.
“I’ve beat it once, I can beat it
again,” Herndon said.
Auto body mechanic uses scrap metal to create masterpieces

MARLOW HEIGHTS – For
one employee at Sheehy Ford, the
body shop is not only a work place—
it is also a treasure chest of art supplies.
Harold Kyle, an auto body mechanic of 40 years, not only rotates
tires and changes oil, but he also creates works of art by making use of old
and unusable auto parts during his
down time.
Kyle was first introduced to the
world of cars when he was young by
his father, a body man himself. As a
young man, Kyle went to the Navy
and when he returned from his service, Kyle and his father began working together at a body shop.
Kyle said he always knew he
wanted to pursue art. Now, he incorporates it into his work.
“I used to customize cars when I
first started,” Kyle said.
He then started to recycle unusable auto parts.
“I started thinking well this is
pretty cool. I can make something out
of it other than what it is supposed to
be,” he said.
Noticing the artistic element of
auto body repair, Kyle honed his
skills at Prince George’s Community
College where he began taking all of
the art classes that he could.
Kyle’s exposure to various
facets of art provides him with the
flexibility to use practically anything
he can get his hands on to craft a
piece. Kyle said he considers his artwork simple, geometric and original.
“Very seldom do I have a direct idea
of where I’m going with something
when I start,” he said. ”I’ve never
made two pieces the same.”
He finds most of his tools in
dumpsters, junkyards and places with
scrap metal.
“I just love what I can find in a
dumpster,” said Kyle.
Scraps of heavy metal, unused
wrenches, pitch forks and metal wire
are just a few materials he uses to craft
his masterpieces. Kyle also incorporates recycled car parts such as broken
Ford Focus headlights and rearview
mirrors into his artwork—something
Vince Sheehy, Sr., founder of Sheehy
Auto Stores, supports.
“He [Sheehy] bought six pieces
for the show room and they have
pieces in the corporate headquarters,”
said Kyle. “I am very fortunate I am
able to both work at a job I love and
create artwork during my spare time.
I can’t imagine doing anything or
working anywhere else.”
Kyle’s original works of art can
be found at the Mattawoman Creek
Art Center nestled among trees em-
bracing autumn in Marbury, Md.
Along the sidewalk to the art center
stand welcoming outdoor art pieces
from Kyle’s one-man art exhibit the
“Heavy Metal Sculpture Invitational.” Some of his pieces can be moved
gently and those made for the outdoors move gracefully in the wind.
Kyle currently has more than 40
pieces of artwork that can be viewed
and purchased at the art center with
prices ranging from $150 to $2,000.
The one-man show is open every Friday through Sunday until Oct. 26
from 11 a.m. to 4 p.m. Kyle will be in
attendance on Sundays providing
demonstrations and answering questions about his masterpieces.

Mayor Robinson discusses accomplishments, challenges while serving Bowie

Robinson is no stranger to city residents. Robinson has served as mayor since 1998 and is a retired major
from the Prince George’s County
Police Department.
Robinson sat down with The
Sentinel to discuss an assortment of
topics, including his accomplishments and the challenges he has
faced leading the city through a recession.
Sentinel: You’ve been mayor
since 1998. What would you say
have been your biggest accomplishments?
Robinson: Well I think the first
thing is the strong, fiscal condition
the city’s in. We sat down with some
folks from the University of Maryland, professional management people and tried to do some forecasting
of what the city would look like in 10
years, in 20 years, in 30 years, and
those projections are reasonably accurate. We’ve also been able to expand the tax base. When I came to
Bowie, the city’s tax base was a billion dollars. Today it’s $7 billion. We
try to reach out and allow the business community and residential community to grow together. We try to
make sure that anything that comes in
complements what’s here as opposed
to pushing it one way or the other. I’m
an unabashed free market, pro-business, economic development guy. So
we’ve reached out to the businesses.
We’ve been able to manage our financial growth very well. We are one
of two cities in the entire state of
Maryland that has a triple-AAA bond
rating. It’s all about long-term planning, long-term commitment and trying to look beyond the next two-year
cycle and the next four-year cycle. A
couple of years back, we ventured
down to a major recycling effort. I admit I’m a born-again recycler. We’re
saving 600,000 dollars a year on
land-use fees just because of the volume of recycling we’re doing. So
again, it all ties into the financial underpinning.
Sentinel: Why did you get into
politics and why did you choose to
run for mayor?
Robinson: Well, you know, I’ve
lived in the city for a long time. My
family is here. I think it’s a great place
to live and to raise a family. The mayor was rotating out in 1998 and I said,
“Why not?” I just see that there’s an
inherent goodness in this city that can
expand to greatness.
Sentinel: What do you mean by
an inherent goodness?
Robinson: If there’s one thing
that I think makes Bowie unique
apart from other places is if there’s a
crisis in this city, neighbors pitch in
and take care of it. This is a pitch-in
community; people will stop what
they’re doing and help their neighbors and you can’t buy that. The
city’s grown. In 1990 the city was
30,000 people and in 2000 there were
50,000 people. Now we’re just under
60,000 people. Projected by the mid2000s, it will probably be in the 70’s.
Sentinel: How will the population growth affect mixed-use development?
Robinson: I look at mixed-use
as an opportunity. It gives you a slate
so that you can be creative. One of the
big challenges I have is that the city
doesn’t have the final say in managers. I think that is an incredible
challenge and I think it’s something
the county ought to seriously stop.
The Prince George’s County Council
controls everything. What I see is
mixed-use gives you an opportunity
sometimes to blend things in that are
more geared to the future than the
past. If you look at a lot of the old
shopping centers that exist in Montgomery County and Prince George’s
County, they were great in their time.
They were built in the sixties. They
were cutting edge. But now, millennials who come in want to live here,
work here, and go shopping (all in
close proximity). Sometimes the existing zoning process offers guidance
and is effective. But sometimes, it’s
constraining.
We try to take a fresh look at
where we want to be and where we’re
going and that’s what we’re trying to
do with the 450 corridor. We’ve got a
new property owner in there. With
the new ownership and their willingness to work with us on mixed-use,
the council’s embraced that.
Sentinel: What would you say
are the biggest issues facing Bowie
today?
Robinson: Most of the people
here are willing to embrace the future.
We also have people who are comfortable with the way things are since
1962. I learned two things in this business when I got here. One is you can’t
make all the people happy all the time
and Harry Truman was right, if you
want a friend in this business, get a
dog. I think the way we manage and
control growth and redevelopment of
the city which will be what happens
next and that’s where I’m most concerned about achieving greater control of the land use issue. We’re going
to work within the county zoning because I believe that makes sense. But
we ought to be able to say this proposal matches or does not match the zoning and if it does, this is what the staging should be and this is what the infrastructure should be before another
10,000 houses go up or another large
shopping center is built.” Our financial relationships with the county and
the state are important. A big issue
there in the last several years is the
city has taken a big hit in our share of
how we use our funds. Every time
you buy gasoline, the tax on that goes
into a state fund and up until very recently, it’s been distributed on a formula basis to the cities and county
based on the number of miles of
streets that should be maintained.
That’s the money that helps us build
and maintain roads, repair potholes
and all of those other things. We try to
resurface every street in the city once
every ten or five years.
Land use authority is another issue and I anticipate in short-term and
long-term future the city will go
through some redevelopment issues
that will challenge the authority that
makes land use decisions. The more
local authorities we have for land use,
the better.
Sentinel: You talked about being pro-business. One of the big
things that you hear all the time about
Maryland is that it’s a very businessunfriendly state. How, in a place
that’s considered business unfriendly

