INVITATION TO BID
Separate sealed bids for
construction of the Stormwater
Facility Improvements project
will be received by the City of
Havre Public Works Department at 520 4th Street, P.O.
Box 231, Havre, Montana
59501 until 2:00 p.m. local
time on Tuesday, July 12, 2016
and then publicly opened and
read aloud.
The project consists of the
removal and replacement of
approximately 1200 linear
feet of storm sewer trunk lines
in Havre, Montana. Existing storm sewer trunk lines
identified for removal consist
of corrugated steel culverts
and three-sided reinforced
concrete box culverts. The
existing trunk lines will be
replaced with precast reinforced concrete box and pipe
arch culverts. Other associated work includes, but is not
limited to: asphalt pavement
restoration, portland cement
concrete pavement restoration, gravel surface restoration,
landscaped/vegetated surface
restoration, new sidewalk,
drive approaches, curb and
gutter, new storm drain inlets,
new access manholes, new
sanitary sewer manhole, water
main relocations, and other appurtenances and incidentals.
The project also consists of the
two blocks of cured-in-place
pipe liner for a sanitary sewer
and associated sanitary sewer
service replacements.

and mechanics employed by
Contractor or Subcontractors
in performance of the construction work shall be paid wages
at no less than the minimum
standard prevailing rate of
wages for each classification,
which shall be the higher of
either the Montana Prevailing
Wage Rates or the Federal
Davis-Bacon Prevailing Wage
Rates. The Contractor must
ensure that employees and
applicants for employment
are not discriminated against
because of their race, color,
religion, sex or national origin.
Each bid or proposal must be
accompanied by a Certified
Check, Cashier’s Check, or
Bid Bond payable to the City
of Havre, in an amount not
less than ten percent (10%)
of the total amount of the
bid. Successful Bidders shall
furnish an approved Performance Bond and a Labor and
Materials Payment Bond, each
in the amount of one hundred
percent (100%) of the contract amount. Insurance, as
required, shall be provided by
the successful Bidder(s) and a
certificate(s) of that insurance
shall be provided.
This project is funded with
grant/loan funding from the
State Revolving Fund (SRF)
and the Treasure State Endowment Program (TSEP).
Award of the project will be
contingent upon receiving
funding and award concurrence from the funding
agencies. Bids may only be
withdrawn as provided in Section 16.02 of the Instructions
to Bidders after the scheduled
time for the public opening of
bids.
The right is reserved to reject
any or all proposals received,
to waive informalities, to postpone the award of the contract
for a period not to exceed
sixty (60) days, and to accept
the lowest responsive and responsible bid that is in the best
interest of the Owner.
All questions about the meaning or intent of the Contract
Documents are to be submitted in writing to and must
be received by Great West
Engineering no later than 5:00
p.m. local time on Wednesday, July 6, 2016. Questions
received after this date will not
be answered. Oral questions
will only be accepted at the
Pre-Bid conference. Written

Interpretations or clarifications considered necessary by
