ferry terminal analysis gedser masterplan – project interface INTERFACE is part-financed by the European Regional Development Fund 1 ferry terminal analysis gedser masterplan – project interface Colophon The present Ferry Terminal Analysis of Gedser Ferry Terminal and the adjacent port areas focuses on the Gedser–Rostock ferry route, especially with regard to foot passengers. The analysis has been prepared for Guldborgsund Municipality by Hasløv & Kjærsgaard (firm of architects and town planning architects). Photos: Hasløv & Kjærsgaard The Ferry Terminal Analysis has been prepared under the INTERREG INTERFACE project, a cross-border cooperation involving six South Baltic Sea ferry terminals, including Gedser Ferry Terminal. The INTERFACE project seeks, on the one hand, to develop the ports as modern, service-oriented transport hubs for cross-border passenger transport in the South Baltic Sea region and, on the other, to improve public transport services to and from the ferry ports, as well as to develop regional integration via crossborder traffic. INTERFACE is funded by the INTERREG IV A South Baltic Sea Programme. For more information about the INTERFACE project, visit www.interfaceproject.eu INTERFACE is part-financed by the European Regional Development Fund 2 ferry terminal analysis gedser masterplan – project interface introduction Each year, approximately 1.7 million passengers travel by ferry between Gedser and Rostock, and thus use the Gedser Ferry Terminal and stay in Gedser either briefly or for an extended period. The Gedser–Rostock ferry link is part of the Copenhagen–Berlin section of the international traffic corridor – the European route E55 – which runs from southern Sweden to Kalamata, Greece. Thus, the ferry link is of international significance, and is not only a matter for Guldborgsund Municipality. The Municipality wishes to support and develop this infrastructure and the international traffic that passes through it. Starting in 2012, Scandlines will be doubling its capacity on the Gedser–Rostock link. This is made possible by a DKK 1.7 billion investment to convert Gedser Ferry Terminal and to purchase two double-decker ferries. including for the 100,000 or more foot passengers each year who use the Gedser–Rostock ferry link. The INTERFACE Project, which focuses on Gedser Ferry Terminal and the areas close to the port, is supplemented by a major regional redevelopment initiative for the town of Gedser and Gedser Odde. The development of Gedser is a significant element in the strategy for the overall development of Guldborgsund Municipality. The Gedser initiative seeks to create the basis for the expansion of trade and tourism based on the potential of the local area. The initiative also includes a number of exciting prospects for sustained growth and development, e.g. in the form of more tourism from Germany and Poland, and the manifestation of Lolland–Falster as a logistical transportation hub. The increased capacity on the Gedser–Rostock link will help to manage the constantly increasing traffic on the eastern European traffic corridor, particularly from eastern Germany, Poland and the Baltics. Focusing as it does on cross-border transportation, the INTERFACE Project also contributes to Guldborgsund Municipality’s efforts to boost collaboration with our neighbouring Hanseatic City of Rostock. The Ferry Terminal Analysis has been prepared in close dialogue with the owner of Gedser Ferry Terminal, Scandlines. The present ferry terminal analysis, prepared as part of the INTERFACE Project, is thus being conducted at exactly the right time and can potentially make a significant contribution to supporting improvements to the service and facilities for a very large number of passengers, John Brædder Mayor Flemming Jantzen Chairman of the Trade and Tourism Committee 3 ferry terminal analysis gedser masterplan – project interface contents Background to the Gedser integrated plan 5 Integrated plan description and status 6 The INTERFACE Project7 The ferry terminals today9 The ferry terminals in 2012 10 Planning12 Existing departure and arrival facilities, general 13 Future departure and arrival facilities, general 14 Existing departure and arrival facilities, foot passengers 16 Future departure and arrival facilities, foot passengers 17 Existing departure and arrival facilities for cyclists 18 Future departure and arrival facilities for cyclists 19 Existing departure and arrival facilities for coaches 20 Future departure and arrival facilities for coaches 20 Proposed arrangement of the concourse at the future terminal building21 Parking23 Existing buildings, today – overview 23 Existing buildings24 Recommendations, buildings26 4 Proposed deployment of information boards 32 Investment requirements, Guldborgsund Municipality 33 ferry terminal analysis gedser masterplan – project interface background Each year, approx. 