by a lot of people, have you been able
to make this city an attractive place
for businesses to go?
Robinson: A lot of the things
the city doesn’t control. I don’t control corporate tax rates and other
things, that’s where there is a conflict.
Not too long ago, I hosted a meeting
with the comptroller and a lot of business people and Chamber of Commerce people. I found that if you put
people in a room together, sometimes
you get some candid observations
and the interesting thing from a couple of the larger developers and a lot
of business people were saying is nobody likes taxes. The problem, they
tell me, is getting through the bureaucracy. It’s not intended to be hostile
but there’s an incredible impediment
there sometimes. Let me give you an
example of the problem: Eisenhower
landed in Normandy in June and in
December, he was in Berlin. I can’t
get a cut approved in the state highway in less than a year and a half.
Where’s the balance on that? Sometimes it’s the bureaucracy that slows
things down. For years, the biggest
problem in Prince George’s was the
permitting process. I think County
Executive Rushern Baker is really
trying to tackle that issue. There’s
been a lot of bureaucratic shift there
and the jury’s still out on it but I think
the potential for smoother, more effective operation is potentially there.
He’s put some good people in charge
and moved some people around so
I’m hopeful that will work.
One of the things that we do is if
we hear that a business might be, I’ll
give you an example of one great
business here INOVALON across the
street (from Bowie Town Center), we
had heard that they had outgrown
their campus in Annapolis. So unlike
other jurisdictions that wait for them
to come in, we went to them. We said,
“Why don’t you come here and take a
look, there’s a four-story office building over there”…So they took the entire building and brought 700 jobs to
the city. So I see my role as not only
trying to bring people there but
you’ve got to nurture as well. They
now are our single largest private employer. They’re a great business.
There are high-end quality jobs. If I
could get two or three more of them,
I’d be a happy man.
Sentinel: Is there anything
you’ve done policy-wise that you
would like to undo, take back or handle differently?
Robinson: Never! Are you suggesting I might have made a mistake?
I always look back and say, “Could I
have done this better?” or “Could we
have done this better?” I think if you
look at some of the things we’ve done
like on the capital investment side—
we built the gym, we built a state-ofthe-art senior center. We sat down
with the seniors—they used to meet
in the old city hall in one large
room—so we sat down with them
and said, “If money’s not an object
and engineering’s not an object, what
do you want a senior center to be?”
And they came up with great ideas.
We took those great ideas to an architect and asked, “Can you build this
and what would it cost?” Now you
walk into that building and you will
notice immediately that it has a welcoming tone, people love it there. It’s
one of the most used facilities we
have. We put this building up (Bowie
City Hall) and this was done in the
middle of the financial depression
and the recession. We needed to get
out of the old building.

Judge awards probation before judgment for officer convicted of assault

the officers beating McKenna.
Police arrested McKenna on
charges of assault and disorderly
conduct, but Roberts said the
charges were dropped after a video
of the incident surfaced showing
the officers beating McKenna. The
video showed McKenna skipping
along the sidewalk as police confronted him and began to beat him.
Roberts said Woodard’s decision to award probation before
judgment is “outrageous” because
she did not even make the decision
during the court hearing.
“There’s no written opinion
justifying her actions here. No reasons given,” Roberts said. “I just
think the end result is an affront to
justice. My client is extremely disappointed.”
McKenna said the judge’s decision did not shock him. In fact,
he expected it.
“It would’ve been nice for
someone to be held accountable
for that night,” McKenna said.
“Now it’s just basically nothing
ever happened. It kind of goes
along with how the entire trial
went. It’s not a surprise at all.”
Woodard’s decision is not out
of the ordinary, said John Erzen,
spokesman for the Prince George’s
County State’s Attorney’s Office.
However, he said State’s Attorney
Angela Alsobrooks was “very disappointed” in the decision.
“It is fairly normal in our justice system for someone with no
criminal record and only has a second-degree assault conviction to
receive probation before judgment
on a reconsideration,” Erzen said.
“Now, as far as this particular case,
we were disappointed in what she
did because this is a case that had
the community very concerned.
We ultimately decided to charge
the case because we felt that the
officer’s actions were criminal,
and the jury took a lot of time to
deliberate and really go through
everything. We felt that, in that
verdict, the jury spoke loud and
clear to the type of policing that
should go on here in Prince
George’s county.”
While he does not hate the
justice system and will not judge
the system in a vacuum, McKenna
said he believes there is a policing
problem in Prince George’s County.
“I don’t hate all cops,”
McKenna said. “But in Prince
George’s county specifically,
there’s obviously a problem. And
there’s been a problem for a long
time. This isn’t the first incident.”
McKenna said he was fortunate
because there were videos of the incident which caused charges to be
dropped, but for people in dark alleys, the same opportunity will not
be afforded. There needs to be more
accountability and transparency by
the police department when it
comes to brutality cases, he said.
“It just gives me chills thinking about all the other incidents
that we don’t even know about,”
McKenna said. “If there ever was a
case where they were going to be
held accountable, it seems like this
would be it.”

Wright said.
The first tier of the governance board is the Open Data
Steering Committee, chaired by a
deputy chief administrative officer. The board includes the director of the Office of Information
Technology (OIT), the manager of
the communications division in
the Office of the County Executive, the CountyStat manager and
a liaison from the county’s law office.
"Generally, the steering committee meets on a quarterly basis
to review overall policy objectives
and issues related to the county’s
open data program," Wright said.
The next committee is the
Open Data Workgroup, chaired by
OIT’s Open Data Project Manager
Belinda Boateng. It includes representatives from OIT, the public
information office, the Prince
George’s County Police Department and CountyStat.
"The workgroup meets on a
bi-monthly basis to review tactical
issues with the county’s open data
program, including dataset identification, prioritization and publication," Wright said.
The final group is the Open
Data Project Team, which oversees the execution of the Open
Data implementation plan. The
OIT team consists of an open data
project manager and project management staff from the OIT project
management office.
"The project manager and
project management staff generally work with the county’s agencies
and branches of government to
identify and prepare datasets for
publication,” Wright said. “The
technical staff works with agencies to develop the programs to automate, wherever possible, the
publication of new datasets onto
Data Prince George’s.”
Residents may request specific datasets to be uploaded to the
portal, Wright said.
“We take all feedback into
consideration,” Wright said,
adding that if large numbers of
people requested the salary
dataset, the board would have to
reconsider its previous decision.
Though he calls it a “tough
situation,” Wright said he does believe in transparency.
“It’s public money that’s be-
ing used, and I think citizens have
a right to know where their tax
dollars are going.”
Neighboring counties have
launched similar databases, but
opted to include the salaries of
county employees. Patrick Lacefield, Montgomery County's public information director, said
Montgomery County lists the
salaries because they are public information.
"The public has a right to see
it. So if we're trying to be transparent and accountable, it's necessary
to put that kind of information out
there," Lacefield said.
Officials said they hope Prince
George’s portal will help push the
county’s Transforming Neighborhoods Initiative forward. The TNI
has identified six “hotspots” across
Prince George’s county that strug-

gle with problems like violent
crime and Section 8 housing. Officials have assembled teams of people from across the county to begin
addressing challenges in the identified areas, Wright said.
Already, violent crime is
down significantly, Wright said.
He hopes TNI will continue improving neighborhoods, and that
Data Prince George’s will help citizens track the initiative’s progress.
“Data Prince George’s helps show
the movement over time by quantifying it with data,” he said.
The county will continue to
add datasets as it comes across
them.
“We’re constantly working
with agencies to identify new
datasets,” Wright said. “It’s an ongoing effort to put new data out
there.”

this time, but last year they had a
huge slide for the kids, demos by the
County Police motorcycles, facepainting, free smoke alarms, good
food and, besides, they sliced open a
car with the Jaws of Life. It was a
fun event.
The Morningside Volunteer Fire
Department has, so far this year,
more than 4200 service calls, making
it numbered among the busiest departments in the country. The firehouse is located at 6200 Suitland

Improvements (with lane
closures) coming to Branch
Ave.
Maryland State Highway Administration is kicking off a $10 million road project that’ll improve access for pedestrians and cyclists
along Branch Avenue (route 5).
More than 50,000 vehicles use this
roadway every day.
The work on Branch Avenue,
between Curtis Drive and Southern
Avenue, includes the construction of
nearly two miles of sidewalk, improved medians and islands, upgrades to the drainage system and
road-widening to allow for bike
lanes.
Some lane closures will be necessary during the work, which is expected to be completed by spring of
2017.
About two miles away, the state
is also working on a $37 million project at the Branch Avenue Metro Station where there are plans for a new
pedestrian bridge and better access
for drivers and pedestrians.

