Remember to set your clocks ahead
one hour! Daylight Saving Time is also
called summer time or daylight savings
time. When DST is not observed, it is
called standard time, normal time or
winter time. This is a way of making
better use of the daylight in the
evenings by setting the clocks forward
one hour during the longer days of
summer, and back again in the fall.
The clock moves ahead (losing one
hour) in the spring when DST starts,
and falls back one hour (gaining one
hour) when DST ends in the fall. To
remember which way the clock goes,
keep in mind these sayings: “spring
forward” and “fall back”.
A regular meeting of the Bay Forest Community Association (BFCA) Board of Directors
was convened on February 18, 2013, at the Clear Lake Presbyterian Church. Board
members in attendance were Dennis Fouty, John Haas, Barbara McCollum, and Dan
Pias. Community Manager Jared Simmons was also present. Business addressed
included collections of annual assessments.
2013 Assessment Payment Analysis
In our efforts to continuously improve our processes, we review data from numerous
sources. During this review, the data on how our members elected to pay their annual
assessments caught our eye. Since this was the first iteration in which we managed
the process without having a property management company “in the middle,” it was
important for us to understand the choices residents made in paying their assessments.

We learned a lot of lessons from this exercise.
First, we learned to implement or introduce change slowly. For example, in years past
the lockbox mailing address was a bank in Arizona. The Arizona address was not an
option this year. The Arizona address was not published in the notice mailed to residents.
There was no reference to the Arizona bank address anywhere in our communications.
Nonetheless, more than a few checks were mailed to the Arizona address. We understand
that folks follow old patterns, old habits are hard to break, and this is something we need
to anticipate and plan for in the future.

In addition, we learned that folks generally don’t choose the more
expensive options – online ePay check and ePay credit card, in
this case. We will reconsider whether we should offer either of
these clearly less popular options in the future.
Finally, we learned that our residents follow directions. Our
primary instruction was to mail payments to the lockbox in
Dallas. And three-quarters of you did just that. We understand
the power of suggestion. And we will remember that.
Bay Forest Community Mailbox Replacement
Is Here
Our mailbox replacement project is (finally) getting some
traction. The new boxes are in a staging area and being readied
for installation. We have been working with the US Postal Service
to minimize the service disruption and homeowner inconvenience
during the replacement of the mailboxes. Unfortunately, the
Postal Service has the final word in how the replacement will
occur. Our best information follow:

advise us so we can address them while we’re working with
them on this project.
• Please help us keep our new mailboxes looking nice by, for
example, not taping signs to them (instead, please use the
message board on the BFCA web site to share information
about lost dogs, found cats, tutoring, etc.).

• Be patient. This is a multi-year project that with available
funding will include replacement of three locations per
year. We have prioritized the replacements based on age of
the currently installed mailboxes and the condition of the
concrete pads.
Precious Metal Thefts
Members of your board attended a Police Interaction Program
meeting in February. They learned about the ease of converting
precious metals (not copper which is a scrap metal) like the
gold, silver, and platinum jewelry many of us have in our
homes. It is often difficult to prove ownership of these items
once they have been taken, and jewelry is easily transported and
sold, which drives these break-ins and burglaries. The rate of
these crimes continues to rise for a number of reasons. In fact,
criminals previously dealing drugs have found a “better” gig…
dealing stolen precious metal. The Houston Police Department
has created a Precious Metals unit to help combat these crimes.
Of course, all of the standard warnings still apply – keep doors
locked, alarms set, and valuables out of sight. But they also
warned that they have a difficult task of returning stolen items if
victims don’t have a good inventory. The police recommended
that citizens use www.leadsonline.com to inventory the items in
their homes. This secure service is used by the HPD as well as by
other law enforcement agencies. Following a burglary, an on-line
inventory can be uploaded directly to the police department to aid
the effort to recover the stolen goods.
Home Security
When a stranger comes to your door, make sure you acknowledge
them. That doesn’t mean to unlock and open the door. Rather,
call through the door or intercom so they know someone is home.
Failure to let a potential burglars know the home is occupied may
result in them walking round to the back of the home and kicking
in the back door or window. This is good advice for women
and children at home alone…always acknowledge the person at
the door, but through the door. Help that potential “bad guy” to
decide to move on.

