I was honored to read to a sixth grade class and a third grade class at Los Coyotes Elementary School. In fact, I read Freckle Juice to the sixth graders, a book I had purchased at a book fair when I was in sixth grade, (and as I was reminded - yes I know that was a very long time ago). I was pleased to hear that the book is still in publication and many of the students had read it. City Manager’s Report March 3, 2016 Page 2 Community Development Department News Another 75,000sf Leased in La Palma’s Industrial Area: ThyssenKrupp Materials NA, Inc. has leased 75,000 square feet of light industrial space at 6842 Walker Street. The space was formerly occupied by Jaken who vacated the location just after the New Year. ThyssenKrupp Materials is a German based company that is a leading North American distributor of production materials and a provider of integrated service solutions. The company is staffed by over 2,900 employees and has annual sales of $2.5 billion internationally. The La Palma location will be a warehousing and distribution center for its products. According to Director of Distribution, John H. Grasmeyer, the La Palma warehouse will have approximately 12 employees working at this location. For more about ThyssenKrupp Materials NA, Inc. see http://www.tkmna.com/tkmna/about/index.html Submission of Annual Reports (w\Attachments): The City is mandated to submit Annual Progress Reports (APRs) regarding the implementation of its General Plan and its Housing Element to the State Office of Planning and Research and to the State Office of Housing and Community Development. The Annual Progress Reports must be submitted by April 1st of each year for the preceding calendar year. The City Council approved the Annual Progress Reports at their March 1, 2016, meeting and the Community Development Department has submitted the attached approved reports to the required State Agencies. Community Services Department News CAB Meeting Agenda & Draft Minutes Available (w\Attachments): Attached are the Tuesday, March 8, 2016, Agenda for the Regular Meeting of CAB along with the Draft Minutes of the Tuesday, February 9, 2016 regular meeting. Police Department News Armed Robbery at Walgreens: On March 2, 2016, at about 8:50 p.m., LPPD received a 911 call from Walgreens located at 5961 La Palma Avenue regarding an armed robbery that just occurred. Officers immediately responded but could not locate the suspect in the area. The suspect approached the store manager at the counter and produced a handgun from his pants pocket. The suspect demanded money and threatened that he would shoot everyone in the store. The suspect fled the location with cash from the business. No vehicle was seen and no one was injured during the incident. The suspect is described as a black male, 35-40 years of age, 5-07 with a heavy build, wearing a gray beanie hat, grey long sleeved shirt, and blue jeans. Responding officers were able to obtain the surveillance video from the business but the suspect has not been identified. Residential Burglary Resulting From an Unlocked Car: On March 2, 2016, at about 5:30 a.m., Officers responded to a residence in the 7200 block of Monterey Lane regarding a residential burglary. The investigation revealed that at approximately 5:00 a.m., the victim discovered his unlocked truck that was parked in his driveway had been rummaged through and the garage door opener was missing. The victim checked his home surveillance video cameras and discovered that at approximately 1:40 a.m. that morning, an unknown male suspect entered his unlocked truck and took the garage door opener along with some documents. Later at about 4:30 a.m., the same suspect returned with the victim’s garage door opener and entered City Manager’s Report March 3, 2016 Page 3 the garage by using the remote. In the victim’s garage, the suspect stole a duffle bag containing four handguns. MINUTES OF THE LA PALMA COMMUNITY ACTIVITIES & BEAUTIFICATION COMMITTEE MEETING TUESDAY, FEBRUARY 9, 2016 CALL TO ORDER: Chair M. Goodman called the meeting of the La Palma Community Activities & Beautification Committee (CAB) to order at 6:33 p.m. on Tuesday, February 9, 2016 in the Council Chambers of La Palma City Hall, 7822 Walker Street, La Palma, California. ROLL CALL: Committee Members Sally Alvis, Alta Duke, Marshall Goodman, Noel Lew, Kathy present: Peters and Jane Rippee Committee Members Pat Craig, Jonathan Dhauw, and Nitesh Patel absent: City Officials present: Cindy Robinson, Community Services Supervisor, and jaNell Adams, Recreation Coordinator APPROVAL OF MINUTES A. Duke moved to approve