WHAT HAPPEN NOW? 1. MANDATE OF WORK AND AIMS The listening and participatory process aims at sharing the decisional process that will bring to the transformation of the Bovisa-Gasometri area. Guidelines for the future transformation of the area will be defined through a participatory process. The 2 aims are: 1 PHASE • identifying the expectations and needs related to transformation of the entire transformation area (Ambito di Trasformazione Urbana - ATU) LISTENING 2 PHASE • designing through a participatory process the public park included in the transformation area PARTICIPATORY 2. STATUS OF BOVISA-GASOMETRI | Transformation area PROJECTS IN PROGRESS • A2A heating plant CONTAMINATION • In 2001/02 the area was included in the list of Sites of National Interest (SIN) and in 2013 reclassified as a Site of Regional Interest (SIR). • In 2013 the allocation of resources of the City Plan was approved providing funds for € 5 million to decontaminate the area so called Lotto 1 (plot 1) 4. WORKING METHOD 1. LISTENING ACTIVITIES First phase of interviews with selected actors according to their activities in Bovisa, Villapizzone and Parco Certosa neighborhoods in order to collect, primarily, questions and suggestions. 2. EXCHANGE ACTIVITIES Presentation and exchange of the main issues emerged as outcomes from the first phase of listening. Discussion with stakeholders on assumptions of transformation. 3. INFORMATION ACTIVITIES Thematic table about contamination of the area, on remediation techniques and on choices made by the Administration; and about the presence of wild vegetation. 4. WORKSHOP Structured moments of work with citizens involved in the listening activities: participatory design of the park that will insist on Lotto 1 and debate around the role of the university campus in the transformation of the area. 5. OUTCOMES OF THE FIRST PHASE (LOCAL ACTORS) | Territory’s tales VILLAPIZZONE Historical village included into Milan area Small public spaces; Piazza Villapizzone, with its church, is the core of the neighborhood The garden of the «Family house» is a meeting place There is no lack of green spaces because of the proximity with Certosa Park The precence of many social houses point out the progressive impoverishment Improper uses of public spaces by new communities, somehow protecting those places 7. OUTCOMES OF THE FIRST PHASE (LOCAL ACTORS) | Territory’s tales PARCO CERTOSA Is the area that has changed the most in the last years, from refinery to residential neighborhood of 3000 inhabitants Parco Certosa is close to Bovisa, Villapizzone and Quarto Oggiaro neighborhoods but separated from these by the railway infrastructures It has many problems related to vehicular accessibility and public transports Green areas are a resource, despite of the problems related to protection The supermarket makes impossible the survival of small commercial activities 7. PARTICIPATORY PROJECT | Shared strategies for the ATU and the Park REUSE It is necessary to reuse existing buildings and structures and to find another place for the new building of the Politecnico di Milano (Zen building), (a minority think that Zen is not a problem for the park). IDENTITY Restore the story and the memory of the place and give a new meaning to the identity of Bovisa-Gasometri. This is the aim of the transformation and the reason why people want to preserve the gas silos such as landmarks. (temporary roof; small lakes; observatory) . RELATIONSHIPS Re-thinking and improving the physical connections between ATU and its territorial context using paths and green corridors. The new park must be crossed by bycicle itineraries and cars are forbidden (deleting the provisory roads in the south part of the park) , but it is necessary to mantain the prevision of metrotramvia line. VITALITY Making the park a comfortable place, open to different uses and users but it is necessary to presidiate it. Many people think that students of Politecnico could be succesful element for the vitality of the park. The sicurity topic had seen different positions: somebody thinks that the park have to be closed; others think that park could be open during the day and closed during the night. ENFORCED GREEN BELT ALONG RAILWAY LINES Creating wooded bands along perimetral zone around ATU Bovisa-Gasometri because it is possible to improve the environmental and natural quality. 20. WHAT HAPPEN NOW? | Report, final seminar and competition notice The path of active listening and participatory planning has not been easy. The interaction with the citizens it was marked by a conflict against the municipal administration, especially in relation to the issue of reclamation. The Report delivered to the City Council, is a useful tool because it is the outcome of a non-linear path and in some cases conflict. At least four kinds of interesting topics are emerged: • Information on local issues and problems; • ATU as a potentiality for “stitching urban neighborhoods”; • The need to maintain a relationship with the site history and to safeguard the process of naturalization of the area; • Proposals also allow to define forms of direct involvement of citizens in the care of public spaces. The work presented in the Report is not a finished project, and even a book of guidelines. Instead, it is a material for the project, which returns a framework of expectations and questions that need to be taken into account both in the activity of the redefinition of implementation of the transformation, both in the actual design of the park planned on the lot in the process of remediation. In November, 2015 DAStU decides to organize a final seminar to show the results of this research activity to colleagues, administration and citizens. The Report will also be used by the design workshop (competition) that will be activated by the Politecnico di Milano for the definition of the Masterplan on the ATU-Bovisa gasometers.
