Objective

INNOPOLIS enhances the capabilities of local &

Guide to Knowledge Exchange for
Policy Makers


In order to analyse the successful knowledge
exchange practices existing in the project’s 4
university city-regions significant research effort was
made to identify and describe more than 140
practices in four regions: Greater Manchester,
Helsinki, Lodz and Central Macedonia.
In identification of the cases of successful knowledge
exchange between universities and enterprises a
holistic approach was adopted and included the
cases of successful knowledge exchange in
research and development activities, through
university spin-offs and spin-outs, through student
led innovation and others.

Guide to Knowledge Exchange for
Policy Makers

To understand the context of knowledge exchange
which influences the possibility of their transfer,
regions policy makers need to take account of
important features of the regions related among
others to: R&D intensity, patent activity, cooperation
culture etc. Moreover the nature of knowledge
exchange itself differs, and was analysed in this
document along with features like: the nature of
contracts, strategic significance to the actors, scope
of cooperation and risks involved.

The structure of KE practice initiators shows the significant role of
universities. In most of the regions, university is most frequently
recognized as an initiator. The role of companies in setting up
cooperation in the field of knowledge exchange is much less frequently
indicated. Only the case of RCM has a different structure - with a
comparable position of universities and companies as co-initiators.

Risks



In the cases of the Helsinki region the interviewees
stated that there really is no risk in their cooperation
between companies and universities. This is related
to the fact that IPR laws and contracts are
functioning well in the Finnish society.
In the Region of Central Macedonia, the major risk
that both universities and companies have taken in
consideration is the waste of time and effort in
relation to the relative financial risk.
The conducted analysis shows that the practices of
knowledge transfer between universities and
enterprises in the Łódzkie Region are associated
with low risk of failure.

Benefits

In the case of enterprises benefits were related to:



scientific and research issues associated with obtaining
new or improved knowledge for the enterprise
the organizational issues associated with improved skills
of human resources and improved strategy
In the case of universities benefits were mainly the
following:



economic, such as payments for services rendered
educational, mainly related to the possibility of conducting
internships for students in enterprises
research related to the development of knowledge in
collaboration with companies, such as testing of
technologies in enterprises

KTP – Knowledge Transfer
Partnership Scheme


KTP (formerly known as Teaching Company Scheme
(TCS)) is a UK Government funded policy practice that
enables companies to access knowledge and skills from
the UK's knowledge base (universities, colleges, and
research organisations). KTP is a government sponsored initiative with up to 60% of the cost of the
programme being grant funded. Each partnership
employs a recently qualified person (known as an
Associate) to work in the company, whilst also being
supervised by the Knowledge Base Partner.

the university’s business relations group. The
organization focuses on building long term strategic
partnerships with global corporates and on getting
involved in non-traditional sources of research. The

Innospace – Incubator at
Manchester Metropolitan University

Innospace is a mainly co-working business incubator
that brings together start-ups, business networks
and academics. The start ups are a few years old
and for them Innospace offers a physical working
environment and a social network.

Aalto Design Factory

Aalto Design Factory is one of the Aalto University
projects that facilitates new forms of collaboration in an
environment where academic teams, researchers and
students work together with companies and communities.
It is a constantly changing physical, social and mental
environment that aims at supporting interdisciplinary and
international co-operation. Aalto Design Factory is a
continuously developing test bed and a place to develop
learning, teaching, research and industry co-operation
related to product development and product design.


Innovative City Program


Innovative City Program ® aims at improving the
sustainable urban development of the capital region
by utilizing R&D cooperation. The program maps the
cooperation opportunities between the city of
Helsinki and Aalto university, coordinates already
started research initiatives, and develops procedures
that support R&D cooperation the whole way from
conceptualizing the research projects to the efficient
use of their results. Innovations are sought with
multidisciplinary and multisectoral collaboration
between the university, the city and the companies.

Partnership Program

The Aalto University School of Economics
Partnership Program is a program run by four people
in the Aalto University Corporate Relations unit in
Aalto University School of Economics. It provides an
entry point for enterprises into the School and acts
as a liaison between enterprises and faculty.


MSSTC



Technology Transfer Centre at the University of Lodz
organises a practice that is related to Polish-American
post-diploma studies in the field of innovative
commercialization projects and new technologies.
The programme is a Polish version of Master of Science
in Science and Technology Commercialization
programme (MSSTC) run by IC2 Institute at University of
Texas (run on the licence agreement with American
partners). It is co-financed by the European Union under
the European Social Fund.


Gedeon company produces textiles for purposes of
technical, sport, clothing, car, rehabilitation, military,
medical and fire textiles. Gedeon company is
motivated by the willingness to invent and
commercialise new ideas. Gedeon cooperates with
the Technical University for creating new products.

Ergobyte Informatics S.A. & the
Informatics and Telematics Institute
(CERTH)

The Knowledge exchange between Ergobyte Informatics
S.A. & the Informatics and Telematics Institute (Centre of
Research and Thechnology Hellas) was initiated and is
ongoing since April 2009. The practice was about the
integration of semantic technologies to an existing
software. The excellent communication among the
people involved and the availability of a pool of people
with key talents have been noted as most significant
factors for the success of the practice.


DOTSOFT S.A. & Aristotle
University of Thessaloniki(AUTH)

The cooperation of DOTSOFT S.A. with the Laboratory of
Atmospheric Physics of the Aristotle Un. of Thessaloniki
(AUTH) emerged out of the University Lab’s need for an
IT solution for the process, storage and online
demonstration of a large amount of data generated by its
specialised instruments. DOTSOFT S.A., having already
cooperated with the lab in the past, took the initiative to
propose the development of a solution. This knowledge
exchange practice has strongly contributed to the
establishment of the National Network for Monitoring of
Solar UV Solar Radiation for Greece and Cyprus.


Guide to Best Policy Practices for
Policymakers

This guide is meant for policy makers to help them
design policy practices for knowledge exchange
between universities, enterprises and cities in their
regions. The information in this guide is derived from
research on 25 best policy practices in the regions of
Helsinki (Finland), Greater Manchester (United
Kingdom), Łódź (Poland) and Thessaloniki (Greece)
and the simulation policy transfer events in
Thessaloniki and Lodz. The research was conducted
from autumn 2010 to spring 2012.

INNOPOLIS Policy Transfer
Procedure

The INNOPOLIS Policy Transfer Procedure provides
a methodology to simulate and assess the potential
for the transfer of a policy that promotes knowledge
exchange from one region to another. The procedure
is intended to assist experts to use their knowledge,
experience and judgment in a structured way. It is
not intended to replace this knowledge, experience
and judgment. By using the methodology policy
makers will be able to identify the potential for the
direct transfer of a particular policy and to identify
barriers and enablers to that successful transfer.

research are good starting points for a policy.

Key Lessons for Policy Makers





Enhancing Knowledge Exchange in University City
Regions is vital for innovation and the economic and
social well being of regions.
All regions can learn from existing good policies and
practices in other regions…
But, policies and practices cannot be transferred without
consideration of the regional context….
As regions are likely to be at different stages of
development…
INNOPOLIS and its Policy Transfer Methodology assists
policy makers to identify and learn from good practices
and to transfer appropriate practices to their region