1.7 million people travel to and from the Gedser–Rostock ferry crossing. Scandlines has decided to double its capacity on the crossing. This will result in private investment of DKK 1.7 billion worth of conversions and the purchase of two new ferries, planned to be operational in 2012. Part of this investment will also go towards improving access for local buses, pedestrians, cyclists and cars between Gedser and Nykøbing Falster. The present report focuses on the port areas and their utilisation in terms of ferry route requirements, especially with regard to passengers who use public transport to get to and from the ferry, and partly with regard to utilisation of buildings in the port area that are of cultural heritage and architectural value. The process is based on interviews with key players in the local area, the local business community, culture stakeholders and potential investors. Following presentation of two outline proposals at a public meeting in January 2010, both of which focused on the importance of upgrading and redeploying the port functions, work continued towards a finalised proposal, which was put out to public consultation in June–August 2010. After processing the proposed modifications received, the integrated plan was adopted in September 2010 by Guldborgsund Municipal Council, and will form the basis of the preparation of local area plans, etc. feriepark borgbanke strand strandeng aktiviteter badebro Maritimt ungdomshus jolleplads bro restaurant P vinteropbevaring slæbested vandtrappe P sommerhuse fugleøen naturhavn foreninger legeplads vandtrappe hæk cafe udsigtspunkt P cykelsti told/politi vådområder cykelsti lave træbroer betalingsanlæg sansehave fredsskov banespor bypromenade museumsvogne Natura 2000 kirkegård opmarch tankanlæg lave træbroer vådområder wc wc opmarch - peakperioder cykelsti vandhaver fast belægning fredsskov hegn kulturhus - omklædning - Blæksprutten remisen kulturelle aktiviteter bytorvet café - turistinfo - cykeludlejning kulturhus - Det sorte museum - lokalhistorisk arkiv aktiviteter P eks. byg kanal Stationsvejen P P rampe fodgænger overgang busstation fredsskov rampe byudviklingsområde café hegn P hæk kirke multifunk. grønning outlet center P P gadekær vandpolo P fremtidig terminal Moltzaugade promenade de ga ng La lagerbygninger færgeleje 1 færgeleje vest P P eksisterende terminal Ny bebyggelse med erhverv og byfunktioner kanalhavn havnekroen fiskehandler P P havnetorvet hegn Hotel og restaurant kanalpladsen røgeri vindmøllehavn redningsbåde bro redningsstation fiskerihavn Havnegade gl. lodsstation dong eks. slæbested turbåd færgehavn wc/bad solkaj udeservering promenademole promenade lystbådehavn strand promenademole fiskepier 6 Gedser integrated plan, June 2010. ferry terminal analysis gedser masterplan – project interface t h e I N TE R R E G I V A I N TE R F A C E P r o j e c t The INTERFACE Project is a development project funded by the EU INTERREG IV A South Baltic Sea Programme. The project concerns the Gedser ferry terminal and areas adjacent to the port, the transport link between Gedser and Nykøbing Falster (and beyond to the rest of Denmark), as well as increased cross-border collaboration in the Rostock area, including the development of tourism and cultural exchanges in the Gedser area and southern Denmark. The project is a cooperation project involving six ferry terminals, connected by four ferry links crossing the South Baltic Sea (Gedser–Rostock, Rostock–Trelleborg, Karlskrona–Gdynia and Gdynia– Baltijsk). INTERFACE activities and the ferry terminal analysis of the Port of Gedser and the areas adjacent to the port coincide with Scandlines’ plans for heavy investment and expansion, with major implications for the areas adjacent to the port. 7 ferry terminal analysis gedser masterplan – project interface 100m Yellow: Guldborgsund Kommune Red: DSB-Building Green: Gedser Roundhouse Blue: Scandlines The ferry terminal areas – today The majority of Gedser Ferry Terminal and its approach areas, buildings and tracks are currently owned by Scandlines. The western part of the areas is owned by Guldborgsund Municipality and Danish State Railways (DSB). The ferry terminal is at the far west of the overall port complex in Gedser, which also incorporates a fishing port and a quay for the use of DONG Energy and others. Scandlines is one of the key players when it comes to realisation of the integrated plan for the town of Gedser, which includes development of additional port functions such as a commercial port, marina and bathing beach. The existing ferry terminal and its approach area are Port ownership. The various functions are inappropriately located in relation to one another, and in between there are large voids which are poorly utilised, with little guidance for finding one’s way around. At the same time, the large areas imply inconveniently long distances for foot passengers and cyclists boarding and alighting from the ferries, and for passengers proceeding to bus links, etc. P vinteropbevaring P Buildingsommerhuse 1, former station building Building 2, administration building, office building foreninger Building 3, roundhouse legeplads Building 4, passenger terminal today Building 5, warehouses, more recent hæk Building 6, warehouse, older Building 7, payment installation The individual buildings – the former station building (building 1), the administration building (building 2), Roundhouse (building 3), the terminal building (building 4) and the warehouse (building 6) – are worthy of preservation and each represent their particular aspect of the story of more than 100 years of the Port of Gedser as Denmark’s south-facing port and Europe’s gateway to Scandinavia. After 2012, the bus will take passengers as far as the former station building, building 1 – the future passenger terminal. To the north, traffic will be rerouted to enable better traffic flow. The link road to the town of Gedser will be relocated north, and traffic lights will be set up to create gaps in the ferry traffic, to improve traffic flow from the town of Gedser. The Port of Gedser is international, and