USER GUIDE- eSTAMPS e-STAMPS- e-Stamp duty in Telangana-Assessment, Management&Payment System eSTAMPS was launched by the Registration and Stamps Department, Stateof Telangana on 11th April, 2016. eSTAMPS refers to the stamp duty, transfer duty, registration fees and user chargespaid by a citizen to register any deed. Citizen now has the convenience of paying the stamp duty from anywhere. This system is user friendly, hassle free and convenient as the citizen saves time and pays the stamp duty from the comfort of his home/office/anywhere . Some of the advantages of this system are; o Complete Online System o Round the clock payments through online – net banking, debit card, credit card etc through SBI ePAY (41 banks are associated with SBI ePAY) – citizen can pay charges from the comforts of his home. o Offline payment in any 900+ branches of SBH o Defacing of eSTAMPS once used (prevents fake challans) o Payment so made is accepted in any SRO of the State o Payments can be made accurately and no requirement of multiplicity of challans o Verification made easy for citizen and SRO o Reduction of manual process and documentation o System generated reports (MIS) at various levels o Fool Proof System Process 1. The user visits the web site https://registration.telangana.gov.in/. Clicks on GenerateeChallanon the eServices tab. 2. The user fills the details in the eSTAMPSProfoma. 3. Clicks on Register. 4. Once the user clicks on the Register Button, an SMSalert with the 12 digit code and 5 digit passcode is sent to the registered mobile number. The passcode is five digit number which should only be revealed to the SRO at the time of registration. 5. Once the user clicks the register button, he will proceed to pay either online or offline. 6. If he chooses payment through online mode, theuser is directed to the online payment gateway where he can pay through Net Banking/Debit card/Credit card etc. 7. If user gets successful status, then Challan in duplicate is rendered by the system containing SBIePay confirmation reference number. The user prints the challan and submits SRO Copy of it along with the document to the SubRegistrar, while retaining his copy. 8. If the user wishes to pay in the bank directly, he shall click on Generate eChallan. The system renders a challan in triplicate. The user has to print the same and visit any SBH Bank for payment. SBH verifies the challan details, collects the amount and manually adds the Journal number on the challan and affixes signature and seal. The bank retains the copy of the challan and returns back the users‟ and SRO copy. The user proceeds with the challan to the SRO for registration. Help Manual Step 1 Any user intending to get a document registered can generate eSTAMPS Challan (eChallan) in the department official portal, https://registration.telangana.gov.in (in the e-Services menu). Generate eChallan Step-2 Click on “eChallan” and create eChallan Create eChallan Step-3eChallan form appears. Fill in the details in the boxes given below. a) b) c) d) e) f) g) h) i) Remitter‟s name and address Pan Card Number (Rs. 50,000/- and above remittances) Aadhar Card Number Remitter‟s Mobile Number and to confirm Mobile Number for ensuring safety Amounts paid for whom: executant/claimant Payment details ie., Stamp Duty, Transfer Duty, Registration fees and User Charges. Executant and Claimant details and addresses Nature of transaction Name of the District where party intends to register his document/name of the district in which property is situated. Payment Details Claimant Details Register Step-4 After user fills the form a pop up appears “ Do you want to Register” .Click on „ok‟. Register and Submit the form. Once Registered, the user gets an SMS with a 12 digit code which is the challan number and a 5 digit passcode( which is to be revealed to the SRO at the time of registration) Click ‘ok’ Register Step- 5 The screen shows 12 digit challan number and gives the user the option to pay either online or offline. The user needs to select “Online payment”if paying online .If he chooses to pay offline, click on “Generate eChallan”. 12 digit passcode Online payment Proceed Generate challan in case of offline payment Step-6 If user chooses “Online mode”, SBIePay home page appears. Online payment Step-7 SBI ePAY page appears . A user can choose Net Banking/Credit Card/Debit Card etc and gives details required. Net Banking Step-8 The transaction summary pops up if details are tallied. Click on “Pay Now”. Pay Now Step-9 User receives a receipt of successful transaction from the SBIePay. Step-10 If user gets successful status, then Challan in duplicate is rendered by the system containing SBIePay confirmation reference number. The user prints the challan and submits SRO Copy along with the document to the Sub-Registrar, while retaining party‟s copy. Payment through Offline Mode If a userchooses to pay directly in any SBH Branch, the follwing steps are to be followed. The steps from 1-5 remain the same. Step-6 Generate eChallan for offline payment Proceed Step-7 o The system renders challan in triplicate and user has to print the same and visit any SBH Branch for making payment. o Then SBH verifies challan details online using the challan number printed on it and collects the amount; and manually adds the Journal Number on the challan and affixes signature and seal. o SBH Branch retains Bank Copy of the Challan and returns Party copy and SRO copy of the Challan to the user. o User has to submit SRO copy of Challan along with document to the Sub Registrar at the time of registration. Citizen Copy Dept Copy Bank Copy Print challan Note: In the offline mode, after generating eChallan by the user, it usually takes at least 20 minutes time for the information to appear in the SBH branches. Therefore, the parties are advised to visit the SBH branch of their choice 30 minutes after generating the challan. After payment of amounts in the SBH branch, it may take a maximum of 30 minutes time for the electronic transfer of information from SBH to the SRO. Therefore, uers are advised to visit SRO 30 minutes after payment in SBH. The SRs are advised to assist the parties whenever party comes with a request for generation of challan. The SR and his Staff shall assist the parties in generating the challans to be used in offline mode and they shall treat it as part of their official duty.