On September 25 at St. Philip’s
Church, I talked with Peggy Nanney,
longtime resident of Maple Road in
Morningside. She was attending
Mass on the second anniversary of
the death of her mom, Melma Nanney. “Seems like yesterday,” she
said.
Skyline’s COPS Officer Gonza-
les was not able to attend the Skyline
Citizens Association’s meeting on
Sept. 17; he was recovering from an
achilles tendon injury. It wasn’t in
the line of duty, however, but from a
basketball game.

meeting were Morningside Fire
Chief Michael White, Inspector Renee Vidato from the Dept. of Permitting, Inspections & Enforcement Division, Sgt. Jeff Schreiber and other
County Police officers. As always, it
was a valuable meeting.
In last week’s column I mentioned my son Brian had brain cancer
surgery at John’s Hopkins on Sept.
24. He has made an amazing recovery and is now back home in Fort
Walton Beach, Fla. Hopkins even
made an appointment for him at a
cancer center near Pensacola. He
asked me to thank all who prayed for
him.
Philip’s Parish, died Sept. 15. In recent years she lived in Silver Spring.
She was the wife of the late William

Navy (ret.); mother of William Jr.,
Ann Boland, Susan Baglini, Terri
Collins, Kathryn Rioux, Lisa

Pat was my inspiration. After
raising her eight children, She went
back to college to earn a master’s degree in library science. She was librarian for some years at Fairmont
Heights High School and she also
helped found St. Philip’s Library
where I volunteered. I followed in
her footsteps, got my MLS at
Catholic University, and was librarian at St. Philip’s for 30 years.
Grand re-opening for
Fairmount Heights Library
As I am writing this column I
am perplexed by the spelling of the
town, the library and the high school.
A little research let me know that the
town is Fairmount Heights, incorporated in 1935, and its library is Fairmount Heights Library. However,
the school is Fairmont Heights High
School (which is actually in Capitol
Heights). I’m still a little confused.

Herbert Hoover Miller, 85, of
Riva and a 1946 graduate of the old
Maryland Park High School, died
June 8. He served with the Army
during WWII and had a lengthy career with Bell Atlantic. He was a
lifetime member of the Capitol
Heights Fire Department. He was
predeceased by his second wife Elizabeth Audrey Miller and five siblings. Survivors include his first
wife, Connie Briguglio, four daughters, two stepdaughters, five siblings,
and many grand- and great-grandchildren, and one great-great-grandchild.

and equipment as Friendly High
School prevailed 13-12 over Largo
High School on “Joe Haden Night.”
“Joe is a great role model,” said
Friendly quarterback Reicardo
Smith. “It was great to get this win in
front of him. We had a couple of
mental mistakes and it was a tough
game, but a win is a win and we will
take it.”
Smith finished the night with
222 yards and two touchdowns, and
he also rushed for 49 yards as he led
the team to victory. Smith spread the
ball around to multiple receivers
against Largo, but his favorite one
seemed to be Tre'Vaughn Henry,
who hauled in four receptions for 89
yards.
Largo struck first in the second
quarter after Derrick Harris broke
free for a 20-yard touchdown run.
However, Friendly bounced back after Smith found wide receiver Myles
Christian for a 39-yard touchdown
pass to put the Patriots up by onepoint, 7-6, going into halftime.
Largo had trouble containing Christian in the slot and down the field as
he finished with 72 yards receiving.
Largo came out strong after
halftime. Running back Tevon Littleton capped off a touchdown-scoring drive with a five-yard scamper
through the heart of Friendly's defense to put his team up 12-7.
Friendly answered back and recaptured the lead late in the third
quarter after Smith threw a 17-yard
touchdown pass to Abraham Lyles

“He (Reicardo Smith) means
everything to this team,” Smith said.
“Reicardo is young and he comes

Cleveland Browns standout cornerback Joe Haden came home to visit
his alma mater Friday night during a
game between the Friendly Patriots
and the Largo Lions.
The NFL Pro-Bowler set state
records with 7,371 career passing
yards as well as tying the record for
touchdown passes (80) in 2006.
“It feels good to be welcomed
back home,” Haden said. “Everybody is excited to come back for Joe
Haden Day and that is special to
come back to my high school where
it all started.”
Haden primarily starred as a
quarterback and safety for the Patriots as he helped them capture the 2A
Maryland state championship
against River Hill 37-18 in 2006.
Though he is now one of the top
defensive backs in the NFL, Haden
had little experience at the position
when he signed with the University
of Florida. Haden said his experience as a quarterback has helped
him stay prepared on the defensive
side of the ball.
“It helps a little bit to understand concepts and more route combinations, but sometimes it can hurt
you by thinking that you know more
than you do,” Haden said. “I know
I’ve still got it, but the only thing is
that the coach might have to shorten
up the playbook a little bit, just draw
it in the dirt.”
In 2007 at the University of
Florida, the Gators’ secondary became depleted, allowing Haden an
opportunity to shine early in his career as a true freshman when he
made the starting lineup on opening
day. Haden never relinquished his
spot and was named as an All-Southeastern Conference freshman with
63 tackles and an interception. He
enjoyed a productive career at Florida with seven interceptions 218
tackles, and helped the team win the
BCS National Championship victory over Oklahoma in 2008.
The five-foot-eleven cornerback entered the 2010 NFL draft as a
highly-touted prospect and the
Cleveland Browns selected him with
the seventh overall pick in the first
round. As a Pro Bowl cornerback,
Haden has made his mark in the
NFL with 205 tackles, 13 interceptions, two sacks, and three forced
fumbles.
To help his alma mater, Haden
donated new uniforms and equipment to Friendly. He said he wants to
make sure he was in attendance to
his team in their new outfits. Friendly won the game 13-12.

Surrattsville runs all over Central 42-0

CAPITOL HEIGHTS – On a
second down play with seven yards
to go at midfield, the Central High
School Falcons were marching
down the field, trying to relinquish a
21-0 deficit in the middle of the second quarter. “Watch for the screen!
Watch for the screen!” Surrattsville
High School head coach Robert
Harris yelled to his defense as he
sized up Central’s formation.
The ball was snapped and immediately thrown to the slot wide
receiver for a loss of three yards after the Falcons (3-1) tried to set up a
bubble screen on the strong side of
the field. That’s how the day went
for the Falcons as they fell to the
Surrattsville Hornets (3-1) 42-0 in a
game where both teams were out to
prove they were as good as their
records indicated.
The Hornets came into the
game with one loss while the Falcons were undefeated. On paper, it
seemed like it would be a close one,
but it turned out to be anything but
as Surrattsville dominated the game
on the ground with more than 300
rushing yards.
“Honestly, I expect to dominate
every game we play,” Harris said. “I
want to say that with all humbleness. This team has come a long
way. I’ve got high expectations for
this group.”
Harris said he respects the Central head coach Kenneth Amaker
and his staff for the progress they
have made reviving the school’s
football program because it reminds
him of how we built up Surrattsville’s program.
“The kids were 3-0 and they’ve
come a long way. I honestly thought
it was going to be a little bit closer,
but sometimes the balls just go your
way,” Harris said. “Today it went
our way a little bit more.”
Central’s offense could not
generate any movement and only
got seven first downs throughout
the game. Harris said the Hornets
felt like they owed themselves a
shutout after not being able to do so
in their previous outings.
“We just felt like we shouldn’t
have been giving up points in certain situations,” Harris said. “We
felt like we out ourselves a shutout.”
Surrattsville running back
Amaru Major said the team’s loss
the week before after leading 20-7
against Woodrow Wilson High
School motivated them in this
week’s victory.
“Coming into the game from
the loss last week, we had a lot of
our players bouncing back strong,”
Major said. “Our coaches gave us
all the tools we need. Our coaches
did very well to prepare us for this
game and to win the game.”
Major led the Hornets’ offensive attack on the day rushing for
236 yards on the ground and piling
up two rushing touchdowns. Major
said he woke up feeling good, and
the loss last week made him run
even harder.
“It was just a good day,” Major
said. “We were feeling good. I saw
some weaknesses in their defense,
like how they play a safety back and
the linebackers, how they come
blitzing.”
Major said the team had success running the ball off tackle because of the blitzes used by Central’s defense.
Throughout the game, Major
talked to his teammates, encouraging them to not slow down even as
their lead grew larger.
“I had to keep getting in their
head,” Major said. “I had to tell
them that the second team is better
than the first team. Just execute for a
couple of more plays and get this
win.”
Overall, the Hornets finished
the game with 343 yards rushing.
James Madlock, Major’s backup,
finished with nearly 100 yards on
the ground and had two touchdowns
as well.
Surrattsville

