The sustainable development report is a way for us to share our key achievements and challenges with our people, stakeholders, and various organisations and actors in the community. Since RTFT’s transformation began in 2013, we have demonstrated resilience and strength in our ability to adapt to market fluctuations. Read more In Havre-Saint-Pierre, 2014 was marked by major changes on a number of levels. First of all, general manager Hilaire Paquet retired in April. Then, following an interim period led by Yan Côté, director, Mines, I took over the position in July 2014. Yves Brouillette, General Manager, RTFT Havre-Saint-Pierre “Coordinating our efforts to improve our competitiveness.” Regarding employee safety, RTFT HavreSaint-Pierre took key initiatives to improve performance, especially by creating an action plan and a health and safety communications joint committee. We also worked on making and implementing changes that would turn RTFT Havre-Saint-Pierre into a flexible and sustainable organisation, competitive on world markets. Product prices and the exchange rate also made a difference. • The 2014 RONA shows that our continued cost-reduction efforts have been successful: the many identified initiatives have had a direct impact on our financial results. Unfortunately, the situation has worsened. Market prices and volumes have slid considerably since the start of the downturn. The market is expected to remain fragile until 2017, and we must act responsibly, even if it means making hard decisions. It is in this perspective that we revised our labour requirements downwards. This evaluation was made based on the current context, in which the global market is volatile and companies are required to show greater flexibility and continuously make adjustments to meet market demands. We deployed a global workforce plan, which began in 2013 and continued in 2014. Some examples from the plan are the partial closure of the UGS Plant and the layoffs made in August and November of 2013 and at the end of 2014. The global workforce plan is part of a cost-reduction programme that has been underway since 2013. These are hard decisions, but they are essential to ensuring the future of our company and our 1,600 employees. Through sampling campaigns, it measures employee exposure to various contaminants, mainly noise and dust. The data collected is used to develop control measures and plan appropriate medical monitoring for those who are affected. The target for the periodic medical examinations was reached, thanks to the collaboration of managers and employees and a well-organised medical team. The Health department carried out 100% of the planned hearing tests. RTFT does everything it can to improve its health and safety performance. Its efforts are based on a diligent risk analysis and management approach. Furthermore, the Health department team ensures medical monitoring for all employees. Every year, the team performs medical examinations to make sure that RTFT’s operational controls are effective. In 2014, it performed 465 periodic examinations. The Health department also carried out 157 additional hearing tests for employees whose workstations are the most exposed to noise. In 2014, the industrial hygiene programme continued to evaluate the types of exposure that could have an impact on health. Bienvenue! Sorel-Tracy Peer Helpers Mental Health Committee Given the major changes happening at RTFT, managing employee stress is an important issue. In 2014, the mental health committee, made up of management and unionised employees, was reinstituted. Its mandate is to value the importance of mental health and wellbeing for all RTFT employees. For this reason, safety is more than ever our organisation’s top priority. We are taking the necessary actions to ensure that all employees diligently apply the proper control methods, such as compliance with standard work practices, IDERS5 and concentration at work. The presence of managers on site and the contact with the work teams are other ways that can make all of the difference. We must be vigilant at all times. We can reduce the risk of injury by getting everyone involved and looking out for each other. Health and safety are more than just a priority; they need to be a value for each of our employees. Zero harm by choice is everyone’s responsibility. RTFT’s Executive Committee, managers and employees must be proactive and encourage good safety behaviour, every day. Table Recordable injury frequency rate at RTFT The UGS Plant Production team celebrated one year incident free. 10 Four Safety Pillars Change safety trends In February 2014, a specialised team from Environmental Resources Management (ERM) came to our facilities to assess the progress of our safety-related activities. The assessment was a kind of follow-up to