Blue Marlins Swim Team
Swim Team Sign-ups are around the corner!
Are you interested in swimming? Maybe
you like to swim for fun, or maybe you like
to swim competitively? Then Blue Marlins
summer swim is for YOU! Summer swim
league is active during June, with optional
swim practices in May. It is a short season
and a great way to kick off your summer,
swimming with your friends!
You do not have to be a professional swimmer, nor be involved
with a local swim club. We are about “fun”! Meet your friends at
the pool each week, exercise, and also improve your swim strokes.
The Blue Marlins swim team invites all ages from kindergarten
through high school, and live in either, Bay Oaks, Bay Forest, or
Brook Forest. Start swimming in May, after school, then in the
mornings in June! Come when you can, but consistent practice in
encouraged.
Saturday morning swim meets occur in June (a total of 5), with
friendly competition, and a great time with friends and family.

of them, or just the ones you can attend.

Recently I had occasion to go back through some old Yard of
the Month files. I was once again so proud of all the hard work
and effort that our Bay Forest residents put into their homes
and yards. I thought I'd share with you some of our past (nonHoliday lights) winners so you can enjoy the diversity that
makes up the Bay Forest Landscape. If you think your house

It's Azalea season in Houston!
As I drive around Bay Forest this time of year, I am always
struck by how many homes have absolutely stunning Azalea
displays. Here are a few facts and tips from the Yard of the Month
Committee about Azaleas that you may or may not already know.
Azaleas:
• are one of those plants that have been around forever. Humans
have been breeding and cultivating them for hundreds of years.
As a result, there are thousands of Azalea variations available
worldwide.
• thrive the world over and are considered native to Asia, Europe,
and North America.
• are a cousin of the Rhododendron.
Rhododendron plants are typically
larger than Azaleas and have
multiple blooms per stem whereas
Azaleas typically have one. Azaleas
are more heat tolerant than their
cold loving cousins, so we don't
usually see Rhododendrons here in
Houston.
• Can be deciduous or evergreen.
• are toxic! Azalea flowers and leaves contain andromedotoxin.
This resin will usually burn the mouth if it is ingested, but
the human body can digest small levels, so severe poisonings
are very rare. If someone were to actually eat your Azalea

Azaleas thrive. Sphagnum peat, iron sulfate or elemental sulfur
are all good options. If you don't know your soils ph level you
can get a home test kit from almost any garden center.

so keep them well mulched so they don't dry out. Pine mulch
will also help to maintain the acidity of the soil. Once they
are established, about an inch of water a week is all they will
need. New plantings will need to be watered daily. Very hot, or
drought conditions may increase their water needs, so keep an
eye out for droopy, dry looking leaves and water accordingly.

Bay Forest Mommies’ Club
The Bay Forest Mommies' Club Easter Egg Hunt will be held
on Saturday, March 23rd at 3:00 pm, followed by the crawfish
boil, also on Saturday, March 23rd from 4:00-6:00 pm. The rain
date will be Sunday, March 24th, from 3:00-6:00 for the same
activities. Please read the separate article on page 5 with details
and information about the crawfish boil. This article details the
information about the Easter Egg Hunt.
To participate in the Easter Egg Hunt, bring 1 (or more) dozen
filled, plastic eggs for each participating child to Joy King's house
at 2422 Fairwind Dr. In fact, it helps if you bring an extra dozen
or so eggs, to help with unexpected attendees, and to make up for
eggs that are hidden extra well. You can fill the eggs with stickers,
erasers, coins, or candy, for example, but please don’t fill the eggs
with chocolate. It also helps if you seal each egg with tape, to keep
the contents from flying all over the grassy egg hunting area.
There will be three separate egg hunts, broken down by age.
The first hunt will be for those children who are 2-years-old and
younger. The next egg hunt will be for those children who are
between the ages of 3 and 5 years old. The final hunt will be for
those children who are 6-years-old and above. Separating the hunts
keeps the younger children from being trampled by enthusiastic
older and bigger kids, and it keeps dangerous hard candy out of
the hands and mouths of toddlers. As such, please label your eggs
according to the age group in which they belong. If you have kids
in different age groups, please put each group of eggs in a separate
bag, labeled accordingly.

dessert, or an appetizer would be appropriate. And remember to
bring your cameras and a chair or two, as seating may be limited.

