Dear AWWA Spouse or Guest,
The 2007 Annual Conference will be held October 7-9 at the Grand Casino Tunica. Your
planning committee has worked hard to provide activities you will enjoy.
Sunday begins with registration from 10:00 a.m. until 5:00 p.m. and a wine and cheese
reception in the Exhibit Hall. Then, we will begin boarding buses at 5:30 in front of the
Convention Center for an enjoyable evening at the Tunica Riverpark. There will be two
sightseeing cruises aboard the Tunica Queen Riverboat at 6:15 and 7:15. (A cash bar will be
available on the boat). A buffet meal will be served in the lobby of the Riverpark and you are
encouraged to take a self-guided tour of the Mississippi River Museum. Buses will shuttle
back and forth to the Convention Center until 9:30.
Monday morning, after a continental breakfast and instructions form the Tunica Main Street
Association, we will board buses for a shopping tournament in downtown Tunica. Here you
will find many unique specialty, gift and antique shops. We will lunch at the elegant Historic
Café’ Marie and then board buses for the Tunica Museum. After a short tour, prizes will be
awarded for the shopping tournament. We will return to the Convention Center in time for the
annual ice cream social and tapping demonstration. Monday night will be on your own to
explore the many casinos or maybe a trip to Memphis.
Tuesday morning will be our annual Bingo party with lots of wonderful prizes. After Bingo,
we will join our spouses for the Sponsors’ Award Luncheon.
Tuesday afternoon will be free time for spouses for shopping (there is an outlet mall nearby),
enjoying the pool or a game of tennis. You might want to schedule a trip to the Bellissimo Spa
and Salon, which will be 20% off during the conference. Make your appointment early.
We will end the conference with our Tuesday Night Banquet and a chance for you to dress up.
Make plans now to be a part of all the special activities planned just for you.

Report______________________________
Well it’s “crunch time.” We have completed our planning meetings
for the upcoming annual conference, and things are coming together. A
special thanks to all of the members of the planning committee for their
sacrifice and hard work, but we can not stop now. There are a lot of
details that must be completed. Putting on an annual conference which
includes, technical sessions, exhibitors, meals, entertainment, and much
more, for hundreds of people, is no easy task, but the end result will be
well worth the effort. The theme for this year’s conference is “Tap into
Lee Jones
the Future”. It is also our 60th anniversary, so make plans now to attend
this year’s conference at the Tunica Grand. The convention center and hotels are located just
across the levee from the Grand Casino in Robinsonville. We have a special treat planned for
Sunday night activities at the Tunica Riverpark. The cut-off date for reservations, at the group
rate, is September 6th, and the group code is S10MSAL. Additional details, of the conference,
are included in this edition of the Pipeline.
In my last column, I talked about time getting away from us. I’ve always heard that the older you
get, the faster time flies. It has been moving fast for me lately, especially concerning section
activities. I have been involved in the AL/MS Section for more than two decades, so you know
I’ve been around a while. The majority, of the committee chairs and section officers, have been
active members of AWWA for many years. I am thankful for their service, year after year. Their
experience, reliability, and consistency have been, and still are, vital to our section. We also
need fresh ideas, energy, stepping out on faith, these are attributes that we usually associate with
youth. I am thankful for several young professionals (YP’s) who have become active members,
serving as committee chairs and section officers. Their presence is making a significant impact
in the success of our section. We need our utility managers and professional consultants to not
only encourage their young employees to join the AWWA, but to give them time to attend section
functions and to pay their expenses. The section is currently looking at ways to get more YP’s
involved, by offering introductory
discounts and certain activities
just for them. There will come
a time when many of us will
take a less active role in section
activities. Will there been enough
to step up and take our place?
My time as chair is three-quarters
gone. That leaves only three
months to serve in this capacity.
Is that enough time to complete
everything I had planned on doing
as chair? Probably not, but I
am going to give it my best shot.
Remember the results are well
worth our efforts.

