Greetings, I hope that everyone had a wonderful holiday season.
I would like to Karen & Dave Garinger and all the Seabacs that helped
arranged and supported the 2005 Change of Watch Conference. The
event went very smoothly and everyone had a very good time.
Thanks again.

Spokane Yacht Club Commodores Ball - Jerry & Jackie Rudd and Rita & I were invited to the SYC
Commodores Ball on January 14-15 in Post Falls, Idaho honoring Commodore Colae Deaton, the first
woman Commodore in the 50 year history of Spokane Yacht Club. We were honored to attend and
participate in SYC 2006 Change of Watch. Congratulations and the best of luck to all the incoming
Officers.
A committee was formed to discuss retaining members, increase IOBG District 1 visibility in the boating
community and IOBG Humanitarian Foundation projects.
Jim & Betts Hinckley has informed me that Clover Island’s IOBG Chapter has put together an event that will
support the IOBG Humanitarian Foundation. The club is putting together a St. Patrick’s corn beef and
cabbage dinner followed by a Texas Hold ‘Em tournament on March 11th. All proceeds will be split
between the local IOBG and IOBGA chapters.
The Auxiliary portion will be donated to the “Race for the Stars”. Kudos to the Clover Island Yacht Club’s
IOBG chapter for getting out and supporting the IOBG Humanitarian Foundation. Try to help out and
support their dinner and tournament on the 11th of March. “Knowing that group it will be a lot of fun”.
There will be further discussion on a District 1’s plan to support the IOBG Humanitarian Foundation at the
Spring Meeting.
I know it’s only February but April is just around the corner and the starting of the boating season. So get
out your calendars and highlight the dates from the following 2006 District 1 Activity Schedue. I realize
that there is a lot going on in our lives and time is a high priority but try to support these activities.
Individuals from IOBG, IOBGA and supporting boating organizations need your support and participation.
Note: I will be retiring on January 31,2006 so my work phone and e-mail will not work. If you have any
questions or concerns give me a call (206) 819-3295 or e-mail at Rollin_Rollins@hotmail.com
I hope to see you at the Spring Meeting at Ocean Shores on April 7, 8 & 9 and some of the other activities.

1st Vice President’s Report
Art Kovarnik
Well here we go, a brand new year, with all the new Board in place. I’m
looking forward to being your 1st Vice President this coming year and I’ll do
my very best to live up to the office you have voted me into.
Carol and I had a great time in Puyallup. It was nice to see old friends and to
meet new members. We seemed to have a pretty good turn out and it’s my
hope that we will all work to get new members from each of our clubs.
I’d like to thank everyone for the time each of you give to the I.O.B.G. and all
the hard work you all do throughout the year. I look forward to seeing
everyone In April and the Spring meeting and please bring your bridge or a
friend or two with you to the ocean.
2nd Vice President’s Report
Roxanne Parish
WOW!! Another year already!!
It seemed like Mike and I were just talking about our trip for 2005 and now it is a
thing of the past. We traveled 9509 miles in 10 weeks going through 22 states.
We keep an eye on the weather as we following Hurricanes Katrina and Rita
and then sat out Hurricane Wilma in St. Augustine, Fl. Actually that was the
most rain we got on the whole trip and it was only an inch or two.
Temperatures ranged from a high of 107 to a low of 26 (at night). We had a
wonderful time, saw a lot of new places, met a lot of fun, friendly people and
can’t wait for the next trip. We are thinking about Alaska.
Our Spring Meeting is just around the corner on April 7-9 at Ocean Shores.
Our President Ken has been busily working on getting everything lined up and I
am sure it will be an exciting meeting.
This is the perfect time to invite the Past Commodores of your clubs to join Blue Gavel. Please let me know
whom you are inviting and I will get you the necessary forms to be filled out. We can then get the
information to them on where and when the meeting will be held, what is expected of them and what the
dress code is. My address is

It is good to be back as Northwestern Vice President. I am looking forward to working not only
with District 1 but also Districts 2, 4, 5 and 24.
District #4 is in the planning stages for the "Shipmates across the Border, A Taste of Vancouver"
bash which will be held this year on April 21-23, 2006. Last year there were very few attendees
from District #1 so we are hoping to put forward an agenda this year that will be fun for everyone.
I will continue to represent all of my Districts at the International Meetings.

