Teaching and Learning. Eight Baccalaureate Programs and three Master’s Programs passed the accreditation conducted by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) in March 31-April 2, 2014. This is in addition to the existing accredited Baccalaureate Programs (12), Masters’ Programs (4), and Doctoral Program (1). A new curricular program, Bachelor of Science in Environmental Science (BSES), was offered beginning first semester, SY 2014-2015, approved through BOR Resolution No. 12 series of 2014. The University vertically aligned its academic program offerings effective June 2014. Graduate programs offered under the Graduate School were taken over by respective Colleges where baccalaureate programs are offered. Further, three Departments under the College of Technology were elevated into College of Engineering, College of Information and Communications Technology, and College of Industrial Technology, effective first semester, SY 2014-2015. In March 26, 2014, CSU turned-over 1,475 accomplished graduates in Advanced and Higher Education Programs. Twenty-nine students graduated with Latin Honors, while four received academic distinctions. The Bachelor of Elementary Education program produced the highest number of graduates (142) followed by the Bachelor of Science in Information Systems programs (85) and Certificate in Agricultural Science for the CSU Main Campus (80). The university was able to produce 500 licensed professionals for the various licensure examinations held for the year in review. Based on the Philippine Regulation Committee data, the CSU has maintained above national passing average for majority of the national licensure examinations. Outstanding performances in the PRC Licensure Examinations were noted in the Certified Public Accountants, Teachers, Civil Engineers, Nurses and Midwifery. Three graduates from the College of Education bagged the fifth, eighth, and ninth places in the Licensure Examinations for Teachers (Elementary), namely: Sharamae V. Tubeo (5th Placer), Edna Marie M. Sarmiento (8th Placer), and Adeleine V. Rubio (9th Placer). Ma. Luz V. Obin of the College of Health Sciences, bagged the 4th Place during the Midwifery National Licensure Examinations while Roilan C. Magdaraog of the College of Technology ranked eighth in the Masters Plumbers Board Exam. Three thousand seven hundred fifty-eight (3,758) students or 44% of the total student population of the Catanduanes State University (CSU) benefitted from the several scholarship programs in partnership with other government agencies, non-government organizations, and private benefactors for SY 2014-2015. As a testament to the culture of excellence being nurtured and sustained by the University, CSU students bagged various awards in national and regional competitions, while faculty members are also recipients of awards/ recognitions/ citations. Working for the ASEAN Integration, the university was granted authority by the Bureau of Immigration in December 3, 2014 to accept foreign students for the following Baccalaureate Programs: Bachelor of Science in Nutrition and Dietetics, Bachelor of Science in Biology, Bachelor of Science in Mathematics, Bachelor of Science in Accountancy, Bachelor of Science in BusiCSU 2014 Performance Report iv ness Administration, Bachelor of Arts in Political Science, Bachelor of Elementary Education, Bachelor of Secondary Education. To improve support facilities, books and instructional material, 498 books amounting to Php979,364,725.00 were purchased by the University Library Services, whereas 218 books, four journals, and 30 undergraduate dissertations and Masters’ Thesis, and four magazines were donated to the institution. For the Guidance, Counseling and Testing Services, 68 students were provided with counseling services, 10 students participated in Peer Counseling Programs, and 2,182 prospective students underwent the University Entrance Examination. The health services personnel served 10,494 clients through treatment of medical/dental ailments, physical examination, first aid treatment and blood pressure monitoring, as well as conducted four separate spot inspections on all CSU canteens and ladies dormitory and provided recommendations on how to maintain its premises and proper food handling technique. Research and Creative Works. The CSU completed 19 research outputs, 15 of which have been presented in international/national/regional fora, while four have been published in international refereed journals. Further, the Portable Multi-Functional Drawing Table has been issued a Patent Certificate by the Intellectual Property Office of the Philippines Bureau of Patents. It has also successfully conducted one international and two national scientific fora that were held simultaneously from October 20-22, 2014. Technical Advisory and Extension Programs. The University, through the extension programs and activities has trained 1,758 individuals, in which majority of them has rated the timeliness and quality of service of the University’s extension programs and services as good or better. Further, partnerships with the Local Government Units of the municipalities of Bato and San Andres, the Department of Social Welfare and Development Regional Office-V and a German Savings Bank Foundation were forged in 2014 for the implementation of the University’s extension programs and activities. Governance and Management. Significant achievements and activities mentioned in the preceding section will not be possible without an efficient and effective management system. Operating on a budget of Php339,016,993.00 and guided by the principles of efficiency of operations, efficacy of management systems, meritocracy, maintaining high standards of professionalism, and quality and standards, the University crafted and implemented several programs and policies geared towards producing an effective administrative and financial services supportive of the institution’s mandate. ISO orientation was held in December, 2014 in preparation to its quest for ISO 9001:2008 Certification. A total of 16 infrastructure projects were implemented in 2014 aimed to enhance the various functions of the university. Inspired by these achievements, the CSU, as a dynamic organization, continually creates its own niche, and identifies opportunities for growth, always mindful of its mandate to propel education as vehicle for improving quality of life and societal advancement. Ω v CSU 2014 Performance Report TEACHING & LEARNING C ognizant of the university’s goal to provide quality and affordable education for all, especially among the poor and the disadvantaged, the Catanduanes State University through its Academic Affairs Division adopted the Outcomes-Based Typology Quality Assurance in delivering higher education programs and services. Streamlining of its academic programs was prioritized and a new curricular program was offered. Effective policies and proposals were implemented and active involvement of students and faculty members in curricular and extra-curricular engagements were continuously encouraged and sustained. Faculty development programs were effectively pursued and coverage of scholarship programs broadened. Preparations for the university’s first international students were also initiated. Cabangon Foundation Scholarship Program express their gratitude and optimism during the MOA signing between the Foundation and the CSU in June 2014. Aside from said Foundation, CSU scholars have greatly benefitted from other government, institutional and private scholarship programs that remove the hindering effects of poverty in availing quality education. Lizaso, State Auditor I PAGE 88 CSU 2014 Performance Report This photo exhibit showcasing the milestones achieved by the University over the past years bagged the top spot during the province-wide photo exhibit contest held from September 1-26, 2014 at the Provincial Capitol Lobby in line with the 114th Anniversary Celebration of the Civil Service Commission. Beating eleven other government agencies/ institutions in the province, the CSU’s photo exhibit entry with the theme “Green University and Home of the Unsung Heroes of Today” captured the judges favor as it showcased its best practices in line with its mandate, vision, mission, and four-fold functions on instruction, research, extension and production. Using indigenous materials such as cloth, abaca and fern leaves, including abaca paper, the exhibit mounted on black cloth boasted of a panoramic shot of the university printed also in cloth.