I’d like to report to you that the American Water Works Association
is alive and well. Last week I had the honor of joining the board
of directors in Toronto. It was a joy and a privilege being able to
represent our section. I had the opportunity to meet some of the
other directors at a regional meeting in Branson but the entire
group was in Toronto. I was able to join Blake at the Sunday board
meeting and can personally attest that he has represented our
section well. I hope you will join me in saying “Thanks, Blake, for a
job well done”. Blake and Peggy Jeffcoat have done a great job over
the past three years. Joanie and I will try to keep up the pace.

I want to mention three items of interest that made me proud to be from the AL/MS
section during the national conference:
• American Cast Iron Pipe was recognized for 100 years of service to the water
industry (Also won a Silver award for Best in Show)
• The AL/MS section received the Club Seven Award
• Birmingham Waterworks received the Public Communications Achievement Award
(and the Tapping Team placed an honorable 2nd )
Our section, even though we are one of the smaller sections, has a lot to contribute.
I want to ask each of you to contact me with any issues or concerns that you think need
attention at the national level. Our next board meeting is in January, 2008. I will be
looking for ways to improve our section with the help of the national organization. If you
are at the Section Conference in Tunica in October, please talk with me there about any
concerns you have. Luis Aguiar, AWWA Vice-President from Miami will be visiting our
section meeting. He also will be interested in hearing concerns form the section.
Last, but not least, PLEASE VOLUNTEER. We need everyone to get involved. AWWA
is a volunteer organization. Every one of our members has talent that could be shared.
Talk to me about the talents you can share. I promise you will get great satisfaction
helping others through AWWA.

Meridian, MS Hosts AlaWARN & MisWARN Meeting

Well, its baaaaaack! June 1 heralded yet another hurricane season into our
midst, one that forecasters promise could be a whopper (….with the ’04 &
’05 season, we haven’t had whoppers?). Back in the early winter, AWWA’s
Kevin Morley (Regulatory Analyst and Security Committee Staff Secretary) in
Washington, D.C. called me. He suggested we hold a workshop for both states
in the section to try and re-charge our previous efforts at forming a Water/
Wastewater Agency Resource Network (W.A.R.N.). I agreed much had been
done in the previous year and furthermore, Mississippi is rearin’ to go!
The players, of course are anybody & everybody who has a stake in state water utilities, including trade
associations, technical assistance partners, primacy & responding agencies, etc.; in our two states, they
should include (but are not necessarily limited to):

Needing a location central to all section members, Meridian, MS was chosen and Monty Jackson &
Hugh Smith of that fair city located an ideal host hotel for us. February 23rd was chosen as the workshop
date, the team was formed via E-networking and we were set to re-start our WARN efforts begun exactly
12-months prior.
Both states were well-represented with men & women from all sectors interested in water or wastewater
vulnerabilities during & after large-scale disasters. Many of these individuals had participated in
previous workshops. In addition, Ray Riordan of California from CalWARN addressed the group on
his and other states’ experiences in forming WARNs and suggested formats Alabama & Mississippi
should follow from February ‘07 on to get their WARN moving. Ray also presented response scenarios

AWWA’s Hoffbuhr announces retirement
Jack W. Hoffbuhr, AWWA executive director for the past 11 years,
today announced his retirement as leader of the world’s oldest
and largest water organization.
Hoffbuhr will remain in his position while his successor is hired
and for any transition period that follows.
“I have been privileged to work in the water profession for over 40
years almost 20 of those with AWWA,” Hoffbuhr said. “Safe water
and public health have always been and will continue to be my
passion. The volunteers and staff of AWWA share that passion,
and it has been a delight and honor to work with them. I know
AWWA will continue to excel because of their dedication.”
As the leader of the authoritative resource on safe water, Hoffbuhr

