Box – 5002, Phone : +971 4 2319000 September 2013 Human Resources 5 Issue No. (29) Email: info@fahr.gov.ae , Twitter: @FAHR_UAE Dr. Abdulrahman Al Awar: Application of the Regulations will not affect employee privileges at independent bodies For his part, HE Dr. Abdulrahman Al Awar, said that the newly introduced Regulations is expected to have a significant impact in integrating the approach of all federal government institutions regarding human resource procedures, as all federal government employees in various positions are now under an administrative system that operates in consistence with the general legislative framework governing the human resources function. Model contracts Dr. Al Awar stated that flexible time frames have been set to reconcile the conditions of all employees of the federal entities implementing Hamid Al Qatami, Dr. Abdulrahman Al-Awar and the side of the audience during the launch of Regulations His Excellency Humaid Mohamed Al Qatami, Minister of Education and Chairman of the Federal Authority for Government Human Resources (FAHR) reasserted the importance of Human Resource Regulations in the independent federal authorities in uniting human resource concepts, frameworks and systems in the federal government, as well as contributing in shaping firm foundations for joint action to all sides. the HR Regulations with the provisions contained therein, and that all employment contracts of employees, both Nationals or nonNationals, at entities concerned with the application will be adjusted to conform with the Model Contract Forms annexed to the Regulations. Employee Privileges Regarding the privileges acquired by the employees at those entities, HE confirmed that they will maintained without being affected by the application of the Regulations, which would strengthen the government’s direction toward creating a unified governance, and at the same time, allowing a margin of variation to these Ms. Aisha Al Suwaidi presented a review of the most prominent features of HR Regulations in independent federal entities, approved vide Cabinet Resolution No. 15 of 2013, which included the most important administrative aspects related to the work of human capital in these authorities, namely: Payrolls and Grades, Promotions, Transfer, Secondment and Loan, Training & Development, Official Assignments & Training Missions, Workplace Violations, Leaves, and so forth. He added that the project plays a pivotal role in promoting the modern concepts of human resources, which govern the performance of the independent federal bodies, in line with the general principles of the Human Resource Law in the federal government and its executive regulations. HE stressed that FAHR has prepared this project under the directives of the Council of Ministers in this regard, considering it as a pioneering idea, to be implemented in 30 independent federal bodies from the beginning of October. The statements were part of a speech delivered by HE at the launching ceremony of Human Resources Regulations in the Independent federal entities held at the Al Bustan Rotana Hotel in Dubai, in the presence of His Excellency Dr. Abdulrahman Al Awar, Director General of the Federal Authority for Government Human Resources, Ms. Aisha Al Suwaidi, Acting Executive Director of Human Resources Policies, a number of FAHR leaders, and representatives of independent federal entities. Human Resources The Director General of the Federal Authority for Government Human Resources revealed plans to strengthen the electronic link between the Federal Authority for Government Human Resources and various independent federal bodies concerned with the application of the HR Regulations, through aligning electronic systems in those entities with the Human Resource Management Information System (HRMIS) – ‘BAYANATI’, to the extent that ensures cooperation and coordination, which would strengthen the work system in the federal government as a whole, and contribute to the achievement of UAE Vision 2021. Box – 5002, Phone : +971 4 2319000 September 2013 The HR Regulations consists of 156 clauses, divided into 14 chapters, and will be applied to the civil servants working in federal bodies which are subject to the Government Human Resources Law, and get paid from the budget approved for those entities, or any entity to be created in the future. Al Suwaidi added that FAHR is set to conclude employment contracts with full-time National employees, and another contract to regulate the employment relationship for Nationals currently working in independent federal bodies implementing the Regulations, in addition to full-time contracts for expatriate employees, appointed on categories “A & B”, and temporary appointment contracts, pointing out that the coming period will witness the announcement of several executive steps in this regard. She said: “The need for these Regulations comes from the fact that there are certain independent 8 Human Resources Side of the audience during the Regulations launch workshop bodies that lack legislation governing human resources, which causes much confusion to the work of human resource departments. “Therefore the Regulations will form a standard reference and documented rules that enable the employees and human resource departments at these entities to be aware of their rights and duties in advance”. Strategic Aspects Aisha Al Suwaidi added: “Such Regulations would contribute to the implementation of an important aspect of the Federal Government Strategy, from which the strategy of the Federal Authority for Government Human Resources and independent entities emanates, all of which are focused on nurturing human element.” The Federal Authority for Government Human Resources had circulated earlier the draft Regulations to all independent federal bodies for review and providing the Authority with necessary feedback and suggestions in accordance with the directives of the Council of Ministers in this regard. Different Views Varied views were expressed by participants in the launching ceremony of the HR Regulations of independent federal entities, regarding the extent of