purchase of twenty radios sixteen vehicle one equipment for City vehicles and hand held radios and supporting equipment is part of the City s FY motorcycle eight 2007 08 vehicle purchase program ISSUES ANALYSIS The Public Works and Police Department request that the purchase be made through Motorola a sole source provider who is capable of providing the hardware and software that supports the City s existing vehicle s mobile and portable radios currently being utilized in the field Motorola has an agreement with local agencies to provide radio and software that utilize a special SmartNet chip that allows for equipment communication between various agencies in the greater San Bernardino County area Motorola is the only company capable of supplying radios that can meet this specification Therefore staff requests approval to continue using Motorola as a sole source provider Public Works and Police Department worked jointly with Finance staff on the equipment purchase outlining the equipment needs for each vehicle and identifying the required funding sources Staff recommends City Council authorize a purchase order to Motorola Inc Highland CA for the purchase of bedroom unit and 750 per month for a 2 bedroom unit approximately 160 In 1997 the 200 per month less than rents for similar market rate units As the Seasons Senior Villas community was constructed using seyeral financing sources including Low Income Housing Tax Credits HOME Program funds and Redevelopment Housing Set Aside funds annual rent adjustments are calculated using various State and Federal methodologies While these methodologies vary from one funding program to the next is that annual rent adjustments equal the change in the San Bernardino income Over the past five years the average annual rent increase at the Seasons Senior Villas has been 3 3 During the same five year period market rate rents at other senior housing communities in Chino haye increased by approximately 4 5 per year typical end result County median family the ISSUES ANALYSIS For 2008 the United States Department of Housing and Urban Development which issues the median family income data used in determining affordable rents throughout the country determined that the San Bernardino Riverside County Metropolitan Statistical Area qualified as This finding brings with it various adjustments to the methodologies used in a High Cost Area affordable rents and has resulted in a potential rent increase of 13 1 of the units in the Seasons Senior Villas community calculating for a majority Upon leaming of the scale of the potential rent increase City staff contacted Seasons Senior Villas management and requested that management refrain from implementing the allowed rent increase until the exceeds the agency s production rights In the past the City has incurred a replenishment obligation and satisfied that obligation by purchasing stored groundwater from other agencies Presently the City has more collective groundwater rights than it wiil utilize to satisfy its demand This is due primarily to recent conversion of City acreage from agricultural to non agricultural use and the corresponding transfer of associated groundwater production rights to the City Because this acreage has not yet been developed it currently has no water demand Groundwater production by the accounts for the underutilized City is monitored by the groundwater right and Chino Basin Watermaster The Watermaster that amount of un produced groundwater is available to the City for future utilization or sale at the City s option The City s current degree of underutilization of groundwater production right is expected to diminish as urban development of agricultural and vacant land occurs ISSUES ANALYSIS The current replenishment rate for the purchase of water from the Metropolitan Water District of Southern California is 258 per acre foot A one year lease of 2 862 acre feet of groundwater production rights from the City s accumulated groundwater account at this price will result in approximately 738 396 in revenue to the Water Fund and still leave over 12 000 acre feet in the City s stored groundwater reserve This year the Chino Basin Watermaster is faced with a need to acquire groundwater production rights groundwater replenishment obligation Ordinarily the Watermaster would purchase water from the Metropolitan Water District of Southern California MWD to satisfy its replenishment needs However this year the MWD does not have surplus water to sell to the Watermaster for replenishment purposes Consequently the Watermaster has offered to pay any appropriator an amount that is equal to MWD s current The MWD replenishment rate for replenishment water replenishment rate is greater than the price that appropriators typically pay when acquiring production rights to satisfy replenishment obligations to satisfy a In previous years the City has conducted transactions with