Hoffbuhr’s retirement comes less than a year after AWWA achieved a membership of more than
60,000 for the first time.
“He has been an integral part of the association’s success and will leave a proud legacy of
accomplishments,” said AWWA President Nilaksh Kothari. “AWWA will miss Jack’s extraordinary
knowledge of the water profession, his wisdom as a leader, and the depth of experience he
brought to the association. AWWA is stronger because of his service, and we are well-positioned
for future success.”
Prior to joining AWWA, Hoffbuhr had a long and accomplished career as a water professional.
After a two-year stint designing wastewater and water supply facilities in the Peruvian Andes
for the US Peace Corps, Hoffbuhr joined the Commissioned Corps of the US Public Health
Service and held a variety of positions, including project engineer designing and constructing
similar facilities for the Hopi and Navajo Indian reservations in Arizona, several international
assignments, and a special tour of duty with the US Environmental Protection Agency.
Before joining the AWWA staff, Hoffbuhr had been an active association member and volunteer
for more than 20 years, with assignments on the Administrative and Policy Council, Technical
and Educational Council, Education Division (chair), and numerous committees.
With graduate degrees in sanitary engineering and public administration, Hoffbuhr is a registered
professional engineer in Colorado and a Diplomate of the American Academy of Environmental
Engineers.

implementing programs that increased
the Miami–Dade Water and Sewer
Department’s efficiency and effectiveness.
Luis joined the Miami–Dade Water and Sewer Department as a civil engineer in 1977.
He is currently chief of the Water Distribution Division and has more than 28 years
of experience in the management of one of the largest water and sewer utilities in the
country.
Over the years, Luis has volunteered his time on many projects to help other utilities.
In 1988 he led a team of Miami–Dade employees to Miami’s sister city, Guayaquil,
Ecuador, on an eight-month project to evaluate the local utility and make operating
recommendations. In 1999, he was a member of a South Florida team of utilities that
provided disaster relief for Tegucigalpa, Honduras, which was devastated by Hurricane
Mitch.
A Leadership Miami graduate, Aguiar has a bachelor’s degree in civil engineering.
Luis and his wife, Mary, live in Miami, Florida. They have five daughters and one son.

Water For People Names Five Countries for Expansion
(Toronto, ON)—June 23, 2007—The Water For People Board of Directors announced plans to expand
its international development program to five additional countries, which will significantly increase Water
For People’s impact in the developing world. The countries targeted for expansion over the next five
years are Ecuador, Nicaragua, Rwanda, Uganda and the Dominican Republic. These new program
locations will strategically complement existing work in Bolivia, Guatemala, Honduras, India, and
Malawi. The adoption of these countries will double the number of countries served by Water For
People and will position the organization to reach its target of directly benefiting 1,000 new people per
day by 2011.
The unanimous decision was reached a year after the Board of Directors adopted its five-year strategic
plan, which calls for aggressive expansion of its sustainable program model to more people in countries
who need safe drinking water, adequate sanitation, and hygiene education.
The five countries were selected following a careful review of 10 countries identified in earlier desk
studies. Each of the 10 countries was carefully evaluated by a team of World Water Corps volunteers,
who conducted extensive scoping studies during April and May 2007. Volunteer teams visited each
country to assess needs, meet with potential partner organizations, and evaluate the potential for the
successful implementation of Water For People’s community-based model. Volunteer teams presented
their findings to the Water For People International Programs Committee and the Board of Directors at
its June 23 meeting in Toronto.
Water For People plans to launch work in Ecuador and Nicaragua in 2007, followed by Rwanda in
2008. Work in Uganda and the Dominican Republic will be initiated over the next four years, as
resources allow.
“It was a difficult decision as all of the countries under consideration have a real need for Water For
People’s work,” said Fred Elwell, Water For People president. “The countries selected fit with Water For
People’s model of community involvement and demonstrate a high potential for success, which guided
much of the decision-making process. A great deal of credit is owed to our World Water Corps
volunteers and the members of the International Programs Committee, who did an excellent job in
researching the need and potential of each country.”

