Is Chaparral just the place where your house is located, or does it help define what makes your house your home? Is Chaparral a brief stopping point in your travels, or is it where you’ve decided to lay down roots? Is Chaparral just a snapshot amongst many in your life, or is it an important background character in the on-going movie about you? I ask because right now, in late 2011, the residents of Chaparral have a unique opportunity to decide what they want to see from our neighborhood. Following the agreement between BFI Canada, the Chaparral Community Association and the Chaparral Residents’ Association from February 2010, BFI will be providing $1.75 million that the community can choose to allocate as needed. But such a gift also confers a huge responsibility. The Chaparral Community Association is responsible for this fund and ensuring that the interests of our neighborhood are well served by the fund. As such, the CCA is first establishing a process by which the funds should be considered for use. This process needs to be as transparent as possible. We want Chaparral residents to know about the details of the fund - how are requests made? How are they evaluated? How can community members be advised of the options presented? What is the timeline? And of course, how are decisions made to spend the money? This gift belongs to all of the residents of Chaparral. That said, there is unlikely to be any one project or program that satisfies all, most, or even a majority of residents. That is why it is so important that we hear from you now, as we determine the proper process. It is not yet a question of how the money should be used, but rather of how we determine how the money should e used. Our CCA Vice-President, Chris Buchanan, will be chairing the Fund committee. If you would like more information about the process, or even to discuss generally the Fund, please send Chris an e-mail at vicepresident@ chaparralcommunity.com, or as always feel free to send me an e-mail at president@chaparralcommunity.com. Please keep your eyes open for more information about the process, which we’ll distribute as broadly as we can. We need you to let us know how to do this. We need you to let us know what the priorities should be for our neighborhood. We need you to ensure that how we go about this process is in a way that makes you comfortable and assured the Fund is being used in the way that best meets Chaparral’s needs. National Devilled Egg Day – November 2 This is a tasty and easy snack. 6 eggs, ½ tsp mustard, 2 tbsp mayonnaise, sprinkle of paprika 1. Hard boil 6 eggs. When cooled, peel and cut them in half (lengthwise) 2. Scoop the yolk out, and place it in a bowl. Mix the yolk with mayonnaise & mustard. 3. Scoop a spoon full of mixture back into the hallow of the egg, keep filling until mounded. 4. Lightly sprinkle some paprika over them, and then chill. * Hint -The longer they are chilled the better they taste. 5. Once chilled they are ready to serve. This is a healthy and delicious snack; Enjoy! Daylight Saving Time Ends – November 6 Don't forget to turn your clocks back an hour. THANK YOU it was a great success! I cannot tell you how pleased we were to see the smiles and hear the laughter of our community gathering that day. Our goal was to bring the community together. I think we succeeded! The market was HOT! But all the vendors happily reported a good day! And as for the dance it sure had a slow start but wow, once people started to come, it was FANTASTIC! The DJ had everyone up and dancing and getting together!! By the end of the night everyone was mingling and having tons of fun. A great big thank you to the Chapacisers for the Tug O War. Thank you ATB for the water and freezies. And a HUGE thank you to the ladies on my team who volunteer their time, ideas and energy to make it all happen. The Official CHAPARRAL Community Newsletter I NOVEMBER 2011 13 WHY REMEMBER? We must remember. If we do not, the sacrifice of those one hundred thousand Canadian lives will be meaningless. They died for us, for their homes and families and friends, for a collection of traditions they cherished and a future they believed in; they died for Canada. The meaning of their sacrifice rests with our collective national consciousness; our future is their monument.1 These wars touched the lives of Canadians of all ages, all races, all social classes. Fathers, sons, daughters, sweethearts: they were killed in action, they were wounded, and thousands who returned were forced to live the rest of their lives with the physical and mental scars of war. The people who stayed in Canada also served - in factories, in voluntary service organizations, wherever they were needed. Yet for many of us, war is a phenomenon seen through the lens of a television camera or a journalist's account of fighting in distant parts of the world. Our closest physical and emotional experience may be the discovery of wartime