South Carolina officers added to the Wall during a Candlelight Vigil on the evening of May 13, 2013 were: Deputy Tim Causey Horry County Sheriff’s Office EOW 5-19-2013 Deputy Causey died as a result of smoke inhalation he suffered on March 16, 2013, after responding to a massive fire in Horry County. He is survived by a wife, two daughters, parents, two sisters and a brother. NEXT MEETING The next meeting of Carolina C.O.P.S. will be held at 12 Noon on Saturday, October 5, 2013, at Virginia Wingard United Methodist Church, 1500 Broad River Road, Columbia. I don’t know where the summer has gone but it certainly went by too quickly for me. Sadly, South Carolina suffered another line of duty death in May when Horry County Deputy Jim Causey succumbed to serious health problems resulting from smoke inhalation during the large fire they had in Horry County in March. Our hearts and prayers go out to his family as we have all walked that same walk and know how hard it is to continue after such a great loss. National Police Week in Washington, DC, was as usual a bittersweet experience, as surviving families mourned the loss of their loved one while at the same time honoring their life and service. I hope that those who loved Sandy Rogers received some comfort and strength from attending the ceremonies which honored her and other officers killed in the line of duty. Prior to traveling to Washington, Sal and Lois Rao and I had the privilege of sharing some time with the LEU Team as they rode through South Carolina. We joined them for dinner in Manning on May 2, lunch in Georgetown and dinner in Myrtle Beach on May 3, and attended the morning memorial service in Conway on May 4 before the bikers headed North toward Washington. We also met them as they arrived on May 12 at the Jefferson Memorial. We have gotten to know many of these riders during the past few years and it is always a pleasure to renew acquaintances with those we know and to meet the new riders. Carolina COPS’ survivors also enjoyed attending the Greenville Drive and Charleston River Dogs baseball games in June. We had great seats and cheered both teams on to victory! We had the opportunity to speak to the SC Law Enforcement Trainers Assoc. meeting in April and to the SC Chief’s Association meeting in June telling them about our organization and our activities. I hope to see you at our meeting on October 5. We have some exciting plans for the spring and would love to have your input as we make decisions concerning these events. FAMILY NEWS CONGRATULATIONS TO: ROAD DEDICATION Ryan Guerry and Sophia Wijthoff who were married on June 1, 2013. Ryan is the surviving son of Georgetown Asst. Chief Spencer Guerry, EOW 3-9-1994. At a ceremony on August 2, 2013, the portion of U.S. Highway 52 in Chesterfield County from its intersection with Road S494 (Juniper/Macedonia Church Road) to its intersection with U.S. Highway 1 was designated as the “Patrolman Lide Lawson Rhodes Memorial Highway”. SC Highway Patrolman Rhodes was killed in a motorcycle accident while on duty on July 13, 1938. Tyler Coates and Sarah Howard who were married August 24, 2013. Tyler is the surviving son of SCHP Trooper Mark Coates, EOW 11-20-1992. Mrs. Eunice Rhodes Howle, who attended the dedication ceremony, celebrated her 100th birthday on July 12, 2013. Mrs. Howle is the surviving sister of SC Highway Patrolman Rhodes. A BELATED HAPPY 100th BIRTHDAY, MRS. HOWLE! Kevin Smalls who graduated from the Basic Law Class at the Criminal Justice Academy on June 21, 2013. Kevin is the surviving son of SC Highway Patrol Trooper Bruce Smalls, EOW 9-27-1985, and is a Deputy with the Colleton County Sheriff’s Office. CONGRATULATIONS, LINDA Linda Pope, surviving wife of Cincinnati Officer Daniel Pope, EOW 12-5-1997, was elected Regional Trustee of Concerns of Police Survivors for the Southeast Region during National Police Week. Her Region includes South Carolina, North Carolina, Washington, DC, Delaware and Maryland. Amanda and SSG Jonathan Johnson on the birth of their son, Timothy James Winston Johnson, on 8-12-2013. Whifield (EOW 8-13-1999). On August 1, 2013, Ms. Audrey Barfield pled