and after incidents since their
formation in 1994.
At an appropriate point during the
WARN Workshop, the participants
from each state were sent to separate
AL & MS war-rooms to hammer
out a strategy for the movement with
timeline goals for specific objectives
such as formation of the final
steering committees, circulation of
draft Mutual Assistance Agreements
(MAA), incorporation and nonprofit status and funding options.
We were all quite fired up as the
workshop came to an end.
Following the MisWARN workshop
at MSU May 2006, Mississippi was
well-ahead of Alabama with their
effort and had full consensus and
participation from all parties. We
additionally have one of our major
universities considering setting up
and hosting the MisWARN website.
Well, I dropped the ball somewhat
since our May 2006 meeting at MSU
and I’ve duplicated that effort since
the February workshop.
Now Alabama has pulled ahead
somewhat under Buddy Morgan’s
direction; MAA’s have begun
circulating and more steps will
follow. Mississippi …. Well, although we were to have formed an official steering committee by the end
of April and circulated an MAA among many utilities by May 1, we’re not there yet.
Trust me; I’m not lazy although I do tend to procrastinate, still coming through in most instances
with late-night, last minute successes. However, I’ve initiated little that came out of the workshop for
Mississippi. I’ve had plenty of offers of help as well but vow to re-visit the quest soon ……….
With that confession made, I’ll offer this plan as a kick-start:
o I’ll enlist the mighty good folks offering help to begin knocking down the goals derived from
the workshop

o We’ll contact stakeholder utilities and organizations for nominations and appointments to the
steering committee and subsequent MisWARN Board (both voting & non-voting members)
o An e-mail will be sent to 4 each of our sector municipal, non-profit and private utilities & 1 each
to our sector associations and agency point-of-contacts with an attached draft MAA to consider
for MisWARN adoption, allowing a 30-day period for comments and suggestions. Participating
utilities will also be directed to have their attorneys also peruse the form
o Following a majority consensus of an MAA format by the above groups, the document will
be circulated among all of the State of Mississippi’s 1,386. An invitation/application will be
developed and attached to the MAA for MisWARN membership consideration
o Assign a sub-committee to research source options for any funds that may be needed. The
committee is to also suggest and/or develop tools to assist in MisWARN’s pre/post response
interactions with its members. The data basing and tracking methods for offered resources and
matching techniques for needed resources in conjunction with the website will also be developed
o Enlist an entity with resources available to host the MisWARN website (source-codes are offered
free of charge by CalWARN) for instance, University of Florida’s TREEO Center handles that task
for FlaWARN
o As the Steering Committee completes its formation, their first task is to draft bylaws and eventually
form the MisWARN Board and elect officers and file articles of incorporation with non-profit status

o MisWARN will work with the Webmaster on format & customize website
o MisWARN will establish procedures, promote and recruit membership state-wide (yet-to-be
determined … whether new members will be required to submit a signed MAA)
o MisWARN will assign 2 liaisons and alternates (anticipated 12-hour shift work) for the
Mississippi Military Department (Mississippi Emergency Management Agency’s Public Works
& Engineering ESF-3 Coordinator); in a way, we are already assisting in completion of Colonel
Windham’s ESF-3 Standard Operating Procedures and participating in training exercises
o Sit back and wait for the big one ……….
When we first began our WARN efforts at the beginning of 2006 we had great assistance and
encouragement from AWWA, our AL/MS membership, other organizations and the only two
WARN’s in existence, California and Florida. February’s meeting was to be the “effort of all efforts”
to get ourselves in formation mode and we’ll do it. It would be bold to think we could have a special
celebration at the October conference in Tunica to christen MisWARN … maybe not, but lets do set
aside that champaign bottle for certain use on New Year’s Eve 2008! There were only two WARN’s
around right after Katrina shocked the living **** out of everyone; now, I think there’s about to be seven
…. Let’s become the 8th this year …..

Joey Murphy has been named an Associate of Red Oak Consulting,
a division of national environmental consulting firm Malcolm Pirnie,
Inc. Working from the firm’s Birmingham, AL office, he manages the
delivery of information and utility management services to municipal
clients throughout the nation.
Mr. Murphy has vast experience in multiple aspects of water and
