Our gathering is of the utmost importance as we find ourselves at a crucial point in time whereby our advocacy efforts are vitally important to all our school systems Russ Wise. given the current state of finanPresident, LSBA cial crises that exist in Louisiana. Again, we are appreciative of the work that you all do on a daily basis for the students of our state, and, moreover we are appreciative of the fact that so many of you have taken time out of your busy schedules to attend our most important professional development opportunity of the year, our 78th Annual Convention. The role of president of the association is one that I will forever appreciate in a number of ways. Most notable to me has been the honor of leading six hundred forty-three locally elected officials all dedicated to the same purpose – providing the best educational experience possible for our public school students. The goal of my presidency, Effective Advocacy through Participation, is an aspirational goal that has been achieved for our association, but one that we must continue to cultivate and strengthen. Our work together over the past year has been eventful: one of the first gubernatorial forums in Shreveport, followed by the establishment of the first LSBA Boardmember Handbook produced in quite a long while, the roll-out of our LSBA Legislative Framework, the collective work of the Association during the 2015 fiscal-only Legislative Session, the ten regional meetings held around the state during the Fall of 2015, and, the Fall Trailblazer trainings all worked to further our mission of leadership, service and support for school boards. Our work this past year, together, helped us to accomplish increases in K-12 funding during another year of deficits for the state, and, helped us to show that school boards do matter in important statewide elections. The Board of Directors is proud of the fact that LSBA’s Leadership Team continues to work to bring public education stakeholders together rather than the divisiveness of the past. I am proud of our team that works with all of the various organizations to find common ground on a number of issues important to students. I would like to thank those various organizations for their collaboration and unity, namely: Louisiana Associ- ation of School Superintendents, Louisiana Association of School Executives, Louisiana Association of School Business Officials, Louisiana Association of Principals, Louisiana Association of Educators, and, the Louisiana Federation of Teachers. I’ve been able to see firsthand the strength exhibited by working as a group of stakeholders, and, not as individuals seeking different outcomes. Our efforts of unity will be needed more than ever as we work with the Governor’s Office and the Legislature to climb our way out of the budget problems that lie ahead. We hope you take full advantage of our programming at this year’s convention. As you know, we will likely be right in the middle of a special-called legislative session whereby our state leaders will be working to resolve the current budget crisis that exists. We’ve changed a few things up for this convention, keeping in mind the need to interact with our state legislators at such a crucial time, and, at a time when many are new to their respective roles as state policy-makers. It is our hope that our voices can be heard to make K-12 education funding a top priority. We hope you enjoy the President’s Reception on Monday evening, as we have extended invitations to our new Governor, and, to our newly elected state legislators to join us as fellow elected officials representing the same constituency, in an environment whereby we can all become better acquainted, personally and on the issues that affect K-12 education. As I close out the presidency, I’ve asked that our Leadership Team request of our members two important tasks. The first request is that as school systems, we work together to produce a publication, or directory, of all of the sixty-nine school boards in the state, with an emphasis on highlighting the positive things happening in each of our districts. The second request is that we work to identify one board member on each of the sixty-nine school boards to be a Communication Liaison, to ensure that messages from the LSBA Office are reaching all school board members and other stakeholders. Please work with the LSBA Leadership Team on these two requests. I am honored to have had the opportunity to serve as your president over the last year. Our gathering each year is a special time for the entire LSBA membership, and, a time to renew our efforts in unity and collaboration. It’s also a time to get up to speed on the many, many issues that we face as leaders of our respective school districts. Our theme for this year is: LEADERSHIP MATTERS, TODAY and TOMORROW! The need to focus on leadership is so important to the success of our mission, we felt justified in making it the theme of this year’s convention. Our leadership focused theme centers on the ideal that we must work as school system leaders to prepare our customers – the students we serve – for the leadership roles they will take on in the future. We must work to ensure that we are providing the best educational opportunity for our students, inclusive of the often forgotten purposes of public education like citizenship, responsibility and teamwork. In Louisiana, and in America, the emphasis on standardized testing, standards, letter grades, etc., has moved the target away from the overlooked purpose of ensuring an educated, responsible citizenry exists in our representative democracy form of government. We hope to recapture and remind our attendees at this year’s convention that there is a renewed focus on redefining the role of public education. We hope you enjoy our keynote speaker, Muriel Summers, who will remind us of the need to prepare our students for their future leadership roles. The convention being held in Baton Rouge is