with the following amendments minutes of the CAB Committee meeting held December 8, 2016; S. Alvis seconded the motion. Motion passed with 6 yes votes. AGENDA ITEMS: 1. COMMITTEE REORGANIZATION A. Selection of Committee Chair and Vice Chair Community Services Supervisor Cindy Robinson briefly explained the nomination and election process. She then opened the floor for nominations for 2016 Chair. J. Rippee nominated N. Lew; M. Goodman seconded the nomination; N. Lew accepted the nomination. The nominations were closed, voting ensued and N. Lew received 6 yes votes. N. Lew then switched seats with former Chair M. Goodman and continued the meeting by opening nominations for Vice-Chair. J. Rippee nominated M. Goodman; A. Duke seconded the nomination; M. Goodman accepted the nomination. M. Goodman nominated A. Duke; J. Rippee seconded the nomination; A. Duke accepted the nomination but then withdrew her acceptance. The nominations were closed, voting ensued and M. Goodman received 6 yes votes. 2. SUBCOMMITEE APPOINTMENT A. HOME SPOTLIGHT i. Robinson explained with the reduction of (3) three Mosaic per year the Home Spotlight award would also be awarded (3) times a year. The home spotlight will be selected in February for the summer Home Spotlight, May for the Fall Home Spotlight and September for the Winter Spotlight. K. Peters and N. Lew both presented one home each for the Summer Home Spotlight award. Voting ensued and 5181 Ivywood was selected as the Home Spotlight recipient. 4. ARBOR DAY A. Subcommittee will meet on February 23, at 4 pm in the Fan Palm Room at the Community Center. 5. MEMORIAL DAY A. Subcommittee will meet on February 24, at 4 pm in the Fan Palm Room at the Community Center. 6. CONCERTS IN THE PARK A. Supervisor Robinson informed the Committee the City Council has given Staff the direction to suspend the 2016 City’s Run f for Fun, (5) five of the (6) six Community Activities and Beautification Committee Meeting February 9, 2016 Page 3 2016 Concerts in the Park and 2016 La Palma Days. The (1) one Concert will be held on Saturday, July 9th in conjunction with the Civic Expo and National Night Out. Discussion ensued over the concert budget and sponsorship program. S. Alvis suggested contacting Dan Thomas for a potential band. N. Lew suggested the band Ronnie and the Classic for a potential. B. Subcommittee will meet on February 22, at 4 pm in the Fan Palm Room at the Community Center. COMMITTEE COMMUNICATIONS: Supervisors Robinson informed Committee there were (3) three CAB members who have been inactive and Staff have requested they be removed from the CAB Committee. Pending City Council removal of Committee Members. Discussion ensued about recruiting new CAB members. N. Lew informed the Committee she had received a thank you letter for the military unit stationed in Japan who CAB had collected Christmas cards and snacks and sent prior to Christmas. She read the card aloud and thanked Committee for the support. K. Peters and S. Alvis informed the Committee they will not be in attendance at for the March CAB monthly meeting. Chair M. Senate Pro Tem de León Presents $2 Billion Homeless Housing Funding Proposal to Senate Budget Committee League Representative Testifies in Support A parade of speakers lined up at a lengthy hearing of the Senate Budget Committee Thursday to support Senate leader de León’s call for increased state funding for rapid rehousing and permanent supportive housing to respond to California’s growing homelessness crisis. Housing, Homelessness, Legilsation, Hot Bills, Assembly, Senate Cities Encouraged to Complete Survey to Update Local Streets and Roads Assessment Needs Participate by March 18 The League of California Cities® is in the process of updating the California Statewide Needs Assessment study to help with efforts to protect transportation funds and advocate for increased funding for local streets and roads maintenance. Cities are urged to participate in the survey to update the data that was provided in 2014. San Jose’s Inclusionary Housing Ordinance Stands after U.S. Supreme Court Declines Review The U.S. Supreme Court on Feb. 29 declined to review California Building Industry Association v. City of San Jose, a California Supreme Court decision affirming the constitutional validity of an inclusionary housing ordinance in the city of San Jose. Legal Updates, Housing NLC to Host City Leaders during 2016 Congressional City Conference The National League of Cities will hold its annual Congressional City Conference in Washington, D.C. from March 5-9. During the conference, participants from across the nation