guilty to the charge of Failure to Yield which caused a collision that killed SC Highway Patrol L/Cpl. Jonathan Nash on September 19, 2009. Mrs. Barfield pulled in front of L/Cpl. Nash’s motorcycle while he was escorting a memorial ride in memory of SC Highway Patrol Trooper Hardy M. Goldbold (2-28-1992). !! NOTICE !! Recently some people pretending to be calling for National C.O.P.S. have been phoning survivors and others soliciting donations. National C.O.P.S. and Carolina C.O.P.S. do NOT solicit for donations by phone. TWO FALLEN OFFICERS WERE INDUCTED INTO HALL OF FAME The following law enforcement officers who were killed in the line of duty were inducted into the SC Law Enforcement Officers Hall of Fame on the afternoon of May 1, 2013: Master Corporal Sandra E. Frey, Spartanburg Public Safety Department, EOW 6-20-1942 The Hall of Fame is located adjacent to the SC Criminal Justice Academy at 5400 Broad River Road, Columbia, SC. Upcoming Parole Hearings The National Office of C.O.P.S. will initiate a letter-writing campaign from law enforcement survivors when a cop-killer is being considered for parole. At least a month prior to the parole hearing, a survivor should contact the National Office and provide details so a letter opposing parole can be sent on behalf of the entire C.O.P.S.' membership. If you will notify the Officer Down Memorial Page, www.odmp.org, of upcoming parole hearings, they will write a letter opposing parole and send to all who subscribe to that (free) service. All you have to do is print out the letter, sign, and mail. To get these letters sent to you, sign up on the odmp web site. IMPORTANT CHANGE TO THE PUBLIC SAFETY OFFICERS BENEFIT ACT (PSOB) Since 1998 the Public Safety Officers’ Educational Assistance program (PSOEA ) has provided money to assist with education expenses for eligible surviving children and spouses of law enforcement offices killed in the line of duty, as defined by Federal criteria. As you may know, the State of South Carolina pays tuition for 8 semesters of higher education for surviving children in a SC state-supported university, college, or tech school. In the past, few survivors have applied for this Federal education benefit because the amount paid by the State was deducted from the amount of the Federal grant, often resulting in the Federal payment being a minimal amount. This has now been changed. The amount of the State education benefits will no longer be deducted from the amount of the Federal benefit. Surviving children and spouses who are presently attending a university, college, or tech school may apply for this grant, Under certain conditions they may be eligible to receive reimbursement for prior semesters. This is in addition to the tuition payments made by the State government. You are reminded that all PSOB benefits are offered only to those officers whose death is determined to be in the line of duty according to Federal criteria. To get further information about the PSOEA program and to download an application form, please go to www.psob.gov and click on the Education tab. Other technical and procedural changes have been made within the PSOB office which, hopefully, will result in faster response to claims for Federal benefits. 6 SCENES FROM 2013 NATIONAL POLICE WEEK FUN AT THE BALL GAME! Survivors enjoyed attending the Charleston River Dogs and Greenville Drive baseball games. We must have brought them luck, as both teams won! Haylee Whitfield meets the Chick-Fil-A cow and Karlee Burdette catches a ball thrown to her by one of the Greenville Drive players. 