The program teaches cadets about our nation’s space missions, programs, and diverse career opportunities with the goal of motivating these outstanding young scholars to seek challenging careers in engineering and sciences. Tours, briefings, and activities are led by experts in the Space Coast region. The key highlights of this course are the on-site visits and access to a wide variety of restricted operational areas on both Cape Canaveral Air Force Station (CCAFS) and Kennedy Space Center (KSC), The Space Command as well as formal, informative briefings from CCAFS/KSC personnel, Familiarization course astronauts, and mission specialists. ________________________ Civil Air Patrol (CAP), the official civilian auxiliary of the U.S. Air Force, is a humanitarian and educational nonprofit organization. CAP serves thousands of communities across America via three congressionally chartered missions: aerospace education, cadet programs, and emergency services. has been in place since 1996 with tour access and briefings provided by 45th Space Wing and NASA/KSC. The program is a career orientation and aerospace educational program designed to give cadets an executive introduction to Air Force and NASA space operations. More than 64,000 volunteers who share a passion for aviation and community service perform missions for America everyday as CAP cadets and officers. Unit activities, professional training, and volunteer opportunities include aviation search and rescue, coordinating with the American Red Cross and FEMA when disaster strikes, helping keep communities safe, transport of time-sensitive medical materials and donated live organs, assisting federal agencies in the war on drugs, and working with teachers and youth. Air Force Space Command Familiarization Course Page 6 ESSAY INSTRUCTIONS Student Handbook 2016 Prepare an essay to express your opinion on the state of the U.S. space program. Ensure that you thoroughly read the Essay Assignment below before starting your essay. 1. Include the following information on the top left-hand corner, no space between lines. Last name, Rank Wing/State Email address 2. The essay should be at least one (1) but no more than two (2) typed pages, double-spaced, using Arial 12-point font type, with 1-inch margins on all sides. 3. The essay should be emailed to the addresses below. Send it as an attachment, in MS Word (.doc or .docx) format. Do not put your essay in the body of the email message. 4. Email your essay no later than 1 May 16 to: donald.ells@mdgroup2cap.org rocket1@palmnet.net ESSAY ASSIGNMENT Prepare a thoughtful, concise essay titled State of the U.S. Space Program Premise: The United States is currently changing the way it conducts space operations. We have transitioned from using a military launch capability to coordinating with the commercial sector. Will this slow the growth or increase the growth of the U.S. space program? Companies including SPACEX, United Launch Alliance, Lockheed Martin, Boeing, and Sierra Nevada Corporation have bid on developing the next manned space capsule for NASA. At the same time several of these companies have developed a space launch capability. Assignment: Tell us what you think about U.S. space superiority and the current state of the space program. Provide some pros and cons to support your opinion. Civil Air Patrol cadets are held to high standards of honor and integrity, as indicated by the Cadet Honor Code as follows: On my honor, as a Civil Air Patrol Cadet, I will not lie, cheat, steal, or commit any act of intentional dishonesty, nor tolerate those who do. A cadet is permitted to withdraw from this course at any time without prejudice for reasons of sickness or hardship. 2. Dismissal or withdrawal: all cadets in attendance will conduct themselves in a manner that reflects credit upon themselves, CAP, and the USAF. Disciplinary actions to be taken if rules are broken are: • Verbal counseling or reprimand • Restriction to quarters during course events or removal of privileged time • A letter sent to the squadron, group or wing commander or, • Returned home before the course end at parent/guardian expense. In this case the activity fee will not be refunded 3. Male cadets are not allowed in female cadets’ rooms and females are not allowed in males’ rooms. There are no exceptions. Cadets may meet in common areas only. 4. No drugs, alcohol, gambling, cheating, stealing, or use of tobacco are permitted while at this course. 5. No weapons (e.g., guns, knives, mace spray, or the like) are permitted at this course. No verbal or physical threats, or harassment of any kind, will be tolerated. 6. Cadets will be in their assigned rooms by 2230. Lights-out at 2300. No after-hour parties or gatherings are allowed. Laundry must be done and retrieved by 2230. There will be random room checks. We have early start times and a full schedule planned so you are encouraged to get proper rest. 7. No individual will leave the prescribed area of operation without the approval of the Activity Director or his assistants. 8. There will be no public displays of affection during this course. 