The next meeting of the Gardeners by the Bay will be held
Wednesday, March 6, 2013 at 9:00 am at University Baptist
Church at 16106 Middlebrook Drive. The meeting is held

The speaker for March is Gaye Hammond, past President
Houston Rose Society. She will be speaking on “The Rose:

Bay Forest Gourmet Club
In keeping with our summer
Olympics theme, this January
we travelled to Spain for a
traditional Paella with all the
side dishes. Barcelona hosted
the 1992 Olympics, which
was the first Olympiad since
the breakup of the Soviet
Union and the first time since
the 1930s that countries such
as Estonia, Lithuania and
Latvia sent their own teams.
It was also the first year that
professional athletes were
allowed to compete, leading to the formation of the U.S. Dream
Team in Basketball who easily won the gold medal. In addition
to the Paella, our menu
included Salted Almonds,
Spanish Dip, Bell Pepper
Tartlets, Artichoke Soup,
Mushroom Salad, LemonRosemary Olives, Tomato
and Garlic Bread, and
Lemon Sabayon-Pine Nut
Tart. Here is the recipe for
the Tart.
2 cups (10 oz) pine nuts
⅓ cup sugar
3 cups all-purpose flour
16 Tbsp (8 oz) unsalted butter, at room temperature
1 large egg
1 tsp vanilla extract
Butter and flour for the tart pan
Preheat the oven to 350°F. Generously butter and flour a 9-inch
fluted tart pan with a removable bottom and refrigerate it while
the oven preheats.
Place the pine nuts in a food processor and pulse a few times. Add
the sugar and flour and continue to pulse until the nuts are finely
ground. Place the mixture in a mixing bowl (the dough can be
mixed by hand or in a mixer fitted with the paddle).
Add the softened butter, the egg and the vanilla extract and mix to
incorporate all the ingredients. Divide the dough into three parts.
Wrap each piece in plastic wrap and refrigerate for at least 10
minutes before using. The dough can be frozen for future use.
Remove the tart pan from the refrigerator. Use your fingertips to
press the chilled dough evenly over the bottom and up the sides of
the pan. Trim off any excess dough.
Bake the crust for 10-15 minutes, then rotate the shell and
continue baking for another 10-15 minutes or until the shell is
golden brown. Remove the shell from the oven and let it cool
while you make the filling. There may be some cracks in the shell;
they will not affect the tart.
Lemon Sabayon
2 large eggs, cold
2 large egg yolks, cold
¾ cup sugar
½ cup fresh lemon juice
6 Tbsp (3 oz) cold unsalted butter, cut into 6 pieces
Honeyed Mascarpone Cream
½ cup heavy cream
3 Tbsp mascarpone cheese
1 Tbsp honey
For the Lemon Sabayon:
Bring about 1½ inches of water to boil in a pot that is slightly
smaller than the diameter of the mixing bowl you will be using
for the sabayon. Meanwhile in a large metal bowl, whisk the eggs,
yolks and sugar for about 1 minute, or until the mixture is smooth.

Note: This tart is best served at room temperature within a few
hours of assembling. But, if necessary, it can be refrigerated and
served cold.
For the Pine-nut Crust:
Note: Makes enough for three 9-inch tarts. Since the recipe uses
only 1 egg, it would be difficult to cut down. The extra dough can
be frozen for future use.
Set the bowl over the pot and using a large whisk, whip the
mixture while you turn the bowl for even heating. After about
2 minutes, when the eggs are foamy and have thickened, add
⅓ of the lemon juice. Continue to whisk vigorously and when
the mixture thickens again, add another third of the lemon juice.
Whisk until the mixture thickens again and add the remaining
lemon juice. Continue whisking vigorously, still turning the bowl,
until the mixture is thickened, light in color, and the whisk leaves
a trail in the bottom of the bowl. The total cooking time should be
approximately 8-10 minutes.

