On January 1, 2006, the 0.50% local option sales and use tax was implemented. Revenues generated
from the taxes will be used to finance Park and Trail improvements up to $9.8 million and Event Center
Capital costs thereafter.
More information about the tax can be found on the Minnesota Department of Revenue's website
at www.taxes.state.mn.us. Specific questions regarding the local option sales tax should be directed to
the Minnesota Department of Revenue. The State is administering and collecting the local option sales
tax on behalf of the City.

The Building Office oversees all new construction and remodeling projects in the City of Bemidji. Most
projects require a building permit and you should contact the Building Office located on the lower level of
City Hall prior to construction/remodeling. Please refer to the City Code, Chapter 10 for construction
licensing, permits and regulations.
Each month the City of Bemidji Building Department generates two reports. The first is a Construction Report
which summarizes all permits issued in the current month. The second report is the Rental Inspection Report
which provides a list of all rentals inspected in the current month and status of that rental. These reports are
available by contacting the Building Office.
The Building Office is responsible for the maintenance and repair of all city-owned buildings. They provide
construction administration and design for a variety of building repair and rehabilitation projects throughout
the year. Building Permit applications are available by calling the Building Department or stopping in.

Rental Inspections
Article II of the Bemidji City Code (§10-41) requires the registration of rental units in order to ensure that
they meet city and state housing safety, health, fire, building and zoning codes. This article shall apply to all
rental dwellings, rental units and rooming units, including rented single-family dwellings, mobile homes and
rented rooms/units in owner-occupied dwellings.
How do I appeal an Administrative Fine (citation)?
To request a hearing regarding an administrative fee, please complete an administrative fine appeal's
form and return it to the City Clerk's Office. City Staff will contact you in generally two-six weeks. Claim
forms are located online or by calling (218) 759-3570.
Where do I pay a Parking Ticket?
Parking tickets can be paid at City Hall by either using the drop box provided by the front door or coming
inside. In addition, parking tickets can be paid in person at the Bemidji Police Department.
How do I appeal a Parking Ticket?
Complete a Parking Ticket Appeal's form and return it to the City Clerk's Office. The matter will be examined
by City staff, who will contact you in generally two-six weeks.
Who is responsible for removing snow from my sidewalk?
It is the responsibility of the property owner or resident of the property to keep snow and ice removed from
sidewalks abutting property. Ref. City Code Chapter 7, Section 7.13, Subd.1. To report a sidewalk that is not
cleared, please e-mail the City Clerk's office.
Are City Council meetings open to the public?
City Council meetings are open to the public and held on the 1st and 3rd Monday of each month at 6:00
p.m. The Council has a work session on the 2nd Monday at 5:30 p.m. and, if needed, on the 4th Monday.
Closed door sessions are not public due to confidential information.
What are the animal regulations?
All dogs and cats 4 months of age are required to be licensed with the City. See Chapter 6, Article II of the
Bemidji City Code which outlines the regulations for animal control within City limits. For a particular

Bemidji City Council
City Council meetings are held at City Hall, 317 4th Street NW, on the entry level floor, in the Council
Chambers at 6:00 p.m. on the 1st and 3rd Mondays of the month. If the meeting falls on a holiday, it is
moved to Tuesday. City residents are welcome to attend Council meetings. Use these helpful links for more
information about the Council or upcoming meetings. The regular work session is on the 2nd Monday at
5:30 p.m. in the City Hall Conference Room. Public is welcome.
