On the basis of COGAN CONSULTING’s experience in training course design, it relies heavily on training techniques such as active teaching skills and education on « the state of knowing how to combine knowlege, knowhow and inter-personal skills ». The effectiveness of this innovative concept, as regards jobs, which has been recognised on a national scale was awarded a prize at the 2010 Trophées de la Sécurité (Security Trophy Awards) link and the 2011 Trophées de l’alternance et de l’apprentissage (Block-release and Training Trophy Awards) link. Boosted by this recognition, but also through its ambitious partnership with LADOM, OPCALIA and the SMA since 2011, it only seemed natural for COGAN CONSULTING to extend its expertise into the French overseas departments and territories. The 2011 INTERDOM and an encounter with a young inhabitant from Mayotte led to the introduction of the first phase of this ambitious project. Fabien KINGUE, a young islander, heavily involved in the development of the Indian Ocean Islands, immediately understood the relevance of our method and wished to put it into implementation in Mayotte. This was when HIPPOCAMPE FORMATION (TRAINING), subsidiary of COGAN CONSULTING saw the light of day. This was subsequently followed by a field trip conducted by a delegation from COGAN CONSULTING in June 2012, and the following month a visit from Fabien KINGUE (Manager HIPPOCAMPE FORMATION) to the parent company’s head office. How does Hippocampe Formation and COGAN CONSULTING’s partnership work? «I was appointed HIPPOCAMPE’s Managing Director and Manager by the Shareholders. In this respect I’m responsible for relations with organisations which arrange funding for continuous professional development training and with public authorities ensuring that current regulations are followed, as well as with private companies and their representatives at the MEDEF (French Business Confederation) and CGPME (General Confederation of small and medium sized enterprises). COGAN CONSULTING provides us with the opportunity of liaising on a national scale and interacting with appropriate government departments. We also benefit from its experience and its training expertise in all areas which we would like to develop on our territory.» Can you outline Hippocampe’s projects for this year? «Above all, we hope to address a major local issue, that is the regularisation of the status of several hundreds of security officers who are currently working without a professional card. The Private Security Officer Certificate with the option of Port Security (Level V) provided by COGAN CONSULTING is not only an effective solution to this problem but also an immediate one too. Without any doubt whatsoever, the flexible modules of this Certificate will enable the needs of the Mayotte officers to be met with a maximum examination pass rate.» Excellent. Are there any other key areas of development? « Why, yes, of course! As a result of last month’s mission conducted by COGAN CONSULTING, we have already been approached by several companies operating at LONGOUNI Port. Furthermore, an ambitious project for an agreement with COMBANI’s GSMA (Mayotte’s Adapted Military Service Unit) is under consideration ». Can you tell us more ? «Whatever the scope of activity, Mayotte is a Department where everything remains to be done. What should be taken into account is Mayotte’s ever growing young population with a very high rate of illegal immigration. In response to this situation the work carried out by the GSMA has been exemplary for several years now. In order to reinforce the pre-vocational training courses provided at COMBANI, we have proposed to work together focusing on two key areas: • In advance, initial individual assessments and pre-training programmes leading to a qualification provided by COGAN CONSULTING. • Upon leaving the GSMA, the trainee will be entitled to individual support with local employers by means of training courses, which will lead onto a qualification. Just as a reminder, in accordance with the Decree dated 4th June 2008 link, apart from acting as a deterrent, the purpose of these checks is to search for: • firearms, explosives and explosive and incendiary devices. • items the possession, carriage and transportation of which are prohibited by maritime legislation, • presence of intruders within the ZAR, in heavy goods vehicles and any other category of vehicles. • items the carriage of which are prohibited on DFDS ferries (according to Terms of Carriage and the IMDS Code). Security checks are carried out on all client flows (heavy goods, coaches, passenger vehicles) and all individuals authorised to enter the ZAR (inspection of access permits and checking of luggage, vehicles and passengers). These new missions, made in close collaboration and coordination with relevant authorities in accordance with Article 5332-6 of the Transportation Code link, which clearly specifies the authorisations required to implement these checks, are in addition to the provision of port security services already in place on other port sites along the Côte d’Opale. The functioning of the PIF depends on measures covered by link. For reference, EAMUS CORK SECURITY operates its security visits at the Port of Dunkirk on behalf of DFDS SEAWAYS (Ferry Shipping Company), Terminal Flandres (NFTI Container Terminal) and RUBIS Terminal (Storage platform for petrol and chemical