Apprentices were required to take a written test as part of the 2006 Apprenticeship Competition. Outstanding Apprentice Competition The Future of Our Union The Ironworkers and Employers National Apprenticeship and Training Conference of North America and Outstanding Apprentice Competition were held September 23-27, 2006. The events were co-hosted by Local Union 396, St. Louis and Local Union 392, East St. Louis, Illinois. General President Hunt wrote to the outstanding apprentice participants saying, “Our great international union is built on the skills of our members. During this twoday Apprenticeship Competition you will see some of the most highly skilled apprentices from our local unions across the United States and Canada. Each time we hold this competition the skill level of our outstanding apprentice competitors improves. This is a result of 2 their dedication to excellence and our continuing efforts to strengthen our apprenticeship programs. Following the competition participants and delegates attended the Apprenticeship and Training Conference. General President Hunt served as the Honorary Chairman of the conference. The Conference CoChairs were Jim Hathman, President of the District Council of St. Louis and Vicinity and William Brown, President of Ben Hur Construction Company and IMPACT and National Training Fund Trustee. The objective of the conference was to bring together labor and management to focus on topics and issues of importance to apprenticeship training. President Hunt challenged the participants saying, “I would encourage all attendees to be actively involved in all of the sessions – to ask difficult questions and raise issues that will help us to provide a skilled workforce to better meet the needs of our contractors.” In order to provide our signatory contractors with highly skilled ironworkers, we must have strong apprenticeship programs. The Outstanding Apprentice Competition and the Apprenticeship and Training Conference allow local unions to demonstrate the quality of their classroom and hands-on training. As in the past, your Canadian office has been extremely busy this year and I know your local unions have been also. The work in Canada is very good and barring a major crisis or unforeseen disaster, there seems to be no end in sight. Offshore oil and gas development still looks good in the Atlantic Region as well as the iron ore industry and possible further nickel processing. Electricity is a main issue in Ontario, Quebec and Manitoba with development and proposed development ranging from hydro-electric to wind power, natural gas power plants, updated coal power that will meet environmental demands and nuclear plants. Infrastructure work is also a big issue across the country, but especially where the population is bulging and our roads, water and sewer systems are aging and overloaded. These issues are major in Montreal, Toronto, Vancouver, Fort McMurray, Edmonton, and Calgary. If we think we might have a problem manning this work, throw in the potash industry, the oil patch, the Olympics, mass transit and the odd gold mine and a pipeline or two. We will be challenged in trying to cover all this work and still maintain our jobs in maintenance, commercial work, box buildings, and metal buildings. We accept the challenge. The Conservative Party is now running the country and so far they seem to be focused on what they believe is good for Canada. The only major issue I have with them is the temporary foreign worker issue. I had the same issue with the Liberal Government and by the time this article is printed, I expect to have some very good news or very bad news regarding offshore workers and the Golden Ears Bridge project in Vancouver. With politics in general, I believe that the best we can do with all Parties at all levels is monitor them, try to interact with them and show up to vote for the Party or person who will best represent you and your family. As your representative at the Canadian Building Trades, I am working with the other members to fight temporary foreign workers, fight C.L.A.C. and the C.E.P. when they stick their nose in construction work. We are trying to make DECEMBER 2006 mobility easier and less costly for the membership. We are involved with apprentice training and the funding required for it at the national level. We are pushing to change some of the restrictions on our pension plans by showing that multi-employer plans are much more stable than single employer plants. We interact with the Provincial Building Trades on all these issues and more. While these issues remain the same from year to year, I believe we are making some progress and if it takes time, so be it. The battle must go on. The theme of our forty-first International Convention held in August of this year was building “A Bridge to the Future.” The dominant issue was organizing and every delegate supported it. We not only need to organize the non-union ironworkers who are out there in big numbers, but we need to bolster our membership just to keep up with the number of retirements that are getting closer every month. If we fail this time, the pressure on our pension plans, our health and welfare plans and our ability to negotiate good wages may become unbearable. I believe all of our delegates at the Convention understand the importance of this issue and I hope they do the best they can to convey the message to every member. We are developing an organizing plan to be put into effect across North America and if we all buy into it, we should have a bright future. We do have many old habits that need changing. We seem to be comfortable with the changes that take place