“Amaru (Major) was a secret
last year. He had over 2,000 yards
rushing to finish the season. He’s
not a secret anymore,” Harris said.
“Our line has come up tremendously. They open up holes and they
make it easy. And then, with James,
he’s just a great addition.”
Crusaders continue winning with 42-7 victory

his 17th birthday, Riverdale Baptist
senior quarterback Amir Hall and
his teammates had plenty to celebrate as the Crusaders rolled to a 427 victory over visiting St. Mary's of
Annapolis in front of nearly 500
spectators at the Riverdale Baptist
Sportsplex in Upper Marlboro on
Friday evening.
Riverdale Baptist (4-1) scored
early and often against St. Mary's
(0-6) as Hall completed 18 of 22
passes for 286 yards and two touchdowns. But it was the Crusader's defense that got things started initially
when Zech McPhearson recovered a
Patrick Hines fumble and returned it
22 yards for a score on the second
play of the game and a Jeremiah
McBride extra point gave the hosts
an early 7-0 lead.
"I think these last four games
our defense has really been picking
up the intensity," said Riverdale
Baptist first-year coach Ceasar Nettles, III, whose team has now won
four straight games since opening
the season with a 34-28 loss against
Spalding. "We started a little slow
on offense, but once we got going it
seemed like everything was working. We were able to stay balanced."
After McPhearson's defensive
touchdown gave the hosts an early
lead, Riverdale came away empty
on its first offensive possession despite reaching the Saints' red zone
on an eight-play drive. St. Mary's
countered with an eight-play drive
that also netted nothing, then
Riverdale's offense awoke. The
Crusaders went 63 yards in only
five plays with Hall connecting
with Cody Wilburn for 39 yards and
then hit McPhearson for another 17
before Marcus Williams found the
end zone from four yards out for a
13-0 Crusaders' lead.
"It really was about the defense
tonight," Hall said. "Those guys set
us up in great position all night.”
Riverdale Baptist closed out
the first half in style, getting help
from both sides of the ball for a 230 Crusaders' lead at the intermission.
St. Mary's avoided a shut out
when Hines redeemed himself for
the early fumble and went 39 yards
on the Saints' first possession of the
third quarter.

Frederick Douglass Eagles have
outscored opponents 171-0. The
Friendly Patriots are the next team
up to try to defeat the Eagles, but
at this point a few points would be
an accomplishment. The Eagles
are led by dual-threat quarterback
Devin Butler who is coming off a
four-touchdown performance last
week. The Patriots have a dynamic quarterback in their own right
with Reicardo Smith leading the
team. The Eagles defense however will be looking to stay perfect
and take one more step towards
the history books.
Eleanor Roosevelt at Bowie
Roosevelt boasts a perfect
record and has played some of the
best football in the entire county.
The Bowie Bulldogs, on the other
hand, have lost back-to-back
games and are on the verge of
falling further behind in the standings with another loss. This game
will be decided on the defensive
side, and whether or not the Bulldogs can slow down a Raiders offense that has averaged 43.5
points in their last two games.
Fairmont Heights at
Surrattsville
This game will be the battle
of the Hornets. Both teams in this
game will look to rush the ball
early and often. For Fairmont
Height, Christian Paylay leads the
rushing attack with more than 600
yards on the ground this season.
The Surrattsville Hornets are led
by Amaru Major who has rushed
for more than 700 yards through
four games. The team that makes
the big plays on defense will most
likely come out on top Friday.

Democratic Central Committee reverses decision
regarding Board of Education endorsements

SUITLAND - The Prince
George’s County Democratic Central Committee voted 12-7 to endorse four Board of Education
candidates for the general election
in November after voting unanimously last week to not endorse
anyone.
Some committee members, as
well as candidates who were not
endorsed, are questioning the
move.
“We voted last week; it was a
unanimous vote,” committee
member Theresa Dudley said.
“Did we have an epiphany of what
we should be doing as a committee? By reconsidering this now, we
just look foolish. It’s a nonpartisan
race; we shouldn’t pick one democrat over another democrat.”
The committee voted to en-
dorse Lupi Grady for District 2, Dinora Hernandez for District 3, current Board member Sonya
Williams for District 9 and Board
member Carolyn Boston for District 6. All four candidates already
received endorsements from County Executive Rushern Baker III.
Endorsing Board of Education
candidates and putting them on the
Democratic Central Committee’s
ballot is not an unusual practice,
said committee treasurer Courtney
Glass. The committee endorsed
Board of Education candidates in
2006 and 2010, she said.
“We needed to make sure
everyone was educated about the
candidates,” Glass said. “I think
it’s correct for us to take a position
on elected candidates. We’re allowed to have our voices heard.”
Domonique Flowers, who is
running against Williams in District 9, said a partisan group should
not get involved in the election of
nonpartisan positions.
“The school board by its nature is non-partisan. Even if I was
endorsed myself to be on the Democratic (Committee’s) ballot, I
would actually ask them to take me
off,” Flowers said. “In my own
candidacy, I have not mentioned at
all that I’m a democrat or a republican. I stress nonpartisanship.”
Although Flowers served on
the Democratic Central Committee from September 2013 to June
2014, he said he has avoided mentioning his service during his campaign.
“I want (voters) to support me
based on my experience, based on
my ideas.”

Goddard French Immersion School makes National Blue Ribbon list

LANHAM – U.S. Secretary of
Education Arne Duncan recognized
the local Robert Goddard French
Immersion School, an elementary
and middle school, as a 2014 National Blue Ribbon School.
The prestigious award is given
to schools based on their overall
academic excellence or their
progress in closing achievement
gaps. The Department of Education
selected 337 schools nationwide to
receive the award. In Maryland, 10
schools, including Robert Goddard,
received the award. Robert Goddard is the only Prince George’s
County public school to receive the
honor.
"Robert Goddard French Immersion School’s recent achievement is just one example of the exemplary schools within Prince
George's County Public Schools.
As a school system, we will continue to expect excellence from our
students and provide them with the
tools they need to become high
achievers," said Board of Education
Chair Segun Eubanks.
Last year, the school was
named a Maryland Blue Ribbon
School. The school met all goals for
student achievement among all subgroups of students, has an attendance rate of more than 95 percent,
and 76.3 percent of all teachers
have advanced professional certificates, according to data reported in
the 2013 Maryland Report Card.
Nearly 600 students have received top honors in programs such
as Final Frontiers, National Science
Bowl, and the Prince George’s
County Instrumental Music Assessment, according to U.S. Congressman Steny Hoyer (D-Md.) said.
The Robert Goddard School is the
second oldest language immersion
school in the country.
“We are extremely proud of
the students and staff at Robert
Goddard French Immersion
School,” said Dr. Kevin M.
Maxwell, chief executive officer of
Prince George’s County Public
Schools. “For the past two years,
our students have demonstrated
academic excellence in reading and
mathematics. The school has really
committed itself to creating an environment of high achievers, who
continually met rigorous State and
national requirements. The Robert
Goddard French Immersion School
is an example of the type of
achievement we hope to attain at all
of our schools,” he added.
Hoyer said he is proud of the
school’s accomplishments.
“I applaud the teachers, students, staff, and parents for their
hard work that made this achievement possible and for the outstanding contributions they make every
day to keep Maryland schools like
Goddard French Immersion among
the best in the nation,” Hoyer said.
U.S. Senator Barbara Mikulski
(D-Md.) also said she is proud of
the school.

