UNCLASSIFIED 2 UNCLASSIFIED Introduction • Writing an OPR/EPR is a huge responsibility • Supervisors are key • Rater/Ratee must understand the process • AFI 36-2406, Officer and Enlisted Evaluation Systems UNCLASSIFIED 3 UNCLASSIFIED Training • Required by AFI 36-2406, para. 3.2.5.5 • Mandatory for first-time supervisors within 60 days of being assigned supervisory duties • All members must receive recurring training UNCLASSIFIED 4 UNCLASSIFIED Purpose of the Evaluation Program • Provide meaningful feedback • Record of performance/potential • Promotion/personnel information • Identify best qualified personnel UNCLASSIFIED 5 UNCLASSIFIED Feedback • AB - Col • Private and formal communication • Documented • Objectives/expectations, standards, behavior, and performance UNCLASSIFIED 6 UNCLASSIFIED Feedback • Ratee responsibilities • Know when sessions are due • Request session if necessary • Notify rater/rater’s rater when feedback did not take place • Sign PFW and feedback notice indicating date of session UNCLASSIFIED 7 UNCLASSIFIED Feedback • Rater responsibilities • Prepare, schedule, and conduct PFW sessions • Consider standards and expectations • Provide realistic feedback to help ratee improve performance • Provide original to ratee; keep copy • Provide copy of signed/dated notice to CCQ ASAP • Conducted face-to-face • Exception: geographically separated--conduct via telephone • Forward original PFW to ratee within 10 days Know when feedback is due on your people, don’t wait until shell/rip UNCLASSIFIED 8 UNCLASSIFIED Feedback • Initial • Within 60 days of initial supervision • AB - Colonel • Midterm • Midway through reporting period • If CRO, 30 to 60 days before closeout • AB – SMSgt and 2Lt - Lt Col • AB - A1C under 20 months – every 180 days • Follow-up • Will now be accomplished at time of report closeout • Rater discusses report with ratee • Ratee acknowledges feedback accomplished and report is accurate UNCLASSIFIED 9 UNCLASSIFIED Feedback • Conducting the session • Explain the purpose • Define expectations • Reinforce positive and correct negative • Help develop plan to achieve goals • BE SPECIFIC! 14 days prior to c/o • Ensure sufficient lead-time for staffing and approval of your supervision and 2-Ltr/equivalent to meet deadline • Non-HQ AF ISR Agency/CCQ-serviced reports • Shell/rip is generated 120 days before c/o date • OPR/EPR due to AF ISR Agency/A1ZP – 21 days prior to c/o • Ensure sufficient lead-time for staffing and approval of your supervision and Wing/Center Commander to meet deadline • See AF ISR Agency policy OPR/EPR policy memos for further info https://afisr.lackland.af.mil/homepages/cc/execsvcs/policy_letters/policy_letters.cfm UNCLASSIFIED * Draft report without signatures 16 UNCLASSIFIED Evaluations • Referral Reports • When to refer a report • “Does not meet standards” on section III or IX on OPR • “Does not meet”, section III on first page of EPR • Overall “1” or “2”, section V on second page of EPR • Comments which are derogatory, imply/refer to behavior incompatible with/not meeting standards/disciplinary action • Why refer • Omissions/misrepresentations of facts in official statement • Financial irresponsibility • Does not meet fitness standards/unsatisfactory progress in fitness program • Article 15 action or court martial conviction • AFI 36-2406 para 3.9 covers referral process UNCLASSIFIED 17 UNCLASSIFIED Evaluations • Letter of Evaluation • Purpose • Substitute for missing evaluation report • Cover gaps in performance records • Documents supervision periods 60 to 120 days • Documents periods of supervision by someone other than rater • Continuation sheet for referral report • Mandatory for: • A1C and below with under 20 months TAFMS when CRO occurs due to PCS of rater/ratee • Retirement/separation of rater (must have at least 60 days supervision) • AFI 36-2406 para 4.7 covers letters of evaluation UNCLASSIFIED 18 UNCLASSIFIED Writing the EPR • Common Errors • No feedback conducted/no reason given for not performing • Duty information does not match shell/rip • Ensure duty title correct at beginning of member’s assignment • Important for career progression, should be job/duty specific • Acronyms – spell out first time and ensure used again in report • Don’t make up acronyms or abbreviate to create space • See NIPRnet website for AF ISR Agency approved acronym list • Bullets/sub bullets • No more than 2 lines in bullet/sub bullet, text aligned under text • Spell check not performed Ensure Security Office check for classified information UNCLASSIFIED 19 UNCLASSIFIED Stratification • Enlisted • SMSgt EPR close out (c/o) on or after 1 Aug 07/MSgt EPRs after 1 Oct 07 • Completion of SNCO Academy and CCAF required for senior rater endorsement eligibility • SMSgt EPRs c/o on or after 1 Aug 07/MSgt EPRs c/o after 1 Oct 07 • Stratification will only be used for SNCOs who are time-in-grade eligible for senior rater endorsement (i.e. - #__ of 150 AIA MSgts) • To be considered for AF ISR Agency SRI, Decorations, STEP promotion, and/or First Sergeant Duty member must be stratified in the rater & rater’s rater section • Stratification statements based upon %, career field, functional community or other subjective measures are prohibited • Effective immediately, stratification on A1C-TSgt, CMSgt or CMSgt select EPRs is prohibited • Officer • Stratification can be used • Leave blank for AF ISR Agency/CC stratification (i.e. -
