Scott Montgomery County hired a clinical director from Baylor College of Medicine to help oversee the hospital district’s community paramedicine program, which targets the medical needs for the county’s most frequent 911 callers. Increase the identification and referral of individuals who may benefit from the Paramedicine Program, such as those who are at risk for hospital readmission, those who do not qualify for home health services and patients who require additional support in the home. Hospital district board members approved the agreement March 24; and Travis Baker started as the clinical director April 1. Provide inhome visits on an asneeded basis. Community paramedicine program coordinator Andrew Karrer told The Courier in February that the physician assistant position was planned after officials realized most patients are relying on the program as their primary care or lack access to prescribed medication. Assist the medical director in establishing an effective quality assurance and quality improvement program for community paramedics. Provide educational training for both field medics and community paramedics. Work with the Montgomery County Emergency Communication District (the “911 System”) to provide education and direction of EMS supervisors on procedures related to the purpose and goals of the paramedicine program. Provide clinical decision making and continuing education training programs to enhance the effectiveness of the paramedicine program. Exercise goodfaith efforts to reduce the number of individuals who overuse the 911 System regularly. Maintain all his necessary professional licenses and certifications in good order. Baker could not be reached for comment. In addition to providing inhome patient visits on an as needed basis, the clinical director will help develop procedures for highquality, efficient health care; identify and refer more individuals who may benefit from the paramedicine program, which could include those who are at risk for hospital readmission or do not qualify for home health services; and patients who require additional support in the home. The new position is designed to assist EMS Medical Director Dr. Mark Escott in establishing a quality improvement program for community paramedics. The clinical director also will provide education and training for field medics and community paramedics. The Courier Like Advertisement Initial compensation for the clinical director paid by MCHD is $27,325.43 through June 30, then $109,301.70 over the next year. The amount includes salary support and a 10 percent administrative overhead fee. 6,984 people like The Courier. The director is expected to have access to an emergency response vehicle provided by the district but could receive an additional $600 monthly stipend for mileage reimbursement if a district vehicle is not available. Board members pointed out that some of the funds will be reimbursed through the state’s Health and Human Services Commission Medicaid Transformation Waiver program. For the threemonth period ending Dec. 31, 2014, the Montgomery County Public Health District had 45 patients enrolled in the program. Collectively, it had 347 emergency call responses prior to enrollment. In the same time period postenrollment, the patients’ collective 911 responses dropped to 256, which amounts to a 26 percent reduction over prior EMS utilization. Of those 45 enrolled patients, 80 percent had a decrease in EMS use. But program officials said community paramedics spent as much time tending to the social needs of patients as they did their clinical needs.