Turn off the heat but leave the bowl over the water as you add the
butter. Whisk in the butter, a piece at a time. The sabayon may
loosen slightly, but it will thicken and set as it cools. Pour the warm
sabayon into the tart shell and place the pan on a baking sheet.
Preheat the broiler. While the sabayon is still warm, place the tart
under the broiler. Leaving the door open, brown the top of the
sabayon, rotating the tart if necessary for even color. Do not leave
the oven – this will happen in a few seconds. Remove the tart
from the oven and let it sit at least 1 hour before serving. Serve at
room temperature or cold.
For the Honeyed Mascarpone Cream:
In a bowl set over ice, whip the cream until it is frothy. Add the
mascarpone and honey and continue to whisk for about 2 minutes
or until the cream is thick and creamy. Keep refrigerated until
serving.
To complete:
Serve the slices of the tart with mascarpone cream on the side.

A message from Ms. Dixon about the proposed
bond and CLHS Rebuild
When would the rebuild begin of Clear Lake High School?
Design, engineering and architectural work on the proposed
rebuilds would begin soon after receiving voter approval. This is
a process that typically spans 12-18 months and will also involve
community input. If approved by voters, actual construction of
these schools will likely begin in May 2014. Clear Lake High
School construction is anticipated to be completed by May 2017.
What can students, staff, and parents expect during the
rebuild of Clear Lake High School?
•Students will continue to attend school together. Students
will not be bused to other schools during construction which
is similar to what was done during the rebuild of Clear Creek
High School.
• New portable buildings, equipped with high-speed wireless and
technology, will be placed adjacent to the Clear Lake 9th Grade
Center during construction.
• Clear Lake High School teachers and staff will be moved to the
9th Grade Center and portable buildings for instruction.
• The main office and core facility (ie: cafeteria, library) will be
housed at the 9th Grade Center.
• Noise from construction should not impede instruction.
• Ramps and walkways will be created to ensure ease of transition
between classes.

Student Focus Groups were conducted at Lake on February 20th
during advisory. Students, grades 9-12, volunteered to participate
in Focus Groups to give their feedback on a rebuild for CLHS. The
feedback we received from the student survey is overwhelmingly
in favor of a rebuild and students do not believe the current state
of CLHS adequately meets their needs as 21st century students.
Students' comments from the survey as well as their feedback
from the Focus Groups will be made available in future editions
of the CLHS newsletter.

Environmental
Student Contest
With the ever increasing global challenges our nation faces,
developing good stewardship among our student population, our
future leaders, is a worthy goal. To that end, the Texas PTA has
developed the One World Challenge contest for students interested
in helping solve some of our biggest environmental hurdles we
face as a nation and as a planet! Three different categories for
entries are available, making the challenge creatively diverse.
In addition, the entries judged to be in the top 10% will be

Tuesday, March 19. Entries for the One World Challenge can be

400 teachers who met with state legislators to
discuss key public education issues during the
Association of Texas Professional Educators'
(ATPE) Lobby Day Monday, February 11 at the
Texas State Capitol.
"It is time for our state and legislative leaders to be held accountable
for the needs of our public education system," said Clear Creek
ATPE President Martha Anne Pierson, a teacher at Clear Lake High
School. "A better tomorrow in our public schools is only possible
with adequate and equitable funding today."

Shade Structure News
After several years of planning and saving, FPE PTA has gifted
funds to Falcon Pass Elementary to install the first of two outdoor
shade structures on campus. A large shade structure over a portion
of the hard top area has been ordered and will be installed before
March 31. FPE PTA has also purchased safety padding for the posts
located in the hardtop play area. In addition to providing shade
during recess, this structure will serve as a covered outdoor learning
area. PTA also plans to provide a shade structure over a portion
of the playground area before the 2013-14 school year begins. For