accordingly an ISPS security perimeter fence will be required all around the terminal area. The fence is provisionally planned with open gates/entrances, but must incorporate the facility for instant closure in the event of terrorist threats, etc. The future terminal and approach area. 11 ferry terminal analysis gedser masterplan – project interface planning The proposed approach concourses and payment installations are part of the Natura 2000 area: Coastal section near Hyllekrog–Rødsand. Planning within this Natura 2000 area is subject to planning permission from the City and Landscape Agency, and this was granted to Guldborgsund Municipality in June 2010. A local area plan has been prepared on this basis. The local area plan was put out to public consultation from September to November 2010, and is expected to be presented to Guldborgsund Municipal Council for final adoption soon afterwards. The project is also considered to be covered by the EIA Environmental Impact Assessment Executive Order (VVM-bekendtgørelsen) Annex 2 (14) relating to modifications and expansions of existing facilities, because this concerns a modification and minor expansion of an existing ferry terminal. With this in mind, the project would require EIA screening. Along the north side of this area, there will be a wide pavement connecting the terminal area to the north-east with the engine shed up to Langgade and the town of Gedser. The link between the terminal and the engine shed is via the approach area/access to the ferry berth west. The walkway will be clearly delineated with pedestrian bollards and a change in material from road to pedestrian walkway. On arriving at the terminal installation, cyclists follow general vehicular traffic. In the approach area, cyclists proceed alongside the ferry berth. It is not possible to buy a bicycle ticket in the terminal building; you have to purchase this at the ticket installation – the same place where car and lorry drivers purchase their tickets. Because cycle traffic is not separated from the general traffic, it is all too common for soft road-users to get too close to cars, lorries or coaches. There is no canopy or any kind of cover in the event of bad weather to offer shelter whilst waiting. Thus, the ferry crossing is not designed for cyclists and it must therefore be assumed that only a few cyclists use it. The lack of provision for cyclists means that only a very few regard bringing bicycles along for the crossing as an option. This also means the ferry link and both sides of the crossing miss out on income from cycle tourism in the area. The ferry terminal viewed from the ticket installation. 18 ferry terminal analysis gedser masterplan – project interface future arrival and departure facilities Recommendations – cyclists - establishment of a safe cycle link from the existing cycle path up to the bicycle parking area/approach by the passenger terminal - establishment of a covered waiting area near the approach area by the passenger terminal - clear distinctions in the surfaces in connection with boarding for cyclists As part of the integrated plan, better access is to be provided for cyclists to the town of Gedser, Gedser Odde and to and from the ferry. In future, cyclists to and from Gedser and to and from the ferry terminal will proceed via the cycle path from the north (along Gedser Landevej) and through Skråvej and Danmarksvej to Langgade and then along Moltzaugade and on to the passenger terminal. They will be able to buy tickets in the new passenger terminal. Bus arrival/departure times were not co-ordinated with ferry arrivals/departures. Since 1 July 2010, the bus has gone all the way to the existing terminal, and the bus terminus at Torvet now serves simply as a bus stop. Bus arrivals/departures are now co-ordinated with ferry arrivals/departures. From the new road system, the bus continues into the town and down Langgade. New bus stops will be created on Langgade. The bus turns into Moltzaugade and the bus terminus/ turnaround is at the new passenger terminal. At the terminus, the local bus can make use of the shared facilities in the terminal building: waiting room, ticket machine, WCs and tourist information. This creates a local hub of regional traffic. There are not enough long-stay car parking spaces for the ferry terminal. Recommendations – parking - an analysis should be carried out concerning requirements for parking in the vicinity of the port for servicing foot passengers, staff and day-trippers - It is advisable to provide one or more car parks for and close to the future terminal building. A needs assessment survey could show the extent of the need and the type of parking people want. For example, if there is demand for a long-stay car park with surveillance, consideration could be given to siting this beside the outlet centre to be established under the proposed integrated plan. it is advisable to create small car parks with the option of surveillance Consideration could also be given to incorporating an area on the edge of the town as a supplement, e.g. the area by the entrance to Gedser from the north. This could then be supplemented with other functions such as a petrol station and a small supermarket. Only a few buildings from the old port have been removed, including the old water tower and the signal box. Accordingly, the structures at the port and the officials’ residences in the town still stand as a piece of unique cultural history from the “Golden Age of the railway”. At the