Habtoor Leighton Specon (HLS) is one of the leading Mechanical,
Electrical and Plumbing (MEP) specialist construction companies
in the region, with vast experience in turn-key projects.
HLS was established in October 2005 as
a partnership between the Habtoor Leighton
Group (HLG) and Specon Limited.
HLS has proven capability in delivering
high-quality projects on time and within
client expectations and budget.
HLG is one of the leading diversified
international contractors in the Middle East
and North Africa. Specon Limited, led by
Managing Director Thrasos Thrasyvoulou, has
been specialising in MEP works since 1976 in
several countries including Cyprus, Greece, the
UAE, Qatar and Oman.
HLS has established a specialised
Energy and Power division, an extra-low
voltage (ELV) division, and is currently
expanding further in the field of green
buildings and sustainability.
With more than three decades of experience
in the regional MEP sector, the HLS core team
has delivered landmark projects including
airports, hotels, hospitals, commercial and
residential towers, universities, military
developments, HV/MV substations and
overhead transmission lines.
The company has built its reputation
on timely execution, quality,
competitiveness and after-completion

HLS’s team of highly skilled and qualified engineers have delivered a range of high voltage
(HV) and medium voltage (MV) works throughout the region, providing turn-key solutions in the

install, erect, commission and deliver MEP

HLS has received the Grade 1 License for
Electrical Contracting Works (the highest
grade) in accordance with the latest
Regulatory Supervisory Bureau (RSB)
regulations from Abu Dhabi Distribution
Company (ADDC), which authorises HLS to
design, construct and commission works
above 1500 KVA and stamp and sign all
the relevant documents.
HLS is an Abu Dhabi Water & Electricity
Authority (ADWEA) / Abu Dhabi Sewerage
Services Company (ADSSC) approved
contractor in Abu Dhabi.
HLS is able to draw on its extensive team
