Annual Report
2010
A Word from our Board Chair and E.D.
2009-2010 has been an exciting time at the Central Okanagan Foundation. The last two years of staying the course and being
fiscally prudent brought our endowment back into the black. At year end August 31, 2010 the board was able to approve a distribution of 3% without touching capital. Signing hundreds of letters and cheques to Central Okanagan charities was indeed a
pleasure!
The past year has been a time of reflection and innovation. While the Central Okanagan Foundation remains steadfast in our
commitment to endowment, we have the privilege of working with donors and staff who share our passion for finding new ways to
meet our goals. Our donors have been clear that they desire a balance between long term vision and current needs. Flow-through
gifts that go immediately to charities to continue their valuable work remain high and have become an increasingly important part
of community foundation work.
We have said good bye to some long time board members who will be missed, but we have also said hello to new directors with
fresh energy, new ideas and equal enthusiasm for what a community foundation can do. With new tools in our granting toolbox
and warm support for our innovative ideas; we look forward to 2010-2011 with confidence. As we sail forward we know that our
destination remains the same; we have simply adjusted our sails to take full advantage of the winds.

Vital Actions 2009-2010
In Fall 2009, COF was pleased to publish our first Central Okanagan Vital Signs Report. We were delighted that it was
received with so much enthusiasm. The report will be published every second year to spark dialogue and guide our community donors, funders and charitable groups in the vital work we all do.
Vital Signs is more than a report; it is a program that focuses on what we are doing well, and illuminates areas where we
still have much work to do. Since Fall 2009 we have seen donors begin deep discussions of our findings, we have been
privileged to convene diverse voices hoping to find a way to work together, and we have started to incorporate Vital
Signs into COF‘s own strategic grantmaking.
One of our biggest successes has been COF‘s participation in FRED (Funding Really Excellent Development). Motivated by the finding that up to 25% of children in our community arrive at kindergarten ‗unprepared‘, the FRED Funders
table came together with the shared belief that together we can do more than any of us can do alone.
This is not your ordinary sandbox… if Funders can pool resources and work together; so can the non-profit groups helping our children. The Sandbox Development Group is a group of non-profit agencies working with Success By 6 to offer
family resource programs in seven neighbourhoods from Lake Country to Peachland.
The real winners are children and their families. This project is an important step in building collaborative efforts to support and improve early childhood development initiatives for children 6 years of age or less and their families. While the
Central Okanagan has had family support programs for years, FRED has allowed expansion to neighborhoods without a
program site or where a site is available, but the program has exceeded the number of families it can accommodate.
This project is enhancing programs, creating opportunities and fostering community capacity building. Congratulations to
the Sandbox Development Group for this revolutionary approach.
COF would like to thanks to our fellow ―Freddies‖: United Way, Success by 6, The Colin and Lois Pritchard Foundation,
Kids Care, Ministry for Children and Families, Interior Savings Credit Union and MacKay LLP.