flexibility given by the Regulations. Some considered this flexibility an advantage, while others thought that it undermines the Regulations’ rationale, arguing that each entity will still be retaining its own discretion regarding the most crucial issues addressed by the Regulations. Box – 5002, Phone : +971 4 2319000 Regulations allow flexibility to entities in basic things, namely, grade and salary scale, organizational structure and other important aspects; so why we need to introduce a unified Regulations in the first place?” Voicing a slightly different opinion, Samia Abdel Moneim, the employee in HR Department in Emirates Transport said that the Regulations did not cover the needs of all the institutions that the Regulations are supposed to organize their work in the field of human resources, as they only contain general concepts and standards. She further noted that delegation of authority in the Regulations is not clearly defined as it should be. However, Aziza Al Suwaidi, Director of Support Services at Marriage Fund, disagreed with the above views saying “Flexibility is an advantage and not a defect, as each institution will have freedom to handle various September 2013 issues in line with the nature of its functions.” Obaid Ghanem, head of Human Resources Planning in Zayed Housing Program, described the Regulations as having covered the most important aspects of human resources, pointing out that the Regulations will control certain procedures which were previously unclear, such as leaves and workplace violations. HE stressed the importance of this meeting as an ideal platform that brings together officials from all over the GCC States, in order to unify the visions, policies and procedures related to the development and empowerment of human capital, as well as 10 Human Resources highlight the main challenges and obstacles and discuss ways to overcome those obstacles, which would give impetus to progress and prosperity in the Arab Gulf States and strengthen their position on the regional and global levels. Meanwhile, HE Dr. Abdulrahman Al Awar headed the Authority delegation in a meeting of undersecretaries of the central organs of civil service and human resources, which preceded the meeting of Civil Service Ministers. The summit, which was held between 22 and 24 September, focused on the importance of internal communication in the institution, and the role of CEO of human resources in organizational transformation of human resources, and the challenges facing human resource managers, including performance and talent management, and the importance of efficiency and change management to achieve better results, and the role of women in the leadership, as well as discussing the learning and development for the future and the present building. The Authority pointed out in its speech that the leadership of the United Arab Emirates was keen since the founding of the Union to date to support the concept of human development and optimal investment in human and 12 Human Resources encourage a culture of innovation, creativity and achieve comprehensive sustainable development at all levels and levels. The participants have discussed the fight against unemployment and the importance of developing qualified human capital that is able to accomplish the tasks entrusted to it, and unanimously agreed that the preparation of the administrative leadership has become one of the most prominent challenges facing the Arab countries and their governmental institutions, without exception. They have invited the region’s governments and institutions to quickly set to launch national effective plans and programs to fortify their social security, stressing at the same time that the UAE has become an example and a model at the level of Arab States and the world in the field of building and launching initiatives to reduce unemployment and raise the proportion of resettlement. Mohammed Beshr .... glad to be honored after 37 years of work Mr. Mohammed Yusuf Beshr expressed his happiness to be honored by the Federal Authority for Government Human Resources on the occasion of his retirement, considering it a good initiative reflects the keenness of the Authority and belief in the importance of estimating dedicated employees, which reflected positively on the institutional system. Mr. Mohammed Yusuf Beshr, 73 years old started his career with the British HSBC Bank as a treasurer for more than ten years, and then transferred later in a number of federal government authorities throughout 27 years. Finally he settled in the federal authority for government Human Resources as a storekeeper assistant in the support services sector. On their part, the employees of FAHR expressed their grief at the passing of Uncle “Abu Faisal” as he likes to be called, asserting that he was always helpful and lighthearted and has a vivacious personality, and managed with his simplicity and spontaneity in creating a working environment full of vigor, vitality and humor. The Federal Authority for Government Human Resources (FAHR) has called on all independent federal authorities under the Human Resource Regulations; to provide it with some human resources systems applied by them or the time frame that fits these authorities for development and adoption. The program submitted by Namaa Foundation targeted the officials of Human Resources Department in FAHR, and number of employees from the federal government as the program focused on understanding and defining training systems and training exercises, identifying the characteristics and qualities of trainers and their active role in the training process that would contribute to change the institutional work system balance completely. The program aims to create a new row of speakers and individuals who are able to transfer knowledge and communicate positively, to provide support for projects and new programs at the level of the federal government to serve the performance, work to facilitate the dissemination of cultures 18 Human Resources and the exchange of knowledge acquired, so as to ensure the overall comprehension of projects’ goals.