9. CAP uniform and grooming standards are in effect. No flight suits are allowed. All military customs and courtesies will be followed during this course. Air Force Space Command Familiarization Course Page 10 Student Handbook 2016 10. Provide a list of all prescription drugs the cadet is taking to the Activity Director or Staff. Let us know if you have any special medical problems or conditions. Let us know immediately if you are injured or not feeling well. 11. You will be financially responsible for any damage you cause to government or private property, or any charges for goods or services you have incurred outside of expected expenses covered by course registration fees. 12. Need to talk? The Staff is available to you. Don’t wait until a crisis to bring up something that is bothering you. 13. Use your chain of command except for personal or sensitive matters mentioned in #12. The cadet in charge will bring any problems to the Staff. 14. Do not waste food at the dining hall! Choose and take only what you will eat. Drink a minimum of two (2) 6-8 oz glasses of water/juice at every meal. Avoid caffeinated drinks. It is very easy to get dehydrated in hot and sunny Florida. Allow uniformed base personnel to go ahead of you while in the hot food line – they are on the job and their time is less flexible. Be gracious and it will be appreciated. 15. Cadets will pay for any charges charged to the cadet’s room such as telephone calls, snack items, or broken items. Any broken or defective equipment in your room must be reported immediately to the course staff. If any items are broken during horseplay, the cadet(s) responsible for the breakage will pay for the items. 16. At all times, be considerate of your roommate as well as neighbors next door, across the hall and below/above your room. You are sharing quarters with active duty military members and public travelers that need their rest. Walk softly and speak in low tones. 17. Telephone calls: use a credit card or calling card, cell phone, or call collect. 18. Sick Call is between the hours of 0700-0730. If you are not feeling well for ANY reason, please notify the Staff ASAP - if possible, prior to the beginning of the day’s events. 19. No cell phones, pagers, games, laptop/personal computers or music players will be allowed during course hours. We appreciate your full cooperation. 20. The Staff, CAP, and USAF takes no responsibility for any lost, stolen or broken personal items. We recommend that you do not bring valuables. 21. Cadets driving to the activity must hand over their keys to the course director upon arrival Air Force Space Command Familiarization Course Page 11 Student Handbook 2016 to the activity and will not be permitted to use the vehicle during the tour of the activity. Keys will be returned at the end of the activity. 22. You are honor-bound to report any known violation of the above rules or the Cadet Honor Code immediately to the Staff. The AFSPC-FC will run 18 – 25 June 2016, arriving on a Saturday and departing on the 8th day, also a Saturday. What will we learn and do at the activity? You will learn about the important mission of the 45th Space Wing at Patrick AFB and meet the professionals directly involved in space operations. You will visit NASA’s Kennedy Space Center (KSC), Cape Canaveral, and the local area sites during a very intensive week of briefings and facility tours. This is not like “Space Camp.” Are there requirements I need to complete prior to the activity? Yes. Besides becoming familiar with Sections 1 and 2 in this handbook, you will need to read and complete the Registration Instructions, which includes a Cadet Profile and Travel Form, submitting an Essay, CAP Form 31, Medical Info and Release Agreement (pages 1 ,3, 4, and signature page). Send the required forms no later than 13 May 2016 to the Activity Director. Your timely response is very important! How much money do I need to bring to the activity? Your activity fee of $475 must be paid prior to your arrival at the activity. The course fee includes two AFSPC-FC t-shirts with the 45th Space Wing emblem. Provide your tshirt size on the Cadet Profile and Travel Form. Family, friends and other guests are welcome to attend the graduation ceremony. The payment for guests attending the graduation dinner will be collected during orientation/in-processing on the first day. Cash only will be accepted, no checks. You will also need to pay for your meals on arrival and departure days, as well as taxi/shuttle services or military clothing sales items, if needed. You might need additional funds for gifts/souvenirs, snack foods, and other personal expenses. You will have access to an ATM machine at least once during the early part of the week. Are we allowed to bring guests to the graduation banquet? Yes, family and friends are encouraged to attend the graduation banquet and there will be a charge per person. Please indicate the number of guests planning to attend on the Cadet Profile and Travel Form, and bring the payment of $25.00/ea. Payment (cash only) for their attendance will be collected during orientation/in-processing on the first day. Air Force Space Command Familiarization Course Page 14 What are the course completion requirements? Student Handbook 2016 The cadet: 1) cannot have any honor violations, 2) the essay must be completed and submitted on time, 3) must participate in the course activities, and 4) must attend the course through