memorabilia in a family attic. But even items such as photographs, uniform badges, medals, and diaries can seem vague and unconnected to the life of their owner. For those of us born during peacetime, all wars seem far removed from our daily lives. We often take for granted our Canadian values and institutions, our freedom to participate in cultural and political events, and our right to live under a government of our choice. The Canadians who went off to war in distant lands went in the belief that the values and beliefs enjoyed by Canadians were being threatened. They truly believed that "Without freedom there can be no ensuring peace and without peace no enduring freedom."2 By remembering their service and their sacrifice, we recognize the tradition of freedom these men and women fought to preserve. They believed that their actions in the present would make a significant difference for the future, but it is up to us to ensure that their dream of peace is realized. On Remembrance Day, we acknowledge the courage and sacrifice of those who served their country and acknowledge our responsibility to work for the peace they fought hard to achieve. Using the black construction paper cut out a poppy shape from the center of the paper 2. Tear tissue paper into 1 inch squares 3. Take a square piece of waxed paper (sized to fit the cut out poppy shape), glue the red tissue paper to the waxed paper in a random fashion and let it dry 4. Glue the green or black paper in the center of the red tissue paper 5. Glue or tape the waxed paper to the cut out black construction paper Recommended by the Chaparral Chapacisers Group Lemon Poppy Seed Cake • • • • • • • • • • 3 cups all-purpose flour 1 1/2 teaspoons baking soda 3/4 teaspoon salt 3/4 cup butter, softened 2 cups white sugar 3 eggs 1/2 cup lemon juice 3/4 cup plain yogurt 3 tablespoons lemon zest 1/2 cup poppy seeds 1. Preheat oven to 350 degrees F (175 degrees C). Heavily grease and flour two 9x5 inch loaf pans. 2. Sift together flour, baking soda, and salt. Set aside. 3. In a large bowl, cream butter or margarine, and sugar until light and fluffy. Beat in eggs, one at a time. 4. Mix lemon juice and yogurt together and add alternately with the sifted flour mixture to the butter mixture. Mix until just blended. Stir in lemon rind and poppy seeds. Pour mixture into prepared pans and smooth tops. 5. Bake at 350 degrees F (175 degrees C) for 50 minutes or until browned and a knife inserted in the center comes out clean. Cool on rack for 15 minutes before turning out of pans. Summer is over and you are starting to spend more time indoors. GOOD NEIGHBOURS CLEAR THE SNOW With the onset of Calgary’s winter, it is time to remind ourselves how the buildup of ice and snow on city sidewalks can literally leave some people housebound. Older adults, those with mobility issues or parents wheeling strollers or walking with young children, may find it too treacherous to venture out if neighbours are not diligent about clearing the ice and snow. All of us can help make walking in our communities safe for everyone if we work together and follow the regulations set out in Calgary’s Street Bylaw. Property owners are responsible for clearing all sidewalks adjacent to their property. This means removing all snow and ice down to the bare concrete within 24 hours after the snow stops falling. If, as a property owner, you do not live at the residence, it is important to work with tenants or arrange for a contractor to clear the snow. The property owner is ultimately responsible for snow clearing under the bylaw. For any ice that is difficult h y 10tersar niv An When clearing the snow from your sidewalk, please remember that snow from a public sidewalk can be put onto the road or boulevard, but snow from private property cannot. Large mounds of snow in the street can impede the flow of traffic, limit driver and pedestrian visibility and hinder Blue Cart and Black Bin collection. Sidewalks also need to be clear of obstructions such as electrical cords. When plugging in your vehicle, make sure you don’t place an electrical cord on or over any portion of a street. Have you considered being a Snow Angel? It can be a challenge for some residents to shovel and clear their sidewalks. The Snow Angel campaign encourages Calgarians to be good neighbours by helping older adults and others in need with their snow removal. All you have to do is adopt someone’s sidewalk this winter and keep it clear. Let’s remember that snow, ice and obstructions on our sidewalks can result in serious injuries and can cause those with limited mobility to be confined indoors. Guests of Members: Please note that numbers are restricted. Members must inform staff at entry gate of the number of guests accompanying them in to the park. • Adult members are permitted 6 guests. • Residents age 12-16 may bring 2 guests. • Maximum guest per family - 16 guests. Groups larger than 16 guests would be