products and processed food-stuffs). Pursuant to the Decree of September 2009 link, its « ACVS » officers (whose duty it is to carry out security visits) receive prior training from COGAN CONSULTING for these specific missions. To date, they hold a double accreditation awarded by the French State Prosecutor and the Prefect of the Nord-Pas de Calais Region. This success is not only the result of perfect cohesion with relevant authorities but also due to trustworthy customers. In fact, I’ve been very fortunate to have been the consultant for what is now a little more than a year in charge of the implementation at all stages of the project’s development, like drafting technical specifications and the tender process to prepare for the arrival of the detection equipment and also in collaboration with the NSA (Nuclear Security Authority) ensuring that the operation of the equipment was compliant. On basis of appropriate operation procedures, we carry out report management, such as monthly summary reports of checks conducted, possible variances with goals, major security incidents for the month as well as an analysis of available resources. This fully mastered concept can be offered to most port installations throughout the world which are governed by the ISPS Code. More than 150 companies from all over France and overseas territories attended this event. EAMUS CORK SOLUTIONS, represented by Benoît ADELINE, head of the company and also member of the Board of Directors of the Trade Union over the past 2 years, figured amongst the attendees. What is the purpose of joining a professional Trade Union such as the SNES? Belonging to a professional union such as the SNES link enables us to monitor legislative and statutory changes, to anticipate social developments and to be aware of concerns raised by other members. The consideration of all these factors allows us to ensure the viability of our activity. Acting at Board level gives us the opportunity to exert influence on these changes and to make coherent proposals founded on what our companies encounter on a daily basis. What key subjects were discussed at the Congress? 2012 is a crucial year for structuring private security activities and also one which will be difficult from an economical point of view. Every year our companies are subjected to increases in social charges which are not always easy to pass onto the selling price. For example, on 1st January 2012 social charges increased by 3,85 % and we forecast that the « hourly cost price » for a security officer with a coefficient of 120 will have incurred yet again an increase of 5.59 % between 2011 and July 1 2012. What about 2013 ? As the Chairman Michel FERRERO outlined: « Although it is still too early to calculate and justify with certitude the effect of announced government measures, including the loss of social charge exemptions on overtime from autumn 2012, what we can anticipate at this stage is that for the beginning of 2013 social charges will increase between 5 – 6%». The systematic practice by buyers to find the lowest bid combined with the problem of more restrictive legal regulations and the increase in the social and fiscal rules are dragging our companies into a vicious downward spiral of substantial loss resulting in an increased number of closures of security companies. France’s security industry depends on the customers’ purchasing policies who must take into consideration the true value of our services (social costs and technical skills). We are working towards this with the SNES, to demonstrate that security is a real job and that the men and women who do this job are recognised as true professionals. A methodological guide to purchasing security services has been put together link in collaboration with the DISP (Interministerial Delegation for Private Security) with this aim in view. Will this development lead to new legislation? Different guests, such as Mr Jean-Louis BLANCHOU, Prefect and interministerial delegate for private security and Mr Jean-Yves LATOURNERIE, Prefect and Head of the CNAPS, both of whom played an active role at the congress, are unanimous about the fact that our industry must move forward in close alliance and work within a structured framework governed by regulations (compulsory training courses, professional card, certifications, checks) towards a complete overhaul of the Law dated 12th July 1983, to include port security. EAMUS CORK represents the SNES at the Committee Maritime Security as part of the COESS (Confederation of European Security Services) link and works on a European scale on the standardisation of maritime security regulations. Is the profession not at risk in light of these forecasts? Since the beginning of the year, security professionals have an independant monitoring body, the CNAPS (National Committee for Private Security Activities) link. This body, financed by the introduction of a new tax, should enable through extensive security checks conducted by all the companies, to restore the health of the security industry, which until recently was polluted for far too long by companies failing to scrupulously comply with legal, social and fiscal regulations. From a very different angle, there are drastic consequences when there is a « price war » as we have just seen with NEO Sécurité. As a result, it is impossible for us to meet the social expectations of our colleagues.