will engage and meet with U.S. Senate and House of Representatives members and their staff to discuss federal policy issues of paramount importance to cities and local governments. February 19, 2016 Flag Down – 11:43 a.m. – 5000 block of Orangethorpe Ave. – An officer assisted a citizen with a vehicle by jump starting it. Medical Aid – 1:42 p.m. – 4900 block of La Palma Ave. – A customer was reportedly having a seizure. Police found the victim conscious and breathing. Page 2 of 19 February 20, 2016 Counseling – 11:43 a.m. – 5200 block of Pembury Dr. – The caller stated that she bought a vintage shirt from a subject via the internet, and she is now receiving threatening emails from the subject. She requested that he be contacted and told to stop. The subject was contacted and advised not to contact the reporting party anymore. Other matters were being handled through PayPal. Extra Patrol Checks – 9:10 p.m. – 5000 block of La Palma Ave. – An employee reportedly received a phone call from an unknown male subject who stated, “I’m going to ram my truck into the building with all you Mexicans inside. This is a white town.” According to the employee, the subject sounded like he had been drinking. Extra patrol checks were requested. February 21, 2016 Counseling – 8:11 p.m. – 5400 block of Orangethorpe Ave. – The reporting party was contacted by a male subject at the location, offering his used gift card with a $6 balance left on it. The reporting party did not take the gift card and felt uncomfortable that her identity or credit card may have been compromised. Police learned that the subject gave the reporting party 2 gallons for free gas, and then offered to sell a $40 gas gift card for $0. The subject continued to sell gift cards to costumers at other pumps. The reporting party was counseled. Assist Outside Department – 10:30 p.m. – Walker/Twin Lakes (Cypress) – Cypress Police Department requested assistance with an area check for property thrown out of a vehicle during a pursuit, and all the Cypress units were busy on a felony traffic stop near DeLong. La Palma units met with Cypress units on DeLong at Santa Margarita. Cypress officers eventually located one baggie. February 22, 2016 Traffic Stop – 9:56 a.m. – 5100 block of New York Ave. (Cypress) – La Palma Police assisted Cypress Police following a residential burglary call. One male subject was detained at gunpoint, and a female subject ran inside a residence. A police helicopter and an Orange County Sheriff’s K-9 unit assisted with the search. A resident reported that an unknown female was inside his residence. The female was detained after she came out the front door. Suspicious Subject – 7:08 p.m. – 5400 block of Festival Cir. – A male subject with a white sheet reportedly rang the caller’s door bell and then sat on the porch swing. Police contacted the subject, who stated that he was diabetic and didn’t know where he was. OCFA responded to the location, and the subject was transported to the hospital. February 23, 2016 Stray Animal – 7:39 a.m. – Moody/South – A stray black Labrador was reportedly in traffic. SEACCA was notified to respond to the location. The reporting party’s neighbor was harassing the reporting party for parking in front of their residence. Parties counseled. February 24, 2016 Disturbance (Family) – 5:23 a.m. – 5000 block of Toulouse Dr. – The reporting party’s son reportedly attacked the reporting party for unknown reasons and was possibly under the influence. Responding officers requested paramedics for the father, who was bleeding pretty badly. The son’s girlfriend stated that she received a call from the subject, who reportedly asked her to pick up their 3-year-old child because he (the subject) had just beaten up his father. The subject was arrested for assault/battery. Citizen Assist – 5:31 p.m. – 5400 block of La Palma Ave. – An open man hole cover was reported to the rear of a business, off the alley. It appeared the latch cover was broken, but they were able to fix the man hole cover. February 25, 2016 PDO – 7:11 a.m. – 7822 Walker St. (La Palma City Hall) – A Ford Mustang possibly damaged City property by going over a cement stopper. The vehicle appeared to have damage to the undercarriage. Counseling – 2:47 p.m. – 7800 block of Sunflower Ln. – The caller had video surveillance of a subject get out of a vehicle, walk to the back side of the mailboxes, and then drive off. The neighbor found all four mailboxes standing open, but it was unknown if anyone was a victim. Police determined that it was suspicious circumstances only and no actual crime had been committed.