considered a “large group”. A large group is only permitted into the park upon completion of a Large Group booking form, approval of park staff and payment of an additional user fee. Information is available at the Recreation Centre office. The park has a ceiling on the total numbers of “large groups” permitted in the park on a single day. Lake Chaparral members will assume full responsibility for their guests' actions at all times when participating in the lake/park facility. Please make sure they are aware of park rules. Lake Ice Ice fishing and skating on the lake will only be permitted when management determines that the ice is safe and the "DANGER THIN ICE" signs are removed. Please observe the Flag Warning System posted at the Park: “Red Flag” - Water Front / Lake Ice is Closed or Dangerous “Green Flag” - Water Front /Lake Ice is Safe or Open for use Tobogganing Tobogganing is only permitted on designated area on hill just left of the front waterfall. This is marked by signs and outlined by lights after dark. This area is where there is the least amount of risk. Anyone caught tobogganing anywhere else on the hill will have their privileges revoked. Safety is the top priority. No building jumps anywhere on the hill. Tobogganing is an unsupervised activity and is done at your own risk. Helmets are recommended and parent supervision is advised. What to do if there is an Emergency Notify the closest Lake staff member immediately. Any witness should identify themselves to park staff and E.M.S. The Chaparral Residents Association has an emergency protocol procedure in place. Please follow staff direction to avoid confusion and any miscommunication. If 911 has been dispatched by anyone other than Lake staff please notify the Chaparral Residents Association office immediately. Lake homeowners must call 403-254-4148 to notify staff. Heart-pumping, loud music and lots of sweat are great descriptors of the spin class experience. Spin (or spinning) classes are basically a group workout on specialized stationary bikes called spin bikes. The classes are led by instructors who guide participants through a series of spin workout phases that are designed to simulate outdoor riding situations. Some of the movements and positions include hill climbs, sprints and interval training. The great thing about spin class is that you can work at your own pace as you set the tension on the flywheel of the bike. So, as your fitness level increases, you can increase your workout as well. Some outdoor bike-riding enthusiasts will say that spinning on a stationary spin bike is not the same as riding outdoors but, on the other hand, spin classes do offer a great alternative when it is -30 degrees outside. And, you don’t have to wear a helmet! The benefits of spinning include increased cardiovascular fitness and increased muscle tone and strength. We don’t go anywhere with “scary”, “spooky”, “haunted” or “forbidden” in the title. – From Scooby Doo by Jaden Baragar Jason Oliver and his wife Chrissy Oliver have a beautiful family home located at 189 Chaparral Common, but on October 31st this beautiful family home turns into the house in the neighborhood everybody fears. With the torture devices, guillotine, mad scientist lab, butcher shop, fortune teller and the electric chair that is sure to set you off your rocker. However those are just the main pieces that Jason has in his cemetery themed haunted house every year. This year Jason has added more to his haunted house to make it look more realistic such as an asylum, morgue and a padded room to go along with his motto “bigger and better every year”. It does take a lot of work but it is all worth it in the end. Jason doesn’t go out and buy everything that is found in his yard. He makes it all by hand. “I found old trunks and bottles, wood, a ton of stuff in the dumpsters in Walden. I go dumpster diving. If I see something I want I am not afraid to jump right into the garbage and get it. Someone else’s garbage is my treasure. I spend next to nothing.” His beautiful green lawn the day before Halloween but the next day a place you don’t think you would ever set foot on takes a lot of hard work to set up. Jason starts working on this elaborate Halloween Haunted house from the first weekend in September until an hour before the kids show up at the door to start trick or treating. This is Jason’s third year doing the Halloween set up in Chaparral but his eleventh year in total, before he did it in Edmonton while he was in the military at the base. Obviously this is Jason’s favorite season. As he told me “With Halloween there is so much creativity involved, decorating and going to the extreme. Anyone can put Christmas lights on their house but no one decorates for Halloween anymore. When I first moved onto Chaparral Common and I did this there were hardly any decorations, now, every year I am seeing more and more. I hope that people will catch on and make it