Asbestos found in Old Greenbelt Theatre

GREENBELT – While renovation work continues on the Old
Greenbelt Theatre, workers found
asbestos in the 76-year-old building.
“It’s common to see it [asbestos],” said Jim Sterling, assistant
director of public works for the city.
“It was original to the building; it
was probably put in in the 30’s.”
According to the Environmental Protection Agency, asbestos is a
mineral fiber that occurs in rock and
soil. When left to itself, the substance is not hazardous but it is commonly released into the air during remodeling, building maintenance and
demolition work.
During the demolition process
at the theatre, workers disturbed the
asbestos, but Sterling said they did
not find much of the substance. “[It
was] only a small amount, maybe
two sets of 12 linear feet of pipe,”
Sterling said.
Exposure to asbestos can lead
to health risks such as mesothelioma, asbestosis, and lung cancer.
“When it is discovered it has to
be a certified company that removes
it,” said Sterling.
The asbestos was completely
removed from the building, Sterling
said, and at present time there is no
environmental threat to the community.
The first phase of renovations
for the Greenbelt Theatre will cost
roughly $1.3 million, which will
fund things such as a new HVAC
system and a new digital projection
system. A bathroom redesign was
also necessary and approved due to
unknown ductwork according to city
documents.
Renovations began earlier this
year and the theatre is expected to
reopen in January.

House of Horror opens in Laurel

LAUREL – Richard Blankenshit has always loved Halloween,
and now he is sharing his passion
with county residents.
Blankenshit’s girlfriend,
Charlene Dudek, said she remembers years of homemade haunted
houses and hanging up scary decorations. Last year, around Halloween, she said Blankenshit began
to wonder about the possibility of
building his own haunted house, so
she agreed to help.
The couple created a Facebook
page to see if they could stir up
enough interest to sustain a haunted
house in Prince George’s County.
“People started calling us, asking where our haunt was,” Dudek
said. “That was the start of it all.”
Now, one year and a lot of
work later, the couple runs Laurel’s
House of Horror out of a previously
vacant movie theatre. As soon as
they stumbled across the venue,
they knew it would be perfect,
Dudek said.
“There were a lot of hoops to
jump through,” she said. “At first, it
seemed like a long shot.”
But after a lot of persistence
and patience with the realty company, they finally bought the theatre.
“We had a lot of financial
falling through,” Dudek said.
“Loans and grants are difficult to
get for a startup.”
The couple relied heavily on
help and donations from friends
and family to raise enough money
to proceed.
To design and build the haunted house, they hired a haunt consultant from Salem, Mass.
“His job is to give pointers and
share his expertise with hauntrepreneurs like us,” Dudek said, explaining that a “hauntrepreneur” is another term for a haunted house enthusiast.
“It’s expanding into a bigger
industry, especially in Maryland,”
Dudek said. “Our consultant travels
everywhere from China to Australia
doing this.”
Laurel’s House of Horror is
run mainly by volunteers, Dudek
said. Blankenshit and his son do the
bills. All actors, concession stand
workers, and ticket salespeople are
volunteers.
“People are really happy to
help us,” Dudek said.
Mariah Perkins, a student at
Howard County Community College, got involved with the haunted
house after seeing a flyer on campus. Now, she acts, helps with costume makeup, and prepares props.
“I love Halloween so I love being around others who love it too,”
Perkins said. “I used to go to haunted houses, so now I get to see the
other side.”
Perkins currently acts in the
haunt’s doll room, sometimes
jumping out to frighten unsuspecting visitors. “We’re these creepy,
demented looking kind of dolls,”
she said. “Some people run through
the room because they’re so
scared.”
Perkins said she tries to gauge
people’s reactions as they move
through the room to see how much
they can handle.
“If they seem too comfortable,
I’ll say something like, ‘Do you
want to play with us?’ to creep them
out,” she said.
Even Dudek admits the house
still scares her sometimes.
“My mom was a super horror
fanatic,” she said. “So I’ve gotten
desensitized to it. But even if you
anticipate it, you can’t always control your body’s response to it.”
To give back to volunteers and
the community, the haunted house
sponsors different charities throughout the season, such as the Wounded
Warrior Projects, the Special
Olympics and Relay for Life. The
haunted house donates $2 from each
ticket sale to the charities.

Volunteer firefighters remembered and honored

LANDOVER HILLS – Volunteer firefighters from all over Prince
George's County gathered Saturday
afternoon to pay tribute to ten volunteer firefighters who passed away in
the line of duty last year.
“The Line of Duty Death
Memorial and Founders Circle
Memorial was built over 20 years
ago to honor career and volunteer
firefighters in Prince George's
County who died in the line of duty
serving Prince George's County,"
said Fire Chief Marc Bashoor. “The
Founders Circle is a memorial to
honor volunteer firefighters in the
county who made a significant contribution to their respective departments and corporations," said
Bashoor.
“Today is a day of honor,” said
Chuck Walker, president of the
Prince George's County Volunteer
Fire/Rescue Association. “It provides some type of closure to the
families. It also provides a place for
families to come reflect on their
loved ones they have lost.”
Two of the volunteers honored
at Saturday's ceremony were James
D. "Doc" Brooks of the Prince
George's County Volunteer Marine
Fire Rescue Department and
Richard Hughes of the Branchville
Volunteer Fire Department.
“For over 20 years Brooks
served as the pilot of the fire boat
and made sure the boat was ready to
go when it's called for," said Volunteer Chief Janet Demeritt of the Volunteer Marine Fire Rescue Department. “He called himself a true volunteer.”
Demeritt said Brooks often
stopped to help people on the side of
the road. When offered money, he
would tell people, “No thanks.”
“I am volunteer firefighter,”
Demeritt said Brooks told people. “I
came to help you.”
Richard Hughes was a member
of the Branchville Volunteer Fire
Department in College Park for
more than 50 years. He also served
as the first volunteer chief of the
Prince George's County Volunteer
Rescue Squad.
“It's an honor to see my uncle
memorialized today,” said Mike
Hughes of the Branchville Volunteer
Fire Department. “It's a tribute to our
family and the members of
Branchville.”

following five (5) bond enabling act referenda (Questions A, B,
C, D and E) will be submitted to the voters of Prince George's
County, Maryland, at the General Election to be held on
November 4, 2014, and if at said election a majority of the votes
cast on each question shall be in favor of the proposed enabling