CCISD Board Calls
for Schools Bond
Proposition addresses safety, growth,
aging facilities and more
The Clear Creek Independent School District Board of
Trustees accepted the Citizens Facility Advisory Committee’s
recommendation to call for a $367 million bond referendum in
order to address CCISD facilities, instructional technology, and cocurricular and extracurricular programs. During the February 25,
2013 general meeting, the school board unanimously voted to call
a $367,000,000 bond election for May 11, 2013.
Contents of the school bond package were prioritized by a
30-member facility committee consisting of parents, local citizens,
business leaders and educators. Over the course of several months,
the Citizens Facility Advisory Committee studied a district-wide
facility assessment, enrollment projections, and district financial
information as well as toured schools. The committee used this
information and input from the public to finalize its recommendation.
What’s included in the Bond?
The proposed bond will touch all CCISD schools and eight
support facilities in some capacity. The proposed bond will:
1.Address aging or overcrowded campuses and infrastructure,
improve energy efficiency, reduce energy costs and increase
the life expectancy of existing facilities.
2. Improve safety and security systems at many campuses;
3. Upgrade wireless infrastructure and expand access to
technology in every classroom; and
4. Construct or expand facilities to support co-curricular and
extracurricular programs.
What’s the tax impact on property owners?
The estimated tax increase of this bond is $0.1125. If approved by
voters, a homeowner of a median home would see an initial $5.12
increase per month in property taxes with a maximum annual
payment of $172.72. A median home in CCISD is $177,400.
Homeowners 65 years and older would not see a tax rate increase
as their property tax rates are frozen by law.
Election Day will be Saturday, May 11, 2013. Early voting will
begin April 29, 2013 and end May 7, 2013. The last day to register
to vote in this election will be April 11, 2013.

February-March - Use the pre-emergent controls for grassy
weeds again, to prevent such weeds as Crabgrass, Goosegrass
and Dallisgrass from popping up late in the spring and summer.
Again, use the grassy pre-emergent like Amaze, Betasan, Balan or
Treflan. There is also Barricade, Dimension or Pendimethlin as a
2-in-1 control.
INSECTICIDES — It is our belief on GardenLine, as a way to
be kind to the environment, that you do not put down insecticides
unless you know you have a problem. However, be prepared
during the hot summer months — July through September — to
attack chinch bug damage. This will show up as irregular shaped
spots in the lawn along the concrete. Any liquid insecticide, like
Permethrin or Cypermethrin, will treat the spot well. Then apply a
granular insecticide like Deltamethrin or granular Permethrin in a
broadcast applicator throughout the rest of the yard.
EcoCamp, a day camp for 4 to 13 year olds, provides unique
oportunities for children to explore the wonders of our Upper
Texas Gulf Coast ecosystems with indoor and outdoor activities
from story telling and crafts, to trail hikes and wildlife encounters,
to canoeing and fishing. Participants will not only learn about
the environment and connect with nature, but will get plenty
of exercise too! All camp sessions are designed by educators,
feature small group sizes and are perfect for the young and
curious. Each EcoCamp session is a week long and are available
regularly throughout June and July. Click for more details!
April 6th and 13th
If you enjoy being in nature, meeting like minded people, greeting
visitors or working with our naturalist instructors and cultural
docents as they guide school field trips, outreach programs or give
on site demonstrations, please join us at ABNC on April 6th or 13th
from 9:00 am -1:00 pm. Our staff and volunteers will introduce
you to the many ways you can get outdoors and help the Nature
Center. The sessions will cover the history and mission of ABNC,
immediate opportunities for training and upcoming events. This
is a great group of people, aged 18 and over, who give their time
on weekdays and weekends to help with the various programs
from education to conservation. Teen volunteer opportunities
are also available. Opportunities exist to lead educational field
trips, participate in land management and conservation projects,
meet and greet guests and aid in the gift shop or build and repair
facilities. We are also looking for skilled and unskilled individuals
who can do carpentry, electrical work, mowing and repairs. Be
prepared to walk outdoors. Please RSVP if you plan to attend to

Pontoon Boat Adventures
Start your weekend by enjoying a leisurely Saturday morning
breakfast drifting down the bayou on our pontoon boat, the
"Bayou Ranger". Observe wildlife searching for their breakfast

The three mulches you should avoid at
all possible costs in the landscape are:
1. Dyed Mulches
2. Ash/Boiler Ash Infused Mulch (Those are the really black ones)
3. Rubber Mulches
There are places and uses for each of these mulches, just not in
the landscape, flower or vegetable beds of gulf coast gardens. As
an example, I’m totally cool with rubber mulches for playgrounds
and dog runs.

Duncan – from Bruce Harrington
Duncan’s full name is “Dirty Hairy Duncan Harrington.”
He is a Cairn Terrier and weighs about 20 lbs. He is 13
years old and has lived in Bay Forest for two years. He has
arthritis, so he kind of waddles when he walks. That is how
you can recognize him. He fell in the pool his first day here
and is really afraid of the pool now. He’s afraid of just about
everything – especially thunder. He loves to eat and walk in
the park with his Grand Pa Jack.