in our daily lives, except when it comes to changes at work, and then we drag our heels. We moved into this 21st century with optimism and then we were pounded on September 11, 2001 and after with the ensuing stock market crash. Well, we’re still here and we’re still building and maintaining North America. The new century is only six years old and it’s time the trade union movement joined it. I would expect like all good union members we are going to be dragged into this new century kicking and screaming. I hope some of you younger members help with the dragging. Congratulations to all the apprentices that took the time to compete in our bi-annual Apprentice Competition in St. Louis last September. The competition was closer than ever and the prizes were fantastic, allowing the top ten competitors to claim a prize. You were all winners and we are proud of you. You are the future. The event was well organized by the Apprenticeship Department and the host district council did a great job. Thanks St. Louis. Together we can continue to accomplish not only great things, but also little things that collectively make us stronger, improve our standard of living, and make this world a better place. To the business managers and agents across Canada, keep up the good work. Every day you have to make decisions affecting our reputation, our jurisdiction, our pension and welfare plans, and our future. I think you are making the right decisions. It may sometimes be controversial but if it is good for our members in the long run, it’s the right decision. A special thanks this year to Jacques Dubois, Claude Morin, Don Fortin and the members of Local 711 who supported your leaders when they set out to reclaim the rebar in New Brunswick. It took a few years, but the deal was signed in September and all rebar in New Brunswick and Prince Edward Island now belongs to the ironworker, as it should. Also thanks to the Officers and Executive of Local 720. It’s not easy in that fish bowl they call the Oil Sands, and although controversial, you made a decision to put ironworkers to work. I am confident these types of accomplishments would have been made in every local in the country, and the way the industry is going, you will probably get the opportunity. Comme par les années antérieures, votre bureau canadien fut extrêmement occupé cette année, et c’est également le cas de vos unions locales. La situation de l’emploi au Canada est très bonne, et à moins d’une crise majeure ou d’un désastre imprévu, il ne semble pas y avoir de fin. Le développement du gaz et d’huile en mer semble bien se porter dans la région de l’Atlantique, ainsi que l’industrie du minerai de fer et possiblement la transformation du nickel. L’électricité est le point majeur en Ontario, au Québec et au Manitoba avec le développement et les propositions de développement en passant de l’hydroélectricité à l’énergie éolienne, la centrale de gaz naturel, l’adaptation de l’énergie au charbon qui devra rencontrer les demandes environnementales et les centrales nucléaires. Les travaux d’infrastructure sont également 8 un point majeur à travers le pays, mais plus particulièrement là où la population est grandissante ainsi que pour nos routes, nos centrales d’eaux et d’égouts qui sont âgés et surutilisés. Ces problèmes sont primordiaux en autres à Montréal, Toronto, Vancouver, Fort Mc Murray, Edmonton et Calgary. Si nous pensions avoir un problème à gérer ce travail, ajoutez-y l’industrie de la potasse, les nappes d’huiles, les Olympiques, les transports en commun massifs et la balance d’une mine d’or et une ou deux pipelines. Nous serons confrontés à tenter de répondre à tous ces travaux tout en poursuivant nos travaux de maintenance, les travaux commerciaux et les charpentes de métal. Nous acceptons le défi. Le Parti conservateur est maintenant à la barre du pays et à date il semble se concentrer sur ce qu’il croit être bon pour le Canada. Le seul accroc majeur que j’ai avec le Parti est la cause des travailleurs temporaires étrangers. J’avais le même problème avec le gouvernement Libéral et au moment où cet article sera imprimé, je suppose que j’aurai soit de très bonnes nouvelles, soit de très mauvaises nouvelles concernant les travailleurs des platesformes en mer et le projet « Golden Ears Bridge » à Vancouver. En général en politique, je crois que la meilleure approche avec tous les partis, à tous les niveaux est de les surveiller, d’interagir avec eux et d’aller voter pour le parti ou la personne THE IRONWORKER RAPPORT SUR LES AFFAIRS CANADIENNES continued qui défend mieux nos intérêts et ceux de nos familles. En tant que votre représentant au Département des métiers de la construction, je travaille avec les autres membres afin de lutter contre les travailleurs temporaires étrangers, lutter contre la « C.L.A.C. » et le « C.E.P. » lorsqu’ils s’ingèrent dans nos travaux de construction. Nous tentons de rendre la mobilité de la main-d’œuvre plus accessible et moins dispendieuse pour nos membres. Nous sommes impliqués avec les formations d’apprentis et les fonds requis pour le niveau national. Nous travaillons fort afin de changer certaines restrictions de nos plans de retraite en démontrant que des plans avec plusieurs employeurs sont beaucoup plus stables que ceux avec un seul employeur. Nous interagissons avec le Conseil provincial sur toutes ces questions et plus encore. Même si ces sujets reviennent d’année en année, je crois que nous y apportons de l’amélioration et nous y consacrerons tout le temps nécessaire. La bataille doit continuer. Le thème de notre 41e Congrès international tenu en août cette année, était « Un pont vers le futur ». Le