Club Compliance Checklist Section 2 Definitions Tournament Score The Committee (in charge of the competition) must announce in advance whether the score is to be designated as a tournament score. A tournament score is designated as such when it is SIGNIFICANT or ANNUAL . For example, club events that are routine events such as daily, weekly, or monthly play days should not be designated as Tournament Scores. Handicap Differential (Adjusted Gross Score - USGA Course Rating) x 113 USGA Slope Rating = differential (87-71.3) x 113 125 = 14.1 differential 87 – 71.3 = 15.7 x 113 = 1774.1 div. by 125 = 14.1928 (delete all #s after tenths) Decision 6-1/1 Procedure for Player who Discontinues Playing Golf for Lengthy Period and Then Resumes Q: A player with an established Handicap Index discontinues playing golf for a lengthy period, and then resumes playing. Should the player use the last Handicap Index on resumption of play or establish a new Handicap Index? A: If the player’s scoring record is available via the club’s computation service then the player should use the last Handicap Index in resumption of play. If the existing scores do not accurately represent the player’s current potential ability, the Handicap Committee may modify the player’s Handicap Index under Section 8-4c. If the player’s scoring record is unavailable then the player has no Handicap Index until five scores have been posted and a handicap revision takes place. | Section 6 Section 8 The Handicap Committee HANDICAP INDEX ADJUSTMENT BY HANDICAP COMMITTEE Section 8-4c Reasons for adjusting a player’s handicap index: • • • • • Improving faster than the system can react (usually a new golfer) Numerous away scores change index Temporary disability Player manipulates round Continued violations of Section 5-1e (posting unacceptable rounds) This list is not all-inclusive and a Handicap Committee has the ultimate authority to adjust a Handicap Index under any circumstance. HANDICAP INDEX ADJUSTMENT • Before an adjustment becomes effective, the Handicap Committee must give the player an opportunity to explain the circumstances surrounding the proposed adjustment, either in writing or by appearance before the Handicap Committee. • A sample letter for notifying a player of pending modification is listed in Appendix B (page 117) of the USGA Handicap Manual. • When an adjustment does become effective it must be identified with the letter “M”, indicating the Handicap Committee has modified the Handicap Index. (e.g., 20.4M) Temporary Disability Section 8-4c(iii) • An increase in a Handicap Index must not be granted because a player's game is temporarily off or the player has discontinued play. However, an increased handicap may be given for a temporary disability. • The modified Handicap Index must be identified by the “M” to indicate that it has been modified by the club’s Handicap Committee. • The “L” now is only for local handicaps when the Handicap Index is higher than the maximum of 40.4 for women. | Section 8 “M” Decision 8-4c/1 Treatment of Player with Temporary Disability Q: A player with a Handicap Index of 11.1 discontinued play due to hip replacement surgery. The player has started to play again, but due to recovery and fatigue, the player's three latest scores have been 104, 100, and 102. May the player receive a special adjustment while recovering? A: The player is entitled to a special adjustment under Section 8-4c(iii). The player should be assigned a modified Handicap Index (M) to reflect current ability, as needed during the temporary disability, and it must be identified by the letter "M" to indicate that it is has been modified by the club Handicap Committee. | Section 8 HANDICAP INDEX ADJUSTMENT Recommended method for modification of HI for temporary disability: • • • • • Have the player post at least three scores Find the lowest differential of those three scores Add to current Handicap Index Take average of the two numbers. Put modification into computer. EXAMPLE Lowest differential of 3 scores post injury Current Handicap Index 27.8 + 15.4 43.2 43.2/2 = 21.6M Handicap Committee must update Modification at every Revision until all differentials are post injury. Decision 8-4c/2 Treatment of Player with Permanent Disability Q: Two players have suffered extreme physical disabilities. Both have been able to resume playing golf after not being able to play for many months. Neither will ever be able to play to the Handicap Index established before illness. May these players be entitled to a special adjustment? A: Yes. The disabilities described appear to be permanent and more extensive than contemplated by Section 8-4c(iii). The club Handicap Committee may discard the players' previous scoring records and provide each with a modified Handicap Index (M) for use until five scores have been returned to establish a new Handicap Index. | Section 8 • As the player posts more scores, increase the number of differentials to be used according to this chart. Her 12.1 Handicap Index would become 10.2R In the Score Maintenance screen you are able to quickly look at all Eligible Tournament Scores. Differentials highlighted in red are lower than the player’s Handicap Index. If there are two or more scores with a Handicap Differential that are at least 3.0 better than the Handicap Index, a calculation will be performed in accordance with Section 10-3 of the USGA Handicap System. Type in GHIN number, then click on Go. Verify that this is the correct golfer, then click Transfer. This is for new golfer without a GHIN number Enter Information Click on Add Golfer, you will be taken to Golfer Maintenance Screen. A new GHIN number will have been assigned. Scores - Rapid Score Entry Allows multiple scores for your membership to be entered. Once the initial screen is set up with the entry settings (general setup; date played; score type; and tee entry), all you need to do is enter the player’s last name (full or partial) or member number (dependent upon your entry method), select from the list and post the score. 50 Type in last name. Name, HI, Trend will autofill. Type in Score. Click on Post Score REPORTS The Reports option will allow you to produce, print and export several reports. The selection and sorting criteria is based on the report being produced. Sample Handicap Index/CH Report Once the report has been “Run”, you will have the option to export desired report to PDF, Excel, TIFF, RTF, Text or HTML. QUESTIONS??? 57