more enjoyable for the kids!” Who do we have to thank for this set up making everyone’s Halloween better. Not just Jason but his parents who got him into doing this. As he states “My parents did this when I was a kid. Not quite to the extreme that I do but more than anyone else.” This Halloween did you see a Chucky or the bride of Chucky? Maybe did you see a zombie gatekeeper? Don’t worry; they aren’t actually as scary as they looked. It was just the Oliver family hiding underneath those costumes. The snake plant is not only decorative but is one of the easiest houseplants to grow. They tolerate low light and require watering only once a month. I think the key word here with regard to lighting is ‘tolerate’ – they will tolerate low light but all plants require some light to be healthy. My plant is about three feet tall now and it is in front of my north facing balcony door – I don’t recommend the north but that is all I have – I would suggest an east exposure would be very nice for your snake plant – a half day of bright light will give strong thick leaves. The appealing feature about this plant is its long, spear-like leaves. This floor plant looks great in a corner or in a grouping of other plants where its height and shape add contrast. The Snake plant loves to be root-bound – the best time to re-pot is when the plant becomes too heavy for the pot. You’ll know when it is time to transplant because the plant will become very top-heavy and the pot will fall over. Dividing this plant is easy; it can be done during transplanting by pulling the individual plants apart at the roots. Did You Know: An interesting fact about this plant is that the plant leaf extract is being used as an antivenin used for snake bites – specifically ‘cobra’ snake bites. There is a looming and controversial new policy coming this winter that I think most of you may need to know about - so please read this column very carefully. As you know, it is never easy to change things at City Hall, and often implementing one possible solution creates a whole other set of new problems and unintended consequences for us. However, one must try or otherwise the world would never make any progress – all of which brings me to the problem of snow clearing this year. We have heard loud and clear that you would like better snow clearing this winter – that the old policies just aren’t doing the job. Current policies have often been scoffed at as snow “moval” (as opposed to “removal”) as our graders just keep shifting it back and forth across the road, and of course we are all familiar with how some roads and streets can become nearly impassable in the days and weeks following a major blizzard. So we as a Council pushed the Administration to do something about it. They have come back with the Priority 1 and Priority 2 ( P1 and P2) approach which will be implemented this winter. The approach has been relatively successful elsewhere (for eg. Edmonton) but does present some serious inconveniences whenever there is a snow event. All cars parked on major routes (P1) and feeder streets (P2) will have to be removed for 72 hours during any snow event or they will be towed away. This is to enable much faster grading (without having to maneuver around parked cars) to get the job done and done right. This means residents parking on any of those streets will need to find alternative parking or face the prospect of having their car towed – and residents adjacent to major streets, may find numerous new cars parked on their streets as their neighbors have no place else to go. I expect there may be a lot of complaints as people learn to adjust to this new policy. Pedestrian Corridors and the safety of children and even adults trying to cross busy streets continue to be a priority for me. As you may know, many of the intersections we are most aware of and concerned about have long ago been studied and assigned warrant points on the City’s priority list, and I also insisted on re-doing a number of them this year to make sure the numbers were right. Currently there are 648 locations across the City identified as a “priority” - with typically only a few dozen done each year because of the expense. Ward 14 has several dozens of locations of concern on this list, and I will continue to work towards getting all of them done, however all the other Alderman have the same issues and problems, and thus the current system was put in place to ensure fairness and equity. A challenge we also have in this regard is the demand by many citizens to “speed up” the traffic and remove any obstacles to faster commuting – so as you can see these are opposite demands, never easy to resolve. (Yes, we want much slower traffic so we can improve safety in our community, and Yes, we want traffic greatly speeded up in everyone else’s community so we can get to work faster!) As you can see, it isn’t always easy to find the right balance that will please everyone.
