The citizen provides The citizen gets Institution Formalities Requirements Products / Services Motivation Having information helps to create trust between citizens and the Government, prevent corruption, and build a citizen-friendly State. Our Solution An Integrated System of Formalities (Sistema Único de Información de Trámites, SUIT) was developed. It increases transparency, and allows standardization across governmental institutions. Moreover, is the main tool to fulfill the Administrative Simplification Policy leaded by the Public Service Administrative Department (Departamento Administrativo de la Funcion Publica – DAFP). In Colombia, ministries and institutions are ordered to provide basic information on formalities through the SUIT (www.suit.gov.co). The information in SUIT is published to citizens through the Government Services National Website, at www.gobiernoenlinea.gov.co. Institutions Formalities`s Regisration DAFP Formalities`s QA Standardization Feedback www.suit.gov.co Nowadays, the system helps institutions to register formalities throughout the country. In this way, all citizens have access to up to date information about formalities in their own region. Findings and their practical implications SUIT facilitates standardization of formalities across regions. This feature reduces corruption and improves efficiency. The tool is also a good example of the principle of transparency of open government. Future Work We plan to uphold all elements of open government, including participation and collaboration. We also plan to support all stages of the Administrative Simplification Policy, as follows: Policy Stage SUIT functionality (current and under development) Formalities inventory management (list of formalities of a single institution) Identification of Formalities Unique formalities management (content of a formality unique for an institution) Standard formalities management (formalities that can be offered by many institutions – “templates”) Form management (standardizations of forms for citizens) – (Under development) Citizens Formalities`s search Prioritization of Formalities Operational data management (information of frequency, number of transactions per formality) Streamlining of Formalities Streamlining management - (Under development) Interoperability Chain of formalities - (Under development) www.gobiernoenlinea.gov.co I CEGOV2014 – 8TH International Conference on theory and practice of electronic governance. 27-30 October 2014.
