Over the past two years, double-digit growth in debit transaction volume more than compensated for marginal compression of interchange rates, but, with growth in debit card transaction volume expected to slow considerably in 2014, debit card fee revenue may no longer be sufficient to subsidize the free checking that differentiates smaller financial institutions from larger regulated issuers. How should exempt issuers respond? Business debit programs? Issuer-sponsored or merchant-funded rewards? Prepaid cards? And what about Judge Leon’s order against the Fed’s Reg II?
