Telecom anticipates fair market
Late last year Telecom Namibia acquired mobile operator Leo, which is
the second biggest mobile telecommunications operator in Namibia.
This year, Telecom announced that
Chinese firm ZTE Corporation, will
upgrade the Telecom Namibia and Leo
network at a cost of US$46 million.
The upgrade is part of a process to
improve the services offered by the
telecommunication entity, which has a
monopoly on fixed lines, and installing a
new GSM network for Leo.
Leo has an existing population coverage
of about 64 percent with 270 000
subscribers. The agreement with ZTE is
expected lead to the building of a unified
mobile network that will provide Telecom
and Leo with a fully transformed 2G/3G/4G
networks
with
immediate
effect.

The Namibian (TN): How far are you with
the process to re-establish Leo on the
market?
Oiva Angula (OA): The process of
integrating PowerCom (Pty) Ltd, which
trades as Leo into Telecom Namibia is at a
very advanced stage. Apart from employee
issues, we are busy overhauling the
network so as to provide for both fixed and
mobile services in a seamless manner. At
the moment we are very excited about the
new GSM era for Telecom Namibia.
We believe that this GSM mobile business
will add great value to Telecom Namibia
and eventually give good returns to our
shareholder, the Namibian government.
Very soon we will inform our customers
and the public at large what has been
done so far and what is in store for them
as consumers of our services and products.
TN: How much are you investing?
AO: The initial apex for upgrading and
expanding the existing Leo network was
already approved in September last year.
In the meantime we have crafted a midterm business plan for our GSM business
which we expect to be approved by the
Board soon.
We will then divulge our GSM investment
plan. Our intention is to rollout 516 base
stations in three phases over an 18-month
period to strengthen our capabilities to
offer real 3G and 4G services.
The first batch of base stations has
already been ordered and delivery is
expected shortly. In the meantime, we
have finished the installation of a GSM/
IMS (IP multimedia system) core to
deliver converged switching for both fixed
and GSM mobile services. Our strategic
orientation is towards fixed-mobile
convergence in keeping with global trends.
We are proud to be a key contributor
towards rolling out and bringing ICT to
the masses and, by so doing, contribute
towards the goals of Vision 2030.
TN: In the past Leo was bullied by MTC.
What strategy do you have this time to
counter MTC?
OA: There are a whole set of things, and
this is going to be a strong strategy based
on covering technology, covering products
and services, covering all the customer
experiences and all the customer touch
points. Our objective here is clearly to
deliver the best customer experience
with our GSM network and extensive fibre
infrastructure.
In other words, the trump card is to
deliver top-quality products and services
on our GSM network which will create a
real customer experience. We are good
at these already, but there is no reason
not to do better if we want to. In terms of
network quality, there is no compromise.
On the bully-boy tactics, these are
symptomatic of a dominant player if not
checked.
However the regulatory environment and
market realities are changing. Besides that,
we are all operating in the same space
and we have to share that cake. Telecom
Namibia is committed to continue
conducting its business in a fair way as we
have been doing over the past 20 years.
TN: Anything else that you wish to add?
OA: Telecom Namibia is committed to
accelerating the growth of its mobile
business after launching later this year.
This represents a great opportunity that
will allow us to fully integrate leo™ to
the Telecom Namibia family and take
advantage of Group synergies.
We are also keen on expanding our network
to all corners of Namibia, including road
coverage. The next 18 months are decisive
for Telecom Namibia as we continue to

Given the lop-sidedness of the mobile
telephone market in the country, we really
want to see the Regulator taking a keen
role in harmonising aspects of fairness.
As a business we are also committed to
Namibia and its people. It has always been
our position to bring ICT enablers to all
and sundry so as to enhance the lives of
all in our country. As a Namibian company,
the goal of Telecom Namibia is to connect
every part of our country to the digital age,
including the accelerated rollout of 3G and
LTE networks, also known as 4G.
TN: When are you launching the new Leo
and what can the public expect?
OA: Preparations for the launch are at an
advanced stage, and we intend to come
out all guns blazing. With choices that
come with the launch of our new mobile
business, the public will be the winner.