AN ACT concerning
Borrowing to Finance Capital Projects for
Public Safety Facilities
For the purpose of authorizing Prince George's County,
Maryland, to borrow money upon its full faith and credit at any
time and from time to time, in an aggregate principal amount not
exceeding $240,839,000 to finance the design, construction,
reconstruction,
extension,
acquisition,
improvement,
enlargement, alteration, renovation, relocation, rehabilitation, or
repair of Public Safety Facilities (including Fire/EMS
Department Facilities), including the acquisition of sites therefor;
prescribing terms and conditions upon which bonds issued
pursuant to this Act shall be issued and sold and other incidental
details with respect thereto; providing generally for the issuance
of such bonds and providing for such borrowing to be submitted
to a referendum of the legal voters of the County.
SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that Prince
George's County, Maryland (the "County"), is hereby authorized,
pursuant to Section 323 of the Charter of Prince George's County,
Maryland (the "Charter"), to borrow money and incur
indebtedness upon its full faith and credit, at any time and from
time to time, in an aggregate principal amount not exceeding
$240,839,000 to finance the design, construction, reconstruction,
extension, acquisition, improvement, enlargement, alteration,
renovation, relocation, rehabilitation, or repair of, Public Safety
Facilities, including the acquisition and development of sites

which descriptions are incorporated by reference as if set forth
herein:
interest of the County, either at, above or below the par value of
any such bonds, and such bonds may be sold in conjunction with
other series of bonds issued by the County in which event the
notice of sale soliciting bids for the purchase of such bonds may
require that the acceptance of any bid for any series of bonds be
made contingent upon the acceptance of the bid or bids on all or
any of the series being offered by the County for sale at the same
time. When such bonds are sold in conjunction with other series
of bonds, the said notice of sale may also require that
consolidated bids shall be submitted on any two or more of such
series of bonds.
Nothing in this Act shall in any way limit the authority
provided for the refunding of County indebtedness by Md. Code
Ann., Local Gov't § 19-207(2013), as amended or supplemented
from time to time or by any other applicable law, and all such
authority is intended to be available to the County to refund any
indebtedness incurred pursuant to this Act to the maximum extent
provided by such authority.
Such bonds may be issued in an amount sufficient to
finance the costs of the Public Safety Facilities and the cost of
issuance of the bonds. Prior to the application of the proceeds of
such bonds to finance the costs of the Public Safety Facilities, the
cost of issuance of such bonds for such Public Safety Facilities
may be deducted from such proceeds.
SECTION 3. BE IT FURTHER ENACTED that this
Act shall be submitted to the legal voters of the County, for their
approval or disapproval, at the general election to be held in the
County on Tuesday, November 4, 2014. The question to be
certified to the Board of Supervisors of Elections of the County
for inclusion on the ballot for said general election shall be in

§§ 19-205 and 19-206 (2013), as amended, replaced, or
recodified from time to time, but the County shall sell such bonds
only by solicitation of competitive bids therefor at public sale in
such manner and after giving such public notice as the County
Council may by ordinance determine. Such bonds may be sold
for such price or prices as may be determined to be for the best

such provisions, including (without limitation) provisions relating
to the submission of any question to the legal voters of the
County which are intended only to provide fair and adequate
notice to such voters and not to prescribe provisions which must
be literally satisfied. This Act is not intended to provide or imply
that this Act or any prior Act not containing a similar provision
precludes the County from exercising any power or prerogative
provided by this Act or any other law whether exercised solely

BILL
AN ACT concerning
Borrowing to Finance Capital Projects for
County Buildings
For the purpose of authorizing Prince George's County,
Maryland, to borrow money upon its full faith and credit at any
time and from time to time, in an aggregate principal amount not
exceeding $238,182,000 to finance the design, construction,
reconstruction,
extension,
acquisition,
improvement,
enlargement, alteration, renovation, relocation, rehabilitation, or
repair of County Buildings including the acquisition of sites
therefor; prescribing terms and conditions upon which bonds
issued pursuant to this Act shall be issued and sold and other
incidental details with respect thereto; providing generally for the
issuance of such bonds and providing for such borrowing to be
submitted to a referendum of the legal voters of the County.
SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that Prince
George's County, Maryland (the "County"), is hereby authorized,
pursuant to Section 323 of the Charter of Prince George's County,
Maryland (the "Charter"), to borrow money and incur
indebtedness upon its full faith and credit, at any time and from
time to time, in an aggregate principal amount not exceeding
$238,182,000 to finance the design, construction, reconstruction,
extension, acquisition, improvement, enlargement, alteration,
renovation, relocation, rehabilitation, or repair of, County
Buildings, including the acquisition and development of sites
therefor, the architectural and engineering services incident

being found to be (and also being in fact) of the same generic
class and being described in the capital program of the County

herein:

County on Tuesday, November 4, 2014. The question to be
certified to the Board of Supervisors of Elections of the County
for inclusion on the ballot for said general election shall be in

reference shall include the same capital projects in any amended
or subsequent capital program.
SECTION 2. BE IT FURTHER ENACTED that any
general obligation bonds to be issued pursuant to this Act shall be
issued and sold pursuant to Bond Issue Authorization Ordinances
adopted in accordance with Sections 323 and 823 of the Charter
and other applicable provisions of Md. Code Ann., Local Gov't
§§ 19-205 and 19-206 (2013), as amended, replaced, or
recodified from time to time, but the County shall sell such bonds
only by solicitation of competitive bids therefor at public sale in
such manner and after giving such public notice as the County
Council may by ordinance determine. Such bonds may be sold
for such price or prices as may be determined to be for the best
interest of the County, either at, above or below the par value of
any such bonds, and such bonds may be sold in conjunction with
other series of bonds issued by the County in which event the
notice of sale soliciting bids for the purchase of such bonds may
require that the acceptance of any bid for any series of bonds be
made contingent upon the acceptance of the bid or bids on all or
any of the series being offered by the County for sale at the same
time. When such bonds are sold in conjunction with other series
of bonds, the said notice of sale may also require that
consolidated bids shall be submitted on any two or more of such
series of bonds.
Nothing in this Act shall in any way limit the authority
provided for the refunding of County indebtedness by Md. Code
Ann., Local Gov't § 19-207 (2013), as amended or supplemented
from time to time or by any other applicable law, and all such
authority is intended to be available to the County to refund any
indebtedness incurred pursuant to this Act to the maximum extent
provided by such authority.
Such bonds may be issued in an amount sufficient to
finance the costs of the County Buildings and the cost of issuance
of the bonds. Prior to the application of the proceeds of such
bonds to finance the costs of the County Buildings, the cost of
issuance of such bonds for such County Buildings may be
deducted from such proceeds.
SECTION 3. BE IT FURTHER ENACTED that this
Act shall be submitted to the legal voters of the County, for their

SECTION 4. BE IT FURTHER ENACTED that the
powers granted by this Act are additional and cumulative and the
bonds to be issued pursuant to this Act may be issued,
notwithstanding that other bond acts or laws may provide for the
issuance of other bonds or the borrowing of money for the same
or similar purposes on the same or other terms and conditions.
This Act shall be liberally construed to effectuate its purposes,
namely, to authorize the borrowing of money and the incurring of
indebtedness to finance the described capital projects of the same
generic class set forth in this Act. Provisions of this Act shall be
deemed met and satisfied if there is substantial compliance with
such provisions, including (without limitation) provisions relating
to the submission of any question to the legal voters of the
County which are intended only to provide fair and adequate
notice to such voters and not to prescribe provisions which must
be literally satisfied. This Act is not intended to provide or imply
that this Act or any prior Act not containing a similar provision
precludes the County from exercising any power or prerogative
provided by this Act or any other law whether exercised solely
pursuant to such other law or in conjunction with the powers
provided by this Act so that, without limiting the generality of
this section, the County may exercise the power to issue (i) bond
anticipation notes (in anticipation of the issuance of bonds
pursuant to this Act or otherwise) and grant anticipation notes
pursuant to Md. Code Ann., Local Gov't §§ 19-205 and 19-206
(2013), as amended, replaced, or recodified from time to time,
and (ii) bonds (or any related bond anticipation or other notes)
authorized by Md. Code Ann., Econ. Dev. §§ 12-201 and 19-213
(2014), as amended, replaced, or recodified from time to time,
and in exercising such powers, the County may sell such notes or
bonds at private (negotiated) sale as authorized by these or any
other applicable laws.
SECTION 5. BE IT FURTHER ENACTED that this
Act shall become effective immediately upon the date of the
official certification of its approval by the voters at said general
election.