7 LAW ENFORCEMENT UNITED and POLICE UNITY TOUR Each year two bicycle groups ride from various places in the country to Washington, DC in memory of fallen officers. Law Enforcement United raises funds for Concerns of Police Survivors and the Officer Down Memorial Page website. The Police Unity Tour raises money for the Law Enforcement Memorial Wall. This past year law enforcement officers from South Carolina participated in both groups. Members of both groups ride in memory of specific fallen officers wearing a bracelet bearing that officer’s name on their trip to Washington, DC. These bracelets are presented to the officer’s family after the ride. LAW ENFORCEMENT UNITED (L.E.U.) James Guerry, surviving son of Georgetown Asst. Chief Spencer Guerry (EOW 3-9-1994) talks with members of the LEU riders on their stop in Georgetown. Several years ago James rode through part of South Carolina with the LEU. Riders from Palmetto Patriots as well as riders from Myrtle Beach rode through South Carolina with 31 cyclists from the Federal Law Enforcement Training Center (FLETC) who began their ride to Washington, DC, at the Training Center in GA. The City of Manning hosted a dinner for the group on the evening of May 4, 2013. The next day the bikers rode to Georgetown where lunch was provided by the Georgetown Police Department, then on to Myrtle Beach that evening for dinner hosted by the Myrtle Beach Police Department. At each location a short memorial service was held for fallen officers who served in that County. Following a memorial service in Conway held on the grounds of the Horry County Court House on the morning of May 5, the riders from FLETC proceeded up the coast to Chesapeake, VA, where they joined cyclists from across the United States to bike to Washington, DC, arriving at the Jefferson Memorial on the afternoon of May 12. Later on May 12, the cyclists met with surviving families and presented the bracelets they had worn on the trip, as well as a LEU memorial flag that was attached to their bike on the last part of their trip to Washington. Sheriff’s Office, rode through SC with the group and then drove to Chesapeake, VA to join the entire LEU group for the ride into Washington, DC. He rode in memory of Florence Police Dept. Officer Richard Gould, EOW 8-22-1989. POLICE UNITY TOUR (P.U.T.) Tonya Frare, surviving sister of SC Highway Patrol L/Cpl. Jonathan Nash (EOW 9-19-2010) tells of her experience riding with the Police Unity Tour: Karl Odenthal, Tonya Frare, Al Samuels in Tappahannock, VA on their way to Washington, DC. “Al Samuels, US Dept Commerce NOAA (Charleston) rode for Chief Petty Officer Terrell Horne, III of the United States Coast Guard, DC. Karl Odenthal, Aiken Dept. of Public Safety, rode in memory of Master Cpl. Sandra Rogers from that same agency. I rode this year for Trooper Tony Radulescu of the Washington State Patrol. I also rode for Washington State Patrol Trooper James Saunders who was killed in October 1999. He is from Pasco, WA, which is the same town as my in laws. I also rode for Deputy Sheriff Haven Blake Gammill. His sister and parents are friends of mine. His sister had a baby girl last year, so I wanted her to have a bracelet. Hopefully, Brad (Tonya’s husband) will be going with me next year. Next year will be my fifth time riding. I can't believe it's been that many years already! It truly has been an honor to ride each year!! “ 8 NATIONAL CHAPTER TRAINING—ST. LOUIS, MISSOURI—JULY 11-14, 2013 Beverly Coates, President of Carolina C.O.P.S., was among the 46 Chapter representatives who attended the annual Chapter Training event held in St. Louis, Missouri, July 11-14, 2013. Among presentations at the meeting were: Public Safety Officers’ Benefits; The Nuts and Bolts of Running a Chapter; Best Business Practices; Web Training—Online Resources; Proposed By-law Changes on the Nomination/Election Process; Standard Operating Procedures; The National Peace Officers Memorial Service during National Police Week and its Relationship with C.O.P.S.; Payroll Deduction ; Ethics and Confidentiality; Expanding the Criteria for Line-of-Duty Death and Membership in C.O.P.S.; C.O.P.S. National Database Training; and Fundraising. Saturday night, the group took a ride on a Riverboat on the Mississippi River and then rode to the top of the Gateway Arch. The view of St. Louis at night was beautiful! Deputy Alex Burdette, EOW 3-12-2005, practice their archery and climbing skills and have fun with their friends. This was the last year for Austin Haynes and Kaylee Burdette as they have reached the ripe old age of 14 and have “graduated” from KIDS CAMP. Hopefully, they will continue with the C.O.P.S. program for older teens, Outward Bound, next year. 10