I look forward to seeing everyone at the Spring Meeting in Ocean Shores.
Clover Island Yacht Club Chapter, Kennewick, WA
On October 9, 2005, Clover Island Chapter held a Blue Gavel meeting. After
a short report on the Fall Change of Watch held in Puyallup, discussion was
centered on fundraising ideas for the Humanitarian Foundation, specifically
the “Make a Wish” and “Wishing Star” Foundations. Ideas ranged from
having collection points along the Christmas Lighted Boat Parade route,
selling raffle tickets for an Alaskan Cruise for two, hosting a local yacht club
social event with the proceeds going to the Humanitarian Fund or organizing
a local Predicted Log Race.
The next topic of discussion was the District 1 2006 Fall Change of Watch which CIYC is hosting
September 15-17, 2006. Preliminary plans include having a hosted cocktail hour and burger burn at the
Richland Yacht Club on Friday evening the 15th, IOBG and IOBGA meetings on the morning of the 16th at
CIYC and the Clover Island Inn Hotel.
After a quick lunch, plans are being made to schedule cruises through Ice Harbor Dam or jet boat rides to
the Hanford Reach upriver on the Columbia. This stretch of the Columbia River is the last free flowing
section of the river prior to reaching Portland. While people are cruising other individuals will be preparing
a genuine Hawaiian Luau at the clubhouse for our enjoyment Saturday evening.
Sunday morning there will be a recovery room at the CIYC clubhouse with Dr. Rod and Nurse Betts on
duty. A flyer will be available at the Spring District meeting in Ocean Shores on April 7-9, outlining all
prices for the weekend, including hotel, cruises, and food.
Election of officers was held for our local chapter and Bob Brackett is President, Mark Showalter is VicePresident, John Trumble is Secretary and Jim Hinckley is Treasurer.

2nd Vice President: Summer picnic was great. Hosted and held at Brownsville Yacht Club. Had a good group,

Brownsville put on a breakfast, snacks and a bar-b-cue that evening. We played Bocce Ball and horseshoes.
Fall meeting 2006 will be in the Tri-Cities, hosted by Clover Island Yacht Club. General Meeting will be held in the
morning with the inductees and the installations. That afternoon will offer boat rides on the river and dinner that
night will be casual. A Hawaiian Luau.
Spring and Picnic meeting are being worked on.
Director: Jim Hinckley gave the Director’s report. Attended the Winter Regional Meeting in Hawaii.
Supply Officer: Still no supplies available. Hopefully by the time we get to Florida the situation will be resolved.
Newsletter Editor: Our newsletter is currently on the IOBG website and the International Log will be on soon.
Executive Secretary: On new applications please include the recommendation letter from the sponsoring club.
NWVP: Working to get a listing of all chapters on the web page. This will include information as to address,
phone number, etc.
Executive Board is working to grow the membership of IOBG. Currently being worked on is a Mission Statement,
cutting expenses, and cutting out some of the board members.
Why are some Districts functioning quite well while others seemed to be losing members? Those areas that are
growing seem to have functions other than just the meetings.
Suggestion from Bill Hickman is using the Wishing Well and Wishing Star organization as an outlet for a project.
By utilizing the Humanitarian Foundation the donations would be tax deductible and could also go back to the
District.
Past International President: Attended the Okanogan Invasion last weekend in Kelowna. Three couples from
District #1 attended and had a great time. Marion Hughes was able to get another couple from Canada to join
IOBG.
International Executive Secretary: Mary Eiffert has been asked by International to check on the actual dates of
the beginning of IOBG. IOBG was incorporated in Dec 1958 but the first meeting was held December 13, 1954.
Mary read the minutes of that first meeting. Dues were $1.00 and dinner was $5.00.
RBAW: Through RBAW and WAMBE efforts the 2005 Mandatory Boater Education Bill was passed. This bill will
create a new law to require phased-in basic boater safety education by the year 2016 for all recreational boaters
born prior to Jan. 1, 1955.
Annual meeting will be held on Saturday October 29th at the Swinomish Yacht Club in LaConner.
Anyone wishing to send donations to those in the Gulf States effected by Hurricane Katrina are encouraged to
send them to:
Gulf Yachting Association Foundation