CHARTER AMENDMENT
AN ACT concerning
PUBLIC NOTICE
Amendment of Section 822, Charter of Prince George's County
For the purpose of proposing an amendment to Section 822 of the
Charter of Prince George's County to clarify that general
obligation bonds shall be in serial and/or term form.
BY proposing an amendment to:
Section 822,
Charter of Prince George's County, Maryland.
SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that the following
amendment to Section 822, Charter of Prince George's County,
Maryland, is hereby proposed:
Section 822. Form and Term of Bonds.
All general obligation bonds shall be in serial and/or
term form and payable as consecutively numbered, in annual
installments, the first of which shall be payable not more than
two years from the day of issue. Bonds shall be properly
authenticated. All bonds shall be made payable within the
probable useful life of the improvement or undertaking with
respect to which they are to be issued, or, if the bonds are to be
issued for several improvements or undertakings, then within the
average probable useful life of all such improvements or
undertakings. No bonds shall mature and be payable more than
forty years after their date of issuance.
SECTION 2. BE IT FURTHER ENACTED that a
copy of this Act be transmitted to the County Executive for
publication and that a copy also be transmitted to the Board of
Supervisors of Elections for submission of the proposed
amendment to the voters of this County at the 2014 General
Election pursuant to Section 1105 of the Charter.
SECTION 3. BE IT FURTHER ENACTED that the
question of adoption of this proposed Charter Amendment shall
be submitted to the voters of the County at the General Election
occurring on November 4, 2014, and shall be placed on the ballot
in the following form:

CHARTER AMENDMENT
AN ACT concerning
Amendment of Section 407, Charter of Prince George's County
For the purpose of proposing an amendment to Section 407 of the
Charter of Prince George's County to provide that immediately
upon a vacancy in the Office of the County Executive, the Chief
Administrative Officer shall become the Acting County
Executive until a County Executive is chosen by the methods
established in this Section of the Charter.
BY proposing an amendment to:

Charter of Prince George's County, Maryland.
SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that the following
amendment to Section 407, Charter of Prince George's County,
Maryland, is hereby proposed:
Section 407. Vacancy.
A vacancy in the office of County Executive shall exist
upon the death, resignation or removal of the County Executive,
or upon forfeiture of office by a County Executive. Immediately
upon a vacancy, the Chief Administrative Officer shall become
the Acting County Executive until a County Executive is chosen
by the methods established in this Section of the Charter. In the
event of a vacancy in the office of County Executive occurring
during the last two years of the term, the Council shall select
from among its members, by majority vote, a successor for the
office for the balance of the unexpired term. If this selection by
the Council is not made within fourteen (14) calendar days after
the vacancy occurs, the Chairman of the Council shall succeed to
the Office for the balance of the unexpired term. The Council
shall provide by law for the conduct of a special election to fill a
vacancy in the office of County Executive that occurs during the
first two years of a term and for the appointment, powers and
duties of an Acting County Executive pending the outcome of
such special election.
SECTION 2. BE IT FURTHER ENACTED that a
copy of this Act be transmitted to the County Executive for
publication and that a copy also be transmitted to the Board of
Supervisors of Elections for submission of the proposed
amendment to the voters of this County at the 2014 General

CHARTER AMENDMENT
AN ACT concerning
Amendment of Sections 317, 809, 1008, and 1105,
Charter of Prince George's County
For the purpose of proposing amendments to Sections 317, 809,
1008, and 1105 of the Charter of Prince George's County to
change the number of designated newspapers of record from
three to one or more; and to designate two or more primary
sources of County maintained electronic media available to the
public for publication and transmission of official County
notices.
BY proposing an amendment to:
Section 317, 809, 1008, and 1105,
Charter of Prince George's County, Maryland.
SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that the following
amendment to Section 317, 809, 1008, and 1105, Charter of
Prince George's County, Maryland, is hereby proposed:
Section 317. Enactment of Legislation.
Every law of the County shall be styled: "Be it enacted
by the County Council of Prince George's County, Maryland."
The Council shall enact no law except by bill. The subject of
every law shall be described in its title. Every law enacted by the
Council, except the budget law and supplementary appropriation
laws, shall embrace but one subject. No law or section of law
shall be revived or amended by reference to its title only. A bill
may be introduced by any member of the Council on any
legislative session-day of the Council. On the introduction of any
bill, a copy thereof and notice of the time and place of the public
hearing on the bill shall be posted by the Clerk of the Council
within ten days on an official bulletin board to be set up by the
Council in a public place and by any other such methods as the
Council shall dictate. Additional copies of the bill shall be made
available to the public and to the press. Every copy of each bill
shall bear the name of the member of the Council introducing it
and the date it was introduced. Within ten days following the
introduction of a bill the Clerk of the Council shall schedule and
give public notice of a public hearing on the bill, which hearing
shall not be less than fourteen days after its introduction. The
Council may reject any bill on its introduction without a hearing
by a majority vote of the members of the full Council. Such

public notice shall be published in the County newspapers of
record and in media for public notice as defined in Section 1008
of this Charter. The public hearing may, but need not be, held on
a legislative session-day and may be adjourned from time to time.
After the public hearing, a bill may be finally enacted on a
legislative session-day with or without amendment, except, that if
a bill is amended before enactment and the amendment
constitutes a change of substance, the bill shall not be enacted
until it is reprinted or reproduced as amended and a public
hearing shall be set thereon and proceedings had, as in the case of
a newly introduced bill. Any bill not enacted by the last day of
November of each year shall be considered to have failed. To
meet a public emergency affecting the public health, safety, or
welfare, the County may enact emergency bills.
Every
emergency bill shall be plainly designated as such and shall
contain, after the enacting clause, a declaration stating that an
emergency exists and describing the claimed emergency in clear
and specific terms. The term "emergency bill" shall not include
any measure creating or abolishing any office; changing the
compensation, term, or duty of any officer; granting any franchise
or special privilege; or creating any vested right or interest. No
bill shall be enacted except by the affirmative vote of a majority
of the full Council. No emergency bill shall be enacted except by
an affirmative vote of two-thirds of the members of the full
Council. In the event of an emergency declared by the Governor
pursuant to provisions of State law, which emergency affects any
part or all of Prince George's County, the Council may provide,
by law, for modification of voting, quorum, and publication
requirements consistent with State law, for matters relating to and
necessary to respond to the emergency.
Section 809. Public Budget Hearings and Action on the
Budget by the Council.
Upon receipt of the proposed County budget, the Clerk
of the Council shall cause to be published a notice of the place
and time of at least two public hearings on the budget by the
Council. Such public notice shall be published in the County
newspapers of record and in media for public notice as defined in
Section 1008 of this Charter. The Council may hold such other
preliminary hearings on the budget for the purpose of obtaining
information as it may determine, but no action shall be taken by
the Council on the budget except in public session. After the
final public budget hearing, the Council may not add new items
but may increase, decrease, or delete any items in the budget
except those required by the laws of this State or of this County,
and except any provisions for debt service on obligations then
outstanding or for estimated cash deficits. The Council shall
have no power to change the form of the budget as submitted by
the Executive or to alter the revenue estimates except to correct
mathematical errors, or, by a vote of two-thirds of the members
of the full County Council, adjust the revenue estimates by an
increase or decrease of no more than one percent (1%). The
adoption of the operating budget, the capital budget and the
capital program shall be by the affirmative vote of not less than a
majority of the full Council by a law to be known as the Annual
Budget and Appropriation Ordinance of Prince George's County.
The Annual Budget and Appropriation Ordinance shall be
adopted by the Council on or before June 1 of each fiscal year,
and if the Council fails to do so, the proposed operating budget
submitted by the County Executive shall stand adopted, and
funds for the expenditures proposed in the current expense
budget shall stand appropriated as fully and to the same extent as
if favorable action thereon had been taken by the Council.
Section 1008. Newspapers of Record.
The Council shall designate [three] one or more County