the last day. If I am no longer able to attend the activity, will I receive a refund? Activity cancellation and refund requests made by 15 May will incur a $25 fee. Requests made after 15 May will not receive a refund. Notify the Activity Director of your cancellation ASAP so that an alternate cadet may be selected and the cancellation can be confirmed with HQ CAP. What uniforms and other items do I need to bring to the activity? Short-sleeve blues will be the required uniform when on Patrick AFB, no service jackets required. Black shorts and AFSPC-FC t-shirts worn on most days Long black pants, socks and sneakers/shoes are required for visits to the Vertical Assembly Lab No BDUs or flight suits Refer to the Packing Checklist for a thorough list of required and recommended items. Will someone meet me at the airport? How do I get to the hotel and back to the airport? Yes. Two transportation van pick-ups will be provided to/from the Orlando International Airport (only). Refer to the Travel Information - Arrival and Departure Instructions web page for detailed instructions. What if my flight is delayed? Contact the Staff as soon as possible if there are any changes to your flight, so we can plan accordingly (please refer to Contact Phone Numbers). But you do not need to worry. We monitor all scheduled flights and make arrangements to pick you up or arrange alternate transportation if there are changes beyond your control. Just in case, you should be prepared to take and pay for an airport shuttle, if needed. May I arrive prior to the course arrival date or depart after the departure date? You may not arrive at the activity location prior to the start of the activity. The staff is small and very busy prior to scheduled arrival date/time and final departure of all cadets; we cannot be responsible for the cadet’s well-being outside scheduled course times. However, Air Force Space Command Familiarization Course Page 15 Student Handbook 2016 a cadet may stay with one or more family members or friends prior to the reporting time and after the reporting time; in such case, the family member(s) would be responsible for the cadet. Please note this deviation on the travel form. If there are other circumstances that need clarification, please contact the Assistant Activity Director for more information and pre–approval. The cadet will be responsible for any lodging, meals, or transportation costs prior to the start of the activity and after completion of the activity. May I arrive after the start of the activity or depart earlier than the scheduled departure time? No. You must plan to arrive and depart on the scheduled dates. The staff is small and has limited resources to accommodate alternate arrangements. If you cannot commit to the scheduled dates, you should drop out of the course and let a cadet alternate take your place. If there are special circumstances that you feel require clarification, please contact the Assistant Activity Director for more information and pre-approval. The cadet will be responsible for early transportation costs prior to the completion of the activity. How much free time will be available? Each evening, you will have enough downtime to relax for an hour or two before lights-out, depending on the day's schedule; you will have some time to do laundry. There will be very little time to hang out at the pool, or go the beach, except on the scheduled down day at the end of the week. The days have a heavy schedule that often runs into the evening with guest speakers. If I drive my own car, may I use it during the activity or during free time? No. Per CAP policy, cadets must turn in their car keys to the staff upon arrival - these will be collected during orientation. All transportation needs will be provided during the activity. Any keys or other items collected during orientation will be returned to the cadet on departure day. May a friend, fellow CAP cadet, or family member stay overnight with me or join the activity? No. Per CAP policy, only participating cadets or staff members selected for the activity may share lodging or join the activity. An exception may be granted - depending on the circumstances - to allow attendance at the graduation banquet, but prior approval must be given by the Assistant Activity Director. If I become seriously ill or injured, will I be treated for free at the base? No. The base medical facility does not have an emergency room, sick call service, or afterduty hours. You will be taken to the nearby civilian hospital/emergency room. Your private Air Force Space Command Familiarization Course Page 16 Student Handbook 2016 medical insurance information will be required. Your parents/emergency contact will be notified ASAP. May I bring my laptop? Is there Internet service at the hotel? Yes, you may bring a laptop but you will not be allowed to bring it along during the day’s activities. We cannot be responsible for laptops left in the hotel room. There is free public Internet access at the hotel. No in-room for-fee services will be authorized. I am of legal age (18 or older). Do I still need to have a parent sign the Release Agreement? May I go off on my own during free time? We need their consent and signature since you are most likely covered by parent/guardian