TOUR de SPEED 2016 NEWMARKET EAGLES CYCLING CLUB TIME TRIAL and ROAD RACE SATURDAY JUNE 11, 2016 Open to boys and girls ages 9 to 16 (birth years 2000 to 2007) LOCATION North Union Community Hall: Boag Rd. and Catering Rd. near Queensville. REGISTRATION Pre-registration only at the CCNbikes.com web site prior to the event. Registration closes the Thursday before the event. There can be no registration on-site on the day of the event. All racers must have an Ontario Citizen's Permit or a UCI license to race; non-members are not permitted. Sign-in opens inside the North Union Community Hall at 8:00 am. Information on Licenses and Citizen Permits can be found at the OCA web site, http://www.ontariocycling.org/web_doc/mem_forms/. EVENTS All races start on Catering Rd, on east side of the Community Centre. Time Trial Race Ages 9 to 12 - 3.0 kms, 1.5 kms out and back on Catering Rd. Ages 13 to 16 - 4.3 kms, one loop of a course with gradual hills. Finish line is on Boag Rd. Road Race Distances from 8.6 kms to 34.4 kms depending on age (see Schedule for details) on a 4.3 km course (see Map). Same course as the long TT, mainly flat with one hill. Finish line is on Boag Rd. Skills Competition (If held) On the parking lot in front of the Community Centre. AWARDS & POINTS Awards will be based upon total points from both events. Participants do not have to complete both events to be eligible. Medals for top three overall point earners. Ties will be broken by the highest placing in the road race. Results are posted at the race and are considered final fifteen (15) minutes after they are posted. All questions about results must be addressed with the Chief Commissaire on the day of the race. This includes (but is not limited to) aero bars, bar extensions, bar-ends, disc wheels, tri/quad spoke wheels, TT specific bikes, deep dish style, etc. Carbon wheels are not permitted in Ontario Youth Cup. The maximum rim depth allowed is 40 mm. All riders will receive one warning only. This rule applies to all events within the youth cup. Disc brakes are not permitted in this series. The wearing of an approved helmet is mandatory; aero helmets however are not permitted (includes parents and siblings on the course the day of the event). Cycling gloves are strongly recommended. The participants are encouraged to ride on a road-racing bicycle, however other suitable bicycles may be utilized. Mountain bikes are permitted. Gearing restrictions are in place for ALL CATEGORIES. All participants must have gears that roll out to 7.12m or under. For more information and gearing suggestions, please visit http://www.ontariocycling.org/gear-restrictions-youth-road-cup-series/. You may want to look at this video as well. All equipment must be in good repair, have adequate tires and operating brakes. Bikes may be subject to a safety inspection and unsafe bikes will not be permitted. The race will be governed by the rules of the UCI with CCA and OCA modifications. Traffic will be restricted and there will be police and marshals on site. There are residences on the course however and it will be impossible to ensure that roads will be completely traffic free. Racers must use due caution. All riders will be permitted to complete their event and be given a placing. If you withdraw from a race or from the event for any reason, you must inform the nearest Commissaire that you are no longer racing. Any unreported DNF may result in a fine or other severe penalty. Enforcement of safety related rules remain a priority of the Commissaires. Riders are encouraged to adopt safe riding practices and safely position themselves within the pack. At the finish line, you will see a lap counter matching your race plate colour telling you how many laps are remaining. If you are dropped from your group you are not allowed to join a different category's group If you are lapped by your field, you finish on the same lap as the lead riders and are not allowed to rejoin with riders lapping you. There will be no free laps for bike malfunctions or crashes. Please keep your head up at all times watching the riders in front of you. You do have full use of Catering and Boag road. After the first corner on Warden, you must stay on the right side of the road as you are sharing this road with other traffic. This first corner is a fast corner; please do not execute too quickly so as to remain on the right side of the road. Failure to comply may result in enforcement of the Yellow Line Rule. THE YELLOW LINE RULE The “Yellow Line Rule” will be enforced on Warden Ave. at the discretion of the Commissaires. There are a few instances where crossing the middle of the road may be tolerated, for example: “Mushrooming” of the front of the bunch because the lead riders have slowed suddenly; Swerving momentarily to avoid a road hazard or an ongoing crash; Tracking slightly wide around a particularly tight corner with marshals present (only when riding in a large bunch). In any of these circumstances, the amount of time spent in the opposing lane is quite small – usually less than a few seconds. However, any other reason for crossing the median of the road is generally unacceptable, as is any prolonged crossing, particularly if it is to launch an attack or some other offensive move. Other unacceptable examples include: The whole pack across the road going at a non-race speed (piano); Individual riders crossing the median to gain an advantage; Riders across the line on a curving descent; Sheltering behind another rider if in doing so the median is crossed (such drafting constitutes an unfair advantage); Several riders across the line during a crosswind section for an extended period of time. MEDICAL & POLICE Certified medically trained staff will be on site as well as members of the York Region Police for traffic control. PARKING Parking is available on Boag Rd. west of Catering Rd. Please access from the west via Woodbine Ave after 8:00am as there is no access from Warden Ave. REFRESHMENTS Coffee, water and snacks available inside and outside the Community Centre. LUNCH A BBQ lunch will be provided at no charge to all riders as well as Commissaires, Domestiques, Police and EMTs. Riders should remove their number plates from their bikes after they are finished racing and exchange the number plate for lunch. Lunch is also available at a nominal charge to all others. TOILETS Outdoor facilities are provided. The North Union Community Centre also has indoor handicapped accessible toilet facilities.