heart of these is the roundhouse, with its turntable and shunting yard. The former station still served as a station up until the end of 2009, but is about to see a change of use. Several of the other original structures no longer serve their original purpose, but have undergone a gradual transformation. The first station building by ferry berth 1 now accommodates the waiting room for foot passengers, and the station master’s residence has been made into offices. Over time, additional buildings needed to be added, including ticket sales facilities, fuel tanks and warehouse facilities. These buildings were erected on the perimeter of the existing installations, so they do not look unsightly. The masterplan proposes the removal of the existing ticket sales building and a small warehouse between the engine shed and the station. The overall installation is bordered on both sides by small areas of forest reserve. The former station building, which was operational up until 2009. 25 ferry terminal analysis gedser masterplan – project interface Recommendations – the station building - the station building will be refurbished respecting the original building, with the original main structure being retained; the sides will be enclosed with a glass structure - the future passenger terminal, besides offering customer functions, should also include, for example, tourist information, exhibition areas, advertising/marketing and waiting areas/lounge - in refurbishing the station building as a terminal building, special consideration must be given to disabled people and people with mobility problems. passenger terminal, building 1 The station was operational until 2009, when the Danish Parliament decided to shut down operations between Nykøbing Falster and Gedser. The departure hall dates from 1903 and was originally built to accommodate the expansion of ferry crossings at the time. The building is located directly beside ferry berth west and appears well maintained, with functioning fixtures and fittings. At the sides of the station, there are service facilities, WCs, a waiting room, offices and ticket sales area. At the heart of the station the open departures hall is constructed as a slender cast-iron structure with light intake in the ridge. In the same way as when it served as a station, this building can accommodate several functions and be a point on the journey that provides inspiration and enjoyment of travel within the local area and the region. The history of the building as a station can be retained in the surfaces, fixtures and fittings. There could also be information displays to narrate the history of the building. The existing station building and future terminal building interior 26 ferry terminal analysis gedser masterplan – project interface passenger terminal, building 1 The new passenger terminal will be refurbished respecting the well-preserved architecture of the building. It is proposed that both ends of the building be enclosed with a glass facade of simple modern style to provide views of the ferry, the approach areas and the engine shed. The hall will retain its present character so that it can be used for largescale activities such as concerts, exhibitions and other tourism-related activities. From the hall, there is an exit to a corridor with access up to the foot passenger bridge either via stairs or via a lift. The lift will be arranged as a combination of disabled access lift and staff lift with capacity for up to 12 persons. From here, there is free access to the ferry via the foot passenger bridge. The actual tracks in the hall will be filled in and the railway sleepers will be removed, but these will be reused in a new surface, flush with the rest of the floor level. Benches will be mounted on the “rails” so that the space can be used as a waiting area most months of the year. The side areas out towards the arrivals concourse will be fitted out based on the existing layout: foyer, ticket machines, a heated waiting room, office and WCs with disabled access. The side buildings will be fitted out for operations use and for ferry catering services. In the waiting area and ticket sales area, information boards will be set up to display bus and ferry departure times (with details of any delays, etc.), a calendar of activities in Gedser and Nykøbing Falster, etc., as well as other services for tourists in the area. The actual ferry terminal area and its story can be narrated by means of presentations on the walls and on the “platform”. A web-based system of tourist and transport information will also be provided. Level access to the new passenger terminal will be established by the concourse along the building. Originally, the garden of the station master’s residence extended right down to the quayside. Today, the building installation is used as an office, warehouse and sleeping accommodation building for Scandlines staff. In the integrated plan, the building installation retains its current function. plants worthy of preservation should be retained around the buildings Crew, sleeping accommodation Office function 28 ferry terminal analysis gedser masterplan – project interface Recommendations – roundhouse - Together with an old ferry in the terminal, the roundhouse can be incorporated into a unique transport museum - The roundhouse can be fitted out with facilities for clubs and associations in Gedser, and can also be incorporated into a community centre - the areas around the roundhouse can be incorporated into future