not by coincidence this year. In our long term planning, we envisioned the need to recommit ourselves this year to another common theme we must all share – LSBA – An Army of Advocates for Public Education. Again, we must work to effectively advocate for public education in regards to local control, fair accountability measures, equitable allocation of resources, and, increased funding so we can adequately prepare our youth for today’s world. We hope you appreciate the updated LSBA Legislative Framework, the ability to interact with our new leadership in Baton Rouge, and, the need to engage our state leadership with a common, succinct message, as advocacy at this time is so important to the short-term and long-term success of every school board. The past year, 2015, provided some unique opportunities for the association leadership as we were able to have a voice in the elections of our state leadership in the Legislature, and, in the Governor’s Office. We must continue to strengthen the relationships we have with our legislators and the executive branch, as we all represent the same constituency and have the same goal to increase student achievement. The Governmental Relations Team at LSBA has been working diligently as we prepare for the special legislative session and the regular legislative session that will follow, and, perhaps an additional special session down the road. We will need your help to ensure that public education is a priority for our new legislators in 2016, just as we’ve been able to communicate the past three years in Baton Rouge – with your help back home in each school district across the state. On a personal note, our work together has been rewarding and fulfilling as I’ve traveled the state and worked with many school boards and leadership teams. The bestowing of the NSBA Thomas Shannon Leadership Award for effective school board advocacy was a special event to me personally and professionally this past year, and, I am most grateful for the opportunity to be the “tip of the spear” for our Board of Directors and our six hundred forty-three members. We cannot be successful unless we work as a TEAM, putting differences aside and working collectively on the bigger issues we can all agree upon. The opportunity to serve as chairperson of the K-12 Public Education Transition Team for newly elected Governor Edwards has enhanced the association’s ability to be education leaders in our state, and, we hope to see the recommendations made in the report come to fruition over the next four years. Registration will start early Sunday morning and be available throughout the day. There will be no voting for the vacant Board of Director offices, as all have been filled without opposition. Please be sure to register and WEAR BADGES at all times and events. We are utilizing a training documentation system whereby scanners will be used to scan the barcode that will be on each identification badge. These scans will be used to verify attendance at the sessions for continuing learning unit documentation. Please help us by ensuring your badge is scanned as you enter each session. Continental breakfast will be available to the membership in the vendor booth areas on both Monday morning and Tuesday morning. The convention will conclude with a course offering of General Governmental Ethics at 2:00 p.m., Tuesday afternoon immediately following the LSBA Recognition Luncheon. All sessions that award continuing learning units will require scanning of each individual school board member’s name tag that includes a member specific bar code. Please assist us with ensuring your name tags are scanned prior to session commencement. Any member that enters a session after fifteen (15) minutes from start time will not be scanned nor earn credit for the session. All concerns related to scanning of name tags should be directed to the Executive Director. Meal events are for registered members only. Conference hotel is the Crowne Plaza. Overflow hotels are the Embassy Suites and the Holiday Inn, both in close proximity to the Crowne Plaza. Topics Educational Transformation As principal of A.B. Combs Leadership Magnet Elementary School, Muriel Summers and her staff created the first leadership elementary school in the nation using FranklinCovey’s 7 Habits program as a foundation. A.B. Combs is a diverse elementary school, boasting children from 64 countries. By recognizing that each student possesses unique gifts and talents, and building on students’ strengths rather than their weaknesses, Muriel and the other faculty guide students at A.B. Combs to continually achieve high levels of academic performance year after year. Muriel’s school has been featured on several national television programs including PBS, Good Morning America, and The Oprah Winfrey Show. A.B. Combs is also featured in Dr. Stephen Covey’s books The 8th Habit and The Leader in Me. During her tenure at A.B. Combs, Muriel has earned numerous awards for her school, including the National Blue Ribbon School of Excellence, the Number One National Magnet School in America, the National Title 1 Distinguished School, the National Elementary School of the Year, the North Carolina Honor School of Excellence, the North Carolina Governor’s Entrepreneurial Award, and the National School of Character Award. Muriel started her career in the field of education 33 years ago. During that time she has served as a classroom teacher, demonstration teacher, instructional resource teacher, assistant principal, and principal. She has received numerous awards in the field of education from Teacher of the Year to Principal of the Year. In 2009, she was named as one of the North Carolina Women to Watch. Muriel presents at national, state, and local conferences and consults with school districts nationally and internationally. Most recently her influence has been felt in Canada, Australia, Indonesia, Malaysia, Japan, China, Thailand, Denmark, Puerto Rico, and India.