How to Give…
The Central Okanagan Foundation is about making the donor experience meaningful,
personal and most of all easy. We offer a variety of gifting options to suit your needs.
Pledge Funds
To make things easier - all of the funds listed below can be paid over time. With a minimum gift and a pledge you can create a named fund for
any charitable purpose. Pledge Funds offer the flexibility to add to the fund over time while the fund reaches its desired goal.
Community Fund Donation (no gift too small)
Our ―Community Fund‖ is a general fund that combines gifts of various sizes from individuals and groups. The income on this fund is distributed
through the grant application process. Community Funds ensure that future generations can make a difference to our community relevant to
changing community needs. Funds can be endowed or ―Flowed-through‖ to make an immediate impact.
Named Designated Fund (minimum $10,000)
A designated fund allows you to benefit a charity or your choice. Each year the income from your endowment fund is dedicated to that charitable
organization exclusively. The fund can be named after your family, your business, or the charity itself. (This fund can be started with $2000 and
a pledge to contribute $2000 each year for 5 years until the fund reaches $10,000)
Field of Interest Fund (minimum $10,000)
This type of fund allows you to direct the income from your fund more broadly to cover a particular area of interest rather than any specific organization; e.g. arts, youth, health, education, etc. (This fund can be started with $2000 and a pledge to contribute $2000 each year for 5 years until
the fund reaches $10,000)
Donor Advised Fund (minimum $50,000)
The most flexible of funds, Donor Advised Fund income can be re-directed to different
charitable causes each year. This fund provides donors with the same benefits as a Private Foundation without the administrative costs or onerous reporting responsibilities.
Donor Advised Funds also allow for succession planning if you would like to pass the
legacy of giving along to your children. Donors always have the option of having us take
on this responsibility instead of naming a successor. (This fund can be started with
$10,000 and a pledge to contribute $10,000 each year for 5 years until the fund reaches
$50,000)
One for 10 & 10 for All (minimum $10,000)
This fund is geared to those of us who want to get involved in philanthropy in a more gradual way. This fund allows donors to start a named fund with $1000 and a pledge to
give $1000 per year until the fund reaches $10,000. Income from this fund goes to the
Community Granting cycle where our volunteer committees consider a broad range of
applications from groups seeking funding for valuable projects in our community. Call us
for more details!
Investing in our Future... Bursaries
and Scholarships
COF is proud to partner with the Central Okanagan Bursary
and Scholarship Society to award high school graduates with
support to continue on to post-secondary studies. With the
support of our Donors, COF facilitated 52 awards to deserving
students in 2009.
COF also works directly with colleges and universities across
the country to offer scholarships and bursaries created by our
Donors. In 2009 we provided over $25,000 in awards to students studying at the following institutions:
British Columbia Institute of Technoligy, Capilano University,
Okanagan College, Seneca College of Applied Arts & Technology, St. Francis Xavier University, Trinity Western University, University of British Columbia, University of British Columbia Okanagan, University of Calgary, University of Guelph,
University of Victoria, University of Waterloo, University of
Winnipeg.
Okanagan Sun Scholarship Grants
Through the support of our sports oriented donors, in 2009
COF facilitated a new scholarship program that provided over
$15,000 in educational support to Okanagan Sun players in
pursuing academic excellence.
This new partnership allows donors with a passion for football
to assist in offering our athletes a well-rounded educational
experience.

Charity Begins at Home - COF Summer Social
What better way to spend a summer afternoon in August than in the company of good friends for a good cause. The Central Okanagan Foundation wishes to thank our gracious hosts Tony and Lisa Stewart for opening their home to us and special ordering the
sun in an otherwise stormy week. The COF is first and foremost about relationships, and this new annual event kicked off with a
clear demonstration that once a friend of COF, always a friend of COF. The Stewart Family remains a constant source of support
for our community. It has been our pleasure to work with the Stewarts and Stewart kin over three generations. They really embrace the words ―empowering generations to give‖…
Our thank-you‘s would not be complete without expressing our appreciation to Quails‘ Gate Winery, Neil, Andy and the gang at
Nineteen Grill and Lounge, Cheryl Miller, Mark Oakley, and volunteers Kris Johnson, Odessa Lauro and many others for making
the afternoon such a pleasure. Stay tuned for our feature location for Charity Begins at Home 2011!

We say good-bye to a treasured friend...
Ron Russell, former director and champion of the Central Okanagan Foundation, passed away on January 27 th, 2010.
Ron was an ardent supporter of the Central Okanagan Foundation, joining its board of directors in 1994, serving as Chair in
1997-98, and serving on the Investment Committee until 2009. In 2003 he wrote these words
to the Board of Directors of the Foundation:
“I would like to thank the Founders and the current Board for creating and maintaining such a
wonderful organization. Nine years ago, my choice to join the COF Board was because I
wanted to belong to an organization which had a broad community reach. At the time I did
not realize what a great fit it would be for me. My career had been focused on making situations better than I found them, one family or one business at a time. Working with an organization whose objective is to leave our community better than we found it was a perfect
personal and philosophical fit”.
Ron‘s legacy will live on. To make a donation in honour of Ron‘s deep commitment to our
community call 250-861-6160
