Taylorville Memorial Hospital Opens New Facilities
M
any rural towns face unique
challenges in providing essential
health care services for their residents.
Accessibility is a key concern, as many
hospitals and clinics are closer to larger
municipalities.
In 1997, Congress established programs
that allow certain Medicare-participating
facilities to open as critical care access
hospitals (CAH). CAHs – along with
other criteria – must be located in a
rural area at least 35 miles from the
nearest hospital and provide 24-hour
emergency services.
Taylorville Memorial Hospital has a
long history of providing health care to
central Illinois, dating back 105 years to
its establishment in 1906 as St. Vincent
Memorial Hospital. The current facility
was built in 1954 and expanded in
1996. Designated as a CAH in 2004,
the hospital is now one of the largest
employers in Christian County.
Horner & Shifrin, in partnership with
Archimages, was commissioned by
Taylorville Memorial to design a new
medical office building and outpatient
services addition with a common new
front entrance and lobby. Horner
& Shifrin is providing mechanical,
electrical, plumbing, fire protection and
special systems engineering services for
both projects.
The two-phase construction plan began
with a two-story, 42,000-sq-ft medical
office building, the Springfield Clinic
Taylorville. Completed in 2009, the
Clinic was set up with stand-alone
utilities and consolidates physicians into
one building. It houses a team of eight
physicians and more than 60 health
care providers and support staff, and is
the site for more than 20 Springfieldbased specialists to see patients. Once
completed, an existing medical office
building was removed to make space for
the second phase of the project.
The second phase is the single-story,
32,000-sq-ft Outpatient Services Center,
which is home to emergency, radiology
and surgery departments. The Center
accounts for more than 70 percent of the
services provided by Taylorville Memorial
Hospital. The Center includes three
large operating rooms equipped with
state-of-the art technology, including a
CT scanner and high-field-strength MRI
scanner. Able to treat 16,000 patients
per year, the new Emergency Department
has 10 treatment rooms, including two
that are equipped for Level-2 trauma, as
well as an isolation room with negative
airflow for patients who may be at risk
for airborne transmission of contagious
diseases.
Taylorville Memorial Hospital is one of
six affiliates of Memorial Health System.

Athletic Field Gets A New Look and More
With one of the richest athletic histories
in St. Louis, Kirkwood High School
athletic field, officially Ernest L. Lyons
Memorial Field, was in need of an
upgrade. The project team of Dickinson
Hussman and Horner & Shifrin
provided architectural and engineering
services for Phase I of the athletic field
improvements, which included:
• A canopy entrance providing ADA
accessibility to the field
• A synthetic turf field
• An eight-lane synthetic running track
• Stadium lighting
• An innovative drainage system and
detention system
• A water quality protection system
• Visitor bleachers
• Athletic and maintenance equipment
storage buildings
The new canopy entrance is a dramatic change
to the stadium, providing ADA-accessible
ramps. The design included a brick-faced
foundation wall, stairs, railing and brickwork
incorporating donor bricks to honor the people
that contributed to the Kirkwood School
District (KSD)Foundation’s campaign for
improvements to the track and field.

at a St. Louis high school athletic field that
follow the new Metropolitan St. Louis Sewer
District (MSD) regulations for filtration and
channel protection.
The typical construction of an athletic field
would have a detention basin located outside
of the field, but this site would not allow such
an installation. H&S designed an infiltration
process where the water travels through the
turf field and a layer of rock, and then is
gathered and detained in a clean rock basin
under one end of the field. The water is
filtered and slowly released into the sanitary
system to limit the amount of storm surges in
the MSD sanitary system. During the design
process, we modeled the different stormwater
scenarios with a containment system
underneath the field and verified that it would
successfully meet the latest requirements.
MSD subsequently approved the design.
Across the field, new visitor bleachers were
added and a retaining wall was constructed.
The garage in the southwest corner was
replaced and two new equipment storage
buildings were added. A new drainage
system surrounds these buildings as well.
The old grass field and running track originally
built in 1955 were replaced by a new synthetic
turf field and an eight-lane synthetic running
track. The new field looks spectacular with
its vibrant green turf and freshly painted
“Kirkwood” in the end zones, striping and yard
markers. As the sun sets, the new field becomes
even more stunning when it is illuminated by
the new energy-efficient stadium lighting.
A special feature of the new turf field is actually
underneath it. The drainage, detention and
water quality protection systems are the first
Phase I of the athletic field improvements
project was funded by KSD and the KSD
Foundation’s “Kirkwood’s Winning Team:
Academics & Athletics” campaign. The
private donations and pledges contributed
to the campaign raised over half of its goal
of $1 million in three years to fund the
improvements.
The Kirkwood High School varsity football
team played their first game on the new field
on October 1, 2010. Prior to the game,
the KSD Foundation sponsored Turf Fest, a
pre-game celebration of the new field with
the Kirkwood School District community
and the many donors who contributed to the
campaign.

Horner & Shifrin is part of a team retained by the U.S. Army Corps of
Engineers, St. Louis District, under a design/build contract to design repairs
to three closure structures and a floodwall for the Wood River Levee and
Drainage District in Madison County, IL. The three structures, which can
be closed during high-water events to limit flooding, are in close proximity
to Powder Mill Road and the Olin Corporation manufacturing facility in
East Alton, IL. Our design involves the replacement and reconstruction of
two structures that are used for the closure of a common railroad track, and a
third structure that is a two-lane roadway closure across Powder Mill Road.