IOBG FALL CONVENTION
OCTOBER 2005
WEST PALM BEACH, FLORIDA
by Jim Hinckley
These next few lines are my opinion of a very powerful meeting held during
the Blue Gavel lnternational convention in West Palm Beach, Florida. After
the formalities of introduction on Thursday the meeting began with everyone
being reminded that the District Directors, Area VP’s, Past Presidents, and
the Executive Committee make up the Board of Directors for IOBG.
During the workshop the room was divided into four groups with a facilitator to discuss anything and
everything about Blue Gavel, how it works, what it means to be a member of Blue Gavel and what can we
do to improve. On Friday, groups again were formed with more discussion on ways to improve the
problems and create a more positive goal.
The following is a summary of this workshop:
.
1) What problems or concerns are your Districts having?
Lack of interest in the District. Lack of a defined purpose within the District. Drop in
membership ie.retainability. Getting people to commit to being officers. Lack of a well
defined mission statement.
2) What can you do to motivate attendance?
Have round table discussions, have an interesting agenda, have regional meetings or on
the district level, have local chapter meetings.
3) What can each District due to enhance communications.
Submit good articles to the Log. Submit flyers announcing upcoming events well in
advance of the event. Utilize the website.
4) What can the Board do to help with your District operations?
The number one answer to this was to create a well-defined Mission Statement. Create
benefits of organizational membership; such as discounts with Boat US, West Marine,
and Fisheries Supply. Publish guidelines, and Area VP’s attend District roundtable
discussions.
5) What good things are going on in your District?
The recognition of local chapters and members at District meetings. Having an active
Auxiliary. Receiving new members with fresh ideas. Conducting educational seminars
such as boating safety and navigation. Being an advisor to the current Commodore in
your local Yacht Club.
Other comments that arose were to have a membership appreciation day and send introductory letters to
new members, as well as having guest speakers at District meetings.
Lastly a Mission Statement was adopted and is as follows: “The mission of IOBG is to recognize Past
Commodores of the international yachting community and unite them in order to promote the highest ideals
of yachting, and preserve its customs and traditions through social, educational and humanitarian
programs.”

fun at the Spring IOBGA gathering.
Jackie Rudd has organized a Fashion/Jewelry show for our enjoyment at the Saturday meeting. Erica Roberts
and Susan Williams are teaming up to show their beautiful wears.
On Saturday afternoon Shilo Inn and local merchants have banded together to put on an organized “SHOPPING
SCAVANGER HUNT”.
The Saturday before our Spring Meeting is our Third Annual “Race
for the Stars”. The Corinthian Yacht Club of Tacoma is hosting
the sailboat race and providing the use of their deck at Tyee
Marina Dock II. Our Auxiliary is hosting the barbecue and putting
on a raffle and auction fundraiser. Money raised goes to the
IOBGHF to benefit “Make a Wish” and “Wishing Star” Foundations.
Your Flag Officers have been working hard on the “Race for the
Stars”. Your help is needed to make this a successful fundraiser.
Please go to your local merchants for gifts. In order for this event
to be profitable we need merchandise. We feel that the “Make A

support such wonderful charities.