medical insurance and/or they are responsible for your transportation. Regardless of your legal age, you are first of all a CAP Cadet (not a Senior Member), bound by the regulations/ policies of CAP, and under the supervision of the activity staff while attending this activity. Will there be CAP or military airlift/transportation provided to/from the activity? No. Transportation arrangements and costs from your home to the airport or bus station and return trip are the responsibility of the cadet. We do provide two primary airport pickups at Orlando International Airport only. Please refer to the Travel Information - Arrival and Departure Instructions web page for detailed instructions. Can my parents make arrangements for Airline Security Pick-up for Minors? We do not recommend this option. The activity staff is small and this process ties up the staff in getting through security check points, meeting the cadet at the airline holding area, and signing for the cadet - all of this delays pick-up of the other cadets. To attend this activity, cadets must be at least 15 years old and should be able to travel to the activity as unaccompanied minors. Alternatively, parents may opt for personally delivering their cadet to the hotel by the required arrival time. Will we be able to view any rocket launches? Depending on the launch schedule/window for that week, we will make every attempt to view a launch. However, launches are rare any given week of the month and often can be delayed for a variety of reasons. The launch schedule can be found on the NASA-KSC website. Air Force Space Command Familiarization Course Page 17 Student Handbook 2016 If I live in Florida may I use the airport meeting location for pick-up and drop off instead of traveling to the hotel? Yes, if it is more convenient to be dropped off or picked up at the airport meeting location, you may join the cadets arriving by air at the airport meeting location. Be sure to note on the traveling form you require a pick-up or drop-off at the airport and whether it will be in the morning or afternoon. All drop-offs on the last day are in the morning. This is very important as we plan ahead for the number of vehicles needed for each pick-up. Please refer to the Travel Information - Arrival and Departure Instructions web page for detailed instructions. If I have any additional questions that are not covered in the handbook, whom do I contact? Contact the Activity Director for additional information. For graduation banquet, all cadets will be in blues (short-sleeve shirts w/tie/tab – no jacket). ***ABSOLUTELY NO ALCOHOL, SMOKING MATERIALS OR OTHER CONTRABAND IS PERMITTED*** Air Force Space Command Familiarization Course Page 20 Section 3 – Travel Information Student Handbook 2016 ARRIVAL AND DEPARTURE INSTRUCTIONS Please adhere to the following instructions when making your travel arrangements so that you arrive at the right place at the right time. Help us by providing complete and accurate travel information on the enclosed Travel form and specify any special arrangements or circumstances. Contact the Deputy Activity Director with updates or changes to your itinerary ASAP. Arrival by Personal Vehicle If you are arriving by personal vehicle, you must plan to arrive at the International Palms Resort in Cocoa Beach on Saturday, 18 June between 1000 and 1500 (EST). Departure by personal vehicle on Saturday, 25 June, must be by 1100 (EST). Any arrivals and departures outside of these times/dates must be pre-approved by the Activity Director. Failure to arrive by 1800 on 18 June may result in activity cancellation unless this variance has been previously coordinated. Arrival by Train or Bus Amtrak passenger-train service to Orlando, and Greyhound Bus service is provided to the city of Melbourne, FL, (see attached map). Air Force Space Command Familiarization Course Page 21 Arrival by Air Transportation Student Handbook 2016 There are two nearby airports served by scheduled airlines: Orlando International (MCO) (required) and Melbourne International (MLB). In addition to air travel, There are no military airlift or CAP ferry flights pre-arranged or programmed for this activity. You are responsible for making all travel arrangements to/from the activity. See Air Travel Instructions. Since most cadets travel by air, we plan to pick-up and drop-off cadets at Orlando International Airport. This is the only airport we will support with ground transportation. See Air Travel Instructions. On the day of Arrival (18 June) there will be two (2) Pick-Up Runs: Arriving at Orlando International Airport 1000-1100 and 1330-1430. Note: These are both tentative times and will be adjusted upon receipt of cadet travel itineraries. We will provide only one (1) Drop-Off on the day of Departure (25 June): The van will arrive at Orlando International Airport between 0800 and 0830. (Note: Times may be adjusted to a later time, but no earlier). Departure flights earlier than 10 AM will require you to make your own arrangements (at own expense) to arrive at Orlando Airport. Note: When Cadets are dropped off at the airport or picked up from the hotel, they are released from the activity and are no longer under staff supervision. Allow the appropriate amount of time! To ensure you will be present