premier but était l’organisation, et tous les délégués étaient d’accord sur ce point. Non seulement nous devons organiser les nombreux travailleurs des métiers de l’acier non syndiqués, nous devons soutenir nos adhésions afin de maintenir le nombre de retraités qui augmentent à chaque mois. Si nous ne réussissons pas cette fois, la pression sur nos plans de retraite, nos plans de santé et d’avantages sociaux ainsi que notre droit de négocier de bons salaires pourraient devenir insupportables. Je crois que tous nos délégués présents à ce congrès, ont compris l’importance de cette bataille et j’espère qu’ils feront de leur mieux afin de transmettre ce message à chacun de nos membres. Nous sommes à développer un plan d’organisation qui sera appliqué à travers l’Amérique du Nord, et si nous y participons tous, nous devrions avoir un très bel avenir. Nous avons bien sûr de nombreuses vieilles habitudes qui doivent changer. Nous semblons accepter les changements dans nos vies, mais nous hésitons à changer ceux qui concernent nos emplois. Nous sommes entrés dans le XXIe siècle avec beaucoup d’optimisme et le 11 septembre 2001 est arrivé, en provoquant entre autres, la chute du marché boursier. Mais, nous sommes toujours là, et nous sommes toujours à bâtir et à soutenir l’Amérique du Nord. Le nouveau siècle a à peine six ans, et il est temps que le mouvement des unions s’y joignent. Je suppose que, comme tout bon membre d’une union, nous traverserons ce nouveau siècle en combattant, mais j’espère que nos jeunes membres nous aideront. La compétition était très serrée et les prix étaient époustouflants, permettant ainsi aux dix meilleurs compétiteurs de remporter un prix. Vous êtes tous des gagnants et nous sommes très fiers de vous. Vous êtes l’avenir. With the convention behind us, the next five years should be spent adding to our membership and making gains in job density. It should also be a time to reflect on those members that are no longer with us. Whether it was due to a work-related accident or the natural process, we all know someone who has passed in the last year. This time of year should be a joyous one, spent with family and friends and looking forward to a future bringing joy into our lives. Unfortunately, for many it is a sad time, for a loved one is no longer with them. It is also a time to remember the troops serving around the world, putting themselves in harms way to protect the freedoms we count on each day. Men and women are giving up their lives to protect those freedoms. Many of those same men and women are members of our International Union. We must never forget them. In the year 2003—our lowest fatality year ever—we lost 15 ironworkers to job related accidents. As I am writing this article on October 18, we have experienced 11 ironworker fatalities in 2006. We still have 2 months to go in this year, but let’s hope we can remain below the 2003 record year. Each year I reproduce a poem entitled, “I Chose To Look the Other Way.” I would once again like to remind each of you what it says, and I hope you live with this idea for another year. H 10 I CHOSE TO LOOK THE OTHER WAY I Chose to Look the Other Way I could have saved a life that day, But I chose to look the other way. It wasn’t that I didn’t care, I had the time, and I was there. But I didn’t want to seem a fool, Or argue over a safety rule. I knew he’d done the job before, If I called it wrong, he might get sore. The chances didn’t seem that bad. I’ve done the same, he knew I had. So I shook my head and walked on by, He knew the risks as well as I. He took the chance, I closed an eye, And with that act, I let him die. I could have saved a life that day, But I chose to look the other way. Now every time I see his wife, I’ll know I should have saved his life. That guilt is something I must bear, But it isn’t something you need share. If you see a risk that others take, That puts their health or life at stake. The question asked, or thing you say, Could help them live another day. If you see a risk and walk away, Then hope you never have to say, I could have saved a life that day, But I chose to look the other way. I hope this poem will sink in and help you make the right choices. We are all responsible for our union brothers and sisters. With that said, let’s keep safety on our minds at all times. IPAL does not solicit nor accept contributions from persons other than union members and their immediate families. 13 It has been a busy year for IMPACT, the Ironworker Management Progressive Action Cooperative Trust. Numerous IMPACT programs, designed to grow union market share for our local unions and signatory contractors, are taking off at the regional level through IMPACT’s ten Regional Advisory Boards (RABs). Each RAB is taking advantage of the new IMPACT Block Grant program approved earlier this year by the 22-member IMPACT Board of Trustees. Through this program, each RAB receives an annual block grant equal to 10% of its contributions made to IMPACT in the previous calendar year. For this inaugural year, the pool of grant money reflects total contributions since 2003, the year IMPACT was founded. Based on those funds, approximately $1.3 million is available for the entire program in 2006. The pool for 2007 will be based on total contributions during the 2006 calendar year. One example of a recent block grant: In New Jersey, IMPACT’s RAB II received $72,855 to develop and publish a quarterly newsletter. Additionally, the grant funds a lobbyist to represent New Jersey ironworkers and contractors in state public affairs matters. Education and training are high priorities. IMPACT works closely with the Ironworkers’ National