the Site Safety Acceleration Program, deployed in 2010 at RTFT to help organisations improve their safety practices. It reviewed the initiatives implemented since 2010 and identified four priorities on which we need to focus more. Our ultimate goal is to get home from work injury free. Safety is more than statistics. It should be an integral part of each and every one of us, our daily lives, both personal and professional. It was with this in mind that we developed a new approach that would focus more on the human side of safety. Our overall strategy is based on the participation of everyone, including families and children. The approach was developed with a team of management and unionised employees. The safety consultation committee’s mandate is to ensure that safety is addressed in a positive way with the ultimate goal being to engage employees around a common target: Zero harm by choice. Havre-Saint-Pierre In Havre-Saint-Pierre, safety was one of six values put forward in the summer of 2014. An evaluation of the safety results was carried out and action plans were implemented in each sector to improve safety. A health and safety communications joint committee was also set up, involving management and unionised employees from various sectors. In addition, many workplace safety initiatives were made throughout the year, such as implementing measures and providing training workshops. Thanks to TioGo, a software, drilling and blasting operations are now safer and more efficient with increased performance. This innovative and cost-effective mining programme was developed by Georges Fortin, an RTFT Havre-Saint-Pierre employee. TioGo was nominated for the Diamonds & Minerals Safety & Performance Awards and has generated vast amounts of interest across all Rio Tinto business units. In addition to its Air Emissions Monitoring Programme, RTFT tracked ambient air quality in the community at three monitoring stations. It is important to keep in mind that the stations also measure emissions from sources other than RTFT. Highlights 2014 highlights Installation of coal dust extractors at the Ore Pretreatment Plant 12 Air Emissions Monitoring at the Sorel-Tracy Metallurgical Complex In 2014, 29 emissions sources were sampled throughout the complex. Performance for three of the sampled sources was below target. For the first source, the central dust extractor, corrective measures were taken by upgrading all of the cartridges. For the second source, corrections will be made by installing a new dust extractor at the SO2 Plant. A diagnosis is underway for the third source. Sustainable Development Report 2014 Environment and Resources Back to the Table of Contents Air Quality (continued) New SO2 Plant SO2 Emissions at the Sorel-Tracy Metallurgical Complex About 95% of our sulphur dioxide (SO2) emissions come from ore pretreatment (desulphuring) at the Ore Pretreatment Plant. Overall SO2 emissions increased from 8,502 tonnes in 2013 to 9,959 tonnes in 2014. This slightly higher emissions figure can be explained primarily by the ore content and its concentration of sulphur. Noise was also reduced by decreasing the truck speed limit from 50 to 30 km/h. As for continuous particle monitoring, RTFT is currently purchasing new instruments that will be installed in 2015 and provide coverage of a larger area in the community. RTFT also continued to measure dust fall using a gauge in the village throughout 2014. Although there is no longer a provincial standard, the levels recorded by the gauge for 2014 were lower than the values set under the former Clean Air Regulation. 13 Sustainable Development Report 2014 Environment and Resources Bird’s-eye view of Sorel-Tracy Port Facilities, August 2012 Back to the Table of Contents Water Management Water Consumption at the Sorel-Tracy Metallurgical Complex Water consumption remained stable in 2014 compared with 2013 levels. RTFT continued the water recirculation project that it started in 2013, which further reduced its water consumption compared with 2012. The quality of the water in each stream is monitored on a weekly basis. At the end of 2014, the system was optimised with the installation of a new treatment container. In 2014, an exceedance of nickel was recorded at one of the effluents due to a broken electrical power line. Performance has progressed due to the efforts that RTFT has made to optimize the water treatment process. In 2014, RTFT treated 46.6 millions of cubic metres of water. In addition, recirculating the water treated by our Water Treatment Plan enabled us to reduce both the amount of water pumped from the St. Lawrence and the volume of water discharged into the river. In 2014, we kept working to stabilise and optimise our water treatment process and reduce the amount of coagulant used for treatment, on top of