for the above transportation runs, plan your flight arrival/departure time at least one and half hours before/after these times to allow for delays, check-in, and baggage claim. If you cannot meet these times, you must make your own ground transportation arrangements at your own expense. There are several economical airport shuttles, bus or taxi services to choose from (see info on Shuttle Service). Back-up Plans Please have a back-up plan in case your flight is late, you miss a connection, or you miss your flight altogether. We make every effort to pick up all cadets arriving or requesting pickup at Orlando Airport on the day of arrival. Air Force Space Command Familiarization Course Page 22 Student Handbook 2016 ARRIVAL AT ORLANDO INTERNATIONAL AIRPORT *** Very Important *** Upon arriving at Orlando International, after you have picked up your baggage: 1. Go to Terminal B, Level Two (2) baggage claim area, Carousel #20. [ See enclosed airport diagram ] 2. Wait in the passenger lounge near the US Airways claim area, at the far end of the building. 3. You may wear civilian clothing, (saving your uniform for the week ahead); however as a minimum wear readily identifiable CAP clothing such as a CAP Drug Demand Reduction t-shirt, a squadron t-shirt, or a CAP baseball hat. 4. AFSPC-FC staff personnel will be in a Staff uniform, gray polo shirt and black shorts or pants. Transportation will most likely be by CAP or USAF 12-15 passenger vans. In all cases, there will be someone from the activity manning the vehicle or the vehicle will have a placard reading CAP/AFSPC-FC. If for some reason you have not been contacted by staff after the above pick-up times nearest your arrival time, contact the Activity Director – Maj Donald Ells – (410) 562-3664 You can also phone the lodging facility and leave a message for the activity. Pease make sure you have the phone number for the hotel with you, and the means to make a long distance call if necessary. 1-800-992-4023. If you arrive late or miss the last pickup, please contact us at the hotel or Maj Ells directly. You may be instructed to take an airport shuttle ($30). Please make sure that you have the means (cash or credit card) to do take alternate transportation because mix-ups can happen. Stay calm, have patience, and be flexible. Air Force Space Command Familiarization Course Cadets traveling in their own POV (car) will not be allowed to drive it at any time during the activity except for arrival and departure. Upon arrival, they must turn over their keys to the staff; the keys will be returned on the day of departure, per CAP regulations. However, in the event that there is an unforeseen change in lodging location, you will be notified of the new arrangements. Please ensure that we have a workable e-mail address for you, and check your email often. The activity fee and CAP will cover the cost of lodging from 18 – 24 June. Additional nights, if pre-authorized by the Activity Director, will be at your expense. Room check-in at arrival will be with a staff member. Rooms are not scheduled to be ready until after 1600, but could be free earlier. A staff member will distribute the room keys on arrival day, and will collect the room keys on the day of departure. Rooms will be assigned at random, and will be shared by up to three (same gender) cadets, each in a separate bed. The staff will make cadet room assignments prior to arrival. AFSPC-FC Staff or CAP senior member participants will have separate room accommodations. Occupants will be accountable for any and all long-distance phone call, movie rental and/or food charges. A guest laundry facility is available on the premises. On the last day, if departure will be by air, room checkout will be NLT 0700. If departing by personal vehicle, checkout will be NLT 1100. All cadets must depart the activity/hotel by 1100 hours on the day of departure. No staff supervision will be available after that time. All room keys are to be turned in to the staff prior to departure from the activity. Early departure from the activity will not affect the activity fee. On arrival and departure days cadets will be responsible for their own meals, except for dinner. The majority of meals will be at the base dining hall (rated one of the USAF’s best). Please coordinate in advance any special dietary requirements and/or food allergies with the Activity Director or Assistant Activity Director. Provide this information on the Cadet Profile and Travel Form. All reasonable (dietary) requests will be honored to the staff’s best ability. Graduation Banquet The Graduation Banquet and Award Ceremony will take place at the Patrick AFB Club (on A1A) on Friday, June 24, 2016, starting at 6pm for social time, meal service at 6:30pm and a guest speaker at 7pm. Family and friends are invited to attend the banquet. There will be a $25.00 charge for those who wish to attend. Please indicate on the Cadet Profile and Travel Form the number of guests; do not count the cadet who has already been included as part of their registration fee. Guest fees for the Banquet must be paid in cash on the day of arrival during the orientation/in processing brief. Snacks Cadets should bring sufficient funds for snacks or drinks outside of meal times and for arrival/departure days.
