Proper Lockout-Tagout Procedures
Increased safety, improved productivity, and reduced costs
We’ve all heard stories of
catastrophic injuries on the job
– even fatalities. It’s a tragedy
for workers and their families,
a disaster for friends and coworkers, and a nightmare for
supervisors, managers, and
business owners.
It is estimated that 10 percent of
industrial accidents are lockout/tagout
related. Because of the frequency and
seriousness of these accidents, OSHA
seeks to improve worker safety with a
special focus on lockout/tagout (LOTO)
standards. LOTO procedures are the
standard most often cited by OSHA for
manufacturers, and lack of procedures or
inadequately documented procedures are
among the most commonly cited LOTO
violations.
OSHA inspectors are specifically
instructed to look for documented
procedures during lockout/tagout
inspections. According to STD
1-7.3 –29 CFR 1910.147, Inspection
Procedures and Interpretive Guidance,
OSHA inspectors are instructed to
“ask the employer for documentation
including procedures for the control of
hazardous energy.”

How do you choose a
sorbent?
Actually, start at the end, in the trash.

Evolution in the primary and secondary metering markets
The metering industry is
experiencing a renaissance
that reflects the rapidly evolving
market place.
Replacement of single phase residential
meters with more functionality,
primarily communications capabilities,
began brewing as early as 2004.
Clearly now, utilities want metering
with advanced functionality as well as
two-way communications. Over the
past few years, utility customers began
transitioning to Advanced Metering
Infrastructure (AMI) systems and smart
metering.
Therefore, the market for standalone
single phase residential meters continues
to decline, from 4.5 million meters
annually to 1 million units in 2008.
In addition, there are an ever-growing
number of used meters in good
condition that are being removed for
AMI projects that have entered the
secondary market. Elster, with electric,
water, and gas metering products and
solutions, will continue to listen and
respond to market challenges and needs.
With the downward trend of noncommunicating single phase meters,
Elster is excited to offer two solutions to
this changing market segment.
The electromechanical single phase
meter has been the work horse for the
metering industry for over 100 years.
The combination of a declining market,
rising costs of raw materials, and the
need to better utilize the large number
of stand alone single phase meters being
removed from service, has caused Elster
to address the situation.
Given this list of circumstances, Elster
would like to introduce a single phase
standalone “green” meter.

secondary market is the certified
AB1G single phase meter.

Elster will use a pre-qualified meter
chassis and new parts in offering a new
warranted meter that fully complies with
ANSI and other metering standards. We
will replace the rotor, bearings, disc, and
name plate with new Elster parts.
Think of this approach as restoring a
vintage automobile, where the body will
be used, but the engine, transmission,
and other critical parts will be replaced.
The AB1G meter will be available as
a Class 200, Form 2S, standard clock

Carhartt Launches FR Knit Program
The National Electric Safety
Code’s, newly regulated policy
requiring all electrical utility
workers to wear protective
Flame-Resistant (FR) clothing,
is driving more consumers to
purchase FR apparel in order
to meet the safety codes of
their occupations.
Carhartt, a Michigan-based
manufacturer of premium workwear,
offers a full line of FR workwear
products that will meet the needs of
any electrical utility worker on the job

Carhartt also offers three knit styles
for women, specifically designed to
fit the female form. Provided that care
instructions are followed, all Carhartt

Improve reliability and safety with low
cost maintenance!
The first polymer housed metal
oxide varistor (MOV) surge
arresters were introduced more
than 20 years ago. The evolution to polymer housed MOV
arresters brought two major improvements
to surge protection over the older porcelain
housed silicon carbide technology –
improved surge protection and safety.
Gapless MOV technology is a steady
state technology that does not require a
large series of internal gaps, unlike silicon
carbide technology. With the elimination
of gaps, and the superior electrical turn on
characteristics, MOV arresters are able to
limit surges to lower levels and provide
significantly better protection for equipment
and insulators. For example, a typical
10kV silicon carbide arrester limited a
10,000 amp surge to 65kV where as a
typical MOV arrester limits the same surge
to 41kV. Based on the ANSI application
guide, silicon carbide arresters provide
46% protective margin versus 132% for
MOV arresters. Nearly three times better
protection!
The vast majority of the porcelain
housed distribution arresters used were
not designed with a pressure relief or fault
withstand capability. Consequently, when
porcelain arresters reach their end of life,
the available fault current at their location
may be great enough to cause the housing
to fragment, and the resultant pressure can
cause pieces to propel in all directions.
Porcelain housed substation arrester were
designed with pressure relief capability,
however the aging of the components
can cause fragmentation under high fault
currents. Polymer housed arresters, both
distribution and substation, have nonfragmenting housings and meet the latest
requirements for fault withstand capability.
Distribution arresters typically withstand
20,000 amps of fault current, and substation
arresters up to 80,000 amps, with only the
potential for polymer material expelling.
Polymer housed arresters clearly provide a
safer operating environment!
These two features have now been taken
for granted. Every new arrester installation
has these benefits. What is forgotten is that
every old porcelain arrester still out there
provides less protection than is available
today, and typically on the oldest equipment
that needs better protection than new
construction. During periods like today,
when housing starts are at their lowest
level in decades and the economy is in a
recession, the tendency is to halt nearly all
construction work. The proactive utility
will use this time to accelerate preventative
maintenance! Replacing old silicon carbide
arresters with Polymer Housed MOV
arresters is the most effective means of
improving reliability and safety, affordably!