our costreduction efforts. Graphic Average annual suspended solids in Water Treatment Plant effluent 14 In 2015, RTFT Havre-Saint-Pierre will also partner with a research project on the rehabilitation of waste rock piles, led by the Institut de recherche en mines et environnement (IRME) UQAT-Polytechnique (Research Institute on Mines and Environment (RIME) UQAT-Polytechnique). Construction of a unique experimental waste rock pile was started in 2014 at the Tio Mine site and will be completed in 2015. Internal Use of CO Gas In 2014, flare losses shrunk by almost 10% compared with 2013 (16% versus 25%). The Ore Pretreatment Plant, Yard and Services, and the UGS Plant are the biggest users of CO gas, with a share of 38%. The Havre-Saint-Pierre facilities have a more standard emissions profile. In 2014, CO gas production was lower than in previous years. By using CO gas as a combustible, we saved 223,000 tCO2 of greenhouse gases from being emitted into the atmosphere during the year. The main incidents had to do with minor spills of petroleum products, heavy equipment leaks and discharges of untreated water. Overflows in 2014 were caused by major power outages, breakdowns and operational problems. RTFT takes each of these incidents very seriously: we opened investigations and implemented corrective measures to minimise repeat occurrences and the environmental impacts. In Havre-Saint-Pierre, 22 environmental incidents were declared to government authorities. Considered minor, the incidents were spills of petroleum products such as diesel and hydraulic oil. 17 Sustainable Development Report 2014 Environment and Resources Back to the Table of Contents Noise Havre-Saint-Pierre Sorel-Tracy Noise levels in the community remained stable in 2014. The company performed noise modelling for new equipment and projects. This important step allows RTFT to ensure that future equipment and projects meet its noise criteria and to determine the type of noise abatement to use, if required. Between the Y junction and the trestle, however, train operators now govern the speed limit. Sustainable Development Report 2014 Communitiess Back to the Table of Contents Communities Contribution Programme Through its Partnership and Contribution Programme, RTFT aims to generate positive socioeconomic benefits in its host communities by optimising the added value of projects and achieving its business objectives. The company was associated with close to 70 organisations and events throughout the Minganie region and on the Côte-Nord. The results of the contribution programme illustrate the company’s commitment to being involved in the community. RTFT also continued its activities aimed at maintaining an open relationship with the Ekuanitshit Innu community and its representatives. Dialogue continued in 2014 on issues such as employment and the environment. The company is well rooted in the Pierre-De Saurel regional county municipality (RCM) and the Minganie RCM. Respectively, $131 million and close to $16 million were spent in these regions in 2014. Furthermore, most of our service needs are fulfilled locally. This involves the transportation and handling of materials that may emit particles or have other impacts such as noise and vibration. RTFT’s corporate environmental improvement programmes focus, in particular, on reduction at the source. Sorel-Tracy In 2014, a total of 385 calls were received at the SorelTracy facilities on the feedback and suggestions hotline. The majority of callers expressed concerns about particle emissions. Key environmental performance improvement projects carried out in 2014: • Building the SO2 Recovery Plant. • Replacing the backup alarms on several heavy vehicles with alarms that are barely audible for the community. • Upgrading several dust collectors. • Twenty-year involvement in the P-84 Mine Tailing Site’s citizens’ committee Havre-Saint-Pierre RTFT is aware that its activities have an impact on its neighbours and is making the efforts required to establish a climate of cooperation with residents. The company has held meetings and created a feedback and suggestions hotline to improve the relationship between RTFT and the citizens. These opportunities allow for exchanges about projects and issues and help find lasting, effective solutions. Survey Results of the survey conducted with the communities RTFT maintains a partnership relationship with the Ekuanitshit Innu community and continues to collaborate with them on developing mutual interest activities. For example, the company hosts dialogue forums and endeavours to implement activities that will contribute to the development of the community. Furthermore, the community and the company are participating in a dialogue process aimed at formalising shared commitments as part of a partnership agreement.