newspapers of record and shall designate two or more primary
sources of County maintained electronic media available to the
public for the publication and transmission of official County
notices. [The three newspapers of record shall have a combined
circulation of not less than three percent of the population of the
County.] Such designation shall be for at least one year and shall,
insofar as possible, provide County-wide [coverage] access. At
least four weeks' public notice shall be given prior to any change
in newspapers of record. Where a newspaper of record is sold to
or merged with another newspaper, the designation shall continue
in the new newspaper if circulation is continued to the previous
subscribers, unless the designation is declined by the paper.
Where the circulation of a newspaper of record is not continued,
or the designation is declined, for any reason, the County Council
may designate another newspaper of record without public notice
for a temporary or permanent period.
Section 1105. Charter Amendment.
Amendments to this Charter may be proposed by an act
of the Council approved by not less than two-thirds of the
members of the full Council, and such action shall be exempt
from executive veto. Amendments may also be proposed by
petition filed with the County Executive and signed by 10,000
registered voters of the County. When so proposed, whether by
act of the Council or by petition, the question shall be submitted
to the voters of the County at the next general election occurring
after the passage of said act or the filing of said petition; and if at
said election the majority of votes cast on the question shall be in
favor of the proposed amendment, such amendment shall stand
adopted from and after the thirtieth day following said election.
Any amendments to this Charter, proposed in the manner
aforesaid, shall be published by the County Executive in the
County newspapers of record and in media for public notice as
defined in Section 1008 of this Charter for five successive weeks
prior to the election at which the question shall be considered by
the voters of the County.
SECTION 2. BE IT FURTHER ENACTED that a
copy of this Act be transmitted to the County Executive for
publication and that a copy also be transmitted to the Board of
Supervisors of Elections for submission of the proposed
amendment to the voters of this County at the 2014 General
Election pursuant to Section 1105 of the Charter.
SECTION 3. BE IT FURTHER ENACTED that the
question of adoption of this proposed Charter Amendment shall
be submitted to the voters of the County at the General Election
occurring on November 4, 2014, and shall be placed on the ballot
in the following form:

three to one or more; and to designate two or more primary

AN ACT concerning
Amendment of Section 901, Charter of Prince George's County
For the purpose of proposing an amendment to Section 901 of the
Charter of Prince George's County to include disability and
sexual orientation as additional bases of prohibited discrimination
in the County personnel system.

SECTION 1. BE IT ENACTED by the County
Council of Prince George's County, Maryland, that the following
amendment to Section 901, Charter of Prince George's County,
Maryland, is hereby proposed:
Section 901. The Personnel System.
Except for those in exempt positions, the Council shall
provide by law for a personnel system governing the appointment
and removal of employees, and other personnel procedures for
employees in the County government. The personnel system
shall insure that personnel actions are based upon merit and
fitness, and that no employee or applicant for employment shall
be discriminated against in any personnel action by reason of
race, color, religion, disability, creed, sex, sexual orientation,
political affiliation, or country of national origin.
SECTION 2. BE IT FURTHER ENACTED that a
copy of this Act be transmitted to the County Executive for
publication and that a copy also be transmitted to the Board of
Supervisors of Elections for submission of the proposed
amendment to the voters of this County at the 2014 General

No person shall be eligible to serve more than [two]
three consecutive terms on the County Council. No person shall
be eligible to serve more than [two] three consecutive terms as
County Executive. This Section shall apply to all persons who
are currently serving on the County Council or as County
Executive on the effective date of this Section and to all persons
elected thereafter.
SECTION 2. BE IT FURTHER ENACTED that a

Cousins struggles as Giants clobber Redskins 45-14

LANDOVER – The Washington Redskins fell to the New York
Giants 45-14 at home on Thursday
night football.
Newly-anointed starting quarterback Kirk Cousins looked to continue the success he had against the
Jacksonville Jaguars the previous
week, but he struggled against New
York's secondary after throwing four
interceptions as he continually faced
pressure from the team’s defensive
line.
“I need to look at my play because that was killing us at the end
there,” Cousins said. “From a quarterback standpoint, if you turn the
ball over too much it really hurts. I
was trying to get everything back in
one play and you can't do that and
that's not the way it’s going to come
back.”
New York struck first after recovering a fumble by Cousins when
Mathias Kiwanuka sacked him.
Quarterback Eli Manning took little
time taking advantage of the mistake
as he found tight end Larry Donnell
with a five-yard strike in the middle
of the end zone to go up 7-0 in the
first quarter.
Donnell wrecked havoc on the
Washington defense all night long.
He came up big once again early in
the second quarter when he caught
another touchdown to put New York
up 14-0. Donnell finished the game
with three touchdowns and 54 yards
receiving.
Though the game seemed to be
slipping away, the Redskins attempted to make a comeback.
On the ensuing drive, Cousins
led his team down the length of the
field on a 10-play drive that ended
with an 18-yard touchdown pass to
Andre Roberts to cut the score to 147.
It looked like the Redskins
would maintain their momentum,
but the defense struggled to stop big
plays. Manning hit Donnell one
more time late in the second quarter
to push the lead to 24-7 lead over
their NFC East division rival going
into halftime.
The Redskins seemed to regroup during the intermission and
came out strong in the third quarter.
On their opening drive, Cousins
moved the ball down the field with
precision. Running back Alfred
Morris capped off the drive with a
20-yard scamper.

scoring 31 unanswered points for the
road win.
The schedule only gets tough
for Washington, which faces the
reigning Super bowl champion Seat-
tle Seahawks next Sunday.
“It is very disappointing,” said
Redskins head coach Jay Gruden.
“Hats off to the Giants. First off,
they out played us. We were invisible offensively and defensively, so it
showed. Sometimes you need to
play through these ruts and as a
quarterback he (Cousins) is a guy
who is going to lead us the next few
weeks, so he is going to need to pull
himself out of it.”
Wise wins third straight game 30-7 against Bowie

BOWIE – The Wise High
School Pumas won their third
straight game as they defeated the
Bowie Bulldogs in convincing fashion 30-7 Saturday afternoon.
The Pumas (3-1) used a balance
running attack featuring a trio of
running backs in Quincy Crawford,
C.J. Rainey and Davel Carr.
As a team, the Pumas rushed
for more than 150 yards and two
rushing touchdowns.
The Pumas began the scoring
with a one-yard touchdown run by
senior running back Crawford. The
Pumas followed up with a 34-yard
touchdown pass from quarterback
Jabari Laws to wide receiver Nate
Hampton III to go up 15-0 following
a successful two-point conversion.
“I just want to thank my offensive line and quarterback, Jabari
Laws,” said Hampton III. “He made
a great throw, and I just had to top it
off by making a great catch. But
without the throw it wouldn’t have
been there.”
The first quarter onslaught continued as linebacker Emmanuel
Akinlosotu recovered a Bowie fumble and returned it 38 yards for the
score, putting the Pumas up 22-0
with less than a minute to go in the
quarter.
The second quarter would not
fare as well for the Pumas.
After each team went three and
out on their first drive of the second
quarter, the Bulldogs, behind quarterback Jason Epps, put together
their most successful drive of the
day. The Bulldogs scored touchdown off a screen pass from Epps to
wide receiver Marvin Ransom who
took the pass 20 yards for the team’s
first and only score of the game.
While the Bulldogs were looking for any hope of life in the second
quarter, the Pumas gave them
chance after chance.
During the third quarter the
Pumas had three touchdowns called
back because of penalties. However,
the Pumas continued to lean on their
rushing attack and were able to soak
up most of the clock.
Late in the third quarter as the
Pumas were driving to extend their
lead, quarterback Jabari Laws threw
an interception in the end zone that
gave the Bulldogs momentum heading into the fourth quarter.
That momentum would be
short lived as Epps threw two interceptions of his own in the fourth
quarter, one at the beginning of the
quarter by Nate Hampton III and the
final one by Damon Hayes. The
Pumas extended their lead after a
12-yard rushing touchdown by Carr
to seal win.
“We just kept doing what we do.
We just kept doing our jobs and we
knew that they would break,” said
Akinlosotu. “We just wanted to be
dominant and that’s what we did.”
Since losing to St. Peters Prep
in the first game of the season, the
Pumas have won three straight
games. Wise coach DaLawn Parrish
said he believes the early-season
loss helped his team improve, and
they are continuing to get better.
“We saw what it was like to go
against one of the best teams in the
country and I felt like we competed
that day,” Parrish said.