Training Fund to take advantage of and address challenges affecting the ironworkers’ apprenticeship training program. Rick Sullivan, IMPACT’s Director of Education and Training, is taking the lead in developing and implementing several initiatives to ensure our apprenticeship training and journeyman upgrading programs meet the needs of our signatory contractors. This year the new Foreman Training for Ironworkers course was conducted in the IMPACT regions. The course is designed to develop highly-skilled foremen for our signatory contractors. The training course and materials were developed in 2005 with pilot courses conducted in Colorado, Texas and Missouri. This year, instructor training courses were held in Ohio, California, Colorado, New Jersey, Alaska, Minnesota, Georgia, Massachusetts, Washington, Texas and in the District of Columbia. Approximately 250 instructors from numerous local unions, including several from Canada, participated in the courses. The majority of these students were apprenticeship coordinators and instructors. Several contractor foremen, general foremen and superintendents also attended. IMPACT also facilitated the development of Construction Spanish. This is an English/Spanish construction glossary to assist with Spanish-English communications on the jobsite, in the apprenticeship classroom, during organizing campaigns, and anywhere where both English and Spanish are being spoken. Copies of Construction Spanish were sent to all local unions. The four online Project Tracking Systems available to IMPACT’s local unions and signatory contractor associations are instrumental in helping ironworkers identify and bid commercial, industrial and maintenance projects early in the bidding process. These systems were custom designed for IMPACT by McGraw-Hill Construction’s Dodge Reports and Industrial Information Resources. IMPACT is a joint labor-management trust formed under Section 302 (c) (9) of the Labor-Management Relations (TaftHartley) Act. IMPACT is a non-profit, tax-exempt organization under Section 501 (c) of the Internal Revenue Code. The primary mission of IMPACT is to expand job opportunities for union ironworkers and their signatory contractors through progressive and innovative labor-management programs. Hunt has appointed David Gornewicz a District GBrother Representative for this International Union effective May 1, 2006. Gornewicz was initiated into Local 272, Miami, Florida on June 1, 1980. He served as director of the Local 272 Apprenticeship Program in 1996. After serving as an organizer for Local 272 he became president and director of organizing for the Local in 1998 serving in this capacity until 2002. He served as director of organizing for the Southeastern States District Council from 2002 until the present appointment. President Hunt welcomed him aboard saying, “I have every confidence that you will perform these duties as a district representative representing our entire membership in the same creditable and outstanding manner as you have performed your duties representing the membership of Local 272.” Donald A. Zampa Appointed General Organizer A. Zampa, FST-BM of Local 378, Oakland, California, has been appointed DMr.onald General Organizer by General President Joseph J. Hunt effective April 17, 2006. Zampa joined the Local 378 apprenticeship program in October 1978 attaining journeyman status in 1981. He quickly became involved in the leadership of his local union serving as executive board member from 1985-1991. He was elected president of the local in 1991 and was reelected in 1994, 1997 and 2000. He also served as a full time organizer concurrently beginning in 1995. Brother Zampa ascended to business manager in 2002, was re-elected in 2003, serving in that capacity until this appointment. General President Hunt has assigned him to assist with activities regarding Local 846 and the Metal Building Agreement in the western portion of the United States. He will also be assigned to assist the District Councils of the State of California & Vicinity, the Pacific Northwest and the Rocky Mountain Area as well as handling special assignments from International Headquarters. Steve Parker is appointed Director of the Department of Reinforcing S teve Parker, book #876080, was accepted into the apprenticeship program in Local 808, Orlando, Florida in 1971, and became a journeyman in 1974. He was elected to the executive Board in 1982, and business manager, financial secretary/treasurer in 1988. Recognizing his leadership ability General President Jake West appointed him general organizer on August 1, 2000 to assist in servicing the area of the District Council of the Southeastern States. Brother Parker was later assigned by General President Joseph Hunt to work for the Mid-Atlantic States District Council in Fairfax, Virginia in April 2002. In January 2003, Steve was assigned to International Headquarters in Washington, D.C., where he was coordinator for the very successful J.D. Steel campaign, working with Executive Director of Organizing Bernie Ever’s office. Steve remained at International Headquarters until July 2004, when he was reassigned as Administrator for the new Regional Reinforcing Local 846. On August 1, 2006, General President Hunt took executive action creating the Department of Reinforcing for the purpose of promoting the rebar industry throughout the United States and Canada. In his appointment letter General President Hunt gave Brother Parker high praise stating, “because of your experience, knowledge of the rebar industry and dedication to this International Union, I am appointing you Director of the Department of Reinforcing.