recreational areas - a link will be established between the future passenger terminal and the roundhouse The roundhouse hall Workshop Office facilities Smithy Water tower Entrance hall roundhouse, building 3 The interior and exterior of the roundhouse are now somewhat dilapidated. Many of the original windows, doors, details, etc., of the building have been preserved, but require thorough renovation. The roundhouse was established as a round roundhouse with a turntable for 12 tracks. The initial steps have been taken to have the roundhouse (“Gedser Remise”) preserved as a listed building, and contacts have been made with funds that could contribute to covering the costs of restoring the roundhouse to the appearance of its original building materials. The roundhouse is unique, partly because it was built in four stages, and partly because it incorporates the large water tower, the central landmark of Gedser, and finally because the entire structure has been preserved, complete with smithy, water tanks and crew room. The future use of the roundhouse will above all be as an engine shed, with three railway associations using the roundhouse for their veteran trains, and as a starting point, veteran railway operations between Gedser and Nykøbing Falster are envisaged, with steam locomotives and diesel trains. It is also conceivable that the roundhouse could be used as a starting point for handcar and velocipede rides. The many rooms of the engine shed could be used for many different types of cultural and outreach activities, such as various performances, evening classes (e.g. smithying), artisan workshops, changing rooms and bathing facilities for various indoor and outdoor activities and, of course, as a railway museum with a café. 29 ferry terminal analysis gedser masterplan – project interface existing terminal, building 4 Recommendations – existing terminal - the appearance of the building will be preserved as a significant quayside building - the important location of the building on the quayside means that, going forward, it can be used for outreach functions in connection with port activities or possibly for recreational/ tourism-r elated functions The present terminal building, which dates from 1886, was originally built as the first station for the ferry terminal. Today, it no longer has platforms or a rail link, so its actual intended function as a railway station is less apparent. However, the building is well preserved and has been refurbished without any unsightly extensions, etc. It is currently used by Scandlines as a passenger terminal, with ticket sales and a waiting room to service the ferry crossing between Gedser and Rostock. The foot passenger bridge and lift are located on the quay between the building and the terminal. The building could remain a striking feature on the quayside. There could also be an information display to narrate the history of the building. Future use will primarily be as office facilities as well as the reserve access building for ferry berth 1. Office WCs Waiting room Foot passenger bridge Office The existing terminal building 30 ferry terminal analysis gedser masterplan – project interface Recommendations – three existing warehouse buildings - In connection with a potential refurbishment of the buildings, it is recommended giving the buildings a facelift, including a change of colour scheme. - parking and warehousing around the buildings should be upgraded. - the important position of the buildings in the integrated plan means consideration could be given to whether, in the long term, there should be a change of use or whether they should be removed entirely to make way for development of functions relevant to the port that support the development of a maritime harbour environment Recommendations – warehouse - the building is part of the original port installations. It is not feasible to retain the building on its present site. Consideration could be given to relocating the building in connection with the port development plans. - It is recommended that the building should be thoroughly documented by photography prior to demolition, if relocation is not feasible. Photo graphs could be included in the narrative of the history of the port, e.g. presented in the passenger terminal hall. Photo graphs could be included in the narrative of the history of the port, e.g. presented in the passenger terminal hall existing warehouses, building 5 There are currently three warehouses within the same area in the ferry terminal. Going forward, Scandlines will not require all three buildings. This means that one of the large warehouses and the smaller warehouse could instead be used for port-related purposes, or they could be demolished. Demolition would make room for more of the functions incorporated in the development plan of the town of Gedser and the port. existing warehouse, building 6 Situated where it is, the warehouse cannot be incorporated into the development plans for the ferry terminal, so it must be demolished. e xisting payment install ation, building 7 The payment installation will be demolished to make way for the creation of a new terminal area. 31 ferry terminal analysis gedser masterplan – project interface feriepark location of web-based information boards strand strandeng aktiviteter badebro jolleplads bro Maritimt ungdomshus restaurant vinteropbevaring Information boards for foot passengers and cyclists using the ferries should be sited where